SOBRE LA COOPERACIÓN EN MATERIA DE NEGOCIACIONES

ECONÓMICAS Y COMERCIALES

El Ministerio de Relaciones Exteriores, Comercio Internacional y Culto de

la República Argentina y el Ministerio de Relaciones Exteriores de la República
Socialista de Vietnam, en adelante denominados "las Partes";

Teniendo en cuenta las tradicionales relaciones basadas en la amistad, buena

voluntad y el entendimiento mutuo entre la República Argentina y la República
Socialista de Vietnam;

Deseosos de contribuir al fortalecimiento de la relación bilateral y ampliar la

cooperación técnica con el fin de tratar cuestiones de interés común relacionadas
con las políticas en materia de diplomacia económica y comercial;

Con el objetivo de promover aún más la cooperación entre la República

Argentina y la República Socialista de Vietnam en los foros internacionales, en
especial en la Organización Mundial de Comercio (OMC);

Han acordado lo siguiente:

ARTÍCULO 1
Objetivos

Los objetivos de este Memorandum de Entendimiento son:

l. Proveer apoyo y asistencia mutua en las áreas de diplomacia económica y

comercial, a fin de fortalecer las capacidades respectivas para participar
eficazmente en la Organización Mundial de Comercio y en otros foros económicos
multilaterales relevantes;

2. Promover las consultas y el intercambio de información y experiencias en

las áreas de interés común, incluidas pero no limitadas a las políticas de comercio,
diplomacia económica y los procesos relativos a la solución de disputas
comerciales internacionales, a pedido de una Parte, en los foros adecuados, tales
como la Organización Mundial de Comercio, la Organización de las Naciones
Unidas, el Foro de Cooperación de Asia del Este y América Latina yen cualquier
lugar, incluyendo las respectivas capitales y Ginebra.

ARTÍCULO 2
Formas de cooperación

De conformidad con 10 definido en el Artículo 1, la cooperación puede

incluir, entre otros:

1. Intercambio de visitas de delegaciones de funcionarios del gobierno y

expertos en materia de diplomacia económica y comercial;

2. Celebración de talleres y cursos de capacitación sobre técnicas de

negociación comercial;

3. Organización de seminarios y conferencias sobre solución de

controversias comerciales y otras cuestiones relevantes de interés común.

De mutuo acuerdo, las Partes podrán invitar a terceros a participar en dichas

actividades.

ARTÍCULO 3
Frecuencia de la cooperación

Las actividades mencionadas en el Artículo 2 serán celebradas al menos una

vez al año, alternadamente en la capital de cada Parte. Las reuniones y consultas
entre las respectivas Representaciones Permanentes de las Partes en Ginebra se
celebrarán cada seis meses y adicionalmente a solicitud de una Parte.

ARTÍCULO 4
Recursos para la cooperación

Los recursos fmancieros para la cooperación prevista en este Memorandum

de Entendimiento serán acordados por las Partes. Las Partes podrán solicitar apoyo
fmanciero o de otro tipo y asistencia de terceras partes.

La Dirección de Negociaciones Económicas Multilaterales del Ministerio de

Relaciones Exteriores, Comercio Internacional y Culto de la República Argentina
y el Departamento de Cooperación Económica Multilateral del Ministerio de
Relaciones Exteriores de la República Socialista de Vietnam son designados
puntos de enlace de las Partes para definir las actividades y eventos de cooperación
previstas en este Memorándum de Entendimiento.

ARTÍCULO 6
Duración y enmiendas

El presente Memorandum de Entendimiento entrará en vigor a partir de la

fecha de su firma y tendrá una duración indefinida, salvo que una de las Partes
notifique por escrito a la otra Parte con antelación su voluntad de dar por
terminado este Memorandum de Entendimiento. El presente Memorandum de
Entendimiento podrá modificarse por mutuo consentimiento escrito de las Partes.

Hecho en Buenos Aires, a los 16 días del mes de abril de 2010 en dos
ejemplares originales, en los idiomas español, vietnamita e inglés, siendo todos los
textos igualmente auténticos.

Mue tiéu

Các mue tiéu cúa Bán ghi nhó:

1. H6 tro va tro giúp lful nhau trong các lính V\IC v~ thuong mai va ngoai
giao kinh té d~ táng ciróng náng luc tham gia hiéu qua WTO va các di~n dan
kinh té da phuong khác lién quan,

2. Thúc dAy tham ván va trao d6i thóng tin, kinh nghiém trong các Iính
V1,IC cúng quan taro, bao góm nhung khóng giói han trong các chính sách v~
thuong mai va ngoai giao kinh té giái quyét các tranh cháp thuong mai quóc té,
tai các di~n dan thích hop nhu WTO, Lién hop quóc, Di~n dan hop tác Dóng Á
My La tinh, tai bát cú dia diém nao k~ ca thú dó cúa hai mróc va Gio-ne-vo.

