6. ELEGIBILIDAD
Para participar en los XXIV Juegos Centroamericanos y del Caribe San Salvador 2023
(Sub Sede: República Dominicana), el competidor deberá sujetarse a las disposiciones
del Reglamento de los Juegos Centroamericanos y del Caribe y a las Reglas de la World
Taekwondo (WT) y la Unión Panamericana de Taekwondo (PATU); además, deberá ser
inscrito por su Comité Olímpico Nacional (CON) de acuerdo a lo señalado en el capítulo
XI del Estatuto de Centro Caribe Sports (CCS).
PARTICIPACION MÍNIMA
Para que un evento o prueba sea considerado oficial deberán participar cinco (5)
deportistas o equipo e igual número de Comités Olímpicos Nacionales. En caso de una
o varias representaciones luego de celebrarse la Reunión Técnica se vean
imposibilitados de participar por motivos de fuerza mayor, corroborada y comprobada por
Centro Caribe Sports (CCS), quien es la única facultada para autorizar la realización del
evento, Centro Caribe Sports resolverá.
Los competidores de Kyorugui deben tener al menos diecisiete (17) años cumplidos en el
año de la competencia (nacidos en el 2006 o antes).
NACIONALIDAD
Los atletas que participen en los XXIV Juegos Centroamericanos y del Caribe San
Salvador 2023, deberán tener la nacionalidad del país (CON) que los inscribió. La
nacionalidad del competidor se determina de acuerdo al Reglamento de CCS.
7. INSCRIPCIÓN
Todos los países a través del Comité Olímpico Nacional (CON) respectivo, deberá enviar
su solicitud de deportistas en el formato oficial al Comité Organizador a mástardar a las
23:59 horas (Hora de El Salvador) del día 23 de mayo de 2023. En el formato se deberá
indicar los deportes en los cuales participará el Comité Olímpico Nacional (CON). Los
formularios se publicarán en el sitio web oficial de San Salvador 2023.
INSCRIPCIÓN NUMÉRICA
Podrán inscribirse hasta duplicar el cupo establecido para cada deporte. La Lista Larga
debe registrarse en la forma establecida por la Organización para cumplir con la Fecha
de cierre, para cualquier duda o aclaración al respecto, el Comité Organizador de los
XXIV Juegos Centroamericanos y del Caribe San Salvador 2023 (COSSAN2023) pone
a su disposición el correo electrónico: inscripciones@sansalvador2023.org
INSCRIPCIÓN NOMINAL
Para que cada atleta elegible pueda participar en los XXIV Juegos Centroamericanos y
del Caribe San Salvador 2023, se requiere llenar un formulario de Inscripción Nominal
que deberá ser contemplado por los CON y recibido por el Comité Organizador de los
XXIV Juegos Centroamericanos y del Caribe San Salvador 2023 (COSSAN2023) a más
tardar el 23 de mayo de 2023 a las 23:59 (hora de El Salvador), de acuerdo con lo
establecido en el Reglamento de Centro Caribe Sports (CCS).
Para cualquier duda o aclaración al respecto, el Comité Organizador de los XXIV Juegos
Centroamericanos y del Caribe San Salvador 2023 (COSSAN2023) pone a su

De acuerdo con la cuota establecida por la CCS las competencias de Taekwondo tendrán
un total de ciento ochenta (180) atletas, noventa (90) hombres y noventa (90) mujeres.
Cada (CON) incluyendo la sede, podrá́ inscribir un máximo de dieciséis (16) atletasen total,
ocho (8) mujeres y ocho (8) hombres, siempre y cuando hayan obtenido suclasificación
conforme a los criterios de la Unión Panamericana de Taekwondo (PATU) para los XXIV
Juegos Centroamericanos y del Caribe San Salvador 2023 (Sub-Sede: República
Dominicana).

