Historia de la
Declaración
La Declaración Universal de los Derechos Humanos, adoptada
por la Asamblea General de la ONU el 10 de diciembre de 1948,
fue el resultado de la experiencia de la Segunda Guerra Mundial.
Después de la Segunda Guerra Mundial y la creación de las
Naciones Unidas, la comunidad internacional se comprometió a
no permitir nunca más atrocidades como las sucedidas en ese
conflicto. Los líderes del mundo decidieron complementar la
Carta de las Naciones Unidas con una hoja de ruta para
garantizar los derechos de todas las personas en cualquier
lugar y en todo momento.El documento que consideraban, y
que más tarde se convertirá en la Declaración Universal de los
Derechos Humanos, fue examinado en la primera sesión de la
Asamblea General en 1946.
Cuando la Segunda Guerra Mundial estaba a punto de terminar en
1945, las naciones estaban en ruinas y el mundo quería la paz.
Representantes de 50 países se reunieron en San Francisco en la
Conferencia de las Naciones Unidas sobre Organización Internacional
del 25 de abril al 26 de junio de 1945. Durante los siguientes dos
meses, procedieron a redactar y luego firmar la Carta de la ONU, que
creó una nueva organización internacional, las Naciones Unidas, que,
se esperaba, evitaría otra guerra mundial como la que acababan de
vivir.
¿Qué entendemos por política
internacional?
Las políticas internacionales
son acuerdos y decisiones
tomadas por los gobiernos de
diferentes países para abordar
problemas globales y
promover intereses comunes.

Principios históricos:
Autonomía y afirmación de los referentes nacionales y sociales
de la política exterior.
Preservación de la soberanía nacional y de la integridad del
Estado.
Solución pacífica de las controversias.
Promoción de los valores de la democracia y del respeto a los
derechos humanos.
Protección de los intereses nacionales y en el exterior.
Regionalismo abierto, solidaridad y apertura a las corrientes
universales.
Unidad, coherencia y descentralización en la gestión de la
política exterior.
¿Qué es el derecho internacional
humanitario?
El derecho internacional humanitario
(DIH) es un conjunto de normas que,
por razones humanitarias, trata de
limitar los efectos de los conflictos
armados. Protege a las personas que
no participan o que ya no participan
en los combates y limita los medios y
métodos de hacer la guerra. El DIH
suele llamarse también "derecho de la
guerra" y "derecho de los conflictos
armados".
El DIH es parte del derecho
internacional, que regula las
relaciones entre los Estados
¿Cuándo se aplica el derecho
internacional humanitario?
El DIH sólo se aplica en caso de
conflicto armado. No cubre las
situaciones de tensiones internas ni
de disturbios interiores, como son los
actos aislados de violencia. Sólo es
aplicable cuando se ha
desencadenado un conflicto y se
aplica por igual a todas las partes, sin
tener en cuenta quien lo inició.
El DIH distingue entre conflicto
armado internacional y conflicto
armado sin carácter internacional.
¿Qué cubre el derecho
internacional humanitario?
El DIH cubre dos ámbitos:
• La protección de las personas
que no participan o que ya no
participan en las hostilidades.
• Una serie de restricciones de los
medios de guerra, especialmente
las armas, y de los métodos de
guerra, como son ciertas tácticas
militares.
¿A qué restricciones están
sometidos los medios y métodos
de hacer la guerra?
El DIH prohíbe, entre otras cosas, los
medios y los métodos militares que:
• no distinguen entre las personas
que participan en los combates y
las personas que no toman parte
en los combates, a fin de
respetar la vida de la población
civil, de las personas civiles y los
bienes civiles;
• causan daños superfluos o
sufrimientos innecesarios;
• causan daños graves y
duraderos al medio ambiente.

ONU tienen la misión de:
Supervisar el cumplimiento del alto
el fuego.
Desarmar e inmovilizar a los
combatientes.
Proteger a la población civil (dando
