 1. ACERCA DEL MANUAL
Los manuales técnicos nos proporcionan información detallada sobre cada
competencia y disciplina deportiva en los XXIV Juegos Centroamericanos y del
Caribe San Salvador 2023 y también la información operativa que pueda ser de
interés para las delegaciones participantes.

La información contenida en el presente manual puede ser susceptible a cambios

por parte del Comité Organizador (COSSAN), Federación Internacional (FI) o por
Centro Caribe Sports (CCS). Cualquier cambio que se realice será comunicado
oportunamente y subido a la versión más actualizada de la extranet a la cual podrán
accesar a través de la página web http://www.sansalvador2023.com con el usuario
y contraseña proporcionados a su Comité Olímpico Nacional (CON).

2. INFORMACIÓN ACERCA DE SAN SALVADOR

San Salvador es la capital y la urbe más grande de la República de El Salvador y
una de las ciudades más pobladas de Centroamérica. Ubicada en uno de los
catorce departamentos de la nación, específicamente en el departamento de San
Salvador, alberga las sedes de los tres poderes del Estado, las principales
empresas de economía, desarrollo, telecomunicaciones, embajadas, hoteles, Casa
Presidencial de El Salvador, los más importantes museos del país, zonas
residenciales, económicas y comerciales, monumentos y las primordiales sedes de
servicios económicos, políticos, de moda, arte y desarrollo de El Salvador.
San Salvador se encuentra a 670 msnm. Limita al norte con los municipios de
Nejapa, Mejicanos, Cuscatancingo, y Ciudad Delgado, al este con Soyapango, al
sur con Panchimalco y también con San Marcos, y al oeste con Antiguo Cuscatlán
y Santa Tecla.
La geografía de la capital salvadoreña está dominada por dos grandes
prominencias orográficas, las cuales hacen inconfundible el paisaje de la capital, ya
que desde cualquier punto de la ciudad estas pueden observarse: el Volcán de San
Salvador y el Cerro San Jacinto. El primero se compone de dos grandes
formaciones: El Picacho, con una altura de 1959.97 msnm; y la otra, El Boquerón,
la formación más voluptuosa, de 1839.39 msnm, la cual posee un enorme cráter de
1.5 km de diámetro. Este volcán es representativo de la ciudad, al punto que
básicamente forma su skyline (horizonte), palideciendo a cualquier otra estructura
construida por mano humana en la urbe, quizá a eso se deba que pese a cierto
despegue inmobiliario que ha experimentado la localidad desde finales de la
década de 1990, ninguna estructura ha llegado a convertirse en ícono de la misma,
exceptuando los edificios históricos.
La segunda estructura orográfica más representativa de este municipio es el Cerro
San Jacinto, la cual posee una altura de 1100 msnm y que hasta algunos años
poseía en su cúspide un teleférico. El mencionado Volcán de San Salvador se ubica
al oeste de la Ciudad, mientras que el Cerro San Jacinto en su extremo Sureste.
Estas dos atalayas naturales enmarcan el valle en el que se asienta San Salvador.
La ciudad tiene un clima cálido todo el año, siendo diciembre, enero y febrero los
frescos. Las temperaturas se mantienen entre los 18 °C y 33 °C. Los más calurosos
son marzo, abril y mayo. A partir de mayo hasta octubre es la estación lluviosa en
la cual usualmente se producen inundaciones.
La temperatura varía entre el mediodía y la medianoche debido a cambios en los
niveles de humedad. La temperatura más alta registrada en San Salvador ha sido
de 38.5 °C, la más baja de 4.0 °C.

5. LUGAR Y FECHA DE COMPETENCIA

La competencia de Baloncesto 3x3 de los XXIV Juegos Centroamericanos y del

Caribe San Salvador 2023, se realizará del 30 de junio al 02 de Julio de 2023, en
la Plaza Gerardo Barrios.

