In Colombia, there are Urban Mining companies, such as the company


“EcoCómputo”, a Collective System for Selective Collection and Environmental
Management of Computer and / or Peripheral Waste, that is, technological
recycling, of which urban mining is applied. , to convert materials into raw
materials such as gold, or a necessary product to complement another.
o What do you think could be the strategies to strengthen the post-consumer culture
in the management of Waste Electrical and Electronic Equipment?

In the fiscal area, the government could generate tax benefits to individuals and
companies that apply recycling of post-consumer equipment and technological
waste and urban mining. In the criminal or sanctioning sphere, the government
could raise penalties or fines for people or companies that contaminate the
environment by irresponsibly discarding post-consumer equipment and electronic
or similar waste that may cause environmental damage. In the field of education,
it is very important that schools teach students in good practices and
responsibility regarding post-consumer products and electronic waste or similar
that may cause environmental damage. In the social sphere, there must be
citizen action that constantly informs and advertises regarding the recycling of
post-consumer products and electronic waste. Important. The strategic location
of the place where discarded products and electronic and electrical waste will be
accumulated, which must be safe, controlled, strategic and without generating
pollution to the environment, as mentioned by professor Magda Iris Chirolde “The

3. Formulate 3 conclusions

a. The excessive consumption of products, equipment, goods and services by


humans, generated mainly by the short useful life of the goods, causes a large
amount of solid waste that leads to environmental and social problems for
society.
b. It is proven that Urban Mining as a productive activity can help solve the
problem of society in relation to the amount of solid waste. Urban Mining through
the transformation and reuse of said products that in the past had been rejected.
c. The productive activity of urban mining is sustainable, friendly to the
environment and eco-friendly, in relation to the recovery and transformation of
minerals and metals contained in solid urban waste, especially from waste
electrical and electronic equipment. The benefits of the aforementioned activities
are many, but especially it helps to improve the environment, due to the cleaning
of unusable metals that is carried out in nature; as well as the low costs that are
required to develop urban mining, and providing a very favorable utility for the
businessman.
Example: In each ton of mobile phones there are approximately 300 grams of
gold, that is, for each ton of electronic waste there is 80 times more gold than in
each ton of earth extracted from a common traditional mine, and as the years go
by, more accumulates. or more electronic waste that contains the mineral gold,
therefore there will be urban mining plants in the cities

Strategies to Strengthen a RAEE Culture with School Students


    Good afternoon mates. We agree with your analysis about the possible strategies
to be used to improve this problem. As you said, it is an interesting idea to involve
schools and students to create a culture of good practices within these institutions or
as you expressed “it is very important that schools teach students in good practices
and responsibility regarding post-consumer products and electronic waste or similar
that may cause environmental damage”.
    One way to achieve this goal, is to make these ecological and environmental
topics part of the core curriculum of schools. This way, students could be directed to
learn about these topics and become an institutional identity.  This process can be
taken further by prioritizing extracurricular activities as special bonuses for students,
such as collaborating in ONGs or investigating and presenting this findings, science
fair products and ideas to support comprehension and reduction of waste products
from electronic and electric devices, or implementing within projects from every
subjects, an ecological dimension to be evaluated and taken into account as a part
of the student´s score.
    One of the questions that, probably, remains to be answer is how to teach
students to feel identified about these topics. Teaching theory or to create incentives
to work toward these goals, could be a great step to improve the current situation;
however, they do not necessarily make people interested or truly involved into this
because they could feel it is just an obligation rather than a authentic motivation.
May be, the key is to know how the teachers can transmit this emotion to motivate
the student to be a good influence in this. As TechWaste Recycling says:
 “There is no greater responsibility for educators than teaching the students of a
school to be a positive influence in the world after they graduate” (Recycling, 2019)

We consider your presentation of the subject very interesting, especially the


responsibility of teachers in schools to teach their students about urban mining
or recycling of electronic devices.

Teaching students in schools about urban mining is a very effective strategy, and
it will surely give good results.

The young students will have the basic knowledge from the beginning regarding
urban mining and over time they will be able to create innovation to these
activities, improving the way of carrying out urban mining, thereby generating
sustainable development in the future.

Dear classmates.
We consider your participation in this forum to be very successful. However, it is in
our interest to make special focus on the role of control bodies in improving the use
of WEEE and the willingness of these wastes, this issue is in the public interest and
in countries such as Colombia the jurisprudence tied to this subject corresponds to
the provisions of Article 4 of Law 1672 of 2013 , although it is a regulation applicable
in the Colombian geography does not meet a standard such as RIOS or the e-
stewards initiative created by the Basel action network and in addition to the lack of
Colombian law it has no real criteria for regulating the industry.
Secondly, the environmental problem generated by WEEE is even greater when
handled incorrectly, as cited in its intervention by companies such as Ecocomputo
focus their efforts on urban mining, but aimed at desktop equipment that is an
element that, although it generates a large part of the e-scrap of the country does
not have as high a usage rate as the appliances or the cell phone.
Consider for example a cell phone, with an average weight of 130 grams. According
to the Swiss Federal Institute of Materials Sciences (EMPA) the "ecological footprint"
of this phone has an impact on Earth in the consumption of thousands of kilograms
of minerals or oil, as well as as as thousands of thousands of thousands of litres of
water and tens of cubic meters of air (Fernández, 2013, p.17). In continuity we can
deduce that urban mining in the country is not capable enough to encompass the
environmental impact of e-scrap.

I fully agree with what you state about the importance of the role that government
entities must play in improving the use of WEEE and the disposal of waste.
In a previous intervention, I observed how up to now the national government had
shown a partial commitment in the implementation of waste management policies
since so far it has only generated two regulations, Law 1672 of 2013 and the Decree
2041 of 2016, however, has not regulated them through resolutions detailing how
the policies defined should be implemented. 
According to what is found in the National Policy for the Comprehensive
Management of Electronic Equipment Waste of the Ministry of the Environment and
Sustainable Development, Latin American countries, including Colombia, took as a
reference the WEEE Directive of the European Union to issue their However, I
consider that while these laws are not applied to the specific context and needs of
Colombia, they will continue to be general conceptual guidelines and promotional
instruments.

