de los estadounidenses, incluyendo los miles de millones de orgullosos mexicoamericanos que viven en mi pas. Esta es mi cuarta visita a Mxico como presidente y la segunda a este museo, y cada vez que vengo, la cultura, la belleza de esta tierra y de su gente me inspiran. Han sido muy amables conmigo, le han dado la bienvenida a mi esposa Michelle aqu en el DF. Han acogido a mi hija Malia y a sus compaeros en Oaxaca. Como padre orgulloso debo aceptar que el espaol de Malia est mejorando, ayuda que ella es mucho ms inteligente que yo. Es un honor volver a pisar la Ciudad de Mxico, una de las grandes ciudades del mundo. Es un placer estar entre amigos. Y tiene mucho sentido reunirnos en este gran museo, que celebra sus antiguas civilizaciones, su arquitectura, su arte, su medicina, su matemticas. En tiempos modernos, la mezcla de tradiciones y culturas encontr su expresin en los murales de Rivera y las pinturas de Frida, en la poesa de Sor Juana y los ensayos de Octavio Paz. En una ocasin Paz pronunci palabras que capturan el espritu de esta reunin, de este lugar que conmemora su pasado y que esta maana est lleno de individuos que moldearn su futuro. Paz dijo: la modernidad no est fuera, sino dentro de nosotros. Es ahora y es tambin lo ms antiguo; es maana y el origen del mundo; tiene miles de aos y a la vez, acaba de nacer. Por ello que quise hablar con ustedes hoy. Ustedes viven en la interseccin de la cual habla Octavio Paz. Los jvenes de Mxico respetan su herencia, pero tambin son parte de algo nuevo. Son parte de una nacin en proceso de reconstruccin. Y mientras que el mundo moderno cambia alrededor de nosotros, es el espritu de la juventud, su optimismo, idealismo y su voluntad por deshacerse de viejos hbitos, lo que guiar al mundo hacia delante. Ustedes reconocen la diferencia entre lo que es el mundo y lo que podra ser; entre las viejas actitudes que sofocan el progreso y las nuevas, que nos permiten conectarnos y colaborar con otras culturas. Y por cierto, esto incluye cmo percibimos la relacin entre Estados Unidos y Mxico. A pesar de todos los vnculos, valores y ciudadanos que compartimos, en ocasiones nuestras actitudes siguen inmersas en viejos estereotipos. Existen estadounidenses que slo ven el Mxico representado en primeras planas amarillistas, el Mxico azotado por la violencia y los mojados. Y hay que ser realistas, existen todava mexicanos que piensan que EU le falta el respeto a Mxico o que intenta imponer sobre su soberana, o que simplemente queremos levantar muros. En ambos pases, estas distorsiones crean malinterpretaciones que hacen difcil avanzar hacia delante. Hoy estoy aqu por que creo que es tiempo de dejar atrs esa mentalidad; es tiempo de reconocer nuevas realidades, incluyendo el impresionante progreso del Mxico de hoy. Muchos mexicanos han hecho enormes sacrificios por mantener la seguridad de la nacin, y tanto en el campo y como en municipios cerca de esta capital, existen aquellos que an luchan por

regalarle a sus hijos una mejor vida. Pero un nuevo Mxico est emergiendo. Lo veo en la profundizacin de su democracia, en los ciudadanos que alzan la voz para denunciar la violencia y la impunidad como inaceptables; una prensa audaz que presiona a sus lderes a rendir cuentas; una sociedad civil robusta con defensores de derechos humanos que demandan dignidad y estado de derecho; partidos polticos en activa competencia pero que tambin han logrado una transferencia de poderes pacfica y hoy buscan forjar nuevos compromisos. Todo ello es seal del extraordinario progreso que se est gestando en este pas. Sabemos que el trabajo de perfeccionar la democracia nunca acaba; eso es tan verdadero en EU como lo es aqu. Mxico se mueve hacia delante como alguna vez lo dijo Benito Jurez: la democracia es el destino de la humanidad. Eso es lo que estamos viendo aqu en Mxico. Estamos frente a un Mxico de nueva