Comité Organizador; los entrenamientos se realizarán en la sede de la competencia o en
las instalaciones que designe el Comité Organizador.
JUECES Y ARBITROS
Las competencias de Taekwondo de los XXIV Juegos Centroamericanos y del Caribe San
Salvador 2023 (Sub Sede: República Dominicana) se llevará a cabo respetando los
códigos de vestimenta deportiva y de competencia establecidos para deportistas y
árbitros en el reglamento de la Unión Panamericana de Taekwondo (PATU) y sus marcas
reconocidas y lo que al respecto disponga el Comité Organizador de los Juegos
Centroamericanos y del Caribe COSSAN2023 y Centro Caribe Sports (CCS).

16. PREMIACIÓN
Estará a cargo del Delegado Técnico Internacional nombrado por la Unión Panamericana
de Taekwondo (PATU).
Se realizará el día 3 de julio de 2023 a las 4.00 pm, en el Pabellón de Combate del Centro
Olímpico “Juan Pablo Duarte”, en Santo Domingo.

De acuerdo con la cuota establecida por la CCS las competencias de Taekwondo tendrán

(PATU) para los XXIV Juegos Deportivos Centroamericanos y del Caribe, Republica
Dominicana 2023.
SISTEMA DE CLASIFICACIÓN
1. Cada país podrá́ presentar a un (1) atleta de Kyorugui por cada división de peso
en el torneo de clasificación oficial. Para Poomsae, cada país podrá́ presentar un
hasta (2) dos atletas; en Poomsae. Cada atleta podrá participar como máximo en
2 eventos de la elección del NOC. Cada país podrá presentar un equipo por rama
de (3) tres atletas en la modalidad de Team Kyorugi.
2. Cada país puede clasificar en Kyorugui un máximo de 4 atletas hombres y 4
atletas mujeres para el torneo de clasificación. Para Poomsae, cada país puede
clasificar un máximo de 2 pruebas, para las competencias de Poomsae en ambos
estilos. Las pruebas en parejas pueden formarse con alguno de los participantes
individuales. Cada país puede participar con hasta un (1) equipo por rama en
Team Kyorugi; 3 hombres y 3 mujeres.
3. El país anfitrión El Salvador (ESA) clasifica sus atletas de todas las divisiones y
eventos de manera automática, a menos que decida no participar en algunas de
las mismas, para lo cual debe informar a la PATU antes del torneo clasificatorio.
4. Las categorías o plazas en las que ESA no decida participar se le otorgaran
directamente a Republica Dominicana (DOM) como sede de las competencias de
Taekwondo de los Juegos Centroamericanos y del Caribe 2023.
5. Las plazas en que se inscriban ESA o DOM se incluirán en el evento de
clasificación, para que cualquier país pueda optar por las mismas.
6. El torneo de clasificación solo otorgará las plazas al país, es decir, la clasificación
no es nominal. Cada país debe tener su propio proceso de selección de equipo
basado en las cuotas logradas en el torneo de calificación.
7. En caso de que un lugar clasificado no esté representado por el plazo de
inscripción señalado, sea ocasionado por lesión del atleta, retiro o por alguna
razón imprevista, PATU reemplazará a tal categoría de peso como comodín. Un
comodín se asignará a un país que participó en el torneo de clasificación, pero no
calificó a cualquier atleta.
8. En caso de que haya muchos países elegibles contra un número limitado de
comodines, la PATU designará los comodines basados en la historia de
participación de cada país en los últimos eventos oficiales de PATU.
9. En caso de que no sea factible debido a las dificultades de alojamiento
organizando un torneo de clasificación oficial, PATU seleccionará a los atletas
mejor calificados en cada categoría de peso en el WT World Ranking en el
momento de la selección de acuerdo con los antecedentes de competencia en los
eventos.
Este sistema de clasificación fue aprobado por la PATU y por CCS el día POR
CONFIRMAR
El Comité Ejecutivo de Centro Caribe Sports queda ampliamente facultado para resolver
cualquier problema que no esté contemplado en el presente reglamento, en coordinación
con el Comité Organizador de los Juegos. Todo lo relativo a las normativas aplicables, a
la promoción y publicidad del equipo, materiales y ropa deportiva se regirán por las
Normativas de Promoción y Publicidad de Centro Caribe Sports y la Regla 51 de la Carta
Olímpica.

San Salvador 2023, as well as operational information that may be of interest to the
participating teams.

