 NOM-001-SEMARNAT-2021
ESTABLECE LOS LÍMITES PERMISIBLES DE CONTAMINANTES
EN LAS DESCARGAS DE AGUAS RESIDUALES EN CUERPOS
RECEPTORES PROPIEDAD DE LA NACIÓN.

THIS NOM WILL SUPPORT NOM-001-SEMARNAT-1996, WHICH

ESTABLISHES THE MAXIMUM LIMITS
PERMISSIBLE POLLUTANTS IN WASTEWATER DISCHARGES
INTO WATER AND
NATIONAL ASSETS, PUBLISHED IN THE OFFICIAL GAZETTE OF
THE FEDERATION ON JANUARY 6, 1997 AND
HIS CLARIFICATION WAS PUBLISHED IN THE SAME OFFICIAL
NEWSPAPER ON APRIL 30, 1997.
 Limites que establece la norma

La NOM-001-SEMARNAT-2021 actualiza la
Norma Oficial Mexicana NOM-001-
SEMARNAT-1996, que establece los límites
máximos permisibles de contaminantes en
las descargas de aguas residuales en aguas y
bienes nacionales, renovando aspectos
técnicos que, por el transcurso del tiempo,
esta última ya no cumplía.
 Objetives:

THE PURPOSE IS TO ESTABLISH PERMISSIBLE LIMITS FOR

POLLUTANTS IN
WASTEWATER DISCHARGES, IN ORDER TO PROTECT,
CONSERVE AND IMPROVE THE QUALITY OF WATER
OF WATERS AND NATIONAL ASSETS.
CON SU EMISIÓN SE ACTUALIZAN LOS LÍMITES PERMISIBLES
DE CONTAMINANTES, LOS PARÁMETROS Y
MÉTODOS DE PRUEBA, ASÍ COMO LAS REFERENCIAS
NORMATIVAS DE OTROS INSTRUMENTOS RELACIONADOS.
 Those responsible for the discharge must check in an ordinary
way in terms of the provisions of paragraph 6.2, compliance with
the permissible limits established for Daily Average and Monthly
Average in Tables 1 and 2 according to the type of receiving body.
The instantaneous value will be verified either by the Commission
or the Attorney General's Office.

CHARACTERISTICS OF THE ELEMENTS OF AIR

QUALITY MONITORING SYSTEMS:

Monitoring sysitems shall consist of one or more sampling stations and

monitoring, which can be fixed, semi-fixed or mobile.

The monitoring stations will be equipped with systems for acquisition and
transmission of air quality information.

A permanent backup of the information, in electronic and graphic media,

of the history of raw and validated data.

THE OBJECTIVES OF QUALITY ASSURANCE AND QUALITY

CONTROL MANAGEMENT SHALL BE:

Ensure data reliability.

Establish the traceability of the measurement.
Establish the trail of the data and records that are
generated.
Establish data comparability and compatibility.
Establish the representativeness of the data.

QUALITY CONTROL: AIR QUALITY MONITORING SYSTEMS WILL HAVE
CONTROL PROGRAMS INCLUDING THE FOLLOWING:

Inspection visits.
Checks and adjustments of measuring instruments and support equipment.
Replacement and sourcing of consumables.
Calibrations.
Preventive maintenance.
Downloading, Storing, and Sending Data
 Objective of the NOM-043-
SEMARNAT-1993
This official Mexican standard is to establish the maximum permissible levels of
emission into the atmosphere of solid particles from fixed sources.
Objective of the NOM
 Critical areas
The Standard defines some urban centers as “critical
zones” due to the high concentration of pollutants in
the atmosphere:

⦁ Zona Metropolitana de la Ciudad de México

⦁ Monterrey, Nuevo León
⦁ Guadalajara, Jalisco
⦁ Coatzacoalcos-Minatitlán, Veracruz
⦁ Irapuato-Celaya-Salamanca, Guanajuato
⦁ Tula-Vito-Apasco, Estados de Hidalgo y de México
⦁ Corredor Industrial de Tampico-MaderoAltamira, Tamaulipas
⦁ Zona frontera norte
 Sanciones
El incumplimiento de la presente norma oficial mexicana será sancionado conforme a lo dispuesto por la
Ley General del Equilibrio Ecológico y la Protección al Ambiente, su Reglamento en materia de
Prevención y Control de la Contaminación de la Atmósfera y demás ordenamientos jurídicos aplicables
 Vigilancia
La Secretaría de Desarrollo Social por conducto de PROFEPA, los Gobiernos
del Distrito Federal, de las entidades federativas y, en su caso, de los
municipios, en sus respectivas jurisdicciones, son las autoridades
competentes para vigilar el cumplimiento de la presente norma oficial
mexicana.