6. ELEGIBILIDAD
Para participar en los XXIV Juegos Centroamericanos y del Caribe San Salvador
2023, el atleta deberá sujetarse a las disposiciones del Reglamento de los Juegos,
a las reglas de la Confederación Centroamericana y del Caribe de Baloncesto
(CONCENCABA) y a las reglas de la Federación Internacional de Baloncesto
(FIBA); además deberán ser inscrito por su Comité Olímpico Nacional (CON) de
acuerdo con lo señalado en los Estatutos de Centro Caribe Sports (CCS).

PARTICIPACION MÍNIMA
Para que un evento o prueba sea considerado oficial deberán participar cinco (5)
deportistas e igual número de Comités Olímpicos Nacionales.
En caso de una o varias representaciones luego de celebrarse la Reunión Técnica
se vean imposibilitados de participar por motivos de fuerza mayor, corroborada y
comprobada por (CCS) quien es la única facultada para autorizar la realización del
evento.

NACIONALIDAD
Los atletas que participen en los XXIV Juegos Centroamericanos y del Caribe San
Salvador 2023, deberán tener la nacionalidad del país (CON) que los inscribió.
La nacionalidad del competidor se determina de acuerdo con el Reglamento de la
(CCS).

EDAD DE LOS COMPETIDORES

La categoría de los XXIV Juegos Centroamericanos y del Caribe San Salvador 2023
es abierta.

7. INSCRIPCIÓN
Podrán registrarse únicamente los Comités Olímpicos Nacionales (CON),
reconocidos por Centro Caribe Sports, cuyas Federaciones Nacionales estén
afiliadas a la Federación Internacional de Baloncesto (FIBA), la Confederación
Centroamericana y del Caribe de Baloncesto (CONCENCABA). También podrán
participar los miembros asociados reconocidos por Centro Caribe Sports en los
XXIV Juegos Centroamericanos y del Caribe San Salvador 2023.

Todos los países a través del Comité Olímpico Nacional (CON) respectivo, deberá
enviar su solicitud de deportistas en el formato oficial al Comité Organizador a más
tardar a las 23:59 horas (hora de El Salvador) del día 23 de mayo de 2023. En el
formato se deberá indicar los deportes en los cuales participará el Comité Olímpico
Nacional (CON). Los formularios se publicarán en el sitio web oficial de San
Salvador 2023.

INSCRIPCIÓN NUMÉRICA
Los formularios de Inscripción Numérica, que indican el número de participantes en
cada prueba individual y por equipo, deberán ser remitidos al Comité Organizador
de los XXIV Juegos Centroamericanos y del Caribe San Salvador 2023, a más
tardar el 23 de febrero de 2023 antes de las 23:59 (hora de El Salvador) de acuerdo
con lo establecido en el Reglamento de Centro Caribe Sports (CCS).
INSCRIPCIÓN NOMINAL - LISTA LARGA
El personal administrativo y auxiliar deberá ser enviado por cada uno de los Comités
Olímpicos Nacionales (CON) a más tardar a las 23:59:59 (hora de El Salvador) del
23 de marzo de 2023La "Lista Nominal - Lista Larga": de atletas, Oficiales de Equipo,
personal técnico.

La inscripción está abierta hasta que se duplique el cupo establecido para cada
deporte. La Lista Larga debe ser inscrita en la forma establecida por la Organización
para cumplir con la Fecha de Cierre, para cualquier duda o aclaración al respecto,
el Comité Organizador pone a disposición el correo electrónico:

INSCRIPCIÓN NOMINAL
Para que cada atleta elegible pueda participar en los XXIV Juegos
Centroamericanos y del Caribe San Salvador 2023, se requiere llenar un formulario
de Inscripción Nominal que deberá ser contemplado por los Comité Olímpico
Nacional (CON) y recibido por el Comité Organizador a más tardar el 23 de mayo
de 2023, a las 23:59 (hora de El Salvador) de acuerdo con lo establecido en el
Reglamento de Centro Caribe Sports.

Cada CON deberá de enviar sus formatos de Inscripción Numérica y de Inscripción

Nominal oficiales suministrados por el Comité Organizador y que serán enviados 6
meses antes de los Juegos.

