2. Definición de términos
The territorial entities, the regions and the territorial associations, have
acquired special importance since it is the organized territories and their
companies that compete in a globalized world such as the current one.
In this sense, territorial cohesion and the association of entities are
indispensable means to strengthen governance, competitiveness,
sustainability, equity and the conservation and sustainable use of the
territory and the ecosystem services associated with it. As an example,
it can be pointed out that territorial cohesion derived from associative
schemes is a principle for public actions of the European Union -EU-
aimed at territorial development.
In this context, Law 1454 of 2011, Organic Law of Territorial
Organization -LOOT-, considers associativity as a tool that allows jointly
addressing the design, implementation and execution of policies,
programs, projects and development actions of interest common, both
to the territorial and national authorities, applying the principles of
coordination, concurrence, subsidiarity and complementarity to
contribute to the sustainable, equitable, competitive and governance
development of the territories.

Currently, the municipalities and departments, with the preparation and
execution of their development and land use planning plans, are aware
of the importance of establishing associations, making alliances and
agreements with other territorial entities in order to carry out projects
and programs of common interest, that generate impact in their
territories.
