Hace ya 15 años que RITEVE suscribió el
gran compromiso con el pueblo costarricen-
se de contribuir a la seguridad vial en el país,
revisando profesional e independientemente
todos los vehículos que circulan por sus ca-
rreteras.
Este pasado 2017, Applus+, compañía líder
mundial en ensayo, inspección y certificación,
adquirió una participación mayoritaria en RI-
TEVE. Applus+, a través de su División Auto-
motive, se centra en los servicios de inspec-
ción técnica de vehículos y soluciones para el
control de emisiones contaminantes en todo
el mundo como testigo en el compromiso de
contribuir a la seguridad vial en Costa Rica.

the great commitment with the Costa Rican

reviewing all the vehicles that circulate its
roads.
This past 2017, Applus+, a world leader in
testing, inspection and certification, acquired
a majority stake at RITEVE. Applus+, through
its Automotive Division, focuses on technical
vehicle inspection services and solutions for
the control of polluting emissions throughout
the world, and takes witness in the commit-
ment to contribute to road safety in Costa
Rica.

y estratégica para Applus+ ya que nos permite
reforzar nuestra posición de liderazgo en Lati-
noamérica y, además, nutrirnos del inmenso ta-
lento humano que atesoran en Costa Rica con
su buen hacer, para desarrollarnos más allá de
sus fronteras.
Por su parte, Riteve Costa Rica cuenta ahora
con el respaldo de su nueva casa matriz en to-
das las áreas, desde la experiencia profesional,
hasta el acceso a las últimas tecnologías y pro-
cedimientos.
Si bien la revisión técnica en este país siempre
ha sido un procedimiento de calidad y traspa-
rencia, los costarricenses pueden estar seguros
de que ahora, más que nunca, cuentan con un
servicio de talla mundial, que genera beneficios
en términos de seguridad vial, ambiente, y la di-
vulgación necesaria para que los mantenimientos
de los vehículos sean eficientes, confiables y eco-
nómicos, y para que su Gobierno tome las decisio-
nes más eficaces en beneficio de los ciudadanos.
La familia de Applus+ crece y pretende desarro-
llarse aún más en Latinoamérica de la mano del
gran ejemplo que es Riteve Costa Rica.

It is a company that has maintained and
developed a leadership position in an ac-
tivity that we know very well.
It has developed technology to introduce
improvements in the inspection of vehicles
and in the control of polluting gases.
The concern for the customer and the ex-
ceeding of their expectations makes the
service provided in RTV centers an exam-
ple for many other countries.
The strategic situation of Costa Rica al-
lows the development of a geographical
expansion center in Central America and
the Caribbean to export the great example
of the Costa Rican Inspection model.
It is therefore a very important and strate-
gic operation for Applus+ as it allows us to
reinforce Applus+´s leadership position in
Latin America and we also nurture from the
immense human talent that Costa Rica trea-
sures so that by their well doing develop well
beyond its borders.
Meanwhile, Riteve Costa Rica now has the
support of its new headquarters in all the ar-
eas, from professional experience, to access
to the latest technologies and procedures.
Even though the technical review in this
country has always been a procedure of
quality and transparency, Costa Ricans can
be sure that now more than ever they have
a world-class service, which generates ben-
efits in terms of road safety, environment and
generates the necessary information for the
vehicle maintenance to be efficient, safe and
economical, and for its government to make
the most accurate decisions for the benefit of
its citizens.
The Applus + family grows and intends to
develop even more in Latin America thanks
to that great example that Riteve Costa Rica
has been.

Han transcurrido más de 15 años desde que
Costa Rica sometió su flota vehicular a los
parámetros de la Revisión Técnica Vehícular
(RTV), que marca diferencia frente a otras na-
ciones de la región y que, sin duda, ha con-
tribuido al mejoramiento de la calidad de los
vehículos, con incidencia indudable y directa
en la seguridad de la circulación vial y la ca-
lidad del aire que respiramos en Costa Rica.
More than 15 years have gone by since Cos-
ta Rica subjected its vehicle fleet to the pa-
rameters of this activity that marks a differ-
ence compared to other nations of the region
and that has undoubtedly contributed to the
improvement of the quality of vehicles, with
undoubted and direct impact in the safety of
road circulation and the quality of the air we
breathe in Costa Rica.

