Taking into consideration the attributions of the First Committee of the General
Assembly by its cooperation in the maintenance of international peace and security,
3. Affirms that this office will count with a panel of experts in the areas of
seizure, tracking and organized crime in order to cover efficiently the
monitoring process
4. Considerar el establecimiento de un Observatorio Público de Acuerdos en
donde se puedan corroborar los acuerdos en materia de compra y venta de
armamento pequeño y de armamento ligero por parte de los Estados
a. De esta manera se incentivará a la transparencia en los acuerdos que
las partes pacten en pro de un mayor monitoreo a los fondos que
puedan provenir de grupos subversivos,
b. En dicha plataforma, desde un particular hasta un organismo podrá
verificar los fondos que proceden y de dónde proceden, fomentando así
el sistema de gobierno abierto para que la ciudadanía esté al tanto de
los gatos nacionales en armas ligeras y pequeñas.
Investigación y recolección
1. Considerar la creación del Manual de Asistencia Técnica Contra el Comercio
Ilegal de Armas “Sídney” junto a la UNODC y la INTERPOL, con el fin de:
a. Crear un marco teórico y procedimental capaz de servir como
instrumento consultivo por parte de los Estados miembros que así lo
deseen, al momento de estos querer realizar investigaciones referentes
al contrabando ilícito de armas ligeras en su territorio.
i. Dicho Manual de Asistencia Técnica comprenderá cuales son
las acciones pertinentes entendiendo tres fases de la
investigación: estudio de mercado, monitoreo de precios y
recolección de datos efectivos.
ii. Dichas acciones serán especializadas tomando en cuenta la
región del país que decida aplicar dicho Manual,
comprendiendo ayuda y cooperación regional con sedes
intergubernamentales de la UNODC y la INTERPOL aledañas.
iii. El fin último del Manual será la creación de informes por parte
de los países atacantes para de esta manera recolectar datos con
el fin de establecer patrones y señalar acciones para la toma de
decisiones futuras.
b. Servir de sustento para los funcionarios públicos y los servicios de
seguridad estatal en materia de tráfico ilícito de armas de fuego ligeras
y pequeñas.
2. Invitar a los países miembros de la presente resolución a la creación de la
Oficina de Fiscalización de armamento ligero, con el fin de:
a. Comprobar que las actividades de comercio de armas ligeras cumplan
con la normativa internacional vigente.
i. Dichas actividades de comercio de armas ligeras serán
determinadas por la lista establecida en el TCA.
b. Precisar el enfoque técnico en el marco de principios, normas
internacionales y nacionales, distinguiendo las distintas modalidades
de Fiscalización.
i. Se realizará a través de grupos de expertos en materia de
tributación, fiscalización y control externo clasificarán las
modalidades a establecer en la venta de armas,
c. Su sede estará ubicada en la ciudad de París y tendrá una sede regional
en cada continente.
Comercialización
2. Encourages the use of The Koi flow as a way to discuss the matters in other
committees of the Disarmament and International Security Committee;
a. Calls upon the Trade and Development Board alongside the Advisory
Board on Disarmament Matters, to send specific recommendations to
the Office of Disarmament Affairs of the United Nations (UNODA)
b. From these conclusions States would have the measures needed to
implement in order to guarantee legal and safer transaction regarding
small weapons;
3. Stablish new criteria’s in the Arms Trade Treaty, in order to update the
agreement, which was wrote in 2013, this will state ahead of new issues
regarding this topic. The criteria’s will be:
a. Criterion One: Respect for the international obligations and
commitments of Member States, in particular the sanctions adopted by
the UN Security Council, agreements on non-proliferation and other
subjects, as well as other international obligations. An export license
should be denied if it the recipient country is inconsistent with:
i. the international obligations of Member States under the
Nuclear Non-Proliferation Treaty, the Biological and Toxin
Weapons Convention and the Chemical Weapons Convention;
ii. the commitment of Member States not to export any form of
anti-personnel landmine;
iii. the commitments of Member States in the framework of the
Australia Group, the Missile Technology Control Regime, the
Zangger Committee, the Nuclear Suppliers Group, the
Wassenaar Arrangement and The Hague Code of Conduct
against Ballistic Missile Proliferation.
b. Criterion Three: Internal situation in the country of final destination, as
a function of the existence of tensions or armed conflicts;
i. Member States shall deny an export license for military
technology or equipment which would provoke or prolong
armed conflicts or aggravate existing tensions or conflicts in
the country of final destination;
c. Criterion Four: behavior of the buyer country with regard to the
international community, as regards in particular its attitude to
terrorism, the nature of its alliances and respect for international law.
States should consider:
i. its support for or encouragement of terrorism and international
organized crime;
ii. its compliance with its international commitments, in particular
on the non-use of force, and with international humanitarian
law;
d. Member States shall consider, in the light of information from relevant
sources such as United Nations Development Programme, World
Bank, International Monetary Fund and Organization for Economic
Cooperation and Development reports, whether the proposed export
would seriously hamper the sustainable development of the recipient
country;
e. The amendment will be made through Vienna’s Protocol amendment
procedure
