Notes:
This Action Plan voluntarily developed by Argentina’s Civil Aviation Authorities, expresses
how different sections in entities, organizations and the industry have freely applied
initiatives that contributed and will contribute to reduce greenhouse gas emissions from
civil aviation operations.
In this framework, Argentina reaffirms that treatment of emissions from air transport must
be in accordance with the principles and provisions of the UNFCCC and its Kyoto Protocol,
in particular, the principle of common but differentiated responsibilities and Article 2.2 of the
said Protocol.
In this context, the Argentine Republic reserves the right to develop and apply regulations
or what it otherwise deems necessary to reach the environmental protection and climate
change objectives to be established.
No paragraph in this action plan mandates the adoption of specific measures regarding
greenhouse gas emissions or fuel usage.

General Issues
Desde los Andes se extienden hacia el este llanuras suavemente onduladas, que llegan hasta el mar.
Gran parte de la región pampeana que incluye una vasta zona agrícola, ocupa esta región.
La Pampa, con un clima templado, posee las tierras más productivas del país (y una de las mejores del
mundo), para la agricultura y la ganadería. Su planicie es un paisaje sólo interrumpido por las Sierras
de Tandil y la Ventana, de atractivo encanto turístico. El este de la región se caracteriza por amplias y
pobladas playas de la costa atlántica.
Gently undulating plains reaching the sea range east of the Andes mountains. An important section of the
Pampas, including a vast agricultural area, occupies this region.
The Pampas, with a mild weather are the most productive lands in the country (and one of the best in the
world) for agriculture and livestock rising. Its plains form a landscape only interrupted by the massifs of
Tandilia and Ventania that constitutes a great attraction for tourists. The eastern part of this region is
characterized by large and populated beaches in the Atlantic coast.

South of the Pampas, there is the Patagonia, a dry and windy region ranging up to the southern tip of
South American with the southernmost city in the world, Ushuaia.
Beautiful cities like Bariloche, El Calafate, Villa la Angostura, San Martín de los Andes and other
frequent destinations for local and international tourists are located in this region.
1 Introducción y antecedentes
Esta etapa del Plan de Acción, que refiere a las operaciones aéreas internacionales
regulares, ha sido confeccionada con la participación exclusiva de Aerolíneas
Argentinas, principal explotador aerocomercial en la República Argentina y línea
aérea de Bandera. Se detallarán más adelante los esfuerzos superlativos que ha
efectuado esta Empresa argentina para reducir significativamente las emisiones de
sus aeronaves.
In accordance with this commitment and with the aim to take an active part in ICAO
initiatives, the Action Plan of Argentina on the Reduction of CO2 emissions has been
developed and is submitted today to this International Agency.
This stage of the Action Plan, which refers to the international regular air operations,
has been prepared with the exclusive participation of Aerolíneas Argentinas, main
Argentine air carrier and the flag airline. Hereunder we will detail the superlative efforts
of the Argentine company to reduce drastically the emissions of its aircraft.
The tasks presently performed by the Ministry of the Interior and Transportation and
its Under secretariat of Air Transportation, with multidisciplinary teams formed by
experts from the National Administration of Civil Aviation (ANAC), Yacimientos
Petrolíferos Fiscales (YPF), the National Institute of Industrial Technology (INTI), the
National Institute of Agricultural Technology (INTA), the Argentine Chamber of
Biofuels (CARBIO) and again Aerolíneas Argentinas (ARSA), to investigate the
feasibility of alternative sustainable fuel production to be used in civil aviation in
Argentina.

La extensa superficie del estado Argentino y su ubicación geográfica hacen que el medio aéreo de
transporte y comunicaciones tenga particular relevancia. Negocios, el turismo, el transporte de
mercancías y correo convierten al transporte aéreo en factor importante en la economía Argentina.
Con casi un centenar de aeropuertos (de los cuales alrededor de un 20% son internacionales), en
los que operan más de medio centenar de explotadores aéreos, varios de ellos de matrícula
nacional; revelan la importancia de la actividad aeronáutica comercial.
Con un significativo número de rutas internacionales y conectando todo nuestro País, en la
actualidad Aerolíneas Argentinas es el explotador aéreo de matrícula nacional de mayor actividad.

El Segundo gráfico nos indica variación anual en la eficiencia del uso de combustible, respecto de la
meta fijada por la OACI, los valores del año 2011 surgen de comparar los resultados de ese año con
el 2006 por carecer de datos confiables entre los años 2007 a 2010.

between 2006 and 2013, with regard to the goal proposed by ICAO, the values of 2011 arise from
comparing the results of that year to 2006 due to lack of reliable data between 2007 and 2010.

