Los tres artículos tratan sobre una demanda introducida en una corte federal de ese país por
el gobierno mexicano contra los fabricantes y distribuidores de armas de Estados Unidos. El
gobierno mexicano argumenta que el enorme flujo de armas que ingresan al país desde los
EEUU es producto de las prácticas comerciales negligentes e ilegales de los fabricantes
norteamericanos. La mayor parte de estas armas ingresadas de forma ilegal entran en
posesión de los grandes carteles narcotraficantes que han desestabilizado el país durante
décadas desatando un tremendo derramamiento de sangre en México. Los fabricantes de
armas por su parte pidieron que dicha demanda sea desestimada debido a que están
amparados constitucionalmente y no se les puede culpar por lo que consideran una
negligencia del gobierno mexicano.

El principal desafío radica en un asunto de seguridad no solo para el estado mexicano sino para
sus países vecinos. El poder alcanzado por los carteles rivaliza con la capacidad del gobierno
para mantener la paz y garantizar la seguridad de sus ciudadanos. Encontrar una respuesta
eficaz implica por una parte confrontar el fuerte arsenal acumulado por la entrada ilegal de
armas desde EEUU, y por otra superar los escollos que representan burocracias rígidas,
procedimientos laboriosos y los funcionarios corruptos socavan cualquier intento por
restablecer el orden. Es una problemática cuya magnitud ha aumentado a tal punto las últimas
décadas que afecta también a las ciudades fronterizas con EEUU, provocando pérdidas
millonarias inestabilidad en la región y cientos de muertes de civiles inocentes.

El flujo de armas ilegales, así como el tráfico de narcóticos en las fronteras de ambos estados
se ha convertido en un serio problema de seguridad. Por una parte, implica un aumento de
crímenes violentos en las zonas controladas por los carteles que incluso ha cruzado en
numerosas ocasiones las fronteras. Por otra parte, la incapacidad del gobierno mexicano para
erradicar por completo las actividades de las bandas criminales propicia el crecimiento de las
actividades propias de una economía ilegal. Esto ha llevado a buscar diversas soluciones al
problema, desde México el uso de las fuerzas armadas y el desarme general de la población y
por parte de los EEUU la construcción de un muro fronterizo entre ambos estados.

Considero que la caricatura representa una opinión sesgada en contra de los EEUU en relación
a la problemática planteada. Si bien es cierto que la actividad criminal trasciende las fronteras
y el tráfico de armas ilegales hacia México provienen en s gran mayoría de los EEUU, y que el
gobierno norteamericano no contempla una regulación firme que lo impide, la caricatura
exime por completo la responsabilidad del gobierno mexicano sobre la seguridad de su
territorio. El gobierno mexicano debería trabajar en medidas más enérgicas que estén dirigidas
no solo al desarme sino a la desarticulación de las redes comerciales que sustentan la
narcotráfico, lo cual significa incluso la enorme corrupción que existe precisamente dentro de
las mismas instituciones mexicanas.

All three articles deal with a lawsuit filed in U.S. federal court by the Mexican government
against U.S. gun manufacturers and distributors. The Mexican government argues that the
huge flow of guns entering the country from the U.S. is a product of the negligent and illegal
business practices of U.S. manufacturers. Most of these illegally entered weapons come into
the possession of the large drug cartels that have destabilized the country for decades,
unleashing tremendous bloodshed in Mexico. The gun manufacturers asked that the lawsuit be
dismissed on the grounds that they are constitutionally protected and cannot be blamed for
what they consider to be negligence on the part of the Mexican government.

RESPONSE 2

The main challenge lies in a security issue not only for the Mexican state but also for its
neighboring countries. The power attained by the cartels rivals the government's ability to
maintain peace and ensure the safety of its citizens. Finding an effective response involves on
the one hand confronting the strong arsenal accumulated by the illegal influx of weapons from
the U.S., and on the other overcoming the pitfalls of rigid bureaucracies, laborious procedures
and corrupt officials that undermine any attempt to restore order. It is a problem whose
magnitude has increased to such an extent in recent decades that it also affects the cities
bordering the U.S., causing millions of dollars in losses, instability in the region and hundreds
of deaths of innocent civilians.

RESPONSE 3

The flow of illegal arms as well as narcotics trafficking along the borders of both states has
become a serious security problem. On the one hand, it implies an increase in violent crime in
cartel-controlled areas that has even crossed the borders on numerous occasions. On the
other hand, the Mexican government's inability to completely eradicate the activities of
criminal gangs has led to the growth of illegal economic activities. This has led to various
solutions to the problem, from Mexico the use of the armed forces and the general
disarmament of the population and from the U.S. the construction of a border wall between
the two states.

Response 4
I consider that the cartoon represents a biased opinion against the United States in relation to
the problem raised. While it is true that criminal activity transcends borders and that most of
the illegal arms trafficking to Mexico comes from the U.S., and that the U.S. government does
not contemplate a firm regulation to prevent it, the cartoon completely exempts the Mexican
government's responsibility for the security of its territory. The Mexican government should
work on more energetic measures aimed not only at disarmament but also at dismantling the
commercial networks that sustain drug trafficking, including the enormous corruption that
exists precisely within Mexican institutions.