Urban mining = A bright future
The era of cheap materials can come to an end, therefore technology is leading it to
reinvent itself, in turn industry, electronics and electricity, the cheapest materials that
anyone could have at hand are becoming more scarce and this is thanks to
technology that is evolving.
°There is only one company in Colombia that is called "Habitad" this is responsible
for managing and completing the cycle of their Waste Electrical and Electronic
Equipment, correctly, promoting Urban Mining, where human risk is reduced and
maximizes the recovery of material that is being harmful to the environment.
Its services are : - Valuation, purchase and final disposal of hazardous waste.
- Smelting and refining of metals
-Valuation and purchase of usable and special waste
°
If or if there should be post-consumption strategies because when there are more
companies this can become a reality, the marked strategies would be advertising,
developing a method for each case, for example if you have an electronic device
that no longer uses or that is broken the company itself is responsible for going for it,
maybe offer a change, "You give me your technology, I give you a plant, together for
the environment" would be a good strategy and a good advertising campaign,
another strategy would be the media as the news that will talk about it, because
culture is developed with knowledge, the more education there is, the more culture
there will be, and in this case it is not the exception.
Thanks to all this, urban mining is becoming more and more attractive because of its
waste, which is increasingly used for today's technology. Urban mining plants are in
many cases only efficient if the government subsidizes them, and without this help it
could be very complex.
While this is evolving more and more it will be possible to achieve something very
feasible ecologically since year after year is accumulating more and more electronic
waste.
Urban mining has managed to limit the impact on the environment in a way that a
mine could not.
If or if there should be post-consumption strategies because when there are more
companies this can become a reality, the marked strategies would be advertising,
developing a method for each case, for example if you have an electronic device
that no longer uses or that is broken the company itself is responsible for going for it,
maybe offer a change, "You give me your technology, I give you a plant, together for
the environment" would be a good strategy and a good advertising campaign,

I find your opinions interesting in relation to Urban mining.

Your proposal to exchange electronic devices for vegetable plants is novel and
very favorable for nature and its environment. Excellent idea!!.

Regarding the proposal that urban mining should be financed by the state, it
could generate political problems of permitting authorizations, thereby affecting
efficiency and generating a monopoly. I believe that the state should not provide
subsidies for these new companies, however, the state if it could provide tax and
legal benefits to urban mining companies.

Urban mining and its impact on the environment


To understand a little more about this topic, let's start by defining urban mining, it is
known as “the recovery of raw materials used by human beings in buildings,
infrastructures and consumer goods or that are in landfills” (Müller, F. 2018 ). In
Colombia, according to Edgar Erazo, director of Ecocómputo, 80% of electronic
waste is reusable; It is here where companies dedicated to urban mining in the
country such as: Minerales Andinos de Colombia, Continental Gold de Colombia,
Anglogold Ashanti Colombia and even Ecocómputo, seek to collect these elements
in order not only to reuse their parts, but also to reduce the use of natural resources
for the production of these products consumed by humans.
But what strategies would help producers and consumers take part in the
management of this waste? One strategy is that the government  implements
incentives and "extended producer responsibility”, as in some developed countries,
this commits the producer from beginning to end with the life cycle of the product
and makes them responsible for the environmental damage caused by it; This will
allow its production to be carried out with low toxic materials and to be reusable after
becoming obsolete.
On the other hand, as consumers we have a great power in the market of electronic
elements, due of the demand the trade of the producing companies grows and at the
same time the manufacturing. One way we can help is by acquiring products that
meet the stipulated standards for a good treatment of these wastes after completing
their useful life cycle, instead of those that come from materials from an excessive
exploitation of natural resources.
Considering all these factors and the importance of good management of electrical
waste and electronic devices for the care of the environment and its resources, we
can conclude:

o The recycling process of electronic waste components carried out by


companies that practice urban mining brings with it many benefits for the
conservation of the environment, especially the resources used in the production
of products for human consumption, well from this the depletion of certain raw
materials can be avoided.
o Making us consumers aware of the importance of mitigating the electronic
waste that is produced, not only makes us participate in a positive environmental
impact, but also encourages us to seek strategies through which we can help
even more, for example be part of collection campaigns managed by private
entities, such as shopping centers, or the government.
o By caring the natural resources, we mitigate the impact generated by their
overexploitation on climate change, the deterioration of flora and fauna, the loss
of forests and changes in air and water.

Hello Jorge
Your participation is very interesting, I really like the way you explain and how
it is applied in Colombia, the issue of gold and the strategies used by
producers so that consumers contribute through trade. The form of recycling is
important and seeing how companies adapt it is gratifying for everyone in
general.
I agree when you mention natural resources as a primary impact on society and
even more so when we are using all these resources to move industries.

Urban mining: recycling the sustainability


Are there companies in Colombia dedicated to urban mining?
Here in Colombia there are several companies that are dedicated to urban mining in
Colombia, like Habitat and Lito. Both companies provide services of recycling waste
products from electronic devices, like obsolete cell phones, computers, tablets, and
some peripheral parts.

     Habitat offers different services for this purpose; they manage dangerous waste
products which could be potentially risky for people. On the other hand, they also
offer services of demolition and disassembly of industrial facilities, which refine,
recycle, and take advantage of the recovery of the metals contained in the waste.
They also erase data using demagnetization applied on electronic storage units to
prepare them for recycling (Pacheco, et al. 2018). 

     Lito is an organization dedicated to the integral management of industrial


surpluses and hazardous waste. They purchase obsolete equipment, electrical
equipment, a scrap of ferrous and non-ferrous metals. Also, they dismount industrial,
electrical, and disused equipment; and recover ceramic, metallic and polymeric,
ferrous and non-ferrous materials. (Lito SAS, 2020). 

What do you think could be the strategies to strengthen the post-


consumer culture in the management of Waste Electrical and
Electronic Equipment?
The following are some of the strategies that can be implemented to strengthen the
post-consumer culture in the management of Waste Electrical and Electronic
Equipment: 

o Training for recyclers


Train the personnel in charge of recycling so that they can collect, separate, and
classify technological waste, identifying the wastes that generate the greatest
pollution from those that less polluting. 

o Awareness campaigns
As a first measure, campaigns could be generated to raise awareness and
generate a sense of responsibility for the treatment of solid waste. Currently,
there are collection centers for this type of waste, however, there are few points
and those that exist are only limited to collecting batteries. One strategy would be
to include collection centers in residential complexes and office buildings, where
other technological waste, such as computers, cell phones, and computer parts,
can be disposed of. 

o Tax benefits
One of how companies show greater commitment to public initiatives is through
taxes. A good strategy could be to reduce taxes on those companies that, within
their value chain, use policies and processes to recycle metals from RAEE. The
tax reduction could be applicable from a very well implemented organizational culture in
which employees are taught to recycle their products and to be aware of the effects of
these elements on the environment.

Companies could create incentives for their employees, such as bonuses or special
rewards, when they develop new ideas to improve company policies regarding these
environmental issues or when they recycle their own obsolete or damaged electronic
devices through the company or with the help of external companies such as
“management-operation of RAEE” organizations, which are specialized in what is known
as “reversed logistics”, activity that involves the processing and recycling of products
after they have been used, to make them ready for other purposes (Fernández, 2013). 

o Tax burden
As we have already mentioned previously, companies show a greater
commitment when their finances are affected, in such a way that, another of the
proposals is that a new tax is applied for those companies that do not have
technological waste treatment policies and do not can demonstrate that they are
applying them effectively.

Conclusions 

o Urban mining benefits the environment.


The activities related to the collection and treatment of technological waste are of
great help to the environment since they generate a decrease in pollution,
preventing the dangerous substances they contain from ending up in landfills and
stopping the pollution that these residues generate when degrading. In the same
way, the sense of responsibility that some technology companies are showing,
recovering materials from technological waste and reusing them, generates a
loop in the use of materials, which means a sustained and sustainable model
that in the long run benefits the environment. 

o Urban mining can be a profitable business


The constant launching of new electrical and electronic products and
programmed obsolescence, causes obsolete and damaged products to be
discarded, which generates a large amount of electronic waste every day that
contains materials that can be recycled and reused, such as, copper, gold, silver,
plastic, among others.

The urban mining market can benefit from this behavior since it can generate a
large amount of income from the extraction of these materials and, in turn, be a
source of job creation. 

o Urban mining is an alternative to the damage of traditional mining


Urban mining can be a great alternative to traditional mining, since, according to
some studies (Sahajwalla, 2018), the production of materials such as gold, silver and
copper is 13 times cheaper than the extraction done through traditional mining.  This
decrease in the production costs of these metals, which is achieved with urban
mining, makes us see that there are much better, sustainable, and cheaper
practices than traditional mining.

We really liked their contributions especially in 3 aspects:
 Question 1 of the companies that carry out activities of this type,
will not be left only with the additional mention, they also explained a little what
their function was and how they specialized in the material. Where it lets us see
that the urban mining industry has many aspects that can be exploited in new
ways to get the maximum benefit.
 The planned obsolescence and the need for consumption, it is clear
that companies seek that their products are consumed by more people and
renew in less time has led to the excessive consumption of technological devices
of all kinds, it is here where companies of this type have million tons of raw
material to mine and make good use of them.
 In the final conclusions, where it is clearly shown that urban mining
can replace traditional mining, without causing the absurd damage and for a long
time in history necessary, to meet the demand of a population with greater
powers. acquisitions and an unavoidable need to communicate and improve our

Minería Urbana, una Minería mas Amigable

 La minería Urbana en Colombia es una realidad; desechos


electrónicos compuestos de metales valiosos los cuales, mediante el correcto
proceso de extracción, pueden ser recuperados como materia prima. En
Colombia hay empresas dedicadas a este proceso de recolección y extracción
de dichos componentes; se encargan de quitar de las calles y basureros todos
los residuos electrónicos los cuales no se descomponen mismos que pueden ser
peligrosos por la contaminación que generan en suelos o fuentes hídricas.
 La principal estrategia para la gestión de residuos electrónicos
después se su utilización viene siendo la concientización de la población
respecto a la forma en que manejan todos estos residuos, por ejemplo, la
separación de la materia orgánica de los residuos electrónicos para su fácil
recolección; por otro lado, a nivel gubernamental, se deberían establecer puntos
de recolección de material electrónico a los cuales se les haga un buen
reconocimiento para que las personas en su totalidad, sepan a donde deben
acudir para la donación o venta de estos elementos; por otro lado también a
nivel gubernamental, establecer control en la extracción de componentes y la
trasformación de los mismos, mediante parámetros y reglamentos que
beneficien a las empresas encargadas de ello, los recicladores o trasportadores,
como a la misma población que desecha los residuos electrónicos.
   -El correcto manejo de los residuos electrónicos no solo puede
ser de beneficio al medio ambiente, sino también a la sociedad y su economía
debido a las posibilidades de empleo que puede generar por la cantidad de
materiales a procesar.

“Entre residuos de computadores, impresoras, teléfonos móviles y algunos


electrodomésticos (neveras,  lavadoras, equipos de audio y video), Colombia
produce al año aproximadamente 130.000 toneladas de la considerada basura
electrónica” (Basura electrónica en Colombia - Medio Ambiente - Vida -
ELTIEMPO.COM, s. f.)
-En Colombia, diariamente se genera una gran cantidad de basura electrónica, de lo
cual no se recupera ni el 10%, la implementación de actividades que concluyan con
la recuperación de estos elementos generaría una gran oferta de trabajo por la cifra
tan grande que hay de todo este material, mas aun, teniendo en cuenta que muchos
de los elementos extraídos mediante estas actividades son de valor, lo cual hace
que sea muy ventajoso la implementación de un sistema de reciclaje electrónico en
nuestro país.
-Por otro lado, resaltando que en numerosas ocasiones los equipos electrónicos
tienen piezas funcionales y en buen estado, la implementación de estos sistemas
podría a futuro abrir la posibilidad a la reutilización de componentes que aun
conserven un estado útil, evitando de esta forma el desgaste ambiental por la
creación de productos nuevos, ya que se podría optar por la creación de los mismos
mediante materiales ya existentes.

Good night Juan,


When i carried out the research about urban mining,  I came across something that
you mentioned in your intervention: the reuse of the components of electronic
devices, as you said, doing this avoids environmental wear because it avoids the
excessive use of natural resources, but it also minimizes production costs.
According to the magazine Environmental Science & Technology, extracting the
materials for the manufacture of electronic devices from the earth is 13 times more
expensive than obtaining them from existing ones, this because some of the most
common materials such as aluminum or copper require of a large industrial process
for its extraction, which results in an extra cost.
Some of the electronic devices have up to 60 elements, some reusable others highly
toxic, through urban mining these are classified and treated to determine whether
they should be eliminated according to the level of danger they represent. If this
industry continues growing, it will also reduce the exploitation of minerals, especially
in underdeveloped countries, where there are terrible working conditions for those
who make up the workforce, in addition to slightly improving their quality of life.

 Are there companies in Colombia dedicated to urban mining?

Today the consumption of technology is expanding rapidly due to the consumerism


that the population has and the technological advances that companies make,
leaving products that were created six months ago in low category obsolete as they
are commonly called and these throw into the environment the 70% of toxins that
affect the environment and the population.
In Colombia, if there are companies that are dedicated to urban mining, among
them is “habitat” (Javier Eduardo Pacheco, 2018), this company manages the entire
life cycle of electronic and electrical equipment (WEEE)[1], thereby promoting the
development of urban mining and helping to minimize the damage that is being done
to the environment due to the mismanagement of these wastes in both industrial and
urban areas.
Lito is a Colombian company that has been present for more than 12 years that is
present in Barranquilla, Bucaramanga, Cali, Medellín and Bogotá which stands out
for the management of industrial surpluses (electrical, telecommunications,
hydrocarbons and obsolete equipment)
and hazardous waste ( batteries, batteries and fluorescent ), t also have the
service transport for you electronics.
Some studies tell us that a fluorescent tube by its components can contaminate
16,000 thousand liters of water, also a television screen can contaminate 80,000
thousand liters of water, for this reason it is a good reason to relate to urban mining.

 What do you think could be the strategies to strengthen the


post-consumer culture in the management of Waste Electrical and
Electronic Equipment?

One of the great problems that Colombia has regarding urban mining is that


there are no regulations for the regulation of electronic or electrical devices that have
already reached their useful life, therefore the National Association of foreign trade
is promoting from campaigns on the post- consumption of these waste, since in
these devices there are materials that can be used such as gold, silver, lichen ,
copper, aluminum etc. And by having these parts they can create new elements
without resorting to a mine to destroy the environment, generate pollution in rivers
and of course the felling of trees.
Currently in Colombia there are already companies that are dedicated to
the collection and recovery of these devices reducing the pollution
that these generate , but more than that there are these companies what you can do
is start to raise public awareness of the harm they do these devices they do to the
environment when we don't dispose of it anywhere.

3. Formulate 3 conclusions

o The growth of electronic waste has occurred for several reasons, among
them are the increase in the production of these and the short useful life
that devices have, since spare parts are often more expensive or are more
difficult to obtain than buying one.
o Support l government and relevant entities is critical to campaign and
regulate the way how to treat this waste, this additional control imports and
exports which are made illegally in our country.
o Educational entities also have great importance in urban mining since with
them we can implement mechanisms for the collection of these products.

I agree with you when you talk about the important role that the government has in
the correct management of electronic and electrical waste, but currently in Colombia
there are regulations that regulates its treatment. Below, I name them:

 Decree 284 of 2018 - waste and electrical and electronic equipment


RAEE
 National policy of 2017 - Comprehensive RAEE management
 Law 1672 of 2013 - adoption of a public policy for the
comprehensive management of RAEE
 Resolution 1512 of 2010 - systems of selective collection and
environmental management of computer waste
 Decree Law 2811 of 1974 - National Code of Renewable
Resources and Environmental Protection
Law 1672 seeks that companies that manufacture electronic or electrical devices
create a collection process at the end of their useful life cycle in order to recycle and
reuse their parts. In my opinion, more than a lack of regulations, it is the lack of
campaigns by the government and the lack of knowledge of us consumers on this
extremely important issue. What do you think?

I agree with you when you identify consumerism and the irresponsible production
practices of some companies, which make their products obsolete in a short time, as
determining factors in the generation of environmental pollution, however, I agree
with Angélica María when He says that in Colombia there are already rules that
regulate the handling of electrical and electronic waste. 
Initially, there is Law 1672 of 2013, which establishes the guidelines for the adoption
of public policies for the comprehensive management of waste electrical and
electronic equipment (RAEE) generated in Colombia, and later, with Decree 2041 of
2016, the environmental license for the construction and operation of facilities whose
purpose is the storage, treatment, use (recovery, recycling) or final disposal of RAEE
was regulated. 
After the publication of Law 1672 of 2013, only Decree 2041 of 2016 has been
generated, but there are no supplementary administrative acts, such as resolutions,
which specify how the comprehensive management of equipment waste policies
should be applied. electrical and electronic for each particular case. 
In my opinion, the national government has shown a partial commitment to the
implementation of this waste management policy and must make more specific
decisions that seek to encourage and strengthen its application and development in
the country.

Buena noche.
Como dices, nuestro país no tiene estipuladas normas claras de regulación en los
productos tecnológicos una vez cumplen su tiempo de vida; no hay un plan de
recuperación por parte de los gobiernos para todos esos componentes o aparatos
que aun tienen utilidad, o pueden ser reutilizados. A diferencia de otros países que
han logrado disminuir la tasa de desempleo debido a que todo el sistema de
reutilización de componentes electrónicos demanda una gran cantidad de inversión
en personal el cual toma presupuesto al disminuir los costos en materia prima
trayendo como ventaja beneficiar directamente al medio ambiente y la tasa de
empleabilidad. Un ejemplo de ello, es la reparación o construcción  de equipos
electrónicos con el uso de piezas recuperadas en los vertederos.
La implementación de mecanismos o sistemas de reciclaje tiene muchísimas
ventajas.. En Suiza, el país pionero en el reciclaje general, su población maneja un
pensamiento lógico e interesante, el cual impulsa a la población a creer que tirar las
cosas a la basura no es tirar "desechos" si no tirar el dinero que se invirtió en la
compra. Este pensamiento general una cultura ciudadana enfocada al cuidado del
medio amiente y  al cuidado del bolsillo del consumidor.

Are there companies in Colombia dedicated to urban mining? 
In Colombia  there are companies dedicated to urban mining, which are dedicated to 
managing electrical and electronic waste, extracting these materials from the device
s which their exposure to humans and the environment can
be highly dangerous. Some of the companies that are dedicated to this work are: Ja
cobsi, Serviecologico, Belmont-
trading, Ocade, Clickongreen, Habitatmineriaurbana.  (Sara. 2016). (Residuos
Peligrosos. 2020).  
 In Colombia, a generation of 275,000 tons of domestic RAEE
(computers, printers, mobile phones, batteries, fluorescent light bulbs) equivalent to 
5.6 kg per inhabitant was reported in 2016
and according to the Ministry of the Environment, a generation of 101 is estimated in
2018. 000 tons of refrigerators, washing machines, audio and
video equipment ("Government issues decree regulating the Integral
Management of Waste Electrical and Electronic Equipment | Ministry of Environment 
and Sustainable Development", 2018), in
the following graph we can see an analysis of the estimated projection of RAEE for 2
013.

What do you think could be the strategies to strengthen the post-
consumer culture in the management of Waste Electrical and
Electronic Equipment?   

o Focusing efforts on proper waste management, establishing sites close to 
the community for the reception of RAEE, disseminating instructions or short cou
rses to learn how to properly dispose of RAEE
"11,600,000 tons of garbage per year, equivalent to 725,000 garbage trucks of w
hich only 17% is recycled".(«Recicladores se convierten en gestores ambientales
urbanos | Ministerio de Ambiente y Desarrollo Sostenible», 2017)  
o The government must become more involved in how businesses and indiv
iduals dispose of highly polluting items. clearly can achieve a
more important impact because they use strategies such as reducing taxes on b
usinesses or "Continue to support the purchase of environmentally friendly applia
nces, Decree 2143 establishes the procedure for applying a
5% discount on the tax for the purchase of refrigerators of 30 UVT
and promote the replacement of old refrigerators that generate high energy cons
umption, contain refrigerant gases that destroy the
ozone layer and contribute to global warming, this can contribute to the reduction 
of 20% of greenhouse gases projected for 2030. 
o Promote the responsible consumption and production of electronic and ele
ctrical equipment (RAEE) through training
and specialized courses for workers and students According to ("Recyclers beco
me urban environmental managers
| Ministry of Environment and Sustainable Development", 2017):
"Awareness and education towards the responsible production and consumption 
of electrical and electronic equipment, for the extension of their useful life and for 
the promotion of measures oriented towards eco-design" It is also important to g
enerate changes through motivation and
cultural events in which we impart the responsibilities we have towards the enviro

Formulate 3 conclusions   

o It is a responsibility and
a necessity, to give continuity to the processes of improvement in
the handling of RAEE, since a wide gap exists to cover, even only 17% of the gar
bage that we generate is recycled in Colombia.   
o When consuming electrical and electronic products we must also think ab
out the environmental effect they generate and
the process they require to be treated after disposal.   
o Very few people know what is behind any product, how it was designed, w
hat material it contains if it affects health,
the environment etc. This is because there is
no knowledge of how RAEE works and how important it is to know how these pro
ducts are treated once they are discarded.

1. Are there companies in Colombia dedicated to urban mining?

Urban mining consists of extracting raw materials (lithium, copper, gold, among
others) from the devices scrap (such as smartphones or computers) found in in
containers, landfills or scrap yards and make the extraction from them. In addition,
some of this waste is taken to recycling plants (Sereno, 2018).
For the question about the existence  of companies dedicated to urban mining, there
exist, according to what was investigated in the newspaper La República, where it is
mentioned that the Colombian government must encourage people and companies
to take advantage of waste from electronic and electrical devices. Because the
treatment of WEEE is so specialized, Colombia has the Law 1672 of 2013, which
requires companies that sell electronic devices to guarantee their recycling. Two
companies dedicated to urban mining are described below:

2. Ecocómputo, a company that works in the process of recycling computers,


domestic batteries and lights. For 2018, their goal was to start handling white line
waste, which are large appliances (Refrigerators, washing machines, stoves,
etc.), gray line waste, which refers to office automation waste, telephones.
mobile phones, among others. Finally, the brown line ones, which are all
household electronic waste. Televisions, radios, irons and other devices that no

The company has several residential and business collection points, which makes it
spread throughout the Colombian territory (Ecocomputo.com)
 

1. Lito S.A.S, a company that also performs a treatment that these objects
receive after their useful life. In 2009, Lito S.A.S started with the first electronic
and electrical waste collection campaign, the Ministry of Environment and
Sustainable Development, as well as nationally recognized companies such as
UNE and GEEP, were part of this process. In 2010 and 2011, they carried out
the II and III electronic and electrical waste collection campaigns respectively,
which were successful as well as the first. (¿Cómo se maneja la basura

The company has different locations in Colombia such as: Bucaramanga, Bogotá,
Barranquilla, Cali and Medellin. In addition to the business agreement for the
collection of these objects (Anónimo)
Likewise, there are companies whose efforts are not dedicated to recycling
treatment or urban mining, but because they sell electronic devices, they have
decided to collaborate with the environment, such as: Asus, HP, Tigo Une.
One of the Hewlett-Packard companies, which in 2007 started Planet Partners to
recycle toner cartridges. Then, in 2012, they extended the initiative to computers,
peripherals, printers and components.
Elaine Rivera, environmental manager for the Andean Region of HP, explained that
the equipment received is disassembled and its components are separated. They
are then sent to plants where they are converted into product resin or to foundries
where precious metals are recovered. These materials serve as raw material for HP
processes and other companies with which they have an agreement. (Monterrosa,
2018)

1. What do you think could be the strategies to strengthen the post-


consumer culture in the management of Waste Electrical and Electronic
Equipment?
The increase of population in cities increments the residues generated as well, since
society is oriented to a non-sustainable consumption mostly because of the
shortened lifespan of the consumer goods, namely, planned obsolescence
(Fernandez, 2013), which started with the industrial revolution, the consumption
society and the mass production.
 
Remarkable examples are the Phoebus cartel to control worldwide lightbulb
production by reducing its useful life from 2.500 to 1000 hours; General Motors and
its aspect-oriented recurrent changes on their automobile designs with a useful life
of 3 years; the intended weakened resistance of the first nylon pantyhoses by
DuPont; the iPod with a 18 month working battery (Dannoritzer, 2012) and probably
the device where this text is being read, since computer lifespan reduced from 6 to 2
years (from 1997 to 2006) and cellphones is even shorter Fernandez, 2013).
 
Bernard London ideas for overcoming the 1930’s financial crisis about balancing
capital and work by setting fines to long lasting goods materialized and morphed
with Brooks Stevens designs, oriented to convince consumers that the brand new
goods were the best ones.
 
These ideas led to a huge problem in this era, where we are somewhat conscious
about environmental impact, since its effects are evident. Unfixable and useless
electronic devices are irresponsibly dumped into developing countries, where the
“repairment culture” is predominant (Dannoritzer, 2012), natural resources extraction
is still pushing forward earth’s limits, and unsafe reciclying practices are being held
by informals with health damage (Fernández, 2013).
 
Fortunately, there are several options to start reversing such problems. One of them
is the “Circular economy” where society joins efforts to produce resources instead of
waste, mimicking nature. It is an industrial metabolism where byproducts are main
ingredients for another production processes, reducing extraction of natural
resources and saving energy consumption.
 
In fact, developed countries shows an incremental tendency to use recycled metals
in percentages close to 70%, such as iron, aluminum, copper, tin and gold
(Fernandez, 2013) which are present in electronic devices, and even adding them to
their industries’ value chain. Metals have the advantage of being capable for ilimited
recycle. This is a result of public policies, legislation, extended producer
responsibility and citizen participation.
 
Business and sustainability can go hand in hand. One way to achieve this is to
consider the real cost of the resources used, energy consumption, the indirect cost
of transport, and the environmental impact. That, would give entrepreneurs an
incentive to produce products that last forever (Dannoritzer, 2012).
 
Aditionally, initiatives such as Open Source Hardware by OSHWA and maker
movement are looking for liberating the development and construction of electronic
devices, making them fully accesible, understandable, editable and improvable, so
that, in addition to making knowledge available to everyone, reusable electronic
devices can be generated.
Conclusions:

1. In Colombia there is a need for more companies in charge of recycling


technological equipment, such as computers, domestic batteries and lights.
2. Since this equipment needs special treatment, it is necessary to raise
awareness in the community and companies so that they do not throw this
electronic waste in the traditional garbage, but rather special companies that can
provide proper management of these wastes since they seriously affect to the
environment. In cities such as Medellin, Cali and Bogota you can consult
at www.redverde.co where you can find the addresses of the points established
for this type of garbage.
3. In Colombia there is a post-consumer program strategy, which is about
the concept of extended producer responsibility, in which manufacturers and
importers of products are responsible for establishing post-consumer waste
return channels, through which consumers can return such products when they
become waste. This strategy seems very good to us, it just needs to be more
welcomed by citizens and businessmen, so that they can implement the proper
return channels.

no lack of gold. Y es que son materiales que pueden ser nuevamente utilizados y
cuya extracción original llegará un día que se agote, dejando así de estar
disponibles. Son materiales que, por estos motivos, pueden alcanzar un alto precio,
siendo objetivo de deseo de muchos traficantes ilegales.
Benefits:
Urbam minning has a series of benefits since it allows avoiding dependence on the
increase in the prices of these materials.  In addition
, imports are also reduced and the depletion or shortage that is beginning to occur in
certain raw materials in the world is avoided.
Urban mining in turn makes it possible to advance the concept of circular economy,
since these raw materials can be reused and have another useful life in other
devices or objects.
In Colombia, if there are companies dedicated to urban mining, they carry out the
entire corresponding process to guarantee the final disposal of electrical and
electronic waste that no longer has a useful life for the end user.
Strategies:

1. The companies that commercialize and distribute electrical and electronic


equipment must promote campaigns for the recovery of obsolete equipment as
an initial contribution to the acquisition of new equipment, to replace the already
obsolete, as a contribution to the preservation of the environment and the
sustainable development of the raw Materials.
2. Urban cleaning companies must collect, select and dispose wit the minner
urban company all the electronic and electrical elements that arrive at their
facilities.
3. Electronic and elctric equipment users we must disposal them with
authorized companies and that they promote this practice.
4. Envairomental ministery should implement educational programs that
invite the recovery and disposal of these wastes.
5. Give a better value to outdated equipment to encourage users to bring it to
shopping sites.

Raee.
7. Environmental entities must publish the name of the companies
authorized to collect this type of waste.
8. All users of electrical and electronic equipment must be aware of the
importance of the correct handling of this equipment once its useful life has
ended and dispose of it in authorized places.

sustainable development for a better life for future generations.

Hello colleagues, good afternoon,

You can see that it is a job well done in general, very interesting, I think the ideas
and strategies that are raised are very good, I thought the way in which the whole
exercise was planned was very successful, and I found the strategy you give in
Regarding the fact that obsolete equipment recovery campaigns should be promoted
as an initial contribution to the acquisition of new equipment, I think it is a very solid
strategy. Why? Due to the fact that older equipment can be used and thus reduce
the waste produced by older devices because some of them can be reused.

In general, it seemed to me that interesting points were dealt with, perhaps the work
could be further enriched with some references or by naming some companies, but
in general it seemed that words were used well and everything was described very
well.

Urban mining is a new opportunity for our planet, in Colombia companies such as
Hábitat S.A.S or Lito S.A seek to take advantage of technological waste,
a totally new undertaking that seeks to be sustainable. Society plays an important rol
e in urban mining, they are
in charge of discarding their technological products, however not everyone has know
ledge of this concept, a
concept that should be expanded throughout the country, whether from the classroo
ms of schools, institutes and universities to environmental campaigns that the gover
nment itself could launch. 
 
The world is the biggest technology eater, it is necessary to protect the soil and wate
r resources, contaminated by the mismanagement of electronic waste and traditional 
mining. Faced with a possible situation where demand is greater than supply and tra
ditional mining is not able to supply the market, urban mining is projected as the best 
option. Economic or tax benefits should be implemented for the people or companie
s that correctly manage this waste. 
 
The concept of circular economy is the best option to reduce the rates of waste from 
electronic devices because this generates in society a much more resource-oriented 
thinking.

*There are mainly two companies in Colombia dedicated to urban mining:
Asociación Empresarial por el Reciclaje (Cempre) and Asociación Nacional de
Industriales (ANDI). The first of these as it is well known is dedicated to the recycling
of different residues and since 2019 it is in charge of managing the post-
consumption of electronic waste, the second is a non-profit association that is
dedicated to: disseminate and promote the political, economic and social principles
of a healthy free enterprise system, this has offices in the main cities of the country
and in recent years has been responsible for regulating urban mining in Colombia
and manage the post-consumption of electronic devices.
2. What do you think could be the strategies to strengthen the post-consumer
culture in the management of Waste Electrical and Electronic Equipment?
*The Electronic devices are objects that are present in practically all aspects of our
daily lives and are made up of a combination of parts or elements that require
electrical current to function. When people decide to dispose of them, they are
unaware that many of these components can be reused to operate other devices;
one of the strategies that could be implemented to ensure due process for these
devices is to include electronic waste in the recycling that takes place every day in
every household in the country and to allocate a portion of the resources used for
waste management to the due process of dismantling the devices and reusing the
parts that are still functional.
Another strategy that could be implemented could be to raise awareness and
educate people towards responsible production and consumption of electrical and
electronic appliances, for the extension of their useful life and for the promotion of
measures oriented towards eco-design.
3. Formulate 3 conclusions.
*Although we are aware of the waste generated every day from something called
electronic scrap and the pollution it produces, we could reach a point where it is too
late to change the damage caused to the environment
*Electronic waste from computer equipment generates a series of specific problems,
its components are too toxic, and when they are melted, they release a large amount
of toxins into the air, some of which are: lead, mercury and cadmium.
*The processing of these wastes can be done using the properties that each
particular material has, which respond to its exposure to electromagnetic fields and
in this way observe which can be reused for the manufacture of new electronic
devices or new raw materials.

good afternoon mate,


 
I think they have touched on very interesting topics, but without a doubt they interest
me and the measures that are proposed in general seem very successful.
 
It seems to me that there are very good points such as "The strategy of using
components from old devices to reduce their waste" but without a doubt the most
interesting and successful for me is the awareness and education of people for
production and consumption responsible, but I would be more interested in focusing
it on the most children and schools.Why? Because it seems very true that if we want
to change something, we should not focus on a passing generation, we should focus
on the generations that are coming. I mean by this? If we give children a good
education regarding good practices and responsibility regarding post-consumer
products and electronic waste, we will be making our children aware of caring for the
environment and they will be in charge of setting an example for their parents.
 
It seems to me that there was a very good writing and very interesting points were
touched on, I think the use of the apa norms is very successful, the organization of
the responses and the plantings that are made, perhaps the conformation of the
team and members but overall a good job.

¿ Will urban mining replace traditional mining?
 
The sector of technological waste processing is still unknown on an industrial scale
in Colombia, being mainly exploited by the recycling sector, currently there are
companies dedicated to urban mining, below, we list 3 of them. 
 
Lito S.A.S  
It is a company that is dedicated to the management of industrial waste and
hazardous materials; it is present in the cities of Barraquilla, Bogotá, Bucaramanga,
Cali, Medellín.
It is associated with more than 50 foundations and 150 companies, including:
Bavaria, Avianca, Codensa and EPM. 
 
They offer the following services: 

1. To take advantage of ferrus and non-ferrous metals


2. Mill and destruction of RAEEs
3. Analysis and final disposal Polychlorinated Biphenyls PCBs
4. Treatment and final disposal of fluorescent lamps
5. Destructions and use of coolers
6. Final disposal of the waste to electrical devices (RAEE)

 
Green point Program Lito 
It is a program of corporate and social responsibility, which seeks that people and
more companies join the recycling of electronic devices, through exclusive points for
the collection of this type of waste, today has more than 30 collection points in the
department of Antioquia. 
 
 
ECOCOMPUTO: It was born in 2012; It is a Collective of companies (57 related) in
the management of electrical and electronic waste, specializing in the collection of
computers and / or peripherals. Avoid that the waste ends up in streams, parks,
forests, sidewalks, etc
 
The main mission is create a culture of conscience and a change in the attitude of
Colombians, it works with companies and households to properly manage electronic
waste, with this contributing to the sustainability of the planet and improving the
quality of life of living creatures.
 
It is present in 195 municipalities, 29 departments with a total of 154 collection
points.  
 
The management of electronic waste by Ecocomputo, contributed positively to the
environment in reducing greenhouse gases, improved the management of landfills
 
It reintegrates the components into the economic and social sector, which reduces
the use of materials extracted from the earth.
 
From its inception until this year it has collected 12,942 tons of electronic waste. 
 
 
 
HABITAT: Founded in 2016 by 3 entrepreneurs Colombians, located in the city of
Bogotá, their services are: 
 
Valuation, purchase and final disposal of hazardous waste. They specialize in
waste management that generates some type of risk to human well-being. 
 
Smelting and refining of metals. They refine, recycle and take advantage of the
recovery of the metals contained in the waste. 
 
Erasing data. They eliminate the information contained in the storage devices,
arranged for recycling. 
 
Valuation and purchase of usable and special waste. We create a circular
economy, based on the recycling and reuse of usable and special metals.
Uninstalling and installing equipment’s. They demolish and dismantle industrial
facilities that generate high waste. Through the demagnetization data destruction is
done in the place where the customer requires.
 
In association with shopping centers or cell phone sales so that your cell phone or
old appliance is received as part of payment 
 
Government initiatives; for example, offering training in this type of culture in
schools, universities and companies where the benefits of undertaking an urban
mining economy are made known and offering tax or educational benefits to
companies that are consolidated with the mining activities in urban areas.
  
From homes, promote the education of the correct management that should be
given to electronic waste and recycling in general to contribute to a culture of
sustainability. 
 
Advertise on social networks (Facebook, Instagram, and twitter), television, radio,
shopping centers, and brochures to promote these electrical waste management
practices.   
 
Taking into account that urban mining in Colombia is in its inception, it could be
considered a very good undertaking, this in turn helps directly with the environment
and is surely a great step towards the future, where much of our current technology
will be recycled in a few years, to assemble new devices.  
 
Urban mining is replacing traditional mining since a recent study published in the
journal Environmental Science & Technology, investigated that a cathode tube from
a television contains around 450 grams of copper, 227 grams of copper and 5.6
grams of gold, while in urban mining, a ton of raw material extracts 5 or 6 grams of
gold, in addition to the environmental repercussions that this process implies, this
means environmental, social and economic benefits. 
 
 
 
 
It is presented as a great opportunity for the future, which will allow us to reduce the
environmental impact on the entire planet, but there must be a correct regulation for
this activity, there are cases such as the Gulf of Guinea, in which it is becoming The
world's largest dump of technological products, where the neediest people who have
no other means of income visit these dumps risking their physical integrity, exposing
themselves to chemicals that are used to recover the precious metals and fires that
are generated in the bonfires in those that incinerate waste in order to separate
metals from the rest of the technology, if regulations are not up to par with this type
of activities it can become one more scourge for humanity and especially for third

There are companies in Colombia dedicated to urban mining and the majority of it
has head office in the cities principal of Colomia, to below you could to know the
companies,  thus:

2. What do you think could be the strategies to strengthen the post-consumer
culture in the management of Waste Electrical and Electronic Equipment?
I think could be The conscience in the society it better to the strengthen the post-
consumer culture in the management of WEEE (Spanish RAEE). The advertising is
a good strategies, the “Retorna Group” is doing a good work in the strengthen post-
cosumer, the Retorna Group is six companies in alliance
 
3. Formulate 3 conclusions

6. The Earth there is only one, we need to conscience for to proctect the
environment.
7. The urban mining is most profitable than rural and open mining.
8. All the products needs a change in its life cycle.
9. The companies and guvernamental restrinctions must be importante in
every country.
10. The families in its home must help in recycle and to take conscience for to
deman to the manufactuer companies to be most efficient in environmentally.

2.What do you think could be the strategies to strengthen the post-consumer

The strategies should be directed on 3 fronts, We would suggest a structure as

6. Due to the lack of logistics, culture, education and planning, recycling
properly is a job that is still hot and it is the duty of all stakeholders to create
strategies that allow them to give them a second or third chance at life. or else
we will reach a point where we will not be able to access anything.
7. Recycling in our imaginary acquires a marginal meaning, of poverty.
Ignorance has meant that for many years we have literally thrown money away
and put aside new forms of job creation.
8. The new generations have a different chip, which will allow the next
companies of the future to focus on caring for the environment and urban mining
will be one of them, along with the great technological advances and the
collaborative economy.

Are there companies in Colombia dedicated to urban mining? 
If we talk about recycling in Colombia surely the first thought that comes to mind is a
homeless with his dog and his trolley picking up anything that has something of valu
e, and it is because of our culture is poor in recycling topics so much so that most of  
recycling activities are carried out in informality,
and it is not only a problem of our country, having in factIn that in America and the C
aribbean informal reciclers collect between the 50% 
and 90% of the recyclable materials used in the industry,
and urban minig could not be the exception; althoug we must highlight that in recent 
years several interesting initiatives have emerged both in the private sector
and from the government, wheter motivated by business relationships that demand s
ustainable business, citizens who are increasingly demanding more green products, 
or the international ONGS which demands to the countries sustainable development. 
Annually in Colombia one person generates aproximately 0,74 Kg o WEEE,
in other words, in Colombia we generate  3´500.000
Kg of  electronic garbage  every year. There are not exist many companies dedicate
d to urban mining but we have a couple of examples; ECOCOMPUTO and LITO
SAS those companies workin the process of recycling home batteries, computers an
d luminaires. Both companies manage several collection points of WEEE in cities su
ch as Bogota, Medellin, Cali, Barranquilla and
Bucaramanga. From the government we have Computadores para
educar wich consist of computer donations to people with limited resources. 
Currently there are also diferents programs focused  on sustainable developmentet s
uch as: pesticide harvesting programs (cierra el ciclo, corporación campo
limpio, fundación bioretorno), electronics waste collection programs (Ishop green 
, ecocomputo, computadores para
educar), battery waste collection programs (celular sun 3 sa.., infotract).The abov
e are some examples of iniciatives of sustainable development in our country. 
 
What do you think could be the strategies to strengthen the post-consumer cu
lture in the management of Waste Electrical and Electronic Equipment? 
 
As
a first step, it must be managed by companies, to generate mechanisms for the retur
n of electronic materials/devices when they become waste,
as is being advanced by the Colombian Ministry of Environment.
"This strategy involves, as a
fundamental element, the concept of extended producer liability,
in which manufacturers and importers of products are responsible for establishing po
st-consumption waste return channels..." (Minambiente, 2020) 
Follow the guidelines of the comprehensive management of Waste electrical and ele
ctronic equipment (WEEE), strengthen waste reuse education and follow the guideli
nes established in the world congresses, which instill the implementation of a
circular economy to solve environmental problems and achieve a better sustainable l
ife.  Take advantage of the rise of technological growth, creating circular economy m
ethodologies, by the time they end their useful life they are not technological garbag
e but their technological elements can be used to be transformed and reused in
new products. 
To raise technological, sustainable and reuse awareness to improve the quality of lif
e of people in Latin America who have the lowest rates of urban mining 
It is necessary to raise awareness of the damage done to the planet by discarding el
ectronic waste through rubbish. Materials are highly polluting soil and water, especia
lly from elements such as batteries. When we keep in mind the environmental dama
ge, we will begin to go to the appliance waste collection programs, both homes and 
companies. 
 
Conclusions 
 

1. The future of society in our country
and around the world is a sustainable lifestyle, using a
circular economy, where each part of this acts to conserve
and protect natural resources and reuse as many times
as possible those materials that are not biodegradable. 
2. The growth of urban mining companies are really few in
Colombia, due to lack of information about it, as
a solution is to implement a better culture taking advantage of the current technol
ogical impact.  
3. Urban mining is the result of the joint work of organizations as well as con
sumers of their products. We are in
a consumerist age, due to commercial competition to offer and sell cutting-edge t
echnology with the "ideology" that without it everything else is obsolete, increase
s unnecessary purchases and early disposal of appliances.
In the manufacture of products they should increase their life cycle, rather than re
ducing it just to increase sales in the medium term.  Likewise,
as consumers we must change the way we see things; become aware of the qua
lity of the products we buy and discard. Not everything can
be recycled, but at least we can get them to the right place for proper treatment.