Hinh thúc hop tác

Hinh thúc hop tác theo quy dinh tai doan 1 có th6 bao góm, ngoái các lính V\lC
khác:

1. Trao d6i các chuyén thám giüa các quan chúc chính phú va các chuyén gia vé
thirong mai va ngoai giao kinh té;
2. T6 chúc các hói tháo va khóa dáo tao vé các kY nang dám phán tlnrong mai;
3. T6 chúc các hói tháo, hói nghi vé giái quyét tranh cháp tlnrong ID~ va các ván
dé khác lién quan má hai bén cúng quan tám.

Theo thóa thuán cúa hai bén, bén thú ba có th6 se duce mm tham gia các hoat

 MEMORANDUM OF UNDERSTANDING
BETWEEN
THE MINISTRY OF FOREIGN AFFAIRS, INTERNATIONAL TRADE AND WORSHIP
OF THE ARGENTINE REPUBLIC
AND
THE MINISTRY OF FOREIGN AFFAIRS OF THE SOCIALIST REPUBLIC OF VIET NAM
ON
COOPERATION IN THE FIELD OF TRADE AND ECONOMIC NEGOCIATIONS

The Ministry of Foreign Affairs, Intemational Trade and Worship of the Argentine Republic and
the Ministry of Foreign Affairs of the Socialist Republic of Viet Nam, hereinafier referred to as
"the Parties";

RECALLING the long-standing relationship between the Argentine Republic and the Socialist
Republic ofVietNam based on friendship, goodwill and mutual understanding;

DESIRING to contribute to strengthening the bilateral relationship and expanding the scope of
technical cooperation with a view to addressing issues of common interest related to the Parties'
policies on trade and economic diplomacy;

AIMING to promote a closer cooperation between the Argentine Republic and the Socialist
Republic ofViet Nam at intemational fora, in particular the World Trade Organization (WTO);

Herebyagree:

Article 1
Objectives

The objectives ofthe present Memorandum ofUnderstanding are:

1. To provide mutual support and assistance in the fields oftrade and economic diplomacy to
strengthen their respective capacity in participating effectively in the WTO and other relevant
multilateral economic fora;
2. To promote consultations and exchanges of information and experience in areas of mutual
interest, including but not limited to policies on trade and economic diplomacy and to processes
related to the settlement of intemational trade disputes, upon simple request by one Party, at any
appropriate fora, such as the WTO, the United Nations, the Forum for East Asia and Latin
America Cooperation (FEALAC) and at any venues, including in their respective capitals and in
Geneva.

Article 2
Forms of Cooperation

Cooperation under Article 1 may include, inter afia:

l. Exchange of visits by government officials and experts on trade and economic diplomacy;
2. Conduct ofworkshops and training courses on trade negotiations skills;
3. Organization of seminars and conferences on trade disputes settlement and other relevant issues
of mutual interest.
Through mutual consent, third parties may be invited to such events.

Article 3
Frequency of Cooperation

The activities referred to in Artiele 2 shall be held alternately in the capitals of the Parties at least
once ayear. Meetings and consultations between the Parties' respective Permanent Missions in
Geneva will be held regularly every six months, and additionally on request by a Party.

Article 4
Resources for Cooperation

Financial resources for cooperation under this Memorandum of Understanding shall be agreed
upon by the Parties. The Parties shall also call for financial and other support and assistance from
third parties.

Article 5
Contact Points

The Department of Multilateral Economic Cooperation of the Ministry of Foreign Affairs of the
Socialist Republic of Viet Nam and the Direction of Multilateral Economic Negotiations of the
Ministry of Foreign Affairs, Intemational Trade and Worship of the Argentine Republic are
hereby designated as contact points for the Parties to work out details of cooperation events and
activities under this Memorandum ofUnderstanding.

Article 6
Duration and amendments

This Memorandum of Understanding shall enter into force on the date of signature and shall
remain in force unless terminated by either Party upon notice in advance to the other Party, and
may be supplemented or modified with the mutual consent of the Parties through written
communications.

Signed in Buenos Aires on April16, 2010 in two originals in the Spanish, Vietnamese and English
languages, all of them being equally authentic.
