El tráfico de cabotaje registró un 15% del total de la carga operada, correspondiendo en su mayoría a cabotaje de entrada
con un 14%, donde resaltan los fertilizantes, recepción de gasolinas, turbosina, diésel y combustóleo. Por otra parte, el
cabotaje de salida, que representa el 1%, se destaca en gasolina de PEMEX y varilla.
Como un puerto moderno y vanguardista, Lázaro Cárdenas cuenta con una gama de servicios, ocupando una posición
estratégica en el Sistema Portuario Nacional, lo que lo convierte en un aliado de la producción, el comercio y el transporte.

according to data from the National Institute of Statistics and Geography (INEGI).
The secretary of AMECH commented that this characteristic is “extremely important” for the labor world in the face of
“nearshoring”, as it indicates that the country has potential for the generation of talent focused on the industries that are
most needed nowadays.

La funcionaria convocó a los secretarios estatales para elaborar un plan de trabajo para los próximos dos años, entre los puntos que
debe de contener es un diagnóstico de la vocación productiva de cada entidad, simplificar los trámites para que se estandaricen a
nivel nacional. Reiteró que, “todos son candidatos potenciales para recibir inversiones”.
Relocation in Mexico, a growth opportunity for the 32 states: Ministry of the Economy
The Ministry of Economy held a working meeting with the Secretariats of Economic Development of the states, in order to share
joint strategies to exploit the relocation of new industries and reduce inflation of basic market basket products.
The meeting was chaired by the Secretary of Economy, Raquel Buenrostro, who highlighted the importance of working together
through an inter-sectoral dialogue. She also emphasized the agency's commitment to facilitate and support investment projects
through a single window for investors.
She explained that there are five main industrial sectors: semiconductors, automotive (electromobility), electrical and electronics,
medical devices and pharmaceuticals, and agribusiness.
She called on the state secretaries to prepare a work plan for the next two years, which should include a diagnosis of the productive
vocation of each entity, simplifying the procedures so that they are standardized at a national level. She reiterated that “all of them
are potential candidates to receive investments”.

“The customs broker is a fundamental piece in foreign trade and our daily task is to highlight his/her
role within this sector. Our job is to emphasize that he/she is an auxiliary and not only takes care of the
interests of the importer or exporter but also of the authority itself”.
“Me voy muy contento, veníamos por un periodo de tres años, pero por
distintas situaciones, entre ellas la pandemia, me terminé quedando otros
tres años; un total de seis años en la Presidencia y me voy muy satisfecho
por todo lo que hemos logrado. Hemos crecido en número, hoy nos vamos
con más del doble con los socios activos con los que comenzamos”, dijo
el hoy ex Presidente de la CLAA.
“Creemos que las autoridades son una parte esencial en el crecimiento del intermodal y la planeación de nuevas
rutas entre México-Monterrey, Monterrey-México, México-Guadalajara, Guadalajara-México, también estamos
explorando Chihuahua, Laredo; en el sureste a Mérida, Cancún, entonces creemos que hay ciertas rutas que nos van
a dar un empuje a crecer esto”, indicó.
Anchustegui consideró que “es el momento” de este modo de transporte por el crecimiento que continuará en los
próximos años. “Vamos a ver la segunda ola del intermodal en México. La falta de operadores y transporte es grave
en el país y tenemos esa oportunidad para subir esa capacidad al tren, así como por tarifas en donde tan solo el
Interpacífico te da un 20% de ahorro y queremos repicar eso y la parte ambiental”.
Diego Anchustegui has three main objectives as President of the Mexican Intermodal Transport Association
(Asociación Mexicana de Transporte Intermodal in Spanish or AMTI) for the period 2023-2024: to monetize the

will help us to expand this”, he said.
Anchustegui considered that “it is the time” for this mode of transportation because of the growth that will continue
in the years ahead. “We are going to see the second wave of intermodal in Mexico. The lack of operators and
transportation is serious in the country and we have that opportunity to raise that capacity to the train, as well as for
rates where only the Interpacífico gives you a 20% savings and we want to replicate that and the environmental part”.
Humberto Vargas, who spent 10 years with the Association, six as a board member and four as President, said he
leaves office with a positive experience thanks to the progress made over the years despite the challenges posed by
the pandemic.
“After the pandemic, intermodal was very affected as the entire global supply chain, we were impacted by what the
pandemic itself represented, we are part of the freight transportation so we were dramatically involved and I use that
expression because that was the case, but at the same time we reinvented ourselves and intermodal began to grow”.
He said that being part of the AMTI was a great learning experience, especially the gratification of seeing “how
Mexicans, when we decide to work together, can do many things and have a common goal, we see that we can work
together and be a more competitive and productive country”.
Meanwhile, Yolanda Esquivel, General Director of AMTI, said that a priority issue for this year is the evolution of
intermodal transportation, continue to grow and strengthen, continue to develop it within our country, remain closely

información, cooperación en el sector agropecuario, cooperación en el sector minero, cooperación en el sector de la energía,
cooperación en el sector de los transportes, cooperación en el sector del turismo, cooperación en el ámbito de las estadísticas,
lucha contra las drogas, lavado de dinero y control de precursores químicos, cooperación científica y tecnológica, etc.
Marco institucional, al amparo de este Tratado se crean instituciones como: el Consejo Conjunto, el Comité Conjunto,
aspectos sobre soluciones de controversias, en este sentido se prevé que el Consejo conjunto decidirá sobre el establecimiento
de un procedimiento específico para la solución de controversias comerciales y relacionadas con el comercio, compatible con
las disposiciones pertinentes de la Organización Mundial del Comercio (OMC) en la materia.

definición de las partes, aplicación territorial, duración, cumplimiento de obligaciones, etc.

de los mismos, incluidos los impuestos sobre las ganancias derivadas de la enajenación de los bienes muebles o inmuebles,
así como de los impuestos sobre las plusvalías. El acuerdo de referencia contempla y regula conceptos tales como: la noción
de residentes, establecimiento permanente, rentas inmobiliarias, beneficios empresariales, navegación marítima y aérea,
empresas asociadas y dividendos, entre otros rubros.

