Preamble
1. We, Ministers, heads and members of delegations, heads of agencies and
officials of multilateral and bilateral organizations, and representatives of civil
society, the teaching profession, youth and the private sector, have gathered
in May 2015 at the invitation of the Director-General of UNESCO in Incheon,
Republic of Korea, for the World Education Forum 2015 (WEF 2015). We
thank the Government and the people of the Republic of Korea for having hosted
this important event as well as UNICEF, the World Bank, UNFPA, UNDP, UN
Women and UNHCR, as the co-convenors of this meeting, for their contributions.
We express our sincere appreciation to UNESCO for having initiated and led
the convening of this milestone event for Education 2030.
2. On this historic occasion, we reaffirm the vision of the worldwide movement for
Education for All initiated in Jomtien in 1990 and reiterated in Dakar in 2000
the most important commitment to education in recent decades and which
has helped drive significant progress in education. We also reaffirm the vision
and political will reflected in numerous international and regional human rights
treaties that stipulate the right to education and its interrelation with other human
rights. We acknowledge the efforts made; however, we recognize with great
concern that we are far from having reached education for all.
Towards 2030:
a new vision for education
5. Our vision is to transform lives through education, recognizing the important
role of education as a main driver of development and in achieving the other
proposed SDGs. We commit with a sense of urgency to a single, renewed
education agenda that is holistic, ambitious and aspirational, leaving no one
behind. This new vision is fully captured by the proposed SDG 4 Ensure inclusive
and equitable quality education and promote lifelong learning opportunities for
all and its corresponding targets. It is transformative and universal, attends to the
unfinished business of the EFA agenda and the education-related MDGs, and
addresses global and national education challenges. It is inspired by a humanistic
vision of education and development based on human rights and dignity; social
justice; inclusion; protection; cultural, linguistic and ethnic diversity; and shared
responsibility and accountability. We reaffirm that education is a public good,
a fundamental human right and a basis for guaranteeing the realization of

other rights. It is essential for peace, tolerance, human fulfilment and sustainable
development. We recognize education as key to achieving full employment and
poverty eradication. We will focus our efforts on access, equity and inclusion,
quality and learning outcomes, within a lifelong learning approach.
6. Motivated by our significant achievements in expanding access to education
over the last 15 years, we will ensure the provision of 12 years of free, publicly
funded, equitable quality primary and secondary education, of which at least
nine years are compulsory, leading to relevant learning outcomes. We also
encourage the provision of at least one year of free and compulsory quality preprimary education and that all children have access to quality early childhood
development, care and education. We also commit to providing meaningful
education and training opportunities for the large population of out-of-school
children and adolescents, who require immediate, targeted and sustained action
ensuring that all children are in school and are learning.
7. Inclusion and equity in and through education is the cornerstone of a
transformative education agenda, and we therefore commit to addressing all
forms of exclusion and marginalization, disparities and inequalities in access,
participation and learning outcomes. No education target should be considered
met unless met by all. We therefore commit to making the necessary changes
in education policies and focusing our efforts on the most disadvantaged,
especially those with disabilities, to ensure that no one is left behind.
8. We recognize the importance of gender equality in achieving the right to
education for all. We are therefore committed to supporting gender-sensitive
policies, planning and learning environments; mainstreaming gender issues in
teacher training and curricula; and eliminating gender-based discrimination and
violence in schools.
9. We commit to quality education and to improving learning outcomes, which
requires strengthening inputs, processes and evaluation of outcomes and
mechanisms to measure progress. We will ensure that teachers and educators
are empowered, adequately recruited, well-trained, professionally qualified,
motivated and supported within well-resourced, efficient and effectively
governed systems. Quality education fosters creativity and knowledge, and
ensures the acquisition of the foundational skills of literacy and numeracy as well

19. We have discussed and agreed upon the essential elements of the Education
2030 Framework for Action. Taking into account the United Nations summit
for the adoption of the post-2015 development agenda (New York, September
2015) and the outcomes of the Third International Conference on Financing
for Development (Addis Ababa, July 2015), a final version will be presented
for adoption and launched at a special high-level meeting to be organized
alongside the 38th session of the General Conference of UNESCO in November
2015. We are fully committed to its implementation after its adoption, to inspire
and guide countries and partners to ensure that our agenda is achieved.
20. Building on the legacy of Jomtien and Dakar, this Incheon Declaration is an historic
commitment by all of us to transform lives through a new vision for education, with
bold and innovative actions, to reach our ambitious goal by 2030.