prosperidad, con nuevos acuerdos comerciales internacionales, convirtindose en un lder de manufactura desde Tijuana hasta Monterrey, hasta Guadalajara y a travs de las mesetas centrales. Un lder global en automviles, aparatos y electrnica; pero tambin un centro de innovacin en alta tecnologa, un productor de hardware y software para la era digital. Un hombre en Quertaro mencion una verdad: no hay razn para tener que salir del pas en busca de una mejor vida, aqu mismo hay buenas oportunidades. Ustedes son un ejemplo de esto. Veo un Mxico que ha sacado a millones de personas en situacin de pobreza. Los sacrificios que hicieron sus padres y abuelos, han llevado a que cada vez haya ms clase media en el pas, con la calidad de vida que ellos siempre soaron. Esto incluye, por cierto, oportunidades para las mujeres, que cada vez ms demuestran que de tener la oportunidad, pueden moldear nuestro destino igual o mejor que un hombre. Veo en la juventud mexicana una generacin empoderada por el poder de la tecnologa. Creo que algunos de ustedes estn tuiteando ahorita lo que est pasando. Y ya sea utilizar a las redes sociales para preservar una lengua indgena o alzando su voz para moldear el futuro que ustedes buscan, se estn haciendo escuchar. Y todo este progreso dinmico que est ocurriendo aqu est posicionando al pas alrededor del mundo, en el escenario mundial. Mxico est exigiendo democracia no slo dentro del territorio nacional sino a travs del planeta y compartiendo sus experiencias a travs del continente americano, al compartir conocimiento sobre cmo enfrentar terremotos o amenazas a sus ciudadanos, o ir a las urnas para emitir su voto. Mxico siempre est ah, dispuesto a ayudar a sus vecinos. Tambin se ha unido a las filas de las grandes economas del planeta y fue el primer pas latinoamericano en albergar una reunin del G20. Y de esta misma forma, tambin se han transformado los lazos entre nuestros dos pases.

Como presidente, me dejo guiar por una propuesta bsica: que en esta relacin no existe un socio mayoritario y uno minoritario. Somos iguales, dos naciones soberanas y debemos trabajar juntos, con respeto mutuo. Slo as ambos pases sern prsperos. Como lo hice antes con el presdiente Caldern, hoy reafirmo con el presidente Pea Nieto que la colaboracin entre nuestros pases no slo continuar sino que se fortalecer y se expandir. Reconozco el compromiso que Pea Nieto tiene con Mxico y con el futuro del pas y ambos compartimos la creencia que como lderes, nuestra principal misin es mejorar la vida de nuestros ciudadanos. Por ello, hemos acordado que la relacin entre nuestras naciones debe definirse no por las amenazas a las que nos enfrentamos, sino por la prosperidad y las oportunidades que podamos crear juntos. Ahora, como socios iguales, ambos debemos reconocer nuestras responsabilidades mutuas. Este pas se ha embarcado en una ambiciosa agenda de reforma, que haga a su economa ms competitiva y a sus instituciones ms transparentes y Estados Unidos los respalda en la bsqueda de estos cambios. Nosotros creemos, y yo creo, que todo el mundo merece lo mejor de su gobierno. Ya sea en la recepcin de algn servicio bsico o en la creacin de una nueva empresa, cualquiera debe poderlo lograr sin tener que recurrir a dar una mordida. Todas las oportunidades para su futuro las deberan tener aqu, en los lmites de sus fronteras, en el pas al que aman. En EU, reconocemos nuestras responsabilidades. Entendemos que muchas de las races de la violencia que ha azotado al pas proviene de nuestra demanda de drogas ilegales. Necesitamos continuar trabajando en ese frente. Me han preguntado y no creo que legalizar las drogas sea la respuesta. Sin embargo, creo que un acercamiento comprensivo e integral, de aplicacin de la ley, educacin, prevencin y tratamiento es lo que tenemos que hacer y lo que seguiremos haciendo, pues de eso depende el futuro de nuestros hijos. Tambin