Dichosamente, en la actualidad, Costa Rica Fortunately, at present, Costa Rica enjoys

observa en el presente Anuario, donde se se-
ñala que el 53,4 % del total de vehículos que
se sometieron a la RTV durante el 2017 la
aprobaron en su primera inspección. Incluso,
flotas como las de transporte público de ruta,
de turismo y las motocicletas alcanzaron un
66% de aprobación en primera inspección; el
58% de los vehículos aprobaron la inspección
periódica en el mes que les correspondía, y
26% lo hicieron uno o dos meses tarde. Se-
guiremos reforzando controles en vías públi-
cas con el específico propósito de que estos
valores mejoren.
Lamentablemente no podemos negar que,
a pesar del tiempo de implementación de la
RTV, todavía algunos conductores se resis-
ten a someter los vehículos a este examen

tion in the corresponding month and 26% did
so one or two months later. We will continue
reinforcing controls on public roads with the
specific purpose of improving these values.
We cannot deny that, despite the time of im-
plementation of the RTV, some drivers still
refuse to submit their vehicles to this techni-
cal examination, ignoring the significance of
this in personal safety and their passengers’.
We still have work to do with a small percent-
age of drivers to make them understand that

técnico, haciendo caso omiso a lo mucho que
ello significa en la seguridad personal y la
de sus pasajeros. Aún tenemos trabajo que
hacer en una pequeña parte de conductores
para que comprendan que la vida humana en
las carreteras no es negociable y que solo se
necesita un instante para perderla, por fallo
humano o vehicular.
La RTV es una herramienta indispensable
para la prevención de accidentes, la protec-
ción del ambiente, la lucha contra la pobreza
y la protección de la propiedad, no solo en
nuestro país, sino en el conjunto de las nacio-
nes que la tienen en ejecución; permite, ade-
más, apoyar a los propietarios de vehículos
para que realicen un eficiente mantenimiento
y reparación de estos y genera información
valiosa para la toma de decisiones sobre polí-
ticas de desarrollo sostenible.
Para el nuevo periodo, el Ministerio de Obras
Públicas y Transportes (MOPT) está compro-
metido a mantener la fiscalización constante
del servicio para que se garantice su calidad,
eficiencia y transparencia, así como la actuali-
zación permanente de los procedimientos, en
concordancia con el avance de la tecnología,
lo que nos permitiría estar a la altura de las
nuevas tendencias en esta materia.
El país cumple con tener a disposición esta
herramienta, pero su efectividad requiere
gran sentido de responsabilidad de parte de
los propietarios de vehículos.
Costa Rica es un ejemplo de desarrollo en
seguridad vial, y en este camino ha contribui-
do exitosamente la RTV. Con la valoración
correcta de este soporte técnico, por parte
de los propietarios de vehículos, seguiremos
contando con un escenario ideal para mante-
ner una flotar vehicular en las mejores condi-
ciones posibles y niveles de emisión vehicular
ajustados a nuestra política de carbono neu-
tralidad.

The RTV is an indispensable tool for the pre-
vention of accidents, the protection of the en-
vironment, the fight against poverty and the
protection of property, not only in our country,
but also in all the nations that have it in exe-
cution. It also enables the owners of vehicles
to perform an efficient maintenance on them
and repair them, and it generates valuable
information for the decision making on sus-
tainable development policies, as well.
For the new period, the Ministry of Public
Works and Transportation (MOPT) is com-
mitted to maintaining a constant surveillance
of the service to ensure its quality, efficien-
cy and transparency, as well as permanently
updating the procedures, in accordance with
the progress of technology, which would al-
low us to be at the level of the new trends in
this matter.
The country complies with having this tool
available, but its effectiveness requires a
great sense of responsibility on behalf of
vehicle owners. In this sense, we always
expect the commitment of the citizens with
safety circulation and the RTV is an essential
component of it.
Costa Rica is an example of road safety de-
velopment and RTV has successfully con-
tributed to this. From the correct assessment
of this technical support, by vehicle owners,
we will continue to have an ideal scenario to
maintain a vehicle fleet in the best conditions
possible and vehicle emission levels adjust-
ed to our carbon neutral policy.

