Israelíes y palestinos se han enfrentado durante décadas en un conflicto
que ha sido durante mucho tiempo uno de los más intratables del mundo.
En 1947, tras años de violencia entre árabes y judíos, la Asamblea General
de la ONU votó a favor de la creación de dos estados en Palestina. Poco
después, la comunidad judía de Palestina declaró a Israel Estado
independiente, lo que provocó la emigración de cientos de miles de judíos
y precipitó una guerra lanzada por los Estados árabes vecinos. Desde
entonces, el conflicto entre israelíes y palestinos no ha cesado de estallar,
con guerras multiestatales, levantamientos armados (intifadas) y actos

los palestinos reciban un paquete de concesiones de Israel más favorable
que las que los palestinos han rechazado en el pasado.

EL Realismo es la teoría de las RI que mejor explica el conflicto entre Israel


y Palestina. Ambos países actúan siguiendo sus propios intereses, y aun
cuando han existido repetidos intentos por parte de la comunidad
internacional para alcanzar la paz, estos han resultado inútiles. En el
mismo sentido ambas partes se enfrentado considerando la ganancia
relativa, es decir cuando un Estado solo puede confiar en su propio poder
para defenderse de la coerción de otros. Bajo este sistema es bastante
probable que la distribución de las ganancias se realice de forma desigual,
lo cual dificulta la cooperación. En consecuencia tanto Palestina como
Israel se han visto obligado a no considerar diferentes acuerdos de Paz por
representar para ellos una perdida en la disputa.

3) ¿Cómo se refleja el dilema del prisionero en las tensiones entre Israel y


Palestina? ¿Cómo ha contribuido la presencia de terceras partes externas,
como Estados Unidos y la ONU, a superar el dilema del prisionero? (pág.
224-5 del libro de texto)

El dilema del prisionero se evidencia en la ruptura de ambas partes


cuando se han alcanzado avances significativos en las negociaciones. Por
ejemplo, durante la Guerra Arabe en 1948 tras la masiva migración judía,
o durante la Six-Day War. La presencia de la ONU ha sido crucial al
plantear varios los fundamentos de las negociaciones entre ambos
Estados. Un ejemplo de ello es la solución de los dos Estados, uno árabe y
otro judío, o la resolución 242 la cual pedía la retirada de las tropas
israelíes de los territorios ocupados en Cisjordania. Por otra parte el
liderazgo de EEUU ha sido una presencia crucial y permanente en la
mediación del conflicto. Sin embargo es necesario señalar que Israel es su
socio más cercano en el Medio Oriente, y EEUU ha sido constante en no
reconocer a Palestina como Estado Independiente en la asamblea General
dela ONU.

1) Summarize the article.


Israelis and Palestinians have faced each other for decades in a conflict
that has long been one of the world's most intractable. In 1947, after
years of violence between Arabs and Jews, the UN General Assembly
voted to create two states in Palestine. Shortly thereafter, the Jewish
community in Palestine declared Israel an independent state, prompting
the emigration of hundreds of thousands of Jews and precipitating a war
launched by neighboring Arab states. Since then, the Israeli-Palestinian
conflict has raged unabated, with multi-state wars, armed uprisings
(intifadas) and acts of terrorism. A turning point in the war was Resolution
242 adopted by the UN calling on Israel to withdraw from occupied lands
to secure and recognize borders in exchange for peace. US-led diplomacy
has focused on resolving several fundamental issues related to borders,
security, refugees, jurisdiction over Jerusalem and others. US interests as
mediator are focused on ensuring the survival and security of Israel and
Arab allies, combating terrorism, promoting democracy and reducing
refugee flows. It is highly unlikely that the Palestinians will receive a more
favorable package of concessions from Israel than the Palestinians have
rejected in the past.

2) Which theory of international relations best represents the issue


discussed in the article regarding international cooperation? Explain your
reasoning.
Realism is the IR theory that best explains the Israeli-Palestinian conflict.
Both countries act in their own self-interest, and although there have
been repeated attempts by the international community to achieve peace,
these have proved futile. In the same vein, both sides are confronted with
relative gain, i.e. when a state can only rely on its own power to defend
itself against coercion by others. Under this system it is quite likely that
the distribution of gains will be unequal, which makes cooperation
difficult. Consequently, both Palestine and Israel have been forced not to
consider different peace agreements because of their loss in the dispute.

3) How is the prisoner's dilemma reflected in Israeli-Palestinian tensions?


How has the presence of external third parties, such as the United States
and the UN, contributed to overcoming the prisoner's dilemma? (pp. 224-
5 of the textbook)

The prisoner's dilemma is evident in the breakdown of both sides when


significant progress has been made in negotiations. For example, during
the Arab War in 1948 after the massive Jewish migration, or during the
Six-Day War. The presence of the UN has been crucial in laying various
foundations for negotiations between the two states. An example of this is
the two-state solution, one Arab and one Jewish, or Resolution 242 which
called for the withdrawal of Israeli troops from the occupied territories in
the West Bank. On the other hand, the US leadership has been a crucial
and permanent presence in the mediation of the conflict. However, it is
necessary to point out that Israel is its closest partner in the Middle East,
and the US has been consistent in not recognizing Palestine as an
independent state in the UN General Assembly.