reconocemos que la mayor parte de las armas utilizadas para crear violencia aqu en Mxico vienen de nuestro pas. Ustedes saben que nuestra constitucin garantiza nuestro derecho individual a portar armas, algo que como presidente, jur defender y apoyar. Pero como lo he dicho tambin en mi pas, continuar haciendo todo dentro de mi poder para aprobar reformas de sentido comn, que mantengan nuestras armas fuera de las manos de criminales; una reforma que permita salvar vidas tanto en Mxico como en EU. Es lo correcto. Nosotros continuaremos presionando a traficantes que traen armas ilegales a Mxico y seguiremos encarcelando a criminales. Tenemos mucho trabajo por delante en materia de seguridad, y reconocemos nuestra responsabilidad, como una nacin con la creencia que todos los hombres son creados de igual forma. Creemos en nuestra responsabilidad de tratarnos los unos a los otros con dignidad y respeto y esto incluye reconocer cmo migrantes mexicanos y estadounidenses de ascendencia mexicana han fortalecido y contribuido enormemente a nuestro pas. Los mexicoamericanos enriquecen a nuestras comunidad, incluyendo a mi ciudad de origen, Chicago, donde puedes caminar por colonias como Pilson y la Villita, decoradas por murales de

patriotas mexicanos, visitar una fonda, escuchar a los mariachis, encontrar a aquellos que se inspiran en la fe de la virgen de Guadalupe. Estamos agradecidos con mexicoamericanos de cada sector de nuestra sociedad por ensearle a nuestros hijos, dirigir nuestras empresas, formar parte de nuestras fuerzas armadas, hacer descubrimientos cientficos y tambin por alzar la voz a favor de la justicia social. El Dr. Martin Luther King le dijo alguna vez a Csar Chvez: somos hermanos en la pelea por la igualdad. Es un hecho que sin el apoyo de los latinos y los mexicoamericanos, hoy no estara platicando con ustedes como presidente de los Estados Unidos. Esa es la verdad. Dado que sa es la herencia de nuestro pas y que compartimos tanto poblacin como frontera, es crtico que los Estados Unidos reconozca la necesidad de reformar su sistema migratorio. Somos una nacin de leyes y de inmigrantes. Como cualquier pas, tenemos la obligacin de asegurar que la ley se cumpla, pero como pas de inmigrantes tambin sabemos que el actual sistema no refleja nuestros valores. Separa a las familias cuando las debera juntar; lleva a miles de personas a vivir en la sombra y nos priva de los talentos de miles de jvenes, an cuando sabemos que los migrantes siempre han sido el motor de nuestra economa. Es por ello que actu para levantar la sombra de la deportacin para los que llamamos los dreamers, jvenes que fueron trados a los EU como nios. Y es por ello que estoy exhortando al Congreso a aprobar una reforma migratoria de sentido comn este ao. Estoy convencido que lo podremos lograr. Una reforma que contine reforzando la seguridad fronteriza pero tambin la migracin legal, para que los ciudadanos no tengan que esperar durante aos para traer a sus familias a los EU; una reforma que haga que todos tengan que rendir cuentas, que imposibilite que los migrantes continen siendo explotados y abusados; una reforma que provea a miles de millones con un camino para ganarse su ciudadana. Hoy soy optimista que tras aos de intentarlo, lo vamos a lograr este ao. Obviamente vamos a tener que trabajar con el gobierno mexicano para asegurarnos de tener una frontera debidamente regulada. Pero tambin queremos trabajar con el gobierno mexicano por que creemos que la solucin a largo plazo para el desafo de la migracin ilegal es un Mxico prspero y creciente, uno que cree nuevas y mejores oportunidades para los jvenes, aqu en Mxico. Concuerdo con el estudiante que dice: creo que puedo alcanzar el mismo nivel que cualquier persona en el mundo. Eso es completamente cierto. Tengo la firme creencia que juntos podemos lograr ms. As que para finalizar mi tiempo