Uno de los pilares de Riteve es nuestro compro-
miso con la Responsabilidad Social con la que
buscamos complementar las etapas necesarias
para lograr las tan urgentes carreteras seguras
en Costa Rica.
Este programa contempla distintos proyectos,
desde la inserción de una cultura vial más segu-
ra en las mentes en desarrollo de los escolares,
hasta las campañas sociales que buscan enfo-
car la atención a la responsabilidad que conlleva
tener un vehículo, pasando por el apoyo técnico
y el intercambio de experiencias con las autori-
dades que tienen a cargo los controles en carre-
tera.
Todos los días nos sentimos muy orgullosos de
revisar vehículos para preservar la vida y somos
conscientes del gran acierto que fue el estable-
cimiento de la Revisión Técnica Vehicular (RTV)

Our Extra Mile
One of the pillars of Riteve is our
commitment to Social Responsibility,
which seeks to complement the necessary
stages to achieve the urgent safe roads in
Costa Rica.
This program contemplates different
projects, from the insertion of a safer
road culture in the developing minds
of schoolchildren, to social campaigns
that seek to turn the attention to the
responsibility that comes with having a
vehicle, going through technical support
and the exchange of experiences with the
authorities in charge of road checks.
Every day we feel very proud to review
vehicles to preserve life and we are
aware of the great success that was the
establishment of the Technical Vehicle
Review (RTV) in our country. However,

en nuestro país. No obstante, entendemos que
aún con nuestras inspecciones de calidad y el
trabajo de las autoridades, el resultado no está
completo si los ciudadanos, y en especial los
conductores, no asumen la parte que les com-
pete. Es por esto que todos nuestros esfuerzos
en materia de Responsabilidad Social están
concentrados en crear esa cultura de la auto-
rresponsabilidad.
Todos estos proyectos y programas son aten-
didos por voluntarios de Riteve; es decir, co-
laboradores de la empresa que, a través de la
agrupación Fuerza Riteve, ponen a disposición
sus talentos y habilidades para el bienestar de
nuestra sociedad.
Desde la etapa escolar, abordamos a los ni-
ños entre 7 y 12 años de edad con el progra-
ma “Aprendamos con Bumper”. Usando como
guía la mascota de Riteve los pequeños hacen
un recorrido entre obras de títeres, juegos de
mesa, bingos y demás recursos didácticos para
inculcarles la necesidad de dar mantenimiento
preventivo a los vehículos de la casa, conducir
responsablemente y hasta identificar a los ins-
pectores de Riteve como aliados de las perso-
nas en lo que a cuidar la vida se refiere.
Pero los adultos no está exentos de este pro-
ceso de educación. Las ferias de ambiente y
seguridad vial, así como otras actividades públi-
cas, nos permiten acercarnos a los usuarios y,
a través de una aplicación de trivia denominada
“Reto Riteve”, comprueban sus conocimientos
y costumbres sobre mantenimiento preventivo,
RTV, medio ambiente y seguridad registral en-
tre otros. Este acercamiento también permite
el dialogo entre personal técnico de Riteve y
usuarios, lo que genera una importante retroa-
limentación.
Educación Técnica es otro de los programas
que, además de llegar a los ciudadanos, tiene

the result is not complete if the citizens,
and especially the drivers, do not assume
the part that belongs to them. That is
why all our efforts in the field of Social
Responsibility are focused on creating that
culture of self-responsibility.
All these projects and programs are
attended by Riteve volunteers, that is,
employees of the company who, through
the Riteve Force group “Fuerza Riteve”,
make their talents and abilities available
for the good of our society.
From the elementary school stage, we
approach children between 7 and 12 years
of age with the “Lets Learn with Bumper”
program. Using the Riteve mascot as a
guide, the children take a tour through
puppet shows, board games, bingos
and other teaching resources to instill
in them the need to provide preventive
maintenance to the vehicles of the house,
to drive responsibly and even to identify
the inspectors of Riteve as allies of people
in what respects to taking care of life.
But adults are not exempt from this
education process. The environment and
road safety fairs, as well as other public
activities, allow us to get closer to the
users and, through a trivia application
called “Riteve Challenge”, they check their
knowledge and customs about preventive
maintenance, RTV, environment and safety
registry among others. This approach
also allows the dialogue between the
Riteve technical staff and the users, which
generates an important feedback.
Technical Education is another of the
programs, which in addition to reaching
citizens, has a division of lectures for
authorities, in terms of vehicle identification,