10. SISTEMA DE COMPETENCIAS

SISTEMA DE CLASIFICACIÓN
La competencia consiste en una ronda preliminar en formato de “Round Robin”,
Cuartos de final, Semifinal y Final. El sistema de competencia se adaptará siempre
al número de días disponibles, facilidades y turnos a disposición, así como lo
estipulado en el Manual de Eventos Multideportivos FIBA. Podrán establecerse
partidos de repechaje o play-in de acuerdo con la cantidad de equipos inscritos.

RONDAS PRELIMINARES

Los equipos serán divididos en grupos para jugar un sistema de “Todos contra
Todos” (Round Robin). Durante la ronda preliminar, los equipos serán sembrados
de acuerdo con el Ranking 3x3 de Federaciones Nacionales de acuerdo con las
reglas oficiales de Baloncesto 3x3 de la FIBA vigentes al 01 de noviembre de 2022
(Fecha de cierre anual del ranquin).

Los 12 equipos por género serán distribuidos en cuatro (04) grupos de 3 equipos
cada uno, clasificando los mejores 2 de cada grupo a la ronda de playoffs. En
playoffs se enfrentarán los equipos clasificados de acuerdo con el sistema FIBA
Event Maker.

En caso de que la cuota de participación de equipos sea diferente a 12, la Oficina

Regional de FIBA en las Américas en conjunto con el Comité Organizador y Centro
Caribe Sports determinarán el formato de competición de manera acorde con la
cantidad de días disponibles para el evento.
PLAYOFFS (PLAY-IN, CUARTOS DE FINAL Y RECLASIFICACIÓN)

Se determinará de acuerdo con el formato de equipos clasificados en fase de

grupos. Esta instancia de competición podría también incluir partidos de play-in o
repechaje para determinar los clasificados a la fase de Cuartos de Final.

El sistema FIBA 3x3 Event Maker determinará los enfrentamientos en esta fase. De
ser necesarios partidos de play-in o repechaje para esta ronda se efectuarán antes
del inicio de la fase de Cuartos de Final.

Los equipos que resulten perdedores de la fase de Cuartos de Final podrán disputar
una ronda de reclasificación para determinar las posiciones del 5º al 8º puesto, de
acuerdo con la disponibilidad de horarios y tiempos que determine el Comité
Organizador y Centro Caribe Sports.

RONDA SEMIFINAL

Los ganadores de los partidos de Cuartos de Final se enfrentarán en una Ronda

Semifinal que se jugará de la siguiente forma:

SEMIFINAL 1: Ganador Cuartos de Final 1 vs. Ganador Cuartos de Final 2

SEMIFINAL 2: Ganador Cuartos de Final 3 vs. Ganador Cuartos de Final 4

RONDA FINAL

Los vencedores de los partidos semifinales disputarán la medalla de oro y los

perdedores disputarán la medalla de bronce.

a) Por primer y segundo lugar (Medallas de Oro y Plata): Vencedor de la

Semifinal 1 vs vencedor de la Semifinal 2.

b) Por tercer (Medalla de Bronce) y cuarto lugar: Perdedor de la Semifinal 1 x

perdedor de la Semifinal 2.

SHOOT OUT CONTEST

El Shoot Out Contest o Concurso de Lanzamientos Triples es una competición

individual que permite a los atletas de ambos géneros competir con los otros sin
ventajas físicas o desventajas por género. Los lanzamientos triples premian la
precisión de tiro.

Un máximo de 1 jugador por equipo estará habilitado a participar.

Reglas

Los Lanzamientos Triples se realizarán en una ronda de clasificación por separado

(Femenina y Masculina), los mejores 4 de cada género se enfrentarán en la final.

El atleta no debe pisar la línea de 2 puntos o traspasarla antes de soltar el balón en

un intento de tiro y no debe tocar el balón antes de la señal de inicio dada por el
árbitro.

Clasificación

Para cada jugador, se cronometra el tiempo requerido desde la señal de inicio del
árbitro hasta el momento en que la última pelota suelta las manos del jugador.

