EDUCACIÓN CIUDADANA
CUARTO AÑO MEDIO
Propósito de la unidad
Proponer soluciones a los problemas que afectan a la sociedad en diversas
escalas, dentro del marco de posibilidades que le entregan las características y
el funcionamiento del sistema democrático actual.

¿Es posible que la institucionalidad democrática genere cambios y/o solucione

problemas sin la participación de la ciudadanía? ¿Cuál debe ser el rol de la
ciudadanía en un sistema democrático? ¿Cómo tiene que participar la ciudadanía?
 Objetivo:
Evaluar las características y funcionamiento de la institucionalidad
democrática, las formas de representación y su impacto en la distribución
del poder en la sociedad, a luz del bien común, la cohesión y la justicia
social.
 Institucionalidad democrática

- Conjunto de organismos públicos que permiten el correcto

desarrollo de la democracia y la participación ciudadana.
- Pueden ser: instituciones del Estado y sus autoridades, además de
organizaciones o entidades con interés público.

- A través de la institucionalidad democrática se busca distribuir el poder,

fortalecer la participación y hacer visible la voluntad de la ciudadanía, dando
cohesión a la sociedad y persiguiendo el bien común y la justicia social.
Instituciones y procedimientos democráticos
¿Estado?
Comunidad político-jurídica con un territorio, autoridades comunes y que es
soberana y autónoma de otros Estados.
Encabezado por el presidente y sus ministros. Su principal función es
Poder Ejecutivo gobernar, lo que implica administrar el país y conducir las relaciones
exteriores.

Representado por el Congreso Nacional. Tiene como principales

Poder Legislativo funciones proponer, revisar y discutir las leyes y fiscalizar los
actos del Poder Ejecutivo.

Poder Judicial Ejercido por la Corte Suprema, la Corte de Apelaciones y los

Tribunales de Justicia. Su principal función es aplicar justicia.
Otros órganos independientes
Además de los poderes del Estado, existen órganos fiscalizadores como la Contraloría
General y el Tribunal Constitucional.

Fiscalizar que el Estado actúe legalmente y con

probidad (buen uso de recursos públicos) excepto
sobre el poder legislativo y judicial.

El Parlamento y la distribución de
poder
• Entre sus principales
funciones, destacan:
elaborar leyes,
representar al electorado
y fiscalizar al Poder
Ejecutivo.
Un bucle while
El mismo ejemplo que hicimos con el bucle for,
¡podemos escribirlo como un bucle while!

Así se quedaría:

int i=0
while (i<15) {print i;i++;}
Diferencias clave
He aquí las principales diferencias entre los bucles for y while. En realidad, tuvimos que declarar la
variable para la condición fuera del bucle

También debemos añadir una línea dentro del bucle para incrementar i. El bucle for lo haría
automáticamente por nosotros, pero como es un bucle while, tenemos que añadir i++, de lo contrario el
bucle while NUNCA DEJARÁ de ejecutarse, y entraremos en un bucle infinito

int i=0
while (i<15) {print i;i++;}
 Los bucles for se detienen inmediatamente
después de un cierto tiempo, pero tienes que
ASEGURARTE de que tu bucle while termina
