RENTON.- Life sav-
ing legislation spon-
sored by NJ State Sen-
ator Shirley Turner (D
- Mercer and Hunt-
erdon) to reduce birth-related
deaths, during and after birth, was
recently signed into law. It results
in the launch of a new State agency,
the New Jersey Maternal and In-
fant Health Innovation Authority.
The authority will oversee a Mater-
nal and Infant Health Innovation
Center in Trenton that will pro-
vide pre- and postnatal services,
offer perinatal workforce training,
and research new models of care.
It will further seek to expand the
availability of prenatal care.
The new authority will assume
the powers and funding of the
New Jersey Maternal Care Quali-
ty Collaborative, which reviewed
birth-related deaths, created ed-
ucational programs on maternal
health, and compiled statistics on
maternal mortality. It will also be
able to issue grants and loans to
private or public institutions to
further maternal health.
The new agency will be
steered by a
15-member board
that includes seven
members of Governor
Phil Murphy’s
cabinet and eight
members of the public
that he will appoint.
NJ had one of the highest maternal
mortality rates in the U.S. in 2018,
according to the Centers for Dis-
ease Control. NJ also had one of
the largest racial gaps in maternal
mortality, with people of color be-
ing more likely to die during preg-
nancy, delivery, or shortly after
giving birth.

health risks remain in many of NJ’s
southern counties and in some ur-
ban areas in the state’s northeast,
and racial disparities have persist-
ed through the decline.
Black and Latinx mothers are be-
tween two and three times more
likely to suffer pregnancy-related
deaths than their white counter-
parts: “They do not become moth-
ers,” said State Senator Turner,
“They become statistics.” In 2018,
America’s Health Rankings listed
New Jersey as the 47th worst state
for maternal mortality.
“Motherhood is one of the most
powerful experiences that women
have and share. However, far too
often for women in disadvantaged
and underrepresented communi-
ties, a lack of care during pregnan-
cy, a lack of resources, or an inferi-
or level of care prevent all women
from ever having that experience,”
added State Senator Turner.
State Sen. Shirley Turner points out
that Trenton has one of the highest
Black and Latinx infant mortality
rates in the state, with only 47% of
the city’s mothers receiving pre-
natal care in their first trimester.
“There has to be a greater empha-

it is not. The US is ranked 55th
in the world. It also has the worst
rates of maternal mortality among
developed countries. Furthermore,
the gap between rates in the US
and other high-income countries
is widening.
Tragically and shamefully, these
deaths also fall disproportionately
upon Black and Latinx mothers.
These disparities are a direct result
of systemic racism. It is simply un-
conscionable if not criminal that
over 90% of maternal deaths are
preventable.

RENTON.- In July,
Larry Hamm, Chair-
man of People’s Orga-
nization for Progress
and other NJ activists
called for federal oversight of the
NJ State Police due to allegations
of systemic racial discrimination
— including claims of racist taunts
and Black officers being passed over
for promotions.
The call for oversight occurred at
the NAACP NJ State Conference
in Atlantic City. At the conference,
national leaders and local advocates
demanded the US Department of
Justice investigate the State Police.
They also called on NJ State Attor-
ney General Matt Platkin to address
allegations of discrimination within
the agency. In addition, they urged
Platkin to release a report on an in-
vestigation his office launched nearly
three years ago into the State Police’s
hiring and promotional practic-
es: “Racism in the department has
proven to be very intractable,” stated
Larry Hamm. He and others indicat-
ed that there is an obvious need for
additional guardrails against racism,
sexism, and bias inside the agency.
“It’s very disheartening to see that
we are here in the 21st Century and
it’s starting to feel like we’re back in
the 1960s. It has been 56 years since
the Newark uprisings, and people
are still talking about the racism
within the NJ State Police” added
Larry Hamm.
The activists’ demands come about
three months after two Black NJ
State troopers filed a lawsuit against

the agency alleging racist workplace
harassment, discrimination, and
retaliation. In the lawsuit, the two
Black troopers claim that they were
wrongly passed over for promotions
in favor of less qualified candidates,
they faced retaliation, and they had
racist comments directed at them,
including by one person who was lat-
er promoted. The lawsuit also alleges
that a white captain referred to one
of the men as the “HNIC,” meaning
the “head N-word in charge.”
The activists sent a letter to the US
Attorney General Merrick Garland
requesting the Department of Jus-
tice pursue an investigation in light
of “an alarming number of internal
complaints and lawsuits.” The letter
cited that State Police hiring prac-
tices disproportionately favor “white
heterosexual males and which in
turn empowers this favored group
to make unacceptable and outward
racist, sexist, and homophobic com-
ments towards minority members
within the workplace.”
According to the letter, around 84%
of the state’s 3,181 troopers are white
males, despite minorities accounting
for nearly half of the state’s popula-
tion. They also say women make up
just 3% of the force.
There is a history of federal officials
investigating the NJ State Police’s
practices. For 10 years starting in
1999, an outside monitor oversaw
the agency over charges that state
troopers racially profiled motorists.
In 1998, NJ troopers shot at a van
with four Black men inside, wound-
ing three, an episode that sparked
a national debate over police use of
force and racial profiling.