aqu, quiero enfocarnos en 5 reas donde podemos lograr ms. 1. Hagamos ms por expandir la industria y el comercio que creen nuevos y buenos empleos para nuestros ciudadanos. Nosotros ya compramos ms de sus exportaciones que cualquier otro pas del mundo. Vendemos ms exportaciones a Mxico que a Brasil, Rusia, India y China combinados. Cada da ms compaas mexicanas invierten en EU y somos el inversionista extranjero ms grande en Mxico por que creemos en l y queremos compartir su xito. Guiados por el nuevo dilogo econmico que el presidente Pea y yo anunciamos ayer, hagamos ms por liberar el potencial de nuestra relacin. Sigamos invirtiendo en nuestras carreteras, puentes y cruces para

poder comerciar ms rpido y ms barato. Ayudemos a nuestras pequeas empresas, que emplean a la mayora de nuestros trabajadores, acceder a nuevos mercados-los grandes mercados al otro lado de la frontera. Capacitemos a nuestros jvenes emprendedores, en la creacin de nuevas empresas que pueden transformar la forma en la que vivimos. Realicemos por fin la Asociacin Trans-Pacfica, para que nuestras dos naciones puedan competir y ganar en los mercados de rpido crecimiento de la regin del Pacfico Asitico..

2. No nos limitemos solamente a vendernos ms cosas, construyamos ms cosas juntos. Muchas de nuestras empresas operan en ambos pases, y se envan piezas de un lado a otro de la frontera. Cada da trabajadores de Estados Unidos y Mxico estn construyendo cosas juntos ya sean coches, aviones, computadoras, satlites. Esto es slo el comienzo. Teniendo en cuenta las habilidades de nuestros trabajadores, tiene mucho sentido que las empresas de todo el mundo se instalen en nuestros territorios. Conforme Mxico se reforme, seremos capaces de hacer ms negocios juntos. Y lo ms que nuestras empresas colaboren, lo ms competitivas van a ser tanto ellos como los productos que venderemos al mundo.

3. Conforme aseguremos nuestro futuro econmico, aseguremos tambin nuestro futuro energtico, lo cual incluye la energa limpia que necesitamos para combatir el cambio climtico. Nuestras naciones han sido bendecidas con infinita belleza, desde nuestras costas y tierras de cultivo hasta sus bosques tropicales. El cambio climtico es algo real, la ciencia es innegable y tambin lo es el hecho de que nuestras economas deben ser ms sustentables. En los Estados Unidos, hemos impulsado compromisos histricos con respecto a energa limpia y renovable, y hemos reducido nuestras emisiones de carbono. Ustedes tambin son lderes en la reduccin de emisiones de carbono y en ayudar a los pases en desarrollo a hacer lo mismo. Juntos, continuemos creando asociaciones de energa limpia mediante el aprovechamiento de energas renovables como el viento y la energa solar. Y tambin aprovechemos los empleos que vienen con ellos. Sigamos invirtiendo en edificios verdes y en tecnologas de redes inteligentes, en limpiar nuestro planeta y hacerlo ms seguro para las generaciones futuras. 4. Esto entra en el tema de competitividad, tambin hagamos ms por la educacin, ayudemos a que nuestros jvenes tengan los conocimientos y habilidades para ser exitosos. Mxico ha hecho importantes avances, ayudando a que los nios permanezcan en la escuela durante ms tiempo y batiendo rcords en el nmero de estudiantes con educacin universitaria. Imagnense lo mucho que los estudiantes de ambos pases podran hacer juntos y aprender los unos de los otros. Es por eso que el presidente Pea Nieto y yo hemos anunciado un nuevo acuerdo de educacin superior, para fomentar una mayor colaboracin entre nuestras universidades y nuestros estudiantes. Vamos a enfocarnos en ciencia, tecnologa, ingeniera y matemticas, como parte de mi iniciativa 100 mil fuertes en las Amricas. Queremos que 100 mil estudiantes estadounidenses estudien en Latinoamrica y Mxico. Y queremos que 100 mil latinoamericanos, incluyendo a mexicanos estudien en los Estados Unidos.