Dos (2) estantes con cinco (5) bolas cada uno se colocan a 45° detrás de la línea
de 2 puntos con una cuenta regresiva de treinta (30) segundos para cada tirador.

Cada canasta cuenta un (1) punto.

Los dos (2) jugadores con la puntuación más alta en cada género clasificarán para
la Final.

El mejor tiempo funcionará como desempate en caso de empate. En caso de

empate de tiempo y marcador, estos jugadores deberán lanzar de nuevo.
Final

Los cuatro (4) mejores jugadores masculinos y las cuatro (4) mejores jugadoras
femeninas competirán entre sí. La final se juega con una cuenta regresiva de 60
segundos para cada tirador.

Se colocan tres (3) filas de cinco (5) bolas a 45° del lado izquierdo, 45° del lado
derecho y en la parte superior del arco detrás de la línea de 2 puntos, desde la cual
cada canasta anotada cuenta un (1) punto.

Una (1) canasta de tres (3) pelotas se coloca a 0,9 m de la línea de fondo frente a
la canasta, desde donde cada canasta anotada cuenta dos (2) puntos. El jugador
comenzará desde un estante en un lado, procederá con el estante en la parte
superior del arco seguido por el estante en el otro lado. El jugador terminará la ronda
con un tiro desde la parrilla colocada a 0,9 m de la línea de fondo.

El jugador con la puntuación más alta (la puntuación máxima es veintiún (21)
puntos) dentro de la cuenta regresiva de 60 segundos es el ganador. En caso de
empate, el mejor tiempo funcionará como desempate. En caso de empate de tiempo
y marcador, estos jugadores deberán disparar de nuevo.

11. PROGRAMA DE COMPETENCIAS

La Oficina Regional de FIBA en las Américas y Centro Caribe Sports (CCS)
notificarán el programa de competencias luego de recibidas las confirmaciones de
los CON´s participantes.
 12. LUGAR DE ENTRENAMIENTO
El lugar de entrenamiento para Baloncesto 3x3 será en TBC.

El horario de entrenamiento se establecerá una vez sean recibidas las inscripciones

numéricas, y el mismo será comunicado al momento de llegada de las delegaciones
a San Salvador.

Las instalaciones podrán ser utilizadas solamente en los horarios asignados por el
Comité Organizador; los entrenamientos se realizarán en la sede de la competencia
o en las instalaciones que designe el Comité Organizador.

13. REGLAS GENERALES

Las competencias de los XXIV Juegos Centroamericanos y del Caribe San Salvador
2023 se realizarán de acuerdo con el Estatuto de Centro Caribe Sports (CCS) y el
Reglamento de la Federación Internacional correspondiente en vigor durante los
Juegos. Los casos no previstos en los reglamentos antes mencionados se
resolverán de la siguiente manera:

A. Casos de naturaleza general serán resueltos de acuerdo al Estatuto de

Centro Caribe Sports y al Reglamento de los Juegos Centroamericanos y del
Caribe.

B. Casos de naturaleza técnica serán resueltos de acuerdo a los procedimientos

de la Confederación Centroamericana y del Caribe de Baloncesto
(CONCENCABA)

14. OFICIALES TÉCNICOS

JUECES Y ÁRBITROS

La FIBA Américas nombrará a los Árbitros de la competencia a partir de su lista de

Árbitros activos y con licencia. La Oficina Regional de FIBA podrá nombrar Árbitros
de países que no se encuentren participando en los Juegos.

El resto del personal técnico y oficiales serán designados por el Comité

Organizador.
 15. PROTESTAS Y APELACIONES
Las disputas serán solucionadas de acuerdo con las Reglas Oficiales del FIBA. El
presidente de FIBA Américas y/o su representante designarán al Jurado de
Apelaciones.

Estará a cargo del delegado Técnico Internacional nombrado por la Confederación
Centroamericana y del Caribe de Baloncesto (CONCENCABA)

18. REUNIÓN TÉCNICA

La Reunión Técnica se realizará el 29 de junio en la Universidad de El Salvador
(UES) a las TBD:
 Hasta dos representantes de cada CON podrán asistir a esta Reunión
Técnica.

