Antes de iniciar esta breve charla, quisiera decirles que no voy a hablar aquí como funcionario de
las Naciones Unidas, sino como mexicano y como profesor de la Escuela Nacional de Economía; es
decir, creo que tanto lo que yo diga como lo que espero que ustedes digan esté normado por la más
absoluta libertad de criterio, por la más absoluta libertad de expresión, y seguramente algunas de
las cosas que voy a decir serán con toda seguridad objeto de una controversia, pero creo que ese es
el espíritu que debe prevalecer en una discusión de carácter académico como la de estas Mesas
Redondas. De modo que lo que yo diga en esta noche no tendrá por qué asociarse’ necesariamente
con la Institución en la que presto mis servicios, sino que será solamente la expresión de puntos dé
vistas muy personales que quiero que se discutan en el terreno académico con la mayor amplitud
posible. Algunas afirmaciones que haré ahora las podrán parecer a ustedes un poco dogmáticas. En
realidad, provienen de un razonamiento y de un análisis y de un estudio de una serie de problemas,
y como convicciones racionales y no dogmas están sujetos a discusión. Con esta advertencia quisiera
iniciar esta lectura, que trataré de hacer lo más breve posible. Quisiera que me perdonaran que les
primaros minutos los destine a una introducción teórica, bastante breve.

Before beginning this brief talk, I would like to tell you that I am not going to speak here as a United
Nations official, but as a Mexican and as a professor at the National School of Economics; in other
words, I believe that both what I say and what I hope you will say will be governed by the most
absolute freedom of criteria, by the most absolute freedom of expression, and surely some of the
things I am going to say will certainly be the subject of controversy, but I believe that this is the spirit
that should prevail in an academic discussion such as these Round Tables. So what I say tonight will
not necessarily be associated with the Institution in which I serve, but will only be the expression of
very personal views that I want to be discussed as widely as possible in the academic arena. Some
of the statements I will now make may seem a bit dogmatic to you. In reality they come from a
reasoning and an analysis and a study of a series of problems, and as rational convictions and not
dogmas they are subject to discussion. With this caveat I would like to begin this reading, which I
will try to make as brief as possible. I would like you to forgive me for spending the first few minutes
on a rather brief theoretical introduction.