White Supremacy in NJ

ew Jersey.- In a re-
cently released report
the NJ State Attor-
ney General’s office
highlighted the rise
in white supremacist recruitment
and violence in NJ. The report de-
tails ways white supremacists have
worked to blend into mainstream
society and normalize their ideolo-
gies by working in positions like law
enforcement and school boards.
The NJ State Attorney General’s of-
fice report outlined that threat and
highlights the severe human cost of
white supremacy. It also calls upon
all NJ residents to stand united
against hate, actively work to dis-
mantle white supremacy.
According to the report white su-
premacy encompasses the full spec-
trum of bias-based behavior – in-
cluding biased attitudes, acts of bias,
and systemic discrimination – that
results from a belief in the supe-
riority of white people. White su-
premacist violent extremism is the
willingness to threaten or engage in
white supremacy-motivated physi-
cal violence and crime. Both white
supremacy and white supremacist
violent extremism inflict trauma on
the many communities they target.
White supremacists target not only
the Black community, but all com-
munities of color.
In compiling its report, the NJ State
Attorney General’s office reached
out to more than 200 individuals
and experts to participate in listen-
ing sessions that formed the foun-
dation of its report. Their accounts
bore witness to the inescapable reach
of white supremacy and the wide-
spread trauma it inflicts. Five key
themes emerged from the presenta-
tions and testimonials participants
shared at the listening sessions:
First, white supremacy inflicts wide-
spread trauma on communities that
are targeted by white supremacy,
and especially on young people. Ex-
posure to white supremacy is deeply
traumatic. Unfortunately, individu-
als and communities for which the
trauma is not direct too often dis-
miss or minimize the experiences
of those who are targeted by white
supremacy.
Second, through a deliberate strat-
egy to normalize and mainstream
white supremacist ideologies, ex-
tremists influence individuals and
communities not targeted to pro-
mote white supremacist causes.
The report points out that white
supremacist violent extremists have

pursued a deliberate, decades-long
strategy to blend into mainstream
society and promote fear and false
narratives to normalize and uphold
white supremacy. White suprema-
cists have been increasingly effective
at leveraging social media and oth-
er online forums to maximize their
impact.
Third, some white supremacist vio-
lent extremists have pursued a delib-
erate strategy to infiltrate positions
of authority in government and law
enforcement and (mis)use their au-
thority to harass, assault, incarcer-
ate, and disenfranchise Black, and
other people of color.
Fourth, white supremacist violent
extremists and adjacent extremist
groups recruit white people – es-
pecially young white people – by
leveraging their insecurities to in-
spire them to target others. This
recruitment frequently occurs
online, via multiplayer games, on-
line message boards, social media,
and other internet forums, where
white supremacists use memes
and “jokes” that are racist, sexist,
anti-LGBTQIA+, antisemitic, and
otherwise hateful to normalize
bigotry.
Fifth, it is critical for white people to
partner with communities of color
and other targets of white suprem-
acists to counter white supremacy.
The report urges white individuals
and communities to work closely
with those who have been targeted
by white supremacy to dismantle
white supremacy.
Finally, based on the presentations
and testimonials of experts and indi-
viduals at the listening sessions, the
report identifies a set of best practic-
es for dismantling white supremacy:
1. Listen to and learn from the ex-
periences of those targeted by white
supremacy – especially people of
color.
2. Don’t contribute to normalizing
or mainstreaming hate – in-person
or online.
3. Proactively discuss race and rac-
ism with youth.
4. Educate youth on how to avoid
recruitment.
5. Recognize the risk for and signs of
radicalization, and intervene early
if you see them.
6. Equip youth and adults with re-
sources and support systems for
coping with and combating white
supremacy.

New Jersey City University has de-
veloped a partnership with the Lati-
no Action Network and the Latino
Action Network Foundation to fo-
cus on the development of commu-
nity education, civic engagement
and research initiatives on educa-
tional equity and health care access
policies.
NJ City University is the oldest mi-
nority- and Hispanic-serving public
university in NJ, educating thou-
sands of first-generation students
annually.

 Locust Hill Black Museum Project

RENTON.- Last year
during Black History
Month, local mem-
bers of Amazon’s
Black Employee Net-
work presented a $10K donation
to the Locust Hill Project. That
donation started the ball rolling
which resulted in a $400K appro-
priation in the 2023 State Budget
to fund the Locust Hill Black Mu-
seum in Trenton: “It is as if God
has answered the cries of our an-
cestors, and we will finally be able
to provide a proper memorial site
deserving of their legacy,” stated
Algeron S. Ward, Jr. Locust Hill
Project Director.
Beyond reenacting

Regiment USCT is
also a “living history”
regiment, which
promotes
education and

The Locust Hill Cemetery is Tren-

Hill Cemetery fell into disrepair.