 La tarjeta de invitación para la Reunión Técnica estará disponible para los

jefes de Equipo, en el Centro de Información Deportiva de la Villa
Centroamericana y del Caribe a partir del día de su llegada.

 El delegado Técnico y el director de Competencia de Baloncesto del Comité

Organizador presidirán la reunión, que será en inglés y en español.
 19. UNIFORMES
Los competidores usarán los colores de su equipo y se regirán por el Reglamento
de la Federación Internacional de Baloncesto (FIBA) en cuanto a sus exigencias.

20. EQUIPO DEPORTIVO

El balón oficial de competencia será el Wilson 3x3 Official Ball. La superficie de
juego, el Backstop unit y los sistemas de scoreboard serán los establecidos por FIBA
en el Manual de Eventos Multideportivos 3x3 vigentes.

21. CONTROL DE DOPAJE

El control de dopaje será realizado conforme a lo establecido por la Comisión
Médica del Centro Caribe Sports y el Reglamento de la FIBA, en correspondencia
con los estándares y la versión vigente de los procedimientos del Programa Mundial
Antidopaje (WADA).

22. SISTEMA DE CLASIFICACIÓN A SAN SALVADOR 2023

La clasificación a los juegos estará basada en el Ranking Oficial FIBA 3x3 al 01 de

noviembre de 2022, servirá de base clasificación para los primeros once (11)
equipos de los CON participantes. El CON de El Salvador se encuentra de manera
automática con el cual se completarán los 12 equipos por genero participantes.

23. DISPOSICIONES GENERALES

El Comité Ejecutivo de Centro Caribe Sports (CCS) queda ampliamente facultado

para resolver cualquier problema que no esté contemplado en el presente
Reglamento, en coordinación con el Comité Organizador de los Juegos (COSSAN).
Todo lo relativo a las normativas aplicables, a la promoción y publicidad del equipo,
materiales y ropa deportiva, se regirán por las Normativas de Promoción y
Publicidad de Centro Caribe Sports (CCS) y la Regla 51 de la Carta Olímpica.

Published in 2022, the Sports Technical Manuals provide detailed information on
each sports competition and discipline at XXIV Central American and Caribbean
Games San Salvador 2023, as well as operational information that may be of interest
to participating teams.

Each manual includes:

● An introduction to San Salvador Games 2023.

● Sport-specific information, such competition schedule and format, training and

qualification criteria.

● Operational information on accreditation.

While this information is correct as of the date of publication, it may vary according
to the updates provided by the Organizing Committee (COSSAN), the International
Federation (IF) or Centro Caribe Sports (CCS). Therefore, National Olympic

2. ABOUT SAN SALVADOR

San Salvador is the capital and largest city of the Republic of El Salvador and one
of the most populated cities in Central America. Located in one of the fourteen
departments of the nation, specifically in the department of San Salvador, it houses
the headquarters of the three branches of government, the main economic,
development, and telecommunications companies, embassies, hotels, the
Presidential House of El Salvador, the most important museums of the country,
residential, economic, and commercial areas, monuments and the main economic,
political, fashion, art, and development services of El Salvador. The most important

San Salvador is located at 670 meters above sea level. It is bordered to the north
by the municipalities of Nejapa, Mejicanos, Cuscatancingo, and Ciudad Delgado, to
the east by Soyapango, to the south by Panchimalco and San Marcos, and to the
west by Antiguo Cuscatlán and Santa Tecla.
The geography of the Salvadoran capital is dominated by two great orographic
prominences, which make the landscape of the capital unmistakable since from any
point of the city these can be observed: The San Salvador Volcano and the San
Jacinto Hill. The first is composed of two large formations: El Picacho, with a height
of 1959.97 masl; and the other, El Boquerón, the most voluptuous formation, at
1839.39 masl, which has a huge crater of 1.5 km in diameter. This volcano is
representative of the city, to the point that it basically forms its skyline, paling to any
other structure built by human hands in the city, perhaps that is why despite some
real estate takeoff that has experienced the town since the late 1990s, no structure
has become an icon of it, except the historic buildings. The second most
representative orographic structure of this municipality is the Cerro San Jacinto,
which has a height of 1100 meters above sea level and until a few years ago had a
cable car at its peak. The aforementioned San Salvador Volcano is located to the
west of the city, while Cerro San Jacinto is located to the southeast. These two
natural watchtowers frame the valley in which San Salvador sits.
The city has a warm climate all year round, with December, January, and February
being cooler. Temperatures are maintained between 18 °C and 33 °C. The hottest
months are March, April, and May. May to October is the rainy season when flooding
usually occurs.
The temperature varies between noon and midnight due to changes in humidity
levels. The highest temperature recorded in San Salvador has been 38.5 °C, the
lowest 4.0 °C.