5. Finalmente, para ayudar a energizar sus carreras y detonar las industrias del futuro, hay que invertir en innovacin, investigacin y desarrollo. Aqu en Mxico, ustedes son ahora los lderes globales, los tcnicos e ingenieros que se van a graduar. Uno de los grandes cientficos, Rafael Navarro Gonzlez, ayuda a analizar informacin que viene del Curiosity en Marte. Juntos, recordemos que cada dlar y cada peso que invirtamos en investigacin y desarrollo, regresa mucho a nuestras economas- ms trabajos, ms oportunidades. As que forjemos nuevas sociedades en otras reas, como la aeroespacial, tecnologa, nanotecnologa, biotecnologa, y robtica. Respondamos a la esperanza de una joven estudiante del IPN, que habl por muchos en su generacin cuando dijo: Denos trabajo como creadores. Mxico, s que tambin hay, en este pas y en otros, quienes son escpticos de su progreso; quienes dudan de su capacidad para aprovechar lo mejor de este momento. Ellos dicen que Mxico ya ha estado aqu, con los ojos fijos en un brillante horizonte, al borde de grandes posibilidades, que no ha sabido aprovechar. Es cierto que nada es inevitable. El progreso y el xito nunca se podrn garantizar. El futuro del Mxico que te imaginas debe ganarse. Y nadie ms puede hacerlo por ustedes. Slo ustedes pueden ganrselo. Ustedes son el futuro. Como Nervo dijo en La Raza de Bronce, t eres el sueo. As como los patriotas, jvenes y viejos que acudieron al llamado cuando el cura Miguel Hidalgo son la campana hace dos siglos, ustedes, sus vidas, en un Mxico libre, son el sueo que ellos imaginaron. Y ahora les toca a ustedes mantener vivas estas virtudes por las cuales muchas generaciones de mexicanos lucharon. Ustedes son el sueo- la generacin que puede reclamar justicia y derechos humanos, dignidad humana, aqu en casa y alrededor del mundo. Ustedes son los creadores, los constructores, los escaladores, quienes pueden traer progreso y prosperidad que pueden levantar a las generaciones de mexicanos que estn por venir. Ustedes son los hombres y mujeres que empujarn a esta nacin mientras Mxico asume su lugar en el mundo, mientras ustedes orgullosamente cantan: En el cielo tu eterno destino, por el dedo de Dios escribi. Ustedes son el sueo. Este es su momento. Y mientras ustedes alcanzan su futuro, saben que es posible, y siempre recuerden que su ms grande socio,- la nacin que impulsa su xito ms que cualquiera, es su amigo ms cercano y su ms fuerte amigo, Estados Unidos de Amrica. I bring with me the greetings and friendship of the people of the United States, including tens of millions of proud Mexican Americans. This is my fourth visit to Mexico as President. Each time, Ive been inspiredby your culture, by the beauty of this land, and most of all, by the Mexican people. Youve welcomed my wife Michelle here. Youve welcomed our daughter Malia and her classmates to Oaxaca. And as a proud dad, I have to sayher Spanish is getting pretty good. It helps that she is smarter than me. It is an honor to be back in Mexico Cityone of the great cities of the world. Es un placer estar entre amigos. Its fitting that we gather at this great museum, which celebrates Mexicos ancient civilizations and their achievements in arts and architecture, medicine and mathematics. In modern times, your blend of cultures and traditions found its expression in the murals of Rivera, the paintings of Frida, the poetry of Sor Juana and the essays of Octavio Paz. Paz once spoke words that capture the spirit of our gathering todayin this place that celebrates your past, but which this morning is filled with you, the young people who will shape Mexicos future. Modernity, Paz said, is not outside us, but within us. It is today and the most ancient antiquity; it is tomorrow and the beginning of the world; it is a thousand years old and yet newborn. Thats why I wanted this opportunity to speak with you today. You live at the intersection of history of which Paz spoke. You honor your heritage, thousands of years old, but you are also part of something new, a nation remaking itself. And as our modern world changes around us, it is the spirit of young people, your optimism and idealism, that will drive the world forward. You see the difference between the world as it is and the world as it ought to be; between old attitudes that can stifle progress and the new thinking that allows us to connect and collaborate across cultures. That includes how we think about the relationship between our two nations. Despite the deep bonds and values we share, attitudesin both countriesare sometimes trapped in old stereotypes. Some Americans only see the Mexico depicted in sensational headlines of violence and border crossings. Some Mexicans may think America disrespects Mexico, that we seek to impose ourselves on Mexican sovereignty, or, alternatively, wish to wall ourselves off. And in