CANDIDATURE OF PERU TO
THE ICAO COUNCIL
El Perú está comprometido con el desarrollo de la aviación
civil. Motivan esta constante mejora el ejemplo del aviador
Jorge Chávez Dartnell, quien se inmoló al cruzar Los Alpes
de Italia en 1910; el afán de brindar un servicio de calidad
a los millones de ciudadanos peruanos y extranjeros que
se trasladan por los aeropuertos del país, y la búsqueda
de apertura de nuevas rutas aéreas comerciales que
continúen contribuyendo al crecimiento de nuestra
economía.
Durante los últimos diez años, el Perú ha registrado
un crecimiento promedio de 10.8% en el transporte de
pasajeros de vuelos nacionales e internacionales. Esta es
la cifra más alta de la región.
Uno de los factores que han influido en este incremento
son los acuerdos bilaterales que el Estado peruano ha
firmado con diversos países para promover la aviación
comercial. A ello se suma que nuestro país se encuentra
geográficamente al centro de América Latina y constituye
un excelente punto para la conexión con los demás
continentes.
El esfuerzo por la optimización de nuestro servicio de
transporte aéreo ha tenido como resultado que, en los
últimos diez años, tanto en vuelos internacionales como
domésticos, no tengamos accidentes con pérdidas
humanas que lamentar.
En el proceso de desarrollo de nuestra aviación civil
hemos contemplado conectar a los ciudadanos que viven
en las zonas más alejadas del oriente peruano. A favor de
ellos se creó un programa de subsidio para la compra de
pasajes aéreos. En diez años de su implementación se ha
transportado a 107,398 connacionales.
Por lo expuesto, me dirijo a los 192 países que forman la
Organización de la Aviación Civil Internacional (OACI)
para solicitarles su voto de confianza, a fin que el Perú
otra vez sea parte de su consejo. Agradezco a la Comisión
Latinoamericana de Aviación (CLAC) haber tenido la
generosidad de considerarnos dentro de la lista auspiciada
por los 22 países de la región.
Peru is committed to the development of Civil Aviation.
Driven by a constant improvement to keep up with
the example of the aviator Jorge Chavez Dartnell, who
sacrificed his own life when crossing the Alps of Italy in
1910; the desire to provide a quality service to the millions
of Peruvian and foreign citizens who travel through the
country’s airports, and the search for the opening of new
commercial air routes that continue to contribute to the
growth of our economy.
During the last ten years, Peru has registered an average
growth of 10.8% in the passenger’s transport of domestic
and international flights. Currently, this is the highest
figure in the region.
One of the factors that have influenced this increase has
to do with the bilateral agreements that the Peruvian State
has signed with various countries to promote Commercial
Aviation. In addition to that, our country is geographically
located in the center of Latin America and is an excellent
point for connection with the rest of the world.
Our effort to optimize the air transport service has resulted
in not having accidents with human losses to regret in both
international and domestic flights in the last ten years. MARÍA ESPERANZA
We have contemplated connecting citizens who live in JARA RISCO
the most remote areas of eastern Peru in the process of
developing our civil aviation. In favor of them, a subsidy
program was created for the purchase of airline tickets.

kindly considering us within the LACAC list sponsored by
the 22 countries of the Region.
 El Estado peruano es signatario del Convenio de Chicago
desde el año 1944. La Autoridad Aeronáutica Civil en el Perú,
que es ejercida por la Dirección General de Aeronáutica Civil
(DGAC), tiene una alianza estratégica con la Organización
de Aviación Civil Internacional (OACI). Ello ha permitido
al Perú el fortalecimiento de la seguridad operacional y
la mejora de los procedimientos de navegación aérea,
los que han sido objeto de reconocimiento y apoyo de la
comunidad aeronáutica mundial.
El Perú se encuentra en una zona estratégica en la Región
SAM, lo que ha permitido la llegada de inversiones para
nuevas empresas y operadores de la industria aérea.
Asimismo, han influido en el crecimiento del sector
aeronáutico peruano la economía y legislación estable
del país, así como la relación dinámica entre la Autoridad
Aeronáutica Civil en el Perú y la Industria.
Mi país, próximo a celebrar el Bicentenario de su
Independencia en el año 2021, se ha trazado retos
importantes. Algunos de estos son la ampliación del
Aeropuerto Internacional Jorge Chavez, el principal
terminal aeroportuario del Perú, la construcción de nuevos
JUAN CARLOS aeropuertos en las ciudades de Cusco y Chiclayo, el
PAVIC MORENO mejoramiento de diferentes terminales aéreos en regiones
y la actualización de políticas y planes.