5. PLACE AND DATE OF COMPETITION

The 3x3 Basketball competition of the XXIV Central American and Caribbean
Games San Salvador 2023, will be held from June 30th to July 02nd, 2023, at the
Gerardo Barrios Plaza, El Salvador.

6. ELIGIBILITY
To participate in the XXIV Central American and Caribbean Games San Salvador
2023, , the athlete must abide by the provisions of the Games Regulations, the rules
of the Central American and Caribbean Basketball Confederation (CONCENCABA)
and the rules of the International Basketball Federation (FIBA) they must also be
registered by their National Olympic Committee (NOC) according to the provisions
of the Centro Caribe Sports (CCS).

MINIMUM PARTICIPATION
For an event or test to be considered official, five (5) athletes and an equal number
of National Olympic Committees must participate.
In the event that one or more representations after the Technical Meeting are unable
to participate for reasons of force majeure, corroborated and verified by (CCS),
which is the only one authorized to authorize the event to be held.

The combination of athletes from different countries will not be allowed for the
modalities and events that will be convened in the Central American and Caribbean
Games San Salvador 2023.

NATIONALITY
Athletes participating in the XXIV Central American and Caribbean Games San
Salvador 2023, must have the nationality of the country (NOC) that registered them.
The nationality of the competitor is determined according to the Regulations of the
(CCS).

AGE OF COMPETITORS

The XXIV Central American and Caribbean Games San Salvador 2023 category is
Open.

7. REGISTRATION
Only National Olympic Committees (NOC), recognized by Centro Caribe Sports,
whose National Federations are affiliated to the International Basketball Federation
(FIBA), the Central American and Caribbean Basketball Confederation
(CONCENCABA). Associate members recognized by Centro Caribe Sports may
also participate in the XXIV Central American and Caribbean Games San Salvador
2023.

All countries, through their respective National Olympic Committee (NOC), must
send their athlete applications in the official format to the Organizing Committee no
later than 23:59 hours (El Salvador time) on May 23rd, 2023. The format must
indicate the sports in which the National Olympic Committee (NOC) will participate.
The forms will be published on the official website of San Salvador 2023.

NUMERICAL REGISTRATION
Los formularios de Inscripción Numérica, que indican el número de participantes en
cada prueba individual y por equipo, deberán ser remitidos al Comité Organizador
de los XXIV Juegos Centroamericanos y del Caribe San Salvador 2023, a más
tardar el 23 de febrero de 2023 antes de las 23:59 (hora de El Salvador) de acuerdo
con lo establecido en el Reglamento de Centro Caribe Sports (CCS).

NOMINAL REGISTRATION - LONG LIST

Committees (NOC) no later than 23:59:59 (El Salvador Time) on March 23, 2023The

Registration is open until the quota established for each sport is doubled. The Long
List must be registered in the form established by the Organization to comply with
the Closing Date, for any questions or clarification in this regard, the Organizing

NOMINAL REGISTRATION
In order for each eligible athlete to participate in the XXIV Central American and
Caribbean Games San Salvador 2023, it is required to fill out a Nominal Entry Form
that must be contemplated by the National Olympic Committee (NOC) and received
by the Organizing Committee no later than May 23, 2023, at 23:59 (El Salvador time),
in accordance with the provisions of the Regulations of the Central Centro Caribe
Sports (CCS).

