R ecientemente tuve la oportunidad de participar
en el 2o. Encuentro Regional sobre Gestin del
Voluntariado, en el cual diversas organizaciones
que trabajan con voluntarios se hicieron presentes
tanto organizaciones sociales como empresas.
Durante este encuentro se coment sobre el
voluntariado organizado, refirindose a aquellas
acciones que se realizan con el apoyo de
voluntarios en organizaciones que cuentan con un
programa definido y que por lo tanto requieren de
personas que se sumen al trabajo para lograr sus
objetivos. Sin embargo al hablar sobre el tema
hubo una opinin en la que se expresaba que
no necesariamente se requera de pertenecer a
organizacin alguna para realizar voluntariado, que
hoy en da existen personas que desde su casa,
detrs de una computadora realizan acciones en pro
del bien comn, sin necesidad de una organizacin.
Me parece que si bien esta opcin de voluntariado
es posible y seguramente contribuye tambin a la
construccin de tejido social, tambin es cierto que
cada vez es ms creciente el nmero de personas
que no se suman a accin voluntaria alguna y que
simplemente ven la vida pasar sin tomar accin a
favor de los dems y es a estas personas a quienes
debemos hacer llegar nuestro mensaje, dar a
conocer nuestro Movimiento, sus ideales y la forma
en la que contribuye a la educacin de los jvenes.
Debemos hacerles saber que somos una opcin
para donar su tiempo, su talento y su tesoro
(TTT), esto lograr que contemos con ms adultos
que asuman roles de responsabilidad en nuestro
Movimiento y que as construyan un mundo mejor.

E ste ao se celebran los 100 aos del lobatismo,

pling le dieron forma al primer programa educativo
de la rama destinada a los nios que an no tenan
edad para ser scouts.
Existen muchas razones por la cul Baden Powel
probablemente nombr esa creciente rama como los
lobatos. Una de ella es que los Nativos Americanos
les daban a los mejores Scout el nombre de Lobos,
por lo tanto los nios que todava no tenan edad
suficiente eran llamados lobatos. La otra es que
uno de los caones que se utilizaron en Mafeking,
donde tuvo la oportunidad de conocer de una
mejor manera a Rudyard Kipling, se llam Lobo.
Un par de meses antes de publicar el manual
del lobato, Rudyard Kipling autoriza a los
Scouts utilizar El Libro de la Selva, como Fondo
motivador de la nueva rama. El mismo libro ha
sido llevado a la pantalla, modificando la historia
para adaptarla a un pblico objetivo diferente.
La ms reciente de las ediciones se estren en el
mes pasado de abril, con imgenes foto realsticas
y animales generados por computadora. Dirigida
por John Favreau, conocido por dirigir la saga del
superhroe Iron Man, y escrita por Justin Marks
(Street Fighter: La leyenda). En la fotografa
de las escenas predominan los tonos clidos,
ambientando la historia como una especie de
sueo o fantasa, cargada de escenas de accin
que mantienen a los espectadores atentos a la
pantalla. Como es de esperarse, esta es una libre
adaptacin as que muchas de los personajes del
libro no aparecen o sus caractersticas fsicas o
emocionales cambian. Sin embargo dentro del
marco simblico de fantasa podra ser una buena
primera aproximacin a la historia para cualquiera.
Muchas de las Asociaciones de la Regin Scout,
realizaron diferentes actividades en torno al
estreno de la pelcula. Por ejemplo, en Costa
Rica ms de 4 mil Guas y Scouts de Costa Rica,

inicio de las tareas de rescate, ayuda y socorro de
importantes poblaciones de la Costa Ecuatoriana.
Un terremoto de 7.8 grados en la escala de Richter

a los sitios tursticos y productivos de esta zona.
Inmediatamente conocida la magnitud de la

se movilizaron para realizar la recoleccin de
vveres, artculos de aseo, frazadas y ropa para
dar apoyo a la poblacin que sali afectada.
Llamadas, mensajes y el uso de las redes sociales
permitieron articular en un tiempo record la recepcin
de las diferentes donaciones que no se hicieron
esperar y que se habilitaron en la mayor parte del pas.

Safe From Harm) no es algo nuevo. Solo algunos
meses despus de la adopcin de la Convencin de
las Naciones Unidas de los Derechos de los nios,
fue tomada una resolucin, durante la Conferencia
Scout Mundial en Pars, que hace un llamado a las
Organizaciones Scouts Nacionales Para encontrar
medios creativos para familiarizar a sus dirigentes
scouts con los artculos y para que jueguen
un papel activo en el fomento de sus respectivos
gobiernos a ratificar la Convencin y en la promocin
de su difusin entre los adultos y los nios .
En 2002 la Conferencia Scout Mundial, realizada
en Tesalnica, Grecia, adopt la resolucin 7/02,
que es desde entonces la poltica scout mundial
para mantener a los scouts libres del peligro.

Recomienda que en el desarrollo de dichas

cumplir con los requisitos legales de su pas, y
que cumplan con los estndares establecidos
en la Convencin sobre los Derechos del Nio
Recomienda adems que las OSN se aseguren que
tales polticas se reflejen debidamente en la totalidad
de las actividades de la asociacin, en particular:
A nivel del Programa de Jvenes - que infunde
confianza en s mismo y la autoestima en los jvenes
y desarrolla la capacidad de protegerse y expresarse
A nivel de lderes adultos - que las polticas
de reclutamiento aseguren que slo es los
adultos apropiados son reclutados y que todos
los adultos, independientemente de su funcin,
reciben capacitacin y apoyo en esta rea
En el mbito de la gestin de la asociacin - que
las polticas y procedimientos para la intervencin,
incluyendo la gestin de riesgos, gestin de incidencias
y las relaciones pblicas se pongan en su lugar
Recomienda al Comit Scout Mundial
que sean desarrolladas herramientas
documentos para apoyar a las Organizaciones
Scout Nacionales con la implementacin
Insta a las Regiones Scouts Mundiales para

Adems de lo anterior, se han continuado haciendo
esfuerzos en el tema. Congruente con Poltica

desarrollado modelos de capacitacin en lnea para
todos los adultos que han participado en los dos ltimos
Jamborees scouts mundiales (Suecia 2011 y Japn
2015) sobre el tema de proteccin de los menores.
Siendo requisito indispensable el haber cumplido

TRAINERS TRAINING
Entre el 4 y 8 de Abril, se llev a cabo el
curso de Formador de Formadores en la
localidad de Arima, en la isla de Trinidad.
El curso atendi los comentarios expresados
durante la pasada Cumbre del Caribe, donde los
presentes esperaban ser formados en casa.
El curso fue una llamada abierta a todos
los pases que conforman el Caribe,
teniendo la participacin de 6 de ellos.
Entre los temas que se trataron en el Curso
estuvieron: Adultos en el Movimiento Scout,
Mentora, Seguridad Infantil, Liderazgo y
Resolucin de Conflictos, GSAT, entre otros.
Dentro del curso igualmente se tuvo la oportunidad
de otrogar el Reconocimiento Salvador Fernndez
Beltrn a Ronald Richardson, gran colaborador
del centro de Apoyo regional, quin ahora
encamina otra etapa en su vida personal.
El curso se realiz tal cmo estuvo agendado y
se di la aclaracin que este sera solamente un
primer paso en un proceso de formacin que se
tiene pensado para los pases caribeos, para el
ao 2017, se acord tener un curso de insignia
madera en Aruba, con lo que se fortalecern
las capacidades de los pases participantes.