Con esto compartimos la experiencia que ge-
neran las líneas de inspección con autoridades
como la Dirección General de Policía de Tránsito
(DGPT), el Organismo de Investigación Judicial
(OIJ) la Policía Municipal y la Fuerza Pública de
Costa Rica, todos ellos con distintas responsabi-
lidades de control en carretera, investigaciones
por robo de vehículos, accidentes y demás. En
esta misma línea, también acompañamos a las
autoridades en operativos en carretera, aportan-
do con opiniones técnicas las distintas inspec-
ciones.
Dos campañas particulares han venido a refor-
zar estos objetivos, siempre a través del volun-
tariado. “Viajando seguros a clases”, pone a dis-
posición de los padres de familia una guía para
que ellos mismos inspeccionen visualmente la
buseta que contratan para llevar a sus hijos a los
centros educativos, y para establecer controles
que garanticen que esos vehículos se manten-
gan en las mejores condiciones durante todo el
curso lectivo.
“Siempre seguros, siempre en su silla”, es la
otra campaña en pro de la seguridad de los más
pequeños y que incentiva el uso de Sistemas de
Retención Infantil (SRI) que, lamentablemente,
no está muy arraigado en Costa Rica.
Con todos estos recursos y muchos otros en
proceso de desarrollarse, Riteve proyecta en
su país un firme compromiso con la vida de los
ciudadanos, gracias a la entrega de los volunta-
rios de Fuerza Riteve, quienes dan su milla ex-
tra aportando en temas de seguridad vial, medio
ambiente y calidad de vida de los costarricen-
ses.

With this, we share the experience generated
by the inspection lines with authorities
such as the General Directorate of Traffic
Police (DGPT), the Judicial Investigation
Organization (OIJ), the Municipal Police
and the Public Force of Costa Rica, all of
them with different responsibilities of road
control, investigations for vehicle theft,
accidents and others. In this same line,
we also accompany the authorities in road
operations, providing technical opinions
with the different inspections.
Two particular campaigns have come to
reinforce these objectives, always through
volunteering. “Traveling safely to classes”,
provides parents with a guide so that they
can visually inspect the bus they hire to take
their children to school, and to establish
controls to ensure that these vehicles are
kept in the best conditions during the whole
school year.
“Always safe, always in their chairs”, is
the other campaign in favor of the safety
of the little ones and that encourages the
use of Child Restraint Systems (CRS) that
unfortunately is not very rooted in Costa
Rica.
With all these resources and many others
in the process of being developed, Riteve
projects in its country a firm commitment
to the lives of its citizens, thanks to the
delivery of the Riteve Force volunteers
“Fuerza Riteve”, who give their extra
mile contributing to road safety issues,
environment and quality of life of the Costa
Ricans.

La Seguridad Vial es un asunto de todos, por
eso Riteve trabaja muy de cerca con los pa-
dres de familia, generando herramientas que
les faciliten el cuidado y la vigilancia de los
más pequeños mientras se desplazan tan-
to en los vehículos de la casa, como en los
transportes públicos escolares.
Campaña de busetas
Viajando seguros a clases es una campaña
que viene realizando Riteve desde hace ya
varios años, y que pone al alcance de los pa-
dres de familia guías impresas y digitales so-
bre cómo inspeccionar las busetas escolares
que contratan para el transporte de sus hijos.
Durante el mes de febrero, las 17 estaciones
de Riteve en todo el país se involucraron en la
distribución de esta información, en estacio-
nes y centros educativos.
Alrededor de 200 horas de voluntariado fue-
ron dedicadas a explicar a padres de familia y
transportistas sobre la importancia de revisar
periódicamente estos vehículos.

del material instructivo en estaciones, redes
sociales y centros educativos durante todo
el mes de noviembre, se conmemoró el Día
Universal de los Derechos de los Niños. De-
cenas de estudiantes de la escuela Timoleón
Morera Soto manifestaron su mensaje sobre
la importancia de su seguridad. La actividad
que se realizó el 20 de noviembre frente a las
instalaciones de Riteve en Heredia contó con
el apoyo de la directora Ejecutiva del Cosevi,
Doña Sindy Coto y personeros de la Policía
Municipal de Heredia.
Con estas dos iniciativas, el programa de
Responsabilidad Social de Riteve busca re-
forzar la participación de las familias en la
principal tarea de seguridad vial: cuidar la
vida de los más pequeños.