both countries, such distortions can breed myths and misunderstanding that only make it harder to make progress together. I have come to Mexico because it is time to put old mindsets aside. Its time to recognize new realities, including the impressive progress in todays Mexico. For even as Mexicans continue to make courageous sacrifices for the security of your country; even as Mexicans in the countryside and in neighborhoods not far from here struggle to give their children a better lifeits also clear that a new Mexico is emerging. I see a Mexico that is deepening your democracy. Citizens who are standing up and saying that violence and impunity is not acceptable. A courageous press working to hold leaders accountable. A robust civil society, including brave defenders of human rights who demand dignity and rule of

law. Political parties that compete vigorously, transfer power peacefully, and forge the compromise on which progress depends. And even as the work of perfecting democracy is never doneas we know in both our countriesyou go forward knowing the truth that Benito Juarez once spoke: democracy is the destiny of humanity. I see a Mexico that is creating new prosperity. Trading with the world. Becoming a manufacturing powerhousefrom Tijuana and Monterrey to Guadalajara and across the central highlandsa global leader in automobiles and appliances and electronics. But also a center of high-tech innovation, producing the software and hardware of our digital age. One man in Quertaro spoke for an increasing number of Mexicans. Theres no reason to go abroad in search of a better life, he said. There are good opportunities here. Indeed, I see a Mexico that has lifted millions from poverty. Because of the sacrifices of generations, a majority of Mexicans now call themselves middle class, with a quality of life that your parents and grandparents could only dream of. This includes new opportunities for women, who are proving thatwhen given the chanceyou can shape the destiny of your country, too. In you, Mexicos youth, I see a generation empowered by technology. I think I see some of you tweeting and WhatsApping right now. And whether its harnessing social media to preserve indigenous languages, or speaking up for the future you want, youre making it clear that your voice will be heard. And I see a Mexico that is taking its rightful place in the world. Standing up for democracy in our hemisphere. Sharing your expertise with neighbors across the Americaswhen they face earthquakes or threats to their citizens or go to the polls to cast their votes. Youve joined the ranks of the worlds largest economies, and became the first Latin American nation to host the G-20, another confident step on the world stage. Just as Mexico is being transformed, so too are the ties between our two countries. As President, Ive been guided by a basic propositionin this relationship there is no senior partner or junior partner. We are two equal partnerstwo sovereign nations that must work together in mutual interest and mutual respect. Just as I worked with President Calderon, I have reaffirmed with President Pea Nieto that the great partnership between our two countries will not simply continue, it will grow even stronger, even broader. In my time with President Pea Nieto, Ive come to see his deep commitment to Mexico and its future. We share the belief that as leaders our guiding mission is to improve the lives of our peoples. And so we agree that the relationship between our nations must be definednot by the threats we facebut by the prosperity and opportunity we can create together. And if we are serious about being equal partners, then both our nations must recognize our responsibilities. Here in Mexico, youve embarked on ambitious reformsto make your economy more competitive and your institutions more accountable to you, the people. As you pursue these reforms, know that you have the strong support of the United States. Because whether youre looking for basic services, or trying to start a new business, we share your belief that you should be able to make it through the day without paying a bribe. And when talented Mexicans like you imagine your future, you should have every opportunity to succeed right here in the country you love. In the United States, we recognize our responsibilities as well. We understand that the root cause of much of the violence hereand so much suffering for many Mexicans is the demand for illegal

