1. OBJETIVO Y ALCANCE. / OBJECTIVE AND SCOPE

Establecer las guías para el tránsito seguro de los vehículos de la Compañía por caminos y carreteras dentro y fuera
de la obra, así como también vehículos ajenos (estos incluyen visitantes, prestadores de servicios, maquinaria, etc.).
Este procedimiento aplica a todos los vehículos propiedad de la compañía, así como también de visitantes, proveedores
y contratistas que ingresen al proyecto de CONSTELLATION BRANDS INC.
Establish guidelines for the safe transit of Company vehicles by roads and highways inside and outside the site, as well
as other vehicles (these include visitors, service providers, machinery, etc.)
This procedure applies to all vehicles owned by the company, as well as visitors, suppliers and contractors who enter
the Project of CONSTELLATION BRANDS INC.

2. RESPONSABILIDADES. / RESPOSIBILITIES

La responsabilidad de implementar esté procedimiento comienza con el Director del Proyecto y fluye a través de todos
los niveles de gestión hacia todos los operadores de vehículos.
The responsibility to implement this procedure begins with the Project Director and flows through all levels of
management towards the vehicle operators.

Sin embargo, es responsabilidad del operador del vehículo entender y cumplir con este procedimiento.

Los operadores que tienen asignado un vehículo de la compañía deben asegurarse que el vehículo se mantiene en
conformidad con las recomendaciones del fabricante.

manufacturer's recommendations.

Cualquier carga transportada por un vehículo motorizado incluyendo equipo, materiales, propiedad personal o de la
compañía, deben ser asegurados por el operador del vehículo en todo momento.

3. PROCEDIMIENTOS. / PROCEDURES

3.1 GENERALES / GENERALS

• Efectuar la verificación del Anexo I. La revisión deberá efectuarse antes de operar cualquier Unidad.
Verify Annex I. Revision must be made prior to operating any vehicle.

• El vehículo deberá portar un marbete de identificación que contenga, Marca, Modelo y placas del vehículo, en
color Azul para personal CBI y Rojo para GAJV.
The vehicle must carry an identification tag that contains, Make, Model and license plates of the vehicle, in
Blue for CBI personnel and Red for GAJV.

• El conductor del vehículo deberá estar capacitado para manejarlo y haber tomado el curso de manejo
Defensivo, reentrenándose por lo menos cada año y debiendo existir constancia de dicho entrenamiento.
The driver of the vehicle must be trained to handle it and have taken the Defensive Driving course, re-training
at least every year and there must be evidence of such training.

• El máximo de pasajeros en cabinas de camionetas será el indicado por el fabricante.

• La velocidad máxima dentro de la planta es de 20 km/h.

• El vehículo deberá estar en buenas condiciones. Cada empleador será responsable de sus vehículos, de la
verificación diaria, registros según sus controles y hojas de verificación.

• Los vehículos ajenos a la compañía deberán ser detenidos por Vigilancia cuando se observen anomalías.

• Podrán circular vehículos dentro de la planta que usen gas como carburante. El equipo deberá ser de patente.
Prohibido el uso de cilindros con gas (uso doméstico).
Vehicles within the plant that use gas as fuel may circulate. The equipment must be of patent. No use of gas
cylinders (household use).

• Las llantas de todo vehículo propiedad de la Compañía deberá reemplazarse cuando el dibujo llegue a un
desgaste de 3/32 pulgadas (2.5 mm), ya que el desgaste excesivo aumenta la probabilidad de derrape en
superficies mojadas. De preferencia deberán instalarse en todos los vehículos, llantas con bandas de
seguridad para determinar de una manera sencilla el nivel de desgaste arriba descrito.
The tires of every vehicle owned by the Company must be replaced when the pattern reaches 3/32 inch (2.5
mm) wear, since excessive wear increases the likelihood of skidding on wet surfaces. Preferably, tires with

• Todos los vehículos utilitarios deberán circular con una torreta color ámbar estroboscópica de leds 40w como

3.2 ACUMULADORES: / BATTERIE

3.2.1 CON TAPONES DE LLENADO: / WITH FILL CAPS

• Verifique el nivel del líquido.

• Si el nivel de líquido no es visible en cualquiera de las celdas o aparenta estar seca, no intente arrancar,
rellene primero las celdas con agua destilada (electrolito) de la batería.

• Quite los tapones de ambos acumuladores y tape los agujeros con una franela húmeda extendida.

• Check the fluid level.

• If the liquid level is not visible in any of the cells or appears to be dry, do not try to start, first fill
the cells with distilled water (electrolyte) from the battery

• Remove plugs from both batteries and plug the holes with an extended wet flannel.

3.2.2 ACUMULADORES SELLADOS: / SEALED BATTERIES

• El área de venteo es menor que un acumulador de tapones, por lo tanto:

• Sepárese lo más posible del acumulador para evitar exposición en caso de ruptura del mismo.