Chairs Campaign
“Always safe, always in their chair” is the slo-
gan of the campaign on the use and correct
installation of Child Restraint Systems (CRS)
that aims to raise awareness among parents
about how vital these devices are to protect
the lives of the little ones when they travel in
any vehicle.
For this occasion, in addition to the dissemi-
nation of educational material in the stations,
social networks and educational centers
throughout the month of November, the In-
ternational Children’s Rights Day was com-
memorated. Dozens of students from the Ti-
moleón Morera Soto school expressed their
message about the importance of their safe-
ty. The activity that took place on November
20th in front of the Riteve facilities in Heredia
and was supported by the Executive Director
of Cosevi, Ms. Sindy Coto and representati-
ves of the Municipal Police of Heredia.
With these two initiatives, the Riteve Social
Responsibility Program seeks to reinforce
the participation of families in the main task
of road safety: taking care of the lives of the
youngest children.

Son muchos los casos en que la falta de una
cultura vial bien arraigada es la principal cau-
sa social de los accidentes y pérdidas huma-
nas y materiales en carretera. Por esto, en
Riteve se trabaja con los niños desde su eta-
pa escolar, con el fin de formar no solo bue-
nos peatones, sino también a futuros con-
ductores responsables y educados.
La Seguridad Vial es un asunto de todos, y
por ello Riteve trabaja muy de cerca con los
padres de familia, generando herramientas
que les facilite el cuidado y la vigilancia de
los más pequeños mientras se desplazan
tanto en los vehículos de la casa como en los
transportes públicos escolares.
A través del programa “Aprendamos con
Bumper” se inculca en los más pequeños há-
bitos de autorresponsabilidad que incluyen
desde la conducción responsable, hasta el
mantenimiento preventivo de los vehículos,
la revisión técnica puntual y oportuna e, in-
clusive, el uso e instalación adecuada de los
dispositivos de seguridad.

llega tanto a escuelas rurales como de la
Gran Área Metropolitana (GAM). Una dece-
na de centros educativos fueron impactados
con esta iniciativa durante el 2017.
Producto del trabajo conjunto, muchos de es-
tos proyectos se comparten con otras autori-
dades como la Dirección General de Policía
de Tránsito (DGPT) y el Organismo de Inves-
tigación Judicial (OIJ), con lo cual se realizan
abordajes más integrales en todos los aristas

Un total de 458 motociclistas perdieron la
vida en carretera durante el 2017. Esta ci-

Riteve se arroyó las mangas
Riteve Rolled Up It´s Sleeves
“Remangados”, es el nombre del programa
de Responsabilidad Social de Riteve me-
diante el cual sus colaboradores identifican
y promueven proyectos de bienestar social
para sus comunidades vecinas.
A través de un concurso interno, las distin-
tas estaciones expusieron sus proyectos en
busca de la aprobación y presupuesto para
desarrollarlos; eso sí, siempre con mano de
obra voluntaria.
Así, esta iniciativa, que arrancó en el 2016
como un plan piloto, culminó sus primeras
obras en el 2017.

“Remangados” (Sleeves Up) is the name
of the Riteve Social Responsibility program
through which its collaborators identify and
promote social welfare projects for their
neighboring communities.
Through an internal contest the different
stations presented their projects in search of
approval and budget to develop them, always
with voluntary labor.
This is how this initiative that started in 2016
as a pilot plan culminated its first works in
2017.

Un camino lleno de amor
Los trabajadores de la estación de San Mi-
guel de Santo Domingo de Heredia se can-
saron de ver el riesgo que corrían sus veci-
nos, especialmente adultos mayores, para
desplazarse a la parada de buses que se
ubica cerca de la estación. El mal estado de
la superficie próxima a la parada significaba
un gran riesgo de caída, y con las lluvias la
situación empeoraba pues el agua de la cu-
neta alcanzaba la parada.
Restaurar el alrededor de esta parada de bu-
ses ubicada sobre la ruta 32 fue el reto por el
cual estos voluntarios se remangaron y pu-
sieron en acción.