Each NOC must send its official Numerical Entry and Nominal Entry forms provided
by the Organizing Committee and which will be sent 6 months prior to the Games.

10. COMPETITION FORMAT

QUALIFICATION SYSTEM
The competition consists of a preliminary round in "Round Robin" format,
Quarterfinals, Semifinals and Final. The competition system will always be adapted
to the number of available days, facilities and shifts available, as well as the
stipulations of the FIBA Multisport Events Manual. Play-off or play-in matches may
be established according to the number of teams registered.

PRELIMINARY ROUNDS

The teams will be divided into groups to play a "Round Robin" system. During the
preliminary round, teams will be seeded according to the 3x3 Ranking of National
Federations in accordance with the official FIBA 3x3 Basketball rules in force as of
November 01, 2022 (Annual closing date of the ranking).

The 12 teams per gender will be distributed in four (4) groups of 3 teams each,
qualifying the best 2 of each group to the playoff round. In the playoffs, the teams
classified according to the FIBA Event Maker system will face each other.

In the event that the participation quota of teams is different than 12, the FIBA
Americas Regional Office in conjunction with the Organizing Committee and Centro
Caribe Sports will determine the competition format according to the number of days
available for the event.
PLAYOFFS (PLAY-IN, QUARTERFINALS AND RECLASSIFICATION)

It will be determined according to team format in the group stage. This stage of the
competition could also include play-in, or playoff matches to determine the qualifiers
for the Quarterfinals.

The FIBA 3x3 Event Maker system will determine the matchups in this phase. If play-
in or playoff matches are necessary for this round, they will take place before the
start of the Quarterfinals phase.

The teams that lose the Quarterfinals phase may play a re-qualification round to
determine the positions from 5th to 8th place, according to the availability of
schedules and times determined by the Organizing Committee and Centro Caribe
Sports.
SEMI-FINAL ROUND

The winners of the Quarterfinal matches will face each other in a Semifinal Round
to be played as follows:

SEMIFINAL 1: Winner Quarterfinals 1 vs. Winner Quarterfinals 2

SEMIFINAL 2: Winner Quarterfinals 3 vs. Winner Quarterfinals 4

FINAL ROUND

The winners of the semifinal matches will play for the gold medal and the losers for
the bronze medal.

c) For first and second place (Gold and Silver Medals): Winner of Semi-Final 1
vs. winner of Semi-Final 2.

d) For third (Bronze Medal) and fourth place: Loser of Semifinal 1 vs. loser of
semifinal 2.

SHOOT OUT CONTEST

The Shoot Out Contest is an individual competition that allows athletes of both
genders to compete against each other without physical advantages or gender
disadvantages. The Shoot Out Contest rewards shooting accuracy.
A maximum of 1 player per team will be allowed to participate.

Rules

The Triple Throws will be held in a separate qualifying round (Female and Male), the
best 4 of each gender will face each other in the final.

The athlete must not step on or cross the 2-point line before releasing the ball on a
shot attempt and must not touch the ball before the start signal given by the referee.

Ranking

For each player, the required time is timed from the referee's starting signal to the
moment the last ball leaves the player's hands.

Two (2) racks with five (5) balls each are placed at 45° behind the 2-point line with a
thirty (30) second countdown for each shooter.

Each basket counts one (1) point.

The two (2) players with the highest score in each gender will qualify for the Final.

The best time will act as a tiebreaker in case of a tie. In case of a tie in time and
score, these players must throw again.

Final

The top four (4) male players and the top four (4) female players will compete against
each other. The final is played with a 60-second countdown for each shooter.

Three (3) rows of five (5) balls are placed at 45° from the left side, 45° from the right
side and at the top of the arc behind the 2-point line, from which each basket scored
counts one (1) point.
A three (3) ball basket is placed 0.9 m from the baseline in front of the basket, from
where each basket scored counts two (2) points. The player will start from a shelf on
one side, proceed to the shelf at the top of the arc followed by the shelf on the other
side. The player will finish the round with a shot from the grid placed 0.9 m from the
baseline.