Comercio con China; un país que, si bien tiene una gran
diferencia cultural y es un importante competidor en la
exportación de productos manufacturados, sería un mercado
muy amplio para las exportaciones de productos mexicanos.
Las importaciones originarias de China hacia México
representaron un 20% en el año 2021. Un TLC permitiría
acceder a productos de origen de China a más bajo costo por
las preferencias arancelarias. Bajo este tenor encontramos
una importante oportunidad para los mercados de México
para firmar un acuerdo de libre comercio con China.
Mexico is an attractive country for foreign investment due to its strategic position and its young population, in addition to the
fact that we are a consumerist country with the ability to produce with state-of-the-art technology. It should be mentioned
that the different international agreements or treaties help us to maintain a competitive economic relationship.
On the other hand, we have a foreign trade policy that takes advantage of commercial regionalism, focusing its commercial
transactions with neighboring countries, and at the same time implementing commercial and cooperation agreements that
can strengthen relations with the United States, which is its main partner, both in terms of imports and exports. For example,
we can mention the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the United States-
Mexico-Canada Agrement (USMCA) (which replaced the North American Free Trade Agreement (NAFTA)) in order to have
trade predictability and tariff preferences, considering at the same time that Mexico and Canada are the main trading partners
of the USA, since approximately 80% of Mexican exports are destined to the United States. This denotes a high concentration
of the export market. In contrast to the above, we must highlight that the list of Mexican FTA's in our country shows that
there is no Free Trade Agreement with China; a country that, although it has a great cultural difference and is an important
competitor in the export of manufactured products, would be a very large market for Mexican product exports. Imports from
China to Mexico represented 20% in 2021. An FTA would allow access to products of Chinese origin at a lower cost due to tariff
preferences. In this sense, we find an important opportunity for Mexico's markets to sign a free trade agreement with China.
To exploit these opportunities, however, it is necessary to address some of the most notorious weaknesses in energy and
transportation infrastructure, public safety and human capital development that hinder Mexico's competitiveness. In
particular, the deficiencies that have limited the integration of the states in the south-southeast region of the country into
global production chains must be addressed. Otherwise, an unequal distribution of the benefits of international trade will
persist among the states in the north of the country, which have been better integrated into global production chains. In 2020,

En el año 2023 se aplicarán cambios relevantes en materia de presentación de los “dictámenes de los estados financieros”, los
cuales tienen relación con la observancia del cumplimiento de las disposiciones aduaneras, derivado de la Reforma Fiscal
publicada en el DOF el 12 de noviembre de 2021.
En particular, el artículo 32-A del Código Fiscal de la Federación (CFF) establece algunas obligaciones y condicionantes para
que los contribuyentes presenten el “Dictamen de los estados financieros” por contador público autorizado a más tardar el 15
de mayo del año inmediato posterior a la terminación del ejercicio de que se trate:

En dicho informe, deberá asentar los aspectos que se indican, además de acompañar la documentación e información que
consideres suficiente para acreditar el dicho:

Antes de hablar de flujos comerciales, vale la pena destacar las ventajas y cualidades comerciales de México, se encuentra
en la región de América del Norte, teniendo como su principal socio comercial a los Estados Unidos de América, cuenta con
acceso al océano Pacífico y al Atlántico, por lo que se conecta con mercados de Asía y Europa; en el continente americano
tiene vínculos comerciales sólidos con los países latinoamericanos, destacando Uruguay, Colombia, Perú, Chile, Panamá y
Argentina. Adicionalmente, cuenta con una red de 14 Tratados de Libre Comercio con 50 países (TLCs), 30 Acuerdos para
la Promoción y Protección Recíproca de las Inversiones (APPRIs) con 31 países o regiones administrativas y 9 acuerdos de
alcance limitado (Acuerdos de Complementación Económica y Acuerdos de Alcance Parcial) en el marco de la Asociación
Latinoamericana de Integración (ALADI).1
México es un país competitivo en productos del sector primario como aguacate, tomate y pimiento2; cuenta con mano de
obra calificada, un sector empresarial robusto, una legislación aduanera y comercial que promueve las exportaciones y que
permite el desarrollo de empresas maquiladoras, lo que le da una ventaja competitiva para explotar la tendencia comercial
denominada Nearshoring. 3
En materia de comercio internacional, el análisis de los flujos comerciales nos permite, por un lado, conocer el estado
que guardan nuestras transacciones con nuestros socios comerciales habituales y en segunda instancia, conocer aquellos
mercados potenciales para un producto determinado, lo cual representa información valiosa para el desarrollo de la
estrategia comercial de una empresa, es ahí donde radica el valor del análisis de flujos comerciales.
Un trabajo de análisis de flujos comerciales implica identificar aquellos productos exportables; qué países tienen una ventaja
comparativa sobre sus competidores, así como su presencia en los mercados de otros países. En el siguiente gráfico se refleja
el crecimiento de la oferta nacional y la demanda internacional para los productos exportados por México en 2021 a nivel