2006 y 2011 y a partir del año 2012 se efectuó una proyección anual. La traza sin mitigar se calculó

without mitigation measures). The base lane was calculated with the years 2006 and 2011 data.
From the year 2012 an annual projection was made. The unmitigated values were calculated
applying to the operation activities of each year, the fuel consumption of 2006 (year of reference).

The following chart shows in red line, the fuel that the airlines would been burned if since 2006
no mitigation measures were implemented. To calculate the years 2014 and 2015, a growth of
5.2% per year was applied (refer to the ICAO Circular 313, September 2007).
The blue trace shows the real consumption observed from 2006 to 2013; the years 2014 and
2015 were calculated with a growth of 5.2% per year and an improved in the fuel efficiency
(FB/RTK), of 2% per annum.

Se seleccionó el “volumen de combustible consumido por tonelada por kilómetro (RTK)” como
matriz para la vigilancia y medida del nivel de emisiones de CO2 después de implementar la
medida de mitigación de Renovación de Flota de la línea aérea de bandera, como así también
para poder efectuar la proyección de emisiones de CO2.
Cada uno de los puntos analizados contribuyó en mayor o menor medida a la concreción de
un objetivo en común, que es lograr un uso óptimo del combustible. Estas acciones se fueron
desarrollando y aplicando paulatinamente desde mediados de 2008 y formaron uno de los
pilares fundamentales del crecimiento de la compañía.
Si comparamos AKOs, PKTs, horas voladas y combustible consumido de los años 2009 y
2012, resulta que el incremento del consumo de combustible es sensiblemente menor al de la
oferta de asientos, los pasajeros transportados y las horas voladas.

Por otra parte, si analizamos los índices de consumo específico de combustible durante el
vuelo en litros cada 100 km por pasajero transportado (RPK) y por asiento ofrecido, se
obtienen en ambos casos un valor de mayor eficiencia.

We selected the “volume of fuel consumption per ton per kilometer (RTK)” as parameter for
surveillance and calculation of CO2 emissions after the flag airline implemented the mitigation
measure “Renewal of the Fleet”, and to be able to project CO2 emissions. The projection was
prepared considering a 5.2% increase in aeronautical operations in Argentina, data supplied
by the International Civil Aviation Organization (ICAO) in its Circular 313 AT/134 “Outlook for
Air Transport to the Year 2025”.
2.5 Additional yield indicators and fuel consumption statistics corresponding to the
activities performed by Aerolíneas Argentinas S.A.
Each analyzed item contributed to a greater or lesser extent to the common goal, i.e.
optimization in fuel usage. These actions were developed and applied gradually as of mid
2008 and constitute one of the fundamental pillars in the growth of the company.
One way to illustrate efficiency in fuel consumption is to analyze yield indicators, such as AKO
(seats offered per kilometer flown) and PKT (passengers transported per kilometer flown).
If we compare AKO, PKT, hours flown and fuel consumption for the years 2009 and 2012, it
appears that fuel consumption increase is noticeably lower than seats offered, passengers
transported and hours flown.

On the other hand, if we analyze specific fuel consumption indices in liters in flights for every 100
km per passenger transported (RPK) and per seats offered, the figures obtained in both cases
show a greater efficiency.

Consiente de esta realidad, la Argentina ha iniciado en los últimos años un proceso sistemático de
aplicación de medidas específicas que tienen por finalidad mejorar el rendimiento de los combustibles y
optimizar las operaciones, disminuyendo así las emisiones.
3.1 Descripción:
La flota de la empresa de Bandera Argentina, a junio de 2008 (un mes antes de la gestión estatal) se
caracterizaba por ser totalmente heterogénea, 8 distintos tipos de aeronaves que se incrementa a 11
si se cuentan sus sub-flotas, y con una antigüedad promedio de 20 años.
Este tipo de flota, con Boeing 747-200 y 400, 737-200 y 500, y McDonnell Douglas 83 y 88, era
altamente ineficiente en materia de consumo de combustible, a la vez que requería de un mayor
mantenimiento reflejado en más repuestos y horas hombre, repercutiendo directamente en el
aumento de la cantidad de emisiones de GEI.
Esta situación se fue atenuando mediante una progresiva renovación de la flota, alcanzando
actualmente una de las flotas más modernas de la región y consiguiendo además una
homogenización de la misma (3 tipos de aeronaves y 5 tipos de subflotas), con aeronaves del tipo
Boeing 737-700 y 800, Embraer 190 y Airbus 340.
Aircraft fuel efficiency improved substantially over the last five decades; nevertheless CO2 emissions
from air transportation have increased significantly as a result of the development of commercial
aviation, at domestic as well as international levels.
Better technologies, more efficient operations and investments in infrastructure may not be enough to
offset the increase in greenhouse gas emissions produced by commercial aviation in the foreseeable
future.
Aware of this reality, over the last few years Argentina began a systematic application of a process
with specific measures to improve fuel efficiency and optimize operations, thus reducing emissions.
3.1 Description:

In June 2008 the fleet of the Argentine flag carrier (one month before the government
took over management) was characterized by its heterogeneity, having 8 different types of
aircraft, 11 if its sub-.fleet were taken into account, with 20 years (average) of age.
This Boeing 747-200 and 400, 737-200 and 500 and McDonnell Douglas 83 and 88 fleet
was extremely inefficient regarding fuel consumption. At the same time it required more
maintenance as shown by the use of spare parts and by man- hours. This fact led directly to a
higher level of GEI emissions.
This situation was mitigated by a gradual renewal of the fleet. It is now one of the most
modern in the region. Additionally, the fleet is now homogeneous (3 types of aircraft and 5 types
in the sub-fleet) with Boeing 737-700 and 800, Embraer 190 and Airbus 340.
En el siguiente cuadro puede notarse la considerable diferencia entre las emisiones de los motores de
la flota más antigua en comparación con la de los equipos incorporados. Para las aeronaves de
fuselaje ancho, la diferencia entre un motor de B747-400 y uno A340-300 es de una reducción del
48%.
Para las aeronaves de fuselaje angosto, la diferencia entre un motor de MD 83 y uno E190 es de una
reducción del 27%, y del 69% entre uno MD 83 y uno B737-800.
The following table shows the considerable difference between engine emissions of the older fleet
and the emissions from the incorporated equipment. For wide-body aircraft, the difference between
a B747-400 engine and an A340-300 engine was reduced by 48%.
For narrow-body aircrafts, the difference between a MD 83 engine and an E180 engine shows a
27% reduction and between a MD 83 engine and a B737-800 engine a 69% reduction.

Cada año la aviación comercial utiliza más de 200 millones de toneladas de combustible al
año, lo que corresponde a cerca del 3% del consumo mundial. Con estos datos a la vista
podemos ver cuán importante es buscar nuevas alternativas en combustibles sustentables.

Es en este contexto que en la Argentina se ha conformado un grupo multidisciplinario del
que participan autoridades de gobierno, organismos reguladores, institutos tecnológicos y
agropecuarios, empresas petroleras, explotadores aéreos y cámaras; para encontrar la
mejor alternativa que permita producir bio-jet argentino con estándares de calidad
internacionales. Es este proyecto el que se detalla a continuación.
Commercial aviation uses every year more than 200 million tons of fuel that correspond to
almost 3 % of world consumption. If we bear these data in mind we can see the importance
of looking for new alternatives in sustainable fuels.
Description In 2011, the ANAC with the National Institute of Industrial Technology
(INTI) began research on aviation biofuel production. Simultaneously
Aerolíneas Argentinas and the Argentine Chamber of Biofuels
(CARBIO) analyzed the feasibility to supply its fleet with biojet
produced in the country.

Efficient management of air traffic services is vitally important to reduce emissions, in order
to achieve this is necessary to have an adequate technology and qualified personnel. The

Por esta razón, desde el mes de Octubre de 2011, se concretó la visita de los asesores de
la corporación norteamericana MITRE. Se coordinó la conformación de Grupos de Trabajo
donde participan expertos de la Administración Nacional de Aviación Civil, de la Dirección
General de Control de Tránsito Aéreo y de la empresa Aerolíneas Argentinas, para
intervenir en el rediseño del área terminal BAIRES.
The Argentine airspace has been divided into five flight information regions (FIR), called
Córdoba, Resistencia, Ezeiza, Mendoza and Comodoro Rivadavia. The Buenos Aires
Terminal Control Area (TMA Baires) situated over the city of Buenos Aires and its
surroundings that concentrate the highest domestic and international air traffic density in
the Republic is located within the Ezeiza FIR.
The standardized entry and exit procedures at the terminal and the instrument
approaches to its airports have not varied substantially of late. Therefore, the design of
such an important terminal became outdated with respect to the procedures dictated by
the new technology.
In view of the above, at the end of October 2011, a group of advisors from the American
Corporation MITRE visited the country. Coordinated working teams with experts from the
Civil Aviation Administration, General Direction of Air Traffic Control and Aerolíneas
Argentinas were formed to the redesign of the terminal area BAIRES.