The player with the highest score (maximum score is twenty-one (21) points) within
the 60-second countdown is the winner. In case of a tie, the best time will be used
as a tiebreaker. In case of a tie in time and score, these players must shoot again.

11. COMPETITION SCHEDULE

The FIBA Americas Regional Office and Centro Caribe Sports (CCS) will notify the
competition schedule after receiving the confirmations from the participating NOCs.

12. TRAINING FACILITIES

VENUE: The training venue for 3x3 Basketball will be at TBC.

The training schedule will be established once the numerical registrations are
received and will be communicated upon arrival of the delegations in San Salvador.

The facilities may be used only during the hours assigned by the Organizing
Committee; training sessions will be held at the competition venue or at the facilities
designated by the Organizing Committee.

13. GENERAL RULES

The competitions of the XXIV Central American and Caribbean Games San Salvador
2023 will be conducted in accordance with the Statutes of Centro Caribe Sports
(CCS) and the Regulations of the corresponding International Federation in force
during the Games. Cases not provided for in the a forementioned Regulations shall
be resolved in the following manner:

C. Cases of a general nature will be resolved in accordance with the CCS Bylaws
and the Regulations of the Central American and Caribbean Games.
D. Cases of a technical nature will be resolved according to the procedures of
the Central American and Caribbean Basketball Confederation
(CONCENCABA).

14. TECHNICAL OFFICIALS

JUDGES AND REFEREES

FIBA Americas will appoint the Referees for the competition from its list of active and
licensed Referees. The FIBA Regional Office may appoint Referees from countries
that are not participating in the Games.

The rest of the technical staff and officials will be designated by the Organizing
Committee.

15. PROTESTS AND APPELAS

Disputes will be settled in accordance with the FIBA Official Rules. The FIBA
Americas President and/or his representative shall appoint the Jury of Appeals.

16. AWARD CEREMONY

The awards will be made in accordance with the regulations of Centro Caribe Sports
(CCS).

Second Place: Silver Medal.
Third Place: Bronze Medal.

17. TECHNICAL ORGANIZATION

It will be in charge of the International Technical Delegate appointed by the Central
American and Caribbean Basketball Confederation (CONCENCABA).
 18. TECHNICAL MEETING
The Technical Meeting will be held on June 29th at the University of El Salvador
(UES) at TBD:
 Up to two representatives from each NOC may attend this Technical Meeting
.
 The invitation card for the Technical Meeting will be available for Team
Leaders at the Sports Information Center of the Central American and
Caribbean Village from the day of their arrival.

 - The Technical Delegate and the Director of Basketball Competition of the

Organizing Committee will preside over the meeting, which will be held in
English and Spanish.

19. UNIFORMS
Competitors will wear their team colors and will abide by the International Basketball
Federation (FIBA) regulations regarding their requirements.

20. SPORTS EQUIPMENT

The official competition ball will be the Wilson 3x3 Official Ball. The playing surface,
Backstop unit and scoreboard systems will be those established by FIBA in the
current 3x3 Multisport Events Manual.

21. DOPING CONTROL

Doping control will be carried out in accordance with the provisions of the Caribbean
Sports Center Medical Commission and the FIBA Regulations, in accordance with
the standards and the current version of the World Anti-Doping Program (WADA)
procedures.

22. QUALIFICATION SYSTEM TO SAN SALVADOR 2023

The classification to the games will be based on the Official FIBA 3x3 Ranking as of
November 1, 2022, which will be used as the basis for the classification of the first
eleven (11) teams of the participating NOCs. The NOC of El Salvador will

 23. GENERAL PROVISIONS

The Executive Committee of Centro Caribe Sports (CCS) is empowered to solve any
problem not contemplated in these Regulations, in coordination with the Organizing
Committee of the COSSAN Games. All matters relating to applicable regulations,
promotion and advertising of equipment, materials and sportswear shall be governed
by the Promotion and Advertising Regulations of Centro Caribe Sports (CCS) and
Rule 51 of the Olympic Charter.