• No continuar tratando de arrancar el vehículo con un acumulador “DESCARGADO” de este tipo si el

vehículo no arranca rápidamente.

• The venting area is smaller than a buffer tank, therefore:

• Separate as much as possible from the accumulator to avoid exposure in case of rupture.

• Do not continue trying to start the vehicle with a "DISCHARGED" accumulator of this type if the vehicle
does not start quickly.

4. FALLAS / FAILURE

4.1 CONEXION DE CABLES PUENTE: / CONNECTION OF BRIDGE CABLES

Siga el siguiente orden:

• Conecte el primer cable (rojo) a la terminal (+) del acumulador del donador.

• La otra punta de ese cable a la terminal (+) del acumulador “DESCARGADO”.

• Después conecte el segundo cable (negro) a la terminal (borne) (-) del acumulador donador.

• La otra punta del segundo puente (-) a un punto a tierra del vehículo con el acumulador “DESCARGADO”.

Este punto deberá estar alejado del carburador.

NOTA: CUANDO HAGA LAS CONEXIONES ASEGURESE QUE HACEN BUEN CONTACTO.

Follow the order below:

• Connect the first wire (red) to the (+) terminal of the donor accumulator.

• The other end of that cable to the (+) terminal of the accumulator "DISCHARGED".

• Then connect the second wire (black) to the terminal (terminal) (-) of the donor accumulator.

• The other end of the second bridge (-) to a ground point of the vehicle with the accumulator
"DISCHARGED".

This point should be clear of the carburetor.

NOTE: WHEN MAKE CONNECTIONS MAKE SURE THAT THEY MAKE GOOD CONTACT.

4.2 TRATE DE ARRANCAR EL VEHICULO DESCOMPUESTO: / RESTART THE UNFIXED VEHICLE

• Si el vehículo descompuesto no arranca rápidamente, arranque el motor del vehículo donador, para evitar bajar
el acumulador del vehículo donador y entonces intente el arranque nuevamente.

• Si en las condiciones anteriores no arranca rápidamente PARE, no continúe intentándolo especialmente si el

acumulador “DESCARGADO” es del tipo sellado (que no cuenta con tapones).

• If the decomposed vehicle does not start quickly, start the engine of the donor vehicle to avoid lowering the

4.3 DESCONEXION DE LOS CABLES: / DISCONNECTING THE WIRES

• Desconecte los cables en el orden invertido en que fueron conectados, haya o no arrancado el vehículo con el
acumulador “DESCARGADO”.
• Disconnect the wires in the inverted order in which they were connected, whether the vehicle was started with
the "DISCHARGED" accumulator.

4.4 TAPONES: / CAPS

• Ponga los tapones de llenado de las celdas.

• Desechar el trapo con que cubrió las celdas, que puede estar contaminando con líquido acumulador,
moje/impregne con agua el trapo antes de desecharlo, esto para neutralizar el electrolito que se impregno en
la franela.

• Fit the caps of the cells.

• Discard the rag that covered the cells, which may be contaminating with accumulating liquid, wet / impregnate
the rag with water before discarding it, to neutralize the electrolyte that is impregnated in the flannel.

4.5 LIQUIDO DEL ACUMULADOR: / ACCUMULATOR FILL LIQUID

• Si el líquido del acumulador accidentalmente se pone en contacto con sus ojos, piel o ropa, enjuáguese con
agua rápidamente y de manera abundante, si existe alguna molestia Acuda al servicio médico.
• If the liquid in the accumulator accidentally contacts your eyes, skin or clothing, rinse with water quickly in an
eyewash and safety shower for 15 minutes. Get medical attention.

5. REGLAS GENERALES PARA VEHICULOS. / GENERALRULES FOR VEHICLES

• Deben respetarse los letreros o señalamientos.

Signs must be respected.

• El peatón siempre derecho de paso.

Pedestrian crossing priority.

• Vehículos ajenos que vayan a cargar o descargar materiales deberán permanecer fuera de la obra hasta que
personal de vigilancia hable con el supervisor del área correspondiente, y éste autorice la entrada del vehículo.
Suppliers that are going to load or unload materials must remain outside the worksite until supervisors talk to
the supervisor of the corresponding area, and the supervisor authorizes the entry of the vehicle.

• En Vigilancia se hará entrega de un formato para todos los operadores de vehículos que requieren entrar a la
Planta, titulado “Reglamento para vehículos y operadores”, la cual es una guía que deberá ser leída, entendida
y seguida por los operadores, y al finalizar su estancia dentro de la Planta deberá ser devuelta al personal de
Vigilancia.
• In Surveillance, a format will be delivered for all visitor of vehicles that need to enter the plant, which is a guide
that must be read, understood and followed by operators, and at the end of their stay inside the Plant must be
returned to the Surveillance personnel.