(IF) or Centro Caribe Sports (CCS). Therefore, the National Olympic Committees (NOC)

San Salvador is the capital and largest city of the Republic of El Salvador and one of the
most populated cities in Central America. Located in one of the fourteen departments of
the nation, specifically in the department of San Salvador, it houses the headquarters of
the three branches of government, the main economic, development, and
telecommunications companies, embassies, hotels, the Presidential House of El
Salvador, the most important museums of the country, residential, economic, and
commercial areas, monuments and the main economic, political, fashion, art, and
development services from El Salvador. San Salvador is located at 670 meters above
sea level. It is bordered to the north by the municipalities of Nejapa, Mejicanos,
Cuscatancingo, and Ciudad Delgado, to the east by Soyapango, to the south by
Panchimalco and San Marcos, and to the west by Antiguo Cuscatlan and Santa Tecla.
The geography of the Salvadoran capital is dominated by two great orographic
prominences, which make the landscape of the capital unmistakable since from any point
of the city these can be observed: San Salvador Volcano and San Jacinto Hill. The first
is composed of two large formations: El Picacho, with a height of 1959.97 m.a.s.l.; and
the other, El Boquerón, the most voluptuous formation, at 1839.39 m.a.s.l., which has a
huge crater of 1.5 km in diameter. This volcano is representative of the city, to the point
that it basically forms its skyline, paling to any other structure built by human hands in
the city, perhaps that is why despite some real estate takeoff that has experienced the
town since the late 1990s, no structure has become an icon of it, except the historic
buildings. The second most representative orographic structure of this municipality is San
Jacinto Hill, which has a height of 1100 m.a.s.l. and until a few years ago had a cable car
at its peak. San Salvador Volcano is located to the west of the city, while San Jacinto Hill
is located to the southeast. These two natural watchtowers frame the valley in which San
Salvador sits. The city has a warm climate all year round, with December, January, and
February being cooler. Temperatures are maintained between 18 °C and 33 °C. The
hottest months are March, April, and May. From May to October is the rainy season when
flooding usually occurs. The temperature varies between noon and midnight due to
changes in humidity levels. The highest temperature recorded in San Salvador has been
38.5 °C, and 4.0 °C the lowest.

The Taekwondo competition for the XXIV Central American and Caribbean Games San
Salvador 2023 (Sub Venue: Dominican Republic) will be held from July 4th to 7th, 2023
in the Taekwondo Hall at "Juan Pablo Duarte" Olympic Center in Santo Domingo,
Dominican Republic.
6. ELEGIBILITY
To participate in the XXIV Central American and Caribbean Games San Salvador 2023
(Sub Venue: Dominican Republic), the competitor must follow the provisions of the
Regulations for the Central American and Caribbean Games , the Rules of the World
Taekwondo (WT) and the Pan American Taekwondo Union (PATU); and must be
registered by his National Olympic Committee (NOC) according to the provisions set in
Chapter XI from the Statute of Centro Caribe Sports (CCS).
MINIMUM PARTICIPATION
For an event or competition to be considered official, five (5) athletes or teams and an
equal number of National Olympic Committees must participate. In case one or more
representations, after the Technical Meeting is held, are unable to participate for reasons
of force majeure, corroborated and proven by Centro Caribe Sports (CCS), which is the
only one authorized to authorize the realization of the event, Centro Caribe Sports will
solve.
The combination of athletes from different countries will not be allowed for the modalities
and events that are convened in the Central American and Caribbean Games San
Salvador 2023.
Kyorugui competitors must be at least seventeen (17) years old in the year of competition
(born in 2006 or earlier).
Poomsae competitors must be between 16 and 39 years old (born in 2007 or earlier).
NACIONALITY
Any athlete participating in the XXIV Central American and Caribbean Games San
Salvador 2023, must have the nationality of the country (NOC) that registered them. The
nationality of the competitor is determined according to the regulations from CCS.
7. REGISTRATION
Only National Olympic Committees (NOC), recognized by Centro Caribe Sports (CCS),
whose National Federations are affiliated to the World Taekwondo (WT) and the Pan
American Taekwondo Union (PATU) may register. Associate members recognized by
Centro Caribe Sports may also participate in the XXIV Central American and Caribbean
Games San Salvador 2023.
All countries, through the respective National Olympic Committee (NOC), must send their
athlete application in the official application form to the Organizing Committee no later
than May 23rd, 2023, at 23:59 hours (El Salvador time). The form must indicate the sports
in which the National Olympic Committee (NOC) will participate. The forms will be
published on the official website for San Salvador 2023.
NUMERICAL REGISTRATION
The Numerical Registration forms, which indicate the number of participants in each
individual and team event, must be sent to the Organizing Committee of the XXIV Central
American and Caribbean Games San Salvador 2023 no later than April 23rd, 2023, before
23:59 (El Salvador time), in accordance with the provisions of the Regulations from
Centro Caribe Sports (CCS).