drugs, including in the United States. Now, I do not believe that legalizing drugs is the answer; instead, I believe in a comprehensive approachnot just law enforcement, but education, prevention and treatment. And were going to keep at itbecause the lives of our children and the future of our nations depend on it. We recognize that most of the guns used to commit violence here in Mexico come from the United States. In America, our Constitution guarantees our individual right to bear arms, and as President I swore an oath to uphold that rightand I always will. At the same time, as Ive said back home, I will continue to do everything in my power to pass common sense gun reforms that keep guns out of the hands of dangerous peoplereforms that will save lives in both our countries. Meanwhile, well keep increasing the pressure on the gun traffickers who bring illegal guns into Mexico, and well keep putting these criminals where they belongbehind bars. We recognize our responsibilityas a nation that believes that all people are created equalto treat one another with dignity and respect. This includes recognizing how the United States has been strengthened by the extraordinary contributions of immigrants from Mexico and by Americans of Mexican heritage. Mexican Americans enrich our communities, including my hometown of Chicago, where you can walk through neighborhoods like Pilsen and La Villita, dotted with murals of Mexican patriots, where you can stop at a fonda or hear the rhythms of timeless ballads, and where we are inspired by the deep faith of our peoples at churches like Our Lady of Guadalupe. Were grateful to Mexican Americans in every segment of our societyfor teaching our children, running our companies, serving with honor in our military, making breakthroughs in science, and standing up for social justice. As Dr. Martin Luther King told Cesar Chavez, we are brothers in the fight for equality. Indeed, without the strong support of Hispanics, including so many Mexican Americans, I would not be standing before you today as President of the United States. Our shared future is one of the reasons that we in the United States also recognize the need to reform our immigration system. We are a nation of laws, and like every nation we have the responsibility to ensure that our laws are upheld. But we also know that, as a nation of immigrants, the immigration system we have in the United States now doesnt reflect our values. It separates families when we should be reuniting them. Its led to millions of people living in the shadows. It deprives us of the talents of so many young peopleeven though we know that immigrants have always been an engine of our economy; starting some of our greatest companies, pioneering new industries. Thats one of the reasons I acted to lift the shadow of deportation from DREAMersyoung people brought to the United States as children. And thats why Im working with our Congress to pass common sense immigration reform. Reform that continues to strengthen border security and strengthen legal immigration, so citizens dont have to wait years to bring their family to the United States. Reform that holds everyone accountable so immigrants get on the right side of the law and so immigrants are not exploited and abused. Most of all, reform that gives millions of undocumented individuals a pathway to earn their citizenship. And Im optimistic thatafter years of tryingwere finally going to get this done. Obviously, we seek to work with the Mexican government on all issues related to a well-regulated border. But I also believe that the long-term solution to the challenge of illegal immigrationso

were not dealing with this, decade after decadeis a growing, prosperous Mexico that creates more jobs and opportunity right here. I agree with the Mexican student who said, I feel like we can reach the same level as anyone in the world. And so I firmly believejuntos, podemos lograr ms. Together, we can achieve more. So with the remainder of my time today, I want to focus on five areas where we can do more. First, lets do more to expand the trade and commerce that creates good jobs for our people. We already buy more of your exports than any other country. We sell more of our exports to Mexico than we do to Brazil, Russia, India and Chinacombined. Mexican companies are investing more in the United States, and were the largest foreign investor in Mexicobecause we believe in Mexico, and we want to be a partner in your success. Guided by the new economic dialogue that President Pea Nieto and I announced yesterday, lets do more to unlock the true potential of our relationship. Lets keep investing in our roads, bridges and border crossings so we can trade faster and cheaper. Lets help our smaller businesses, which employ most of our workers, access new marketsthe big markets right across the border. Lets empower our young entrepreneurs as they create the startups that can transform how we live. And lets realize the Trans-Pacific Partnership, this year, so our two nations can compete and win in the fast-growing markets of the Asia Pacific. Second, lets not just sell more things to each other, lets build more things together. With many of our companies