1. Objetivo / Objective
Establecer los lineamientos generales para el uso de accesorios de accesorios y dispositivos de izaje de acuerdo con los
estándares de seguridad aplicables.
Establish general guidelines for the use of accessory accessories and lifting devices in accordance with applicable safety
standards.
2. Alcance
Este procedimiento se aplica a todos los empleados de la CONSTELLATION BRANDS INC y a los subcontratistas de la
empresa que deban realizar operaciones de izajes con aparejos y proporciona los requisitos mínimos para evaluar los peligros
potenciales de maniobras de izaje que se desarrollen en los trabajos de construcción para el proyecto de la CONSTELLATION
BRANDS INC
This procedure applies to all company employees and subcontractors of the company who are required to perform rigging
operations and provides the minimum requirements for assessing the potential hazards of lifting maneuvers that are developed
in the construction works for the project of the CONSTELLATION BRANDS INC
3. Responsabilidades / Responsibilities
• Gestionar los recursos humanos y materiales necesarios para la aplicación y cumplimiento de este procedimiento.
• Asegurará que se designe personal competente y calificado en la Lista de Personal Competente, y que realicen
correctamente sus deberes. Asegurará que se asigne un Supervisor de izaje para todas las actividades de maniobras.

• To manage the human and material resources necessary for the application and fulfillment of this procedure.
• It shall ensure that competent and qualified personnel are designated in the Competent Personnel List and that they
perform their duties correctly. Ensure that a Lifting Supervisor is assigned for all restraint activities.
• It shall ensure that approved load securing equipment is provided and used and that securing operations are properly
supervised.

• Be present at the work site during lifting operations, unless assigned a qualified Rigger.
• Ensure that proper lifting plans are developed and used for the entire holding and loading operation.
• Know the requirements of a critical lift and ensure that all critical lift are conducted in accordance with applicable procedures
and lifting plans.
• Ensure that the riggers have been adequately trained in the rigging techniques and instructional requirements of this job.
• Ensure that approved rigging equipment is supplied and used in accordance with this procedure and with the manufacturer's
requirements.
• Know and understand the limitations of the equipment in relation to the loading and lifting equipment used for securing the
load.
• Act as the Qualified Person designated for the lift execution.
• Assign qualified maneuvers, operators of certified hoisting equipment for the safe execution of maneuvers and liftings.
• Decide the safe way which the suspended load should be tied to avoid unsafe conditions, always placing two ropes to have
absolute control of the suspended load.
Maniobristas / Riggers
Los maniobristas estarán Certificados y son responsables de cumplir los siguientes requerimientos.
The rigger will be certified and will be responsible for complying with the following requirements.
This includes knowing the weight of the equipment and the material to be lift, the center of gravity of the load and the
weight of the lift accessories to be used,
• Inform the operator of the crane, the holding crew, and the signal and load controllers in suspension the weight of the load,
the maximum radius of the load and the path of the load,
• Act as a designated Rigger Qualified using signs, or retransmit the signals to the designated Rigger, If there is no good
visibility due to the same characteristic of the maneuver, the command will be given via radio in an independent channel
without interference.
• Know and use conventional hand and radio signals for crane operation.
• Will keep the load line on top of the load and hold it above the center of gravity of the load, or make appropriate
arrangements to maintain a stable load.
• Will be kept out of the area under suspended loads.
El operador de Grúa:
• Se asegurará de que todos los componentes de la grúa estén al día en inspecciones y estén en buen estado de trabajo.

4. Definiciones / Definitions
Grapa de Cable Aprobada (perros): Una grapa de cable forjada en caliente, que lleva marcado el tamaño, y para el cuál se
conocen los requisitos del fabricante en cuanto a valores de momento de torsión, número de grapas por unión y distancia
entre grapas o cantidad total de cable contra-doblado.
Approved Cable Clamp: A drop forged cable clamp with its size marked on it and for which the manufacturer required torque
values, number of clamps per splice, and distance between clamps or total amount of cable turn back are known.
Grillete Certificado: Un grillete que está marcado permanentemente con su tamaño, su capacidad y el nombre o marca
registrada del fabricante. El factor de seguridad para los grilletes estará de acuerdo con los requisitos de ASME, CSA, British
Standard y/o con otros requisitos del gobierno o locales.
Approved Shackle: A shackle that is permanently marked with its size, capacity, and the name or trademark of the
manufacturer. The safety factor for the shackles shall be in accordance with ASME, CSA, British Standard