de la DGAC, continuará con el apoyo especializado de
Aeronaútica Civil la Technical Cooperation Bureau (TCB) – ICAO. Muestra

la Oficina Central en Montreal, a través de los diversos
proyectos que se han venido gestionando.
The Peruvian State is a signatory country to the Chicago
Convention since 1944. The Civil Aviation Authority of Peru,
which is exercised by the General Directorate of Civil Aviation
(DGAC), has a strategic alliance with the International Civil
Aviation Organization (ICAO). This alliance has enabled us
to strengthen the aviation operational safety and improve
air navigation procedures which have been the object of
recognition and support from the global aviation community.
Peru is located in a strategic zone in the SAM Region which
has allowed investments from new companies as well as
new operators in the airline industry. In 2018, we carried
24.5 million domestic and foreign passengers through our
airports. We estimate that by 2021 this figure will increase to
30.9 million.
Likewise, the economy and stable legislation of the country
have contributed to the growth of the Peruvian aeronautical
sector as well as the dynamic relationship between the Civil
Aeronautical Authority in Peru and industry.
My country, close to celebrating the Bicentennial of its
Independence in 2021, has outlined important challenges
such as the expansion of the “Jorge Chavez International
Airport”, the main airport terminal of Peru, the construction
of new airports in the cities of Cusco and Chiclayo, the
improvement of different regional airports as well as policies
and plans updates.
The Peruvian State through the DGAC will continue
maintaining the specialized support of the Technical
Cooperation Bureau (TCB) – ICAO to ensure these objectives
are achieved. Evidence of the benefit of this alliance is the last
result of the ICAO Validation Mission (ICVM) under the ICAO
Universal Safety Oversight Audit Program (USOAP) which
displayed significant progress in compliance and showed
Peru’s commitment to airport development.
This concerted effort must be sustained and encouraged
with the permanent support of the ICAO South American
Regional Office and the Directorate of Technical Cooperation
of the Central Office in Montreal through the various projects
that have been managed so far.

NAVEGACIÓN BASADA EN SISTEMA DE GESTIÓN CONTROL MIGRATORIO EN EL
PERFORMANCE Y SEGURIDAD EN PISTA DE FLUJO AÉREO (ATFM) AEROPUERTO INTERNACIONAL JORGE CHÁVEZ

Consolidó al Perú como pionero en la región en el
procedimiento basado en el uso de la tecnología satelital.
Permite que las operaciones aéreas sean más ordenadas,
predictivas y eficientes, lo que ha incrementado el nivel de
seguridad operacional.
Este sistema dotó de mayor accesibilidad al Aeropuerto
Internacional Velasco Astete (Cusco), uno de los terminales
aéreos con la orografía más complicada del mundo. Mejoró el
índice de conectividad entre los aeródromos del país. Además,
se crearon rutas más directas y en horarios ampliados.
PERFORMANCE-BASED NAVIGATION
AND RUNWAY SAFETY
Se implementó mediante la puesta en servicio de la Unidad
de gestión de flujo de tránsito aéreo (FMU) Lima. El sistema
ATFM promueve la circulación eficiente, fluida, ordenada
y segura del tránsito aéreo. Sus procedimientos y medidas
optimizan el uso del espacio aéreo, distribuyen de forma
equitativa la demanda en base a la capacidad del sistema, lo
que se ve reflejado en reducción de esperas en vuelo y del
consumo de combustible. Estas medidas están publicadas en
la AIP Perú.
El Perú ha suscrito cartas de acuerdo operacional con Bolivia,
Colombia y Ecuador para incorporar medidas ATFM.
AIR TRAFFIC FLOW MANAGEMENT (ATFM)
Este sistema permite obtener de forma anticipada los datos
biográficos de los pasajeros, a fin de determinar si requieren o
no de un tratamiento particular para su ingreso o salida del país.
Ha logrado reducir de 85 a 24 segundos, es decir en 72%, el
tiempo de control migratorio en el Aeropuerto Internacional
Jorge Chávez.

data in advance in order to determine if they require or not a
particular treatment for their entry or exit from the country.

It consolidated Peru as a pioneer in the region for a
procedure based on the use of satellite technology. It allows
air operations to be more orderly, predictive and efficient
which has increased the level of operational safety.
This system provided greater accessibility to Velasco Astete
International Airport (Cusco), one of the airfields with the
most complicated orography in the world. The connectivity
index between the country’s aerodromes improved from 4%
to 85%. In addition, more direct routes and extended hours
were created.

Conectar a la población que vive en zonas alejadas de la
selva y de frontera, mediante la subvención de pasajes
aéreos, es el objetivo del programa de vuelos subsidiados.
Las rutas conectan a los aeropuertos hub de Loreto,
Ucayali y Tarapoto con 11 localidades de la selva.
Los pasajes aéreos se ofrecen, donde no existe oferta
privada de servicio regular, hasta con un 60% de rebaja
que el costo promedio del mercado.
El programa de vuelos subsidiados se inició en el año
2010. Desde aquel entonces y hasta fines de 2018 ha
transportado a 107,398 pasajeros. Estos ciudadanos se han
beneficiado con una alternativa de traslado que les ahorra
tiempo y dinero para viajar a las capitales del oriente
peruano.