gernon Ward, a notable figure in
Trenton’s history community and
member of the 6th Regiment of
the United States Colored Troops
Civil War reenactor organization,
former member of the Trenton
Board of Education and others,
the Locust Hill Cemetery will fi-
nally be restored.
The Locust Hill Project is spon-
sored by the 6th Regiment Unit-
ed States Colored Troops, a
non-profit organization engaged
in the restoration of the Locust
Hill Cemetery and establishing
a museum to commemorate the
lives of those who rest there.
The museum will be located at 73
Hart Avenue next to the Locust
Hill Cemetery.
The 6th Regiment US Colored
Troops Reenactors Inc. Is a chari-
table organization, whose purpose
is to commemorate the contribu-
tions of the US Colored Troops
during the American Civil War.
They tell its history using histori-
cal reenactments, memorial cere-
monies, parades, and various edu-
cational and social venues.
Beyond reenacting battles where
drilling and battlefield maneuvers
are emphasized, the 6th Regiment
USCT is also a “living history”

RENTON.- Desde
hace más o menos un
par de décadas excep-
to durante la pande-
mia se viene realizan-
do año tras año desfiles y festivales
en el Sur y Este de la ciudad, jus-
tamente donde la comunidad his-
pana: puertorriqueños, guatemal-
tecos, dominicanos, ecuatorianos,
costarricenses, hondureños, sal-
vadoreños y centroamericanos en
general son mayoría, por lo que la
participación de la gente en estos
eventos está garantizada.
Las manifestaciones culturales sin
duda alguna, son actividades a tra-
vés de las cuales los hispanos se in-
tegran y se relacionan entre sí, tanto
los que viven en la ciudad como los
que viven a su alrededor de la región.

ima.- Desde el 19 de julio
se exacerbaron las protes-
tas contra la actual pri-
mera mandataria de Perú
Dina Boluarte. Estas pro-
testas recientes han sido catalogadas
“Tercera toma de Lima”, pero no han
ocurrido solo en Lima sino en 64 pro-
vincias del país (es decir en el 22% del
país). Se estima que tan solo en Lima
se movilizaron más de 20,000 perso-
nas. Las exigencias de las personas
son: la renuncia de la presidenta y la
reparación por las víctimas que han
sido asesinadas en la respuesta vio-
lenta con la fuerza pública. Para el 21
de julio se contabilizaban 14 personas
fallecidas durante las movilizaciones,
ocho policías y seis civiles perdieron
la vida (El Nuevo siglo 21/07/2023).
Es fundamental recordar que, duran-
te las protestas del mes de diciembre,

estas tragedias, las quejas persisten
debido a la impunidad por parte del
gobierno y la falta de justicia frente a
graves violaciones de derechos huma-
nos. En la actualidad, el gobierno en-
frenta una desaprobación del 80% por
parte de la población (El Salto Diario
22/07/2023). Dentro de las demandas
de los protestas se encuentran el cierre
del Congreso y nuevas elecciones, o en
otros casos una asamblea para escribir
una nueva Constitución.

Tan sólo en los últimos seis años el país
ha tenido seis presidentes, un golpe de
estado y una disolución del congreso.
Los expertos Barrenechea y Vergara
hablan de un “vaciamiento político”
en donde se ha dado una fragmenta-
ción y circulación del poder político,
amateurismo político y ausencia de
vínculos significativos entre quienes
ocupan el poder y la sociedad. El con-
junto de estos factores ha causado en
Perú un caso extremo de crisis demo-
crática, y cuyo resultado es incierto.

Por si fuera poco, Perú pasa por un
momento difícil porque además del
descontento social, en el mes de mar-
zo los ciclones Yaku, dejaron más de
12,000 damnificados, y la inflación
continúa afectando la canasta fami-
liar. En febrero del 2023, las pérdidas
económicas del país superaron US$
500 millones en la mayoría de acti-
vidades económicas del país, debido
a los bloqueos y los paros impuestos
por los manifestantes, según el minis-
tro de economía peruano.
La incertidumbre continúa y se esperan
más marchas. El descontento social es
cada vez mayor y el gobierno no atien-
de las demandas del pueblo. Es incierto
cómo pueda evolucionar la situación,
las próximas elecciones eran estimadas
para abril del 2024 pero la población
sigue exigiendo que sean adelantadas.
Es importante seguir atentos a la crisis
política en Perú y a sus consecuencias
sociales para la población peruana y la
región latinoamericana.

vicegobernadora Oliver

RENTON.- Hay luto y
pesar por el sensible falle-
cimiento de la vicegober-
nadora de Nueva Jersey,
Sheila Oliver. Oliver fa-
lleció el pasado martes a la edad de 71
años. La causa de su enfermedad no ha
sido revelada a los medios aún.
“Nacida y criada en un ambiente hu-
milde, entendió de primera mano las
luchas que enfrentan muchos en su
comunidad. Desde sus primeros días
como organizadora comunitaria hasta
su mandato como legisladora estatal,
Sheila defendió la justicia social, la edu-
cación y las oportunidades económicas
para todos.” Señaló Albert B. Kelly, Pre-
sidente de Gateway Community Action
Partnership.
Por su parte el gobernador Murphy y su
esposa, Tammy, expresaron mucha tris-
