Resumen
Abstract
The fault principle is incompatible with the so-called strict liability, the
liability for one another and with the responsibility for acts that are alleged and
can vouch for the acts or omissions of others. Ultimately guilt is a guiding
principle which is necessary and essential to the rule of law because under his
cause ensures that penalties are proportionate to the gravity of the guilt of the
perpetrator, thus avoiding illegality and corruption doing everything possible to
respect for human dignity.

La discrepancia entre uno y otro orden deja clara otra diferencia entre el
injusto penal y el injusto administrativo en lo relativo al principio de
culpabilidad, toda vez que en materia administrativa la exigencia de culpa no