Approved Wire Rope Sling: A piece of steel wire, woven synthetic or manila webbing or a chain having loops or rings at its
ends and intended to hold loads to be raised.
Persona Competente: Persona capaz de identificar riesgos existentes y predecibles en el entorno o en las condiciones de
trabajo, insalubres, riesgosas o peligrosas para los empleados, y con autoridad para tomar medidas correctivas para eliminar
dichas condiciones.
Competent person: Person capable of identifying existing and predictable hazards in the surroundings or working conditions,
unsanitary, hazardous, or dangerous to employees, and with authority to take corrective measures to eliminate those
conditions.
Izaje Críticos: Izajes de más de 10 toneladas. Izajes que exceden el 75% de la capacidad de la grúa; Izaje con más de una
grúa, etc. Ver “PR Seg 005 Izajes Críticos” para una definición exacta.
Critics lifting: Lifting over 10 tonnes. Lifting that exceed 75% of the capacity of the crane; Lifting more than one crane, etc.

Zona de Caída: El área que comprende la zona que está directamente debajo de la carga, pero no se limita a ésta, donde

resolver problemas relacionados con el tema y trabajo de que se trata.
Qualified person: A person, having a degree in an applicable field, a certificate of professional competence, or that her
extensive knowledge, training and experience, has successfully demonstrated its ability to solve problems related to the
subject and work involved.
5. Desarrollo / Development
Todos los trabajos de estrobado de carga se llevarán a cabo de acuerdo con los requisitos EHS de la empresa, y deben

All load estrobado work will be carried out according to the EHS requirements of the company, and they must meet or exceed
these standards, similarly it must adhere to the manufacturer's technical specifications to determine the capacity of lifting
accessories.
Los riesgos en los trabajos de maniobras e izajes incluyen la sobrecarga, el desprendimiento y el deslizamiento de la carga

Risks in maneuvers and lifting works include overload, detachment, and the load slipping caused by an incorrect selection of
lifting accessories. For example, the use of Sling angles outside permitted, grip below the center of gravity, the obstruction to
the free flow of cargo and equipment for a purpose for which it was not intended or designed.
Los cálculos del levantamiento se escribirán en el ART, en una Hoja de cálculo de Cargas y Capacidades o similar o, si se
requiere, el Permiso para Levantamiento Crítico (13 PR Seg 005 Izajes Críticos R02) y serán aprobados por el Supervisor de

Calculations of the uprising will be written in the ART, in a spreadsheet of charges and capabilities or similar or, if required,
permission for rising critic (13 PR sec 005 lifting critics R02) and shall be approved by the lifting Supervisor who is in charge
of the maneuver, before performing it.
Reglas Generales de Seguridad para Equipo de Izaje / Rules General safety for lifting equipment
El Supervisor de izaje, el (los) maniobristas y los operadores(es) de equipo de izajes conocerán y comentarán los
requisitos del izaje, incluyendo el peso bruto de la carga, el plan para estrobar la carga, limitaciones de capacidad
del equipo de izaje, radio máximo permisible, trayectoria de la carga y secuencia del izaje, antes de la maniobra.