• Plataformas dobles (fulles) que por requerimientos sean cargados con contenedores, solo deberán operarse
con carga en ambas plataformas. En el caso de que se requiera transportar un solo contenedor, éste deberá
cargarse en la primera plataforma que va junto al tractor; se prohíbe cargar un solo contenedor en la segunda
plataforma, con la primera vacía.
• Double platforms (fulles) that by requirements are loaded with containers, should only be operated with load
on both platforms. In case a single container is required to be transported, it must be loaded onto the first
platform next to the tractor; It is forbidden to load a single container on the second platform, with the first one
empty.

• Las pipas que contengan QUIMICOS deberán ser revisadas por Vigilancia e informar al supervisor del área
de la materia prima el cual le dará el acceso.

• Si el chofer no conoce la Planta, personal de vigilancia le explicará el uso del equipo básico de seguridad,
posteriormente lo guiará al área correspondiente, en donde personal del área lo recibirá y supervisará la carga
y/o descarga, explicándole previamente el modo correcto de hacerlo, así como los requisitos que deben
cumplirse dentro de la Planta.

• Los autos y camionetas no requerirán ser bloqueados, solamente deberán tener el freno de mano y la

deberá usar cuñas.

• Los peatones deberán transitar por las banquetas y en las calles que no existan banquetas deberán transitar

• La velocidad máxima permitida es de 20 Km/Hr.

• En áreas en Construcción donde existan excavaciones, todo transportista deberá respetar las barricadas que
limitan la zona.

5.1 MANIOBRAS CAMIONES DE VOLTEO: / MANEUVERS TO DUMP TRUCKS

Para las maniobras de carga y descarga de materiales con camiones de volteo, se deberán observar las siguientes
recomendaciones:
For maneuvers of loading and unloading of materials with dump trucks, the following recommendations should be
observed:

• Se deberá contar con permiso de la supervisión de EHS, responsable del área donde se planea efectuar la
maniobra.
You must have permission from EHS supervision, responsible for the area where the maneuver is planned.

• El camión de volteo deberá contar con la inspección de seguridad diaria.

The dump truck must have a check list inspection.

• Se debe revisar el área antes de estacionar el camión para la maniobra, con el fin de posicionarlo en terreno
plano, evitando zonas fangosas, así como declives y malformaciones del terreno, delimitaciones esto con el
fin de realizar la maniobra en forma segura.

5.2 CARGA Y DESCARGA DE MATERIALES: / LOAD AND DOWNLOAD OF MATERIALS

Para la Carga:
For the loading:

• Estacionar el camión en la zona de maniobra, apagar el motor, retirar las llaves del switch de ignición y colocar
bloqueos en las llantas del vehículo.

• Durante la maniobra de carga del camión, tanto el operador como cualquier otra persona presente en el área
de carga, deberán permanecer alejados al menos 5 metros tanto del camión como del área donde realiza los

• Antes de proceder a la descarga, el operador del camión deberá asegurarse que los mecanismos de sujeción
de la tapa de la caja del camión (pernos, cadenas, etc.) sean adecuadamente deshabilitados, con el fin de
asegurar que abra libremente por gravedad durante la elevación de la caja y permita el desplazamiento del
material que se va a descargar, que no existan personas a los costados del camión.

el vehículo pudiera entrar en contacto con otros vehículos, equipo, maquinaría o personal en el área, frente a tales
situaciones debe utilizar un observador.

6.2 MANEJO DEL VEHÍCULO. / VEHICLE OPERATION

Todos los operadores de vehículos que ofrezcan la entrega de cualquier material específico del proyecto, deberán
adherirse a las mismas reglas y regulaciones que son requeridas para operación de vehículos. En caso de encontrar
a cualquier operador de vehículos en incumplimiento dará lugar a la suspensión de privilegios para este proyecto
específico.

6.3 REPORTE DE ACCIDENTES. / ACCIDENT REPORT

Todos los accidentes que involucren vehículos personales o de la compañía, y maquinaria pesada que está siendo
usada en la empresa, deben ser reportados por el conductor del vehículo/maquinaría a su supervisor inmediato y
al Departamento EHS, sin importar que tan insignificante haya sido el accidente.
All accidents involving personal or company vehicles, and heavy machinery being used in the company, must be
reported by the driver of the vehicle / machinery to its immediate supervisor and to the EHS Department, no matter
how insignificant the accident.

6.4 APOYO A VEHICULOS- BANDEREROS – HOMBRES AYUDA. / FLAGS MEN HELPER

ayuda llamados banderero para que asistan a los operadores. La necesidad de contar con bandereros será
determinada por la evaluación de peligros de la actividad; sin embargo, como reglas específicas, estos son algunos
de los vehículos que requieren el apoyo:
