1) Ref: Letter no. W3-930/CE/IN/2022 dated 30.08.2022 from the Chief Engineer,
Inland Navigation & Kuttanad Package
Sub: CSIND – Construction of Karekkadavu palam in Orumanayoor
panchayath in Thrissur district – Investigation report forwarding reg –

Vide the reference cited the Chief Engineer, Inland Navigation & Kuttanad
Package had forwarded the investigation report for the construction of
Karekkadavu palam in Orumanayoor panchayath in Thrissur district, along with
the indent.

After scrutiny of the details furnished, the Chief Engineer, Inland Navigation &
Kuttanad Package was addressed vide letter no.CS-AD6/3015/2022/IDRB dated
21.10.2022 regarding the Indent for the design of 10 bridges seeking the following
clarifications/additional details which were found necessary for commencing the
design of these bridges:
a. Proposal drawing of bridge showing general arrangement on the cross
section at site with all important levels and chainages marked (including
that of boreholes) may be furnished.
b. Proposed clear road width is specified as 4.75 m (double lane) in the
indents. But minimum road width for double lane as per IRC 5 is 7.5 m.
Also since the span is greater than 40 m, there is a common practice to
adopt intermediate lane considering enhanced width for future expansion.
c. Although the proposed width of footpath is given as 1 m in indent, a
standard footpath width of 1.5 m would be considered for design (as per
IRC 5:2015). This may be taken into consideration.
d. Design would proceed with abutment as supporting structures as shown
in cross section details provided. Since the abutment is high to facilitate
navigation, the choice of tall abutments or approach land spans would
depend on the site conditions. In order to take the call, longitudinal section
details of the site showing chainages at suitable intervals should also be
furnished.
e. The maximum flood discharge and mean velocity of stream (after
proposed widening of canal) should also be furnished.
f. In the indent provided, the high flood level is less than 2018 flood level for
the proposed bridges. For the design, maximum value will be taken. Any
site constraints for the formation of approach road due to the above may
be conveyed.

The Chief Engineer, Inland Navigation & Kuttanad Package was requested to
furnish clarifications/ additional details to this office so as to commence the
design of the structure. It was also requested to conduct a site visit to the
proposed site by this office after the receipt of the aforesaid additional details.

2) Ref: Copy of Letter no. D9-642/2021 dated 26.11.2022 from the Executive
Engineer, Additional Irrigation Division, Thrissur addressed to the Chief
Engineer, Inland Navigation & Kuttanad Package with a copy to the Joint
Director, Canals Division, IDRB
Sub: CSIND – Construction of 10 bridges in Thrissur district – Additional
details/ clarifications submitting reg –

With reference to this office letter no.CS-AD6/3015/2022/IDRB dated 21.10.2022


addressed to the Chief Engineer, Inland Navigation & Kuttanad Package seeking
clarification/additional details regarding the indent furnished for the design of 10
bridges, the Executive Engineer, Additional Irrigation Division, Thrissur vide the
reference cited has reported the following:
a. Among the 10 bridges for which investigation was completed and report
submitted, the Thiruvathra, Kovummal and Karekkadavupalam are
pedestrian movement bridges
b. Proposal drawing of bridge showing general arrangement on the cross
section at site with all important levels and chainages marked (including
that of boreholes) has been already submitted vide Topographic survey
drawings
c. Existing approach road of proposed bridge is an ordinary road having 3
m width and hence clear road width is specified as 4.75 m (double lane)
d. Existing approach road of proposed bridge has 3 m width and hence 1 m
footpath is specified which may be changed to 1.5m
e. Longitudinal section details of the site showing chainages at suitable
intervals already submitted vide the Topographic survey drawings
f. PC canal is a man-made canal to facilitate water transport and mitigate
flood situation. There is no observation point established in PC canal to
measure velocity/discharge
g. Flood level details are taken based on local enquiry.
3) Vide letter dated 26.11.2022 of the Executive Engineer, Additional Irrigation

Division, Thrissur, it is stated that the Karekkadavupalam in Orumanayur

panchayath in Thrissur district is proposed as a pedestrian movement bridge.

However, the indent previously submitted from the office of the Chief

Engineer, Inland Navigation & Kuttanad Package vide letter dated 30.08.2022

was for double lane bridge. Hence, request orders whether the Chief

Engineer, Inland Navigation & Kuttanad Package may be requested to

resubmit the indent for design of proposed footbridge at Karekkadavu palam

so as to commence the design of the structure. Subject to approval, draft letter

to the Chief Engineer, Inland Navigation & Kuttanad Package is put up

herewith for perusal and approval.