NOMINAL REGISTRATION
For each eligible athlete to participate in the XXIV Central American and Caribbean
Games San Salvador 2023, it is required to fill out a Nominal Entry form that must be
submitted by the National Olympic Committee (NOC) and received by the Organizing
Committee of the XXIV Central American and Caribbean Games San Salvador 2023
(COSSAN 2023) no later than May 23rd, 2023 at 23:59 (El Salvador time), according to
the provisions from Centro Caribe Sports (CCS).
Each NOC must send its official Numeric and Nominal Registration forms provided by the
Organizing Committee of the XXIV Central American and Caribbean Games San
Salvador 2023 (COSSAN 2023) which will be sent 6 months prior to the Games.

According to the quota established by CCS, the Taekwondo competitions will have a total
of one hundred and eighty (180) athletes, ninety (90) men and ninety (90) women.
Each NOC, including the host country, may register a maximum of sixteen (16) athletes
in total, eight (8) women and eight (8) men, if they have qualified according to the criteria
of the Pan American Taekwondo Union (PATU) for the XXIV Central American and
Caribbean Games San Salvador 2023 (Sub-Venue: Dominican Republic).
COMPETITION FORMAT
For Kyorugui and Team Kyorugui competition the single knockout system will be used,
while for Poomsae competition the cutoff system will be used.
The Taekwondo competitions will be held in four (04) days, with the competition from the
qualifying rounds to the medal competition of each weight category on the same day.

12. TRAININGS

The training schedule will be determined once the numerical registrations are received
and will be notified upon arrival of the delegations at (Sub-Venue: Dominican Republic).
The facilities may be used only at the times assigned by the Organizing Committee;
training sessions will be held at the competition venue or at the facilities assigned by the
Organizing Committee.
The Taekwondo competition for the XXIV Central American and Caribbean Games San
Salvador 2023 (Sub Venue: Dominican Republic) will be governed by the following rules:
- The WT Competition Rules for Poomsae, Kyorugui and Team Kyorugui available
at worldtaekwondo.org.
- Pan American Taekwondo Union (PATU) regulations.
- Centro Caribe Sports (CCS) regulations.
WEIGHTING
It will be held one day before the competition of each category from 10:00 to 12:00 hours
(GMT). The random weigh-in will be held on the day of competition at 12:30 hours (GMT)
at Pabellón de Combate in Centro Olímpico “Juan Pablo Duarte”.
The Taekwondo competitions for the XXIV Central American and Caribbean Games San
Salvador 2023 (Sub Venue: Dominican Republic) will be performed by respecting the
sport and competition dress codes established for athletes and referees in the regulations
of the Pan American Taekwondo Union (PATU) and its recognized brands, and the
provisions of the Organizing Committee for the Central American and Caribbean Games

