The Xarxa/State Network of LGTBI families made up of the associations that sign this manifesto

observe with great concern the accusations and insults to minors and families in the media,
especially coming from public institutions:

WE NOTE THAT:

1- The current Government of Spain has been making speeches aimed at singling out and
stigmatizing children who have been born through surrogacy and their families. This
dynamic, which has increased over the last month, is particularly serious as it aims to
criminalize and demonize an entire group. It clearly constitutes a reprehensible
institutional hate speech.

2- Added to this institutional violence is the lack of journalistic ethics of some media outlets
which, far from contributing to a debate, have amplified the government's hate speech
and have jumped on the bandwagon of a language that is degrading to minors, absolutely
immoral and unacceptable in a democracy.

3- There is no point in having a child protection law if some ministries and agencies accuse
minors of being "products", of being born of non-existent "violence" or accuse families of
NON-EXISTENT crimes.

4- The attitude of the current Spanish coalition government is part of a European wave of
regression in LGTBIQ matters, especially against same sex parent families by GS, it is
incoherent that the left of this pals only a month ago passed a law that extends rights to
free reproductive processes for women and to include these couples within the social
security system and today stigmatizes families of the same LGTBI+ collective that have
carried out surrogacy as if they were less worthy of belonging to this group: We have
heard the Secretary of State for Equality propose the same public policies as Giorgia
Meloni's government or the Minister of Justice pretend to criminalize an entire family
model. This is the same hate speech, whether it comes from the extreme right or the
extreme left. This contrasts with the attitude of other European governments to the
reality of surrogacy, such as Germany, Norway, Ireland or Finland, which are working on
regulation, or the United Kingdom, Gibraltar, Portugal or Greece, which have already
regulated it.
5- We would like to express our solidarity with same sex parent families in Hungary and Italy
who are facing similar hate speeches that are the prelude to laws that not only restrict rights
but openly harass the LGBT community.

6- We have even heard regional presidents such as Ximo Puig associate surrogacy with
"slavery". These statements not only denote a lack of political restraint but also
demonstrate an alarming lack of education on the part of the Spanish political class.

7- We are tired, as families, of the many defamations in the media by public institutions
that, far from harassing us, should be safeguarding us. Even more so in the case of same
sex parent families who are much more vulnerable due to the fact that they are visible.
There is no crime associated with surrogacy. There is no fraud of law. There is no trauma
for children born through this technique. Enough lies and pseudoscience.

8- We are aware that there are cases of malpractice, which we strongly denounce, and we
believe that they are facilitated by the lack of regulation. But it is irresponsible to make
these cases a generality. For this reason, we believe that a debate must be opened in
which the political class assumes its responsibility without intoxicating public opinion.

9- Surrogacy is a method of assisted reproduction that deserves to be analyzed in a calm manner,


without misinformation or prejudice. In all the surveys published in the media, the majority
opinion of the Spanish population is favorable to the regulation, regardless of their political
preference, and social acceptance is already a fact. We believe that a debate must be
opened in which the political class assumes its responsibility without intoxicating public
opinion or stigmatizing children and families.

WE FIND:

- We note the hate speech towards minors and families created by surrogacy from the Spanish
government, political parties, and media without any limits.

- We note the state ombudsman's neglect of his duties in the face of these
attacks on minors. Their duty should be to defend minors and their families regardless of
the circumstances of their affiliation.

- We note with dismay the spread of hate speech in the European Union.

We make an APPEAL:

- To the European institutions and especially the EU Justice Councillor to help stop the
harassment of children born into LGBT families and all surrogacy families. We request an official
meeting to report on these institutional attacks and seek to explore ways to stop them.

- To the Spanish political class to reflect and analyse whether it is necessary to insult, criminalise
and harass minors or families in order to have a debate. We thank all those groups who have
not joined this wave of attacks and especially those who, while being against it, have known
how to respect minors. We request a meeting with the Spanish Government to protect our sons
and daughters.
- To Spanish and European society:

Surrogacy is a reality that has come to stay in advanced societies such as Spain's. It is the
responsibility of our politicians to respond to this reality instead of criminalising it. It is the
