He actuado como evaluador para los ministerios con competencias en ciencia y para
la ANEP. También he presidido Comités Externos de Evaluación dentro del Plan Nacional
de Evaluación de la Calidad de las Universidades y he realizado funciones de evaluación
para las agencias autonómicas de Madrid, Galicia, Canarias, Valencia y Baleares. Desde
2008 he formado parte del panel de expertos del programa ACADEMIA de la ANECA. En
2009 formé parte de un panel internacional de evaluación de la Escuela Politécnica Federal
de Lausana. En el período 2013-2014 he actuado como Colaborador de la Subdirección
General de Proyectos de Investigación en el área de Tecnología Informática. Desde agosto
de 2014 hasta enero de 2017 he sido Gestor de la misma área.

Área (Implementación Hardware) de la revista Digital Signal Processing. Ha sido Editor Invitado para
números especiales de la revista EURASIP Journal of Advances on Signal Processing (Hardware
Implementation of Machine Vision Systems), Journal of Real-Time Image processing (Real Time
Motion Estimation). En 2013 fue co-editor de un libro de actas de congresos nacional (XXIV Jornadas
de Paralelismo, Madrid). Es revisor habitual de artículos para revistas relacionadas con la
implementación en hardware de circuitos relacionados con el procesamiento y transmisión de señal,
como IEEE Transactions on Image processing, IEEE Transactions on Very Large Scale Integration,
IEEE Transactions on Circuits and Systems for Video Technology, IEEE Transactions on Signal
Processing entre otras revistas. Ha realizado estancias gracias a convocatorias competitivas en la
University College of London (Reino Unido) durante 2003-2004 con una beca europea Marie Curie
durante 5 meses y en la FAMU-FSU College of Engineering, Florida State University, durante los
cursos 2008-2009, 2009-2010, 2011-2012, 2012-2013 sumando un total de 23 meses.
Adicionalmente ha actuado en desde 2015-2020 como evaluador de Proyectos de la Comunidad de

un total de 21 publicaciones con JCR, 14 entre el primer y segundo cuartil. Desde el
reconocimiento del último sexenio en 2016 he conseguido un total de 7 publicaciones en
revistas indexadas en JCR (dos Q1, tres Q2 y dos Q3) y 7 publicaciones en congresos
internacionales. Las publicaciones en revistas han sido en el IEEE Transactions on Device
and Materials Reliability (con un índice de impacto de 1,583 y posición 171 de 265 –Q3-),
IEEE Transactions on Nuclear Science (dos en 2017, con un índice de impacto 1,440 y
posición 6 de 33 –Q1-, una en 2018 y dos en 2020, con índice de impacto 1,428 y posición
12 de 34 –Q2-) y otra en IET Computers and Digital Techniques (índice de impacto 0,857 y
posición 75 de 104 –Q3). En los últimos 10 años he dirigido 3 tesis doctorales. El número de

En el ámbito docente, puse en marcha una innovadora idea para utilizar Nintendo DS como
plataforma para la enseñanza de Estructura de Computadores. He participado activamente
en 4 Proyectos de Innovación Docente en distintos centros y universidades, también en
impartir un grupo de la asignatura Estructura de Computadores de 7,5 créditos ECTS en
lengua inglesa, enmarcado en el Programa en Inglés de la Escuela Superior de Informática
durante los últimos 4 cursos, que ha sido englobada durante el curso 2013/2014 en el Grado
Bilingüe en Ingeniería Informática.
Organizadora del Curso de Verano “Informática y Derecho: Implicaciones Jurídico-Penales
de las Nuevas Tecnologías”, celebrado en Ciudad Real durante los días 8 y 9 de septiembre
de 2014.
En lo relativo a la experiencia en gestión y administración he sido Coordinadora del Grado
Bilingüe durante 2 años y Coordinadora de la Intesificación de Ingenería de Computadores.
Formo parte del Comité de Empresa del PDI Laboral de la UCLM donde ocupo,

My research career has focused mainly on the study of a wide range of problems
related to distributed systems, more specifically, sensor networks: application portability
in heterogeneous sensor networks, communication protocols (in the media access and
network layers), synchronization, mobility, energy efficiency management algorithms in energy-
harvesting devices, and IoT applications. The summary indicators of my scientific production
are the following: 15 high impact journals indexed in Journal Citation Reports (Q1:6; Q2:6;
Q3:2; Q1: 1) and 2 publications in non-indexed journals in JCR; 1 book chapter and 1 full book;
16 international conferences (1 core A, 6 core B) and 2 national conferences. I have done
research stays at the University of Bonn (4 months) and at the University of Pisa (4 months).
I have participated in more than 10 national and international research projects. Since 2011
I am a member of the CTN of Sensor Networks of AENOR (AEN/CTN 071/GT 07 "SENSOR
NETWORKS"), mirror of the international group ISO/IEC/JTC1/WG7 and since 2016 I belong

Julio Villalba-Moreno received the B.S. degree in Physics Sciences in 1986 from the University of
Granada and PhD. degree in Computer Science from the University of Málaga (SPAIN). At present he
is a full professor in the Department of Computer Architecture in the Univ. Malaga.
From mid 1986 to late 1991 he worked as a design engineer in the Research and Development
Department of Fujitsu Spain (R&D Digital Signal Processing group). From late 1986 to 1993 he was an
Assistant professor, from 1993 to 2007 he was an Associate Professor and from 2007 to nowadays he
is a Full professor, all in the Department of Computer Architecture of the University of Malaga.
He was a Visiting Scholar in the Department of Electrical Engineering and Computer Science of the
University of California at Irvine in 1996, 2003, 2004 and 2005 for a total of one year. During these
stays he did research in computer arithmetic algorithm in collaboration with Professor Tomas Lang.
From 2006 to nowadays he is a member of the Program Committee of the IEEE International
Symposium on Computer Arithmetic. He also belongs to the IEEE-1788 working group
Standardization of Interval arithmetic. He is the leader of the group "application specific
architectures and computer arithmetic" in the Dept. of Computer Architecture.
Regarding the transfer of research results, he is one of the inventor of 5 Spanish patents
granted to the University of Malaga in 2015 with examination. In addition, these patents were
extended by PCT and in USA.
He was an associate Editor of the IEEE Transactions on Computers from July 2011 to June 2015 the
IEEE Transactions on Emerging Topics in Computing from September 2015 to August 2018 and was
serving as a Program Chair in the 22nd IEEE International Symposium on Computer Arithmetic (Lyon,
France, June 22-24, 2015). Currently he also belongs to the Steering Committee of the IEEE
Symposium on Computer Arithmetic since 2015.
His research interests are computer arithmetic, interval arithmetic, decimal arithmetic, application
specific architectures and processors, FPGA designs, hardware design for image processing and
digital signal processing, embedded systems, multimedia extension of processors.