• Lifting Supervisor, the (the) Riggers and the operator (s) of lifting equipment will meet and discuss the requirements
of the lifting operation, including the gross weight load, the plan for strobe load, capacity limitations of the equipment
lifting, permissible maximum radius and trajectory of the load and the lifting sequence, before the maneuver.
• Keep all lifting attachments, the attachment devices and load at a distance of at least 10 feet of less than 350 kV
power lines... For power lines with voltage higher than 350 kV, the minimum distance is 50 feet.
• Lifting equipment operators will know the exact location of services, pipes, sewers, and any other underground
obstructions and avoided them with the appropriate data.
• Pre-lifting checklist will be used for all critical lifting and is recommended for all the lifting.
• Lifting equipment operator will be rejected to move a load if you are not satisfied with the subject, if you don't know
the weight of the load, does not like the path of the load or perceived any other problem that endangers persons or
property during the lift.
• Charges will rise in a smooth, controlled to avoid shock or impact to the lifting equipment.
• Hook lifting equipment and of the clamping device can be connected above the Centre of gravity of the material or
equipment that is being lifted, unless additional load control measures are used.
• The operator of the lifting equipment will not pass the load on top of the personnel.
• Lifting equipment are not loaded laterally.
• Lifting equipment is designed for lifting freely suspended loads.
• Do not lift equipment or piles that are built-in or fixed to a base or to the floor.
• Use cats, wedge bars or similar devices to break the union between the floor, cement, etc., before lifting.
• Only a rigger at the same time will have the authority to directly give signals to the operator of lifting equipment,
except in situations in which the signalman cannot be at the same time lifting equipment and load.
• Anyone who sees a danger for the lifting operation is authorized to give signals to the operator to make an emergency
stop.
• Lifting equipment operator not leave suspended loads unattended.
• Suspend the operations of lifting during storms.
Reglas Generales de Seguridad para Sujeción de Carga y Equipo de Sujeción / Safety general rules for cargo securing and
fastening equipment
El fabricante diseñará o certificará las orejas de carga o los puntos de fijación de sujeción para que aguanten su carga máxima

The manufacturer will design or certify load ears or the fixation of attachment points so that they can withstand its maximum

Employees who apply the subject will know the different types of slings and lifting under the hook devices and will use them
correctly and efficiently. All restraint equipment shall be legible markings indicating its nominal capacity and will be within the
inspection period. See Figure 6.

All lifting equipment, loading and fastening inspect visually prior to use to ensure that it is in good condition and correctly
configured.
Report any equipment lifting, loading or clamping that looks unsafe, and mark "do not use" or "to destroy"; This strictly
prohibited performing any type of lifting with slings string as well as use any diameter polypropylene ropes.
Use two slings to hold bundles of materials such as pipes, structural rods or wood with sliding loop or noose of two turns.

Attach vertical or inclined tubes, or rods of structural steel with a tab stop above the hooves of the sling or use an ear of load
attached to the material that is being lifted to prevent the sling from slipping down the load.
Clamping equipment will be used within the temperature limits recommended by the manufacturer. Use extreme caution when
the temperature falls below the freezing or above 120° f (49° C). Reduce the capabilities based on the manufacturer's
recommendations. At lower temperatures can occur fracture by fragilization.
Never hang a load on any structural element until it has confirmed that it will support the load to raise.
All clamping equipment is stored in racks or suitable containers to prevent damage.
Report all accidents or incidents that may cause damage to the lifting equipment, the team's operation, to the clamping
equipment or structure, or bodily injury to a person, to allow a proper investigation.
Handles, hooks, staples or other accessories of design load for units such as modular panels and similar materials, are marked
to indicate the safe working loads, and its resistance to 125% of the rated load, will be tested prior to use.

Loads shall be stabilized prior to hooking or unhooking them. Use chocks, blocks, or other means to prevent movement of
materials during these operations.
All loads shall be kept from swinging into the hoisting equipment or other structures. When lifting a load fee from a previously
anchored position, such as piping that has been in service, removing equipment from foundations, or dismantling structural
members, attach a security device such as a come-a-long, chainfall, rope, etc., to prevent sudden movements.
All personnel shall be clear of the load before it is lifted. Barricade the work area when necessary to protect other workers.
The load shall not be lifted or transported over or near people.
When employees are engaged in hooking, unhooking, or guiding the load, or in the initial connection of a load to a component
or structure within the fall zone, the following criteria must be met:
• The load must be rigged to prevent unintentional displacement
• Hooks with self-closing latches or equivalent must be used
• The materials/load must be rigged by a qualified rigger
No one shall distract the equipment operator’s attention while they are engaged in lifting operations.
No one shall work under a hoisted or suspended load or a load within the fall zone.
All material transported on top of the load being lifted shall be secured.
It is forbidden to travel on the load.

Select the proper size and style of hook, blocks, or accessories for the rigging application.
Use a shackle, with the shackle pin resting on the load hook, to connect two or more rope eyes to the lifting equipment hook
if spread of slings is more than 90º. This will prevent the spread of the sling legs from damaging the safety latch or coming off
the hook.

Use the correct size and weight lower block for vertical lifting to ensure that it is of sufficient weight to overhaul the hoist line
from the highest hook position.
Size the sheaves correctly for the wire rope they are being used with.
Ensure the wire rope is properly seated in the sheaves if a slack rope condition occurs.
Use blocks with a pitch diameter 16 times the diameter of cable used for the hoisting lines.
Avoid tip-loading hooks, except for sorting/pipe hooks specifically designed for tip loading.
All hooks shall have latches or mouse devices, except for sorting or shakeout/pipe hooks.
Sorting hooks shall not be used to place loads at elevation, they are to be used a ground level only.
Replace any hook that has been welded on or heated in any way. Report the condition immediately.

Protect slings against sharp edges and shear during lifting, using softeners such as bearings, blocks, or corner protectors. For
synthetic slings, the softener must have sufficient shear strength to withstand the shear force of the sharp edge, but must be

Avoid using chain when wire rope is possible. A single chain link failure results in complete chain failure, while the wire rope
is constructed of many wires and braids and may give more warning of failure by presenting damage to the individual wires

The chain links will not be bolted together or knotted to shorten a chain sling. Use proper shortening hooks.
Grommets of wire rope slings or wire rope ties shall not be formed with wire rope clips or knots.

The pre-lift checklist, see Figure 7, establishes the minimum requirements to be followed prior to making a lift. The rigging

A designated Competent Person shall annually inspect all rigging equipment, other than slings, chainfalls and come-a-longs.
Written records of this annual inspection should be maintained. See Figure 8. The annual inspection record should reflect a
description of the rigging equipment and its condition. The documented inspection period may need to be shortened based
on the potential conditions described above for chain slings.
Any signs of corrosion should be investigated internally as well as externally.
Damaged or defective rigging equipment shall be immediately removed from service.

Shackle Inspection
Shackles shall be removed from service for the following reasons:

Other conditions including visible damage that cause doubt as to the continued use of a shackle.

The type of wire, number of stands, wires, and type of core identifies a wire rope, e.g., IPS 6 X 19 w/fiber core means

The following are cause for rejection of a wire rope sling:
Broken Wires: Ten or more randomly spaced broken wires in one lay or five or more broken wires in one stand in one
lay.
Loss of rope diameter: abrasion, scrubbing, flattening, peening causing more than ⅓ loss in original diameter of the
outside individual wires.
Missing or illegible marking indicating the capacity of the wire rope sling. A qualified person may restore the marking
on wire rope slings.
Other types of wire rope damage: heat from electrical arc damage, bird caging (increased diameter), drum crushing or
flattening, high stranding (individual lay standing out of wire rope), dog legs and kinks, corrosion, and cracked, worn or
defective ferrules.

Synthetic Sling Inspection Criteria
Synthetic web slings and round slings are generally available in two materials, nylon and polyester. Nylon is resistant
to many alkalies, and polyester is resistant to many acids. Polyester slings are usually preferred over nylon because
they stretch only about half as much as nylon.
Synthetic slings shall be removed from service if the following defects are detected:
• When the built in wear indicator threads, usually red, start showing, (indicator threads are not used by all
manufacturers)
• Melting or charring from burns caused by heat, acid, or caustic
• Presence of holes, tears, cuts, and snags in the sling. (For round slings when these expose defects core yarns.),
• Broken or worn stitching in load bearing splices,
• Missing marking indicating manufacturer’s name, rated load capacity, or type of material used,
• Excessive abrasive wear or knots in any part of the sling, and
• Damaged fittings that are stretched, cracked, worn, pitted, or distorted in any way.
• Round slings shall be inspected throughout their entire length for evidence of damage.
Core integrity is determined by a hand-over-hand inspection of the entire sling. Must meet a 5: 1 safety factor
When the above damage is found, the eyes of the sling should be cut apart and it should be discarded immediately.

• Visible distortion of either end fitting out of its plane, a cracked end fitting.
• Missing manufacturer’s name, trademark, or rated capacity.