A road full of love
The workers at the San Miguel de Santo
Domingo station, Heredia, got tired of seeing
the risk their neighbors, especially elderly
adults took to get to the bus stop that is
located near the station. The bad condition of
the surface next to the bus stop was at great
risk of falling and with the rains the situation
worsened, because the waters of the gutter
reached the bus stop.
Restoring the surroundings of this bus stop
located on Route 32 was the challenge for
which these volunteers rolled up their sleeves
and put them into action.

Iluminando a un pequeño
Los colaboradores de la estación de la Ma-
rina de San Carlos se dieron cuenta de la
situación de una pequeña danta de la zona,
que fue rescatada por un refugio de vida sil-
vestre y, luego de varios días de revisiones
médicas, se dieron cuenta de que el animal
era ciego, por lo que iba a necesitar un ho-
gar acondicionado a sus necesidades; de ahí
que propusieron hacerle una jaula en la cual
el animalito estuviera bien.
Tras meses de trabajo, los colaboradores
construyeron la jaula apta para darle una
calidad de vida placentera y tranquila a la
danta.

Lighting Up a Little One
The collaborators of the Marina of San Carlos
station realized the situation of a small tapir
in the area, which was rescued by a wildlife
refuge and after several days of medical
checks they realized that the animal was
blind, so it would need a home suitable to its
condition; so they aimed to make him a cage.
After many months of work, the cage was
adapted to the conditions to give it a pleasant
and tranquil quality of life.

Juegos con seguridad
La escuela de Bajo Las Esperanzas de Pérez
Zeledón tenía únicamente un área de juego
para la escuela y kínder, por lo que muchas
veces se volvía peligroso para los niños más
pequeños jugar en ese espacio. De esa si-
tuación surgió la idea de unos colaboradores
de la estación de Pérez Zeledón, para hacer
un área de juegos con materiales reciclados,
exclusiva para los niños del kínder con el fin
de ayudar en el desarrollo de su motora fina
y, por supuesto, a su entretenimiento.
Luego de varias semanas de trabajo de los
voluntarios en la confección de los juegos
con llantas recicladas, se pintaron e instala-
ron en el centro educativo para alegría de los
pequeños.

Games with security
The Bajo Las Esperanzas School in the Pérez
Zeledón area, had only one playground for
the school and kindergarten, so it was often
dangerous for youngest children to play.
Due to this situation, the collaborators from
the Perez Zeledón station came up with the
idea of making a playground with recycled
materials, exclusively for kindergarten
children with the purpose of helping them in
the development of their fine motor skills and
of course for entertainment.
After several weeks of work in the making
of the games with recycled tires, by the
volunteers, they were painted and they went
to install the games.

Embelleciendo la educación
Embellishing Education
En la localidad de Buenos Aires de Punta-
renas hay una pequeña escuela llamada
Oasis, cuya estructura lastimosamente pre-
sentaba un visible deterioro, producto del
paso del tiempo. Esta situación hizo que los
compañeros de la estación móvil de la zona
se organizaran para trabajar en el embelle-
cimiento de la escuela junto con los padres
de familia.
El resultado de este trabajo fue ver niños y
niñas motivados a seguir estudiando en un
lugar apropiado para su desarrollo estudian-
til, pues los voluntarios de la estación móvil
de Riteve, y varios papás de los alumnos,
pintaron, rotularon, cercaron y arreglaron las
aceras de la escuela. .

Los niños de la escuela de Búfalo, Limón,
cuando regresaron de sus vacaciones vieron
cómo su área de juegos prácticamente es-
taba inservible, luego del fuerte invierno que
azotó la zona. Los compañeros de la esta-
ción de Limón, ante este lamentable esce-
nario, se dispusieron ayudar con pintura y la
siempre solidaria mano de obra de los volun-
tarios.
Días después, los niños y las niñas jugaban
en una festiva área plasmada de alegres co-
lores, tanto como la alegría que reflejan sus
almas.
