Por qu existe y qu hace?

Nuestro idioma es algo precioso, algo que sale del interior de uno
de nosotros y corre. Y cuando hablas es como el ro que se va. Cada
tanto se para con su sonido hermoso, nuestra lengua suena como un
canto. Y se va, se va, como el ro Bermejo, como el corriente de un
ro es nuestra lengua. Nadie la puede detener y si de rato en rato
se detiene es para que ordenes tu palabra y luego sigue yendo y ah
encuentras que tus palabras se van no ms.

de unas 40 balas de goma durante una represin policial en Pozo
Nuevo, en julio de 2005. A los pocos meses de la reunin, falleci,
en gran medida a causa del dao provocado en esa represin.

El Contexto

Lhalhaklis ta inamejen

En todos los encuentros y reuniones organizados o propiciados

por el Consejo Wichi Lhmtes se escucha la misma problemtica:
ausencia de una poltica pblica de reconocimiento y promocin
de nuestra lengua, como lengua materna, como medio principal
para la formacin y expresin de nuestra identidad como pueblo
wich y como medio de comunicacin y aprendizaje. Esta falta de
reconocimiento se ve especialmente en el mbito de la educacin
pblica, pero tambin en todo otro mbito de la vida pblica que
nos afecte en la salud, la administracin de la justicia, la accin
social, etc.
La obligacin de aprender y comunicarnos en una lengua ajena
nos trae muchas dificultades en la vida. No solamente se hace ms
difcil para nuestros hijos en la escuela, pero tambin muchas veces
nos encontramos en situaciones en las que no comprendemos lo que
otros, castellano hablantes, nos quieren decir, y ellos tampoco nos
comprenden.
Siendo negado el valor de nuestra lengua, algunos de nuestros
hijos comienzan a despreciar su propio idioma, que han mamado
con la leche de su madre. As comienza a entrar la incomprensin
tambin entre nosotros, padres y madres con sus hijos e hijas. Por lo
que, negando a la propia lengua se termina negndose a s mismo.
Nosotros pensamos que esa tendencia se puede revertir, porque
amamos a nuestra lengua y sabemos que es el medio de expresin
que tenemos como pueblo wich. Pero para lograr que nuestro

Lhmtes se dirige a la sociedad argentina en general y al pueblo
wich en s.
Los fines del Consejo Wichi Lhmtes
El Consejo Wichi Lhmtes naci en el ao 1998, en Morillo,
Provincia de Salta, con el nombre de Wichi Laka Comisin. Sus
fines siguen siendo, bsicamente, los mismos como en el principio:

el reconocimiento, afirmacin y promocin de la lengua wich
en forma oral y escrita en todos los mbitos que afecten al
pueblo wich y a todos sus miembros;

para estos fines se busca lograr promover el reconocimiento
oficial de la lengua wich y fomentar su estudio y valorizacin, como as tambin la formacin y capacitacin de miembros del pueblo wich en diferentes aspectos de su lengua, y la
elaboracin y difusin de materiales escritos en wich.

Formosa y Salta. Se busca que haya participantes de cada zona.
La Asamblea es la mxima autoridad y est compuesta por todos
los miembros de nuestra organizacin. La Asamblea decide las lneas
generales de trabajo de la organizacin.
El Consejo Directivo est compuesto por veintidos titulares y
veintidos suplentes, siendo propuestos dos titulares y dos suplentes
de cada una de las zonas dialectaes. Son aprobados por la Asamblea
y sus funciones incluyen las de decidir los programas de trabajo de la
organizacin, elegir los miembros de la Comisin de Coordinacin
y ver que la misma cumpla su trabajo.
La Comisin de Coordinacin est compuesta por seis miembros
elegidos de entre los miembros del Consejo Directivo. Su funcin
es, sobre todo, la de poner en prctica las decisiones de la Asamblea
y del Consejo Directivo.
El Organo de Fiscalizacin est compuesto por un titular y un
suplente elegidos por la Asamblea y su funcin es la de asegurar que
el Consejo Directivo y la Comisin de Coordinacin cumplan bien
sus respectivos trabajos.

Lo que queremos hacer en los prximos aos:

Difundir el trabajo del Consejo Wichi Lhmtes en todas las
zonas dialectales de las tres provincias de Chaco, Formosa y
Salta, mediante visitas, reuniones y cartillas.
Realizar talleres en diferentes zonas para difundir los derechos
a la lengua y promover conocimientos sobre el alfabeto wich,
la alfabetizacin y la importancia de la oralidad.
Obtener la personera jurdica del Consejo Wichi Lhmtes
y elegir nuestras autoridades. Se planifica una asamblea
constitutiva con amplia convocatoria para el ao 2013.
Gestionar el apoyo financiero para ampliar y consolidar el
trabajo.
Grabar, filmar, elaborar y difundir materiales (orales, escritos
y audiovisuales) en lengua wich.

A todas las autoridades pertinentes (de la Provincia y la

Los fines de la Asociacin sern el reconocimiento, afirmacin
y promocin de la lengua wich en forma oral y escrita en todos los
mbitos que afecten al pueblo wich y/o cualquiera de sus miembros:
educacin, salud, justicia, seguridad, accin social, expresiones
artsticas, etc.

e) La promocin de espacios de consulta y participacin del
pueblo wich para la toma de decisiones sobre cuestiones
referentes a su lengua;
f) La difusin en toda la sociedad de la importancia de la
lengua wich para la identidad de su pueblo y como parte del
patrimonio cultural de Argentina;
g) La formacin y capacitacin de miembros del pueblo wich
en todo lo que tienda a la afirmacin de la lengua wich;
h) La elaboracin y difusin de materiales en lengua wich;
i) El asesoramiento para la elaboracin de materiales en lengua
wich y la certificacin de los mismos;
j) La articulacin con los weenhayek de Bolivia en lo referente
a los fines de la Asociacin.
Artculo 5
Se afirman los siguientes principios para orientar todo el quehacer
de la Asociacin:
a) Todos tienen el derecho a expresarse en su lengua materna
en privado y en pblico y a desarrollar todas sus actividades
mediante su propia lengua;
b) La lengua es de todo el pueblo wich, no es patrimonio de
algunos con la exclusin de otros;
c) En las actividades de afirmacin y promocin de la lengua se
debe tener en cuenta los aportes de todos y todas, ancianos y
ancianas, nios y nias, jvenes, adultos mujeres y varones;
d) La lengua es parte de cada wich, as como tambin de todo
el pueblo wich; es expresin de su identidad colectiva y de
su manera distinta de percibir y de describir la realidad. Su
lengua es el medio privilegiado por el que el pueblo wich y
sus miembros expresan su humanidad y lo que le da sentido a
su vida. Por lo tanto, debe gozar de las condiciones necesarias
para su desarrollo en todas sus dimensiones;