operating in both our countries, parts are now being shipped back and forth across the border as theyre assembled. So every day, U.S. and Mexican workers are building things togethercars, aircraft, computers, satellites. I believe this is only the beginning. Given the skills of our workers, it makes even more sense for companies from around the world to set up shop in our countries. As Mexico reforms, well be able to do even more business together. And the more that our companies collaborate, the more competitive theyll be and the more products well sell to the world. Third, as we secure our economic future, lets secure our energy future, including the clean energy we need to combat climate change. Our nations are blessed with boundless natural beautyfrom our coastlines and farmlands to your tropical forests. And just as the science of climate change is undeniable, so is the fact that our economies must become greener. In the United States, weve made historic commitments to clean and renewable energy, and reduced our emissions of harmful carbon pollution. Here in Mexico, youre a leader in cutting carbon emissions and in helping developing countries do the same. Together, lets keep building new clean energy partnerships by harnessing wind and solar and the good jobs that come with them. Lets keep investing in green buildings and smart grid technologies so were making our planet cleaner and safer for future generations. Fourthand this is part of staying competitive, toolets do more together in education so our young people have the knowledge and skills to succeed. Here in Mexico youve made important progresswith more children staying in school longer, and record numbers of students like you getting a university education. Just imagine how much the students of our two countries could do together and learn from each other. Thats why President Pea Nieto and I announced a new partnership in higher educationto

encourage more collaboration between our universities and students. Were going to focus on science, technology, engineering and math. Its part of my broader initiative called 100,000 Strong in the Americas. We want 100,000 students from the United States studying in Latin America, including Mexico. And we want 100,000 Latin American studentsincluding Mexicans like youto come study in the United States. Finally, to help energize your careers and spark the industries of the future, lets truly invest in innovation, research and development. Here in Mexico, youre now a global leader in graduating engineers and technicians. One of Mexicos leading scientists, Rafael Navarro-Gonzlez, is helping analyze data from the rover on Mars. Together, lets remember that every dollar and every peso that we invest in research and development returns so much more to our economiesmore jobs, more opportunity. So lets forge new partnerships in areas like aerospace, IT, nanotechnology, biotechnology and robotics. Lets answer the hope of a young womana student at the National Polytechnic Institutewho spoke for many in your generation, so eager to make your mark. She said, give us jobs as creators. Give us jobs as creators. Mexico, I know there are thosein this country and beyondwho are skeptical of your progress; who doubt your capacity to make the most of this moment. They say the headwinds you face are just too stiff. They say Mexico has been here before, eyes fixed on a bright horizon, on the verge of great possibility, only to be blown off course. It is true that nothing is inevitable. Progress and success is never guaranteed. The future you dream of, the Mexico you imagineit must be earned. And no one else can do it for you. It can only be earned by you. You are the future. As Nervo wrote in La Raza de Broncetu eres el sueo. You are the dream. For just as it was patriots, young and old, who answered the call when Father Miguel Hidalgo rang that church bell two centuries ago, youyour lives, in a free Mexicoare the dream they imagined. And now it falls to you to keep alive those virtues for which so many generations of Mexicans struggled. You are the dreamthe generation that can stand up for justice and human rights and human dignity, here at home and around the world. You are the creators, the builders, the climbers, the strivers who can deliver progress and prosperity that will lift up the Mexican people for generations to come. You are the men and women who will push this nation upward as Mexico assumes its rightful place in the world, as you proudly sing: in heaven your eternal destiny was written by the finger of God. You are the dream. This is your moment. And as you reach for the future you know is possible, always remember that your greatest partnerthe nation rooting for your success more than anyone elseis your closest neighbor and strongest friend, the United States of America.