of every strong society but far too many children are still being left

Prambule
1. Nous, ministres, chefs et membres de dlgations, chefs dinstitutions et hauts
responsables dorganisations multilatrales et bilatrales, reprsentants de la
socit civile, de la profession enseignante, des jeunes et du secteur priv,
nous sommes runis en mai 2015 linvitation de la Directrice gnrale
de lUNESCO, Incheon, en Rpublique de Core, loccasion du Forum
mondial sur lducation 2015 (WEF 2015). Nous remercions le Gouvernement
et le peuple de la Rpublique de Core davoir accueilli cette importante
manifestation, ainsi que lUNICEF, la Banque mondiale, lUNFPA, le PNUD, ONU
Femmes et lUNHCR, co-organisateurs de cette runion, pour leurs contributions.
Nous exprimons galement nos sincres remerciements lUNESCO, qui a
pris linitiative et la direction de lorganisation de cet vnement majeur pour
lducation 2030.
2. En cette occasion historique, nous raffirmons la vision qui est celle du
mouvement mondial en faveur de lducation pour tous, lanc en 1990 Jomtien
et renouvel Dakar en 2000, qui reprsente lengagement le plus important
pris dans le domaine de lducation au cours des dernires dcennies, et qui

droit lducation pour tous. Par consquent, nous prenons lengagement de
soutenir les politiques, la planification et les environnements dapprentissage
attentifs au genre, dintgrer les questions de genre dans la formation des
enseignants et dans les programmes denseignement, ainsi que dliminer les
discriminations et la violence fondes sur le genre lcole.
9. Nous nous engageons en faveur dune ducation de qualit et dune amlioration
des acquis de lapprentissage, ce qui ncessite de renforcer les ressources,
les processus et lvaluation des rsultats, ainsi que de mettre en place des
mcanismes pour mesurer les progrs. Nous ferons en sorte que les enseignants
et les ducateurs aient les moyens dagir, quils soient recruts de manire
adquate, quils reoivent une formation et des qualifications professionnelles
satisfaisantes, et quils soient motivs et soutenus au sein de systmes grs de
manire efficace et efficiente, et dots de ressources suffisantes. Une ducation
de qualit favorise la crativit et les connaissances, et garantit lacquisition des
comptences fondamentales en lecture, en criture et en calcul, ainsi que des
comptences en matire danalyse et de rsolution de problmes, et dautres
aptitudes cognitives, interpersonnelles et sociales de haut niveau. Elle dveloppe
galement les comptences, les valeurs et les attitudes qui permettent aux
citoyens de mener une vie saine et panouissante, de prendre des dcisions
claires et de relever les dfis locaux et mondiaux, grce lducation en vue
du dveloppement durable (EDD) et lducation la citoyennet mondiale
(ECM). cet gard, nous appuyons vigoureusement la mise en uvre du
Programme daction global pour lEDD qui a t lanc lors de la Confrence
mondiale de lUNESCO sur lEDD tenue Aichi-Nagoya en 2014. Nous
soulignons galement limportance de lducation et de la formation aux droits
de lhomme en vue de la ralisation du programme de dveloppement durable
pour laprs-2015.

Prembulo
1. Nosotros, ministros, jefes y miembros de delegaciones, jefes de organismos y
funcionarios de organizaciones multilaterales y bilaterales y representantes de la
sociedad civil, de la profesin docente, de los jvenes y del sector privado, nos
hemos reunido en mayo de 2015 por invitacin de la Directora General de la
UNESCO en Incheon (Repblica de Corea) con motivo del Foro Mundial sobre
la Educacin 2015 (WEF 2015). Damos las gracias al Gobierno y al pueblo
de la Repblica de Corea por haber acogido este importante acontecimiento,
as como al UNICEF, al Banco Mundial, al UNFPA, al PNUD, a ONU Mujeres
y al ACNUR, coorganizadores de esta reunin, por sus contribuciones.
Expresamos nuestro sincero agradecimiento a la UNESCO por haber puesto en
marcha y liderado la convocatoria de este acontecimiento que marca un hito
para la Educacin 2030.
2. En esta histrica ocasin, reafirmamos la visin del movimiento mundial en pro
de la Educacin para Todos, que se puso en marcha en Jomtien en 1990