All protests and appeals shall be resolved according to the procedures defined by the
current WT regulations.
16. AWARDS
The awards will be granted according to the regulations from Centro Caribe Sports (CCS).
It will be under the responsibility of the International Technical Delegate assigned by the
Pan American Taekwondo Union (PATU).
It will be held on July 3rd, 2023 at 4:00 pm, in Pabellón de Combate at Centro Olímpico
“Juan Pablo Duarte”, Santo Domingo.
b) The Technical Delegate and the Taekwondo Competition Director from the
Organizing Committee of the Central American and Caribbean Games
COSSAN2023 will lead the meeting, which will be in Spanish with English
translation.
c) The draw for each of the events will be made at this meeting.
19. UNIFORMS
The Taekwondo competitions for the XXIV Central American and Caribbean Games San
Salvador 2023 (Sub Venue: Dominican Republic) will be performed by respecting the
sport and competition dress codes established for athletes and referees in the regulations
of the Pan American Taekwondo Union (PATU) and its recognized brands and the
provisions from the Organizing Committee (COSSAN2023) and Centro Caribe Sports
(CCS).
All teams will comply with the World Taekwondo (WT) specifications.
21. DOPING CONTROL
The doping control will be performed according to the provisions of the Medical
Commission from Centro Caribe Sports (CCS), the World Taekwondo (WT) Regulations
and the current version of the World Anti-Doping Program (WADA).
The Pan American Taekwondo Union will hold a qualifying event for the XXIV Central
American and Caribbean Sports Games, San Salvador 2023 in Heredia, Costa Rica on
February 21st - 22nd, 2023. Athletes whose NOC are recognized by Centro Caribe Sports
(CCS) will be able to participate, and their National Federations belong to the World
Taekwondo Federation (WT, World Taekwondo) and the Pan American Taekwondo
Union (PATU, associate members recognized by CCS will also be able to participate).

According to the quota established by CCS, the Taekwondo competitions will have a total

including the venue, may register a maximum of sixteen (16) athletes in total, eight (8)
women and eight (8) men, as long as they have obtained their classification according to
the criteria of the Pan American Taekwondo Union (PATU) for the XXIV Central American
and Caribbean Sports Games, Dominican Republic 2023.
CLASSIFICATION SYSTEM
1. Each country may present one (1) Kyorugui athlete for each weight division in the
official qualification tournament. For Poomsae, each country may present up to (2)
two athletes. Each athlete may participate in a maximum of 2 events of the NOC
choice. Each country may present a team per field of (3) three athletes in the Team
Kyorugi modality.
2. Each country can qualify in Kyorugui a maximum of 4 male and 4 female athletes
for the qualification tournament. For Poomsae, each country can qualify a
maximum of 2 events competition in both styles. The couple events can be formed
with some of the individual participants. Each country can participate with up to
one (1) team per field in Team Kyorugi; 3 men and 3 women.
3. El Salvador (ESA) as the host country qualifies its athletes from all divisions and
events automatically, unless it decides not to participate in some of them, for which
it must inform the PATU before the qualifying tournament.
4. The categories or places in which ESA decides not to participate will be granted
directly to the Dominican Republic (DOM) as the venue for the Taekwondo
competitions for the 2023 Central American and Caribbean Games.
5. The places in which ESA or DOM are registered will be included in the qualification
event, to allow any country to opt for them.
6. The qualification tournament will only award the places to the country, meaning the
qualification is not nominal. Each country must have its own team selection process
based on the quotas achieved in the qualification tournament.
7. In case a classified place is not represented by the indicated registration deadline
due to injury of the athlete, withdrawal or for some unforeseen reason, the PATU
will replace such weight category as a wild card. A wild card will be assigned to a
country that participated in the qualifying tournament but did not qualify any athlete.
8. In case there are many eligible countries against a limited number of wild cards,
the PATU will assign the wild cards based on each country's participation history
in the last official PATU events.
9. If it is not feasible due to accommodation difficulties to organize an official
qualification tournament, the PATU will select the best qualified athletes in each
weight category in the WT World Ranking at the time of selection according to the
competition record in the events.
The Executive Committee of the Centro Caribe Sports (CSC) is empowered to resolve
any problem not contemplated in these Regulations, in coordination with the Organizing
Committee of the XXIV Central American and Caribbean Games San Salvador 2023
(COSSAN2023). All matters relating to applicable regulations, promotion and advertising
of equipment, materials and sportswear shall be regulated by the Promotion and
Advertising Regulations of Centro Caribe Sports (CCS) and Rule 51 of the Olympic
Charter.
