En la última década, México
aceleró su dependencia de
gas natural, principalmen-
te de EU. Al mismo tiempo,
redujo drásticamente la pro-
ducción de ese combustible.
En 2009, México impor-
taba un promedio de 900 mi-
llones de pies cúbicos diarios
(mpcd) de gas natural, se-
gún datos de la Secretaría de
Energía (Sener). Este año, ese
volumen se disparó a 5 mil
411 mpcd, 501 por ciento más.
La dependencia de com-
bustible importado pasó de
representar 15.5 por ciento a
67.5 por ciento del consumo
actual de gas natural.
Del lado de la produc-
ción, hace 10 años Pemex ob-
tenía de sus propios campos
4 mil 900 mpcd, mientras
que este año apenas genera
2 mil 602 mpcd, 47 por cien-
to menos, según datos de la
misma petrolera y de Sener.
Tan sólo en esta semana,
tras la entrada en operación
del gasoducto marino que
transporta el combustible de
Texas a Tuxpan, la importa-
ción alcanzó un récord de 5
mil 800 mpcd, según la firma
S&P Global Platts.

ly resigned his post on Friday.
Mr. Volker, who told Secretary
of State Mike Pompeo on Friday
that he was stepping down, of-
fered no public explanation, but a
person informed about his deci-
sion said he concluded that it was
impossible to be effective in his as-
signment given the developments
of recent days.
His departure was the first res-
ignation since revelations about
Mr. Trump’s efforts to pressure
Ukraine’s president to investigate
former Vice President Joseph R.
Biden Jr. and other Democrats.
The disclosures have triggered a
full-blown House impeachment
inquiry, and House leaders an-
nounced on Friday that they
planned to interview Mr. Volker in
a deposition on Thursday.
Mr. Volker, a widely respected
former ambassador to NATO,
served in the part-time, unpaid
position of special envoy to help
Ukraine resolve its armed con-
frontation with Russia-sponsored
separatists. He was among the
government officials who found
themselves in an awkward posi-
tion because of the search for dirt
on Democrats, reluctant to cross
the president or Mr. Giuliani yet

MIDDLETOWN, N.J. — It was
only 7 a.m., but for the commuters
stewing inside a Spartan train sta-
tion in this bedroom community,
the day was already off to a pre-
dictably bad start.
Their train, North Jersey Coast
Line 2606, which is supposed to
depart at 7:06 a.m., had been can-
celed. Again.
This time — the 18th cancella-
tion of the year — the official ex-
planation was “equipment avail-
ability resulting from a mechan-
ical issue.” But these aggrieved
riders in Middletown did not seem
to care. They had heard all the ex-
cuses the railroad had to offer. All
that really mattered was that they
were not getting to work on time.
Again.
This is the plight of the hun-
dreds of people who depend on
what just may be the worst com-
muter train in America. The rail-
road they ride, New Jersey Tran-
sit, has been plagued for the last
two years by a rash of cancella-
tions.
While a few other trains New

two places — to get close to their

For Indefinite Time, Judge Says

A federal judge on Friday re-
jected new regulations that would
allow the government to hold chil-
dren and their parents in deten-
tion for indefinite periods, one of
the Trump administration’s signa-
ture efforts to curtail the large
number of families arriving from
Central America.
Describing the government’s
defense of its proposed new policy
as “Kafkaesque” in some of its
reasoning, Judge Dolly Gee of
Federal District Court for the Cen-
tral District of California said it
was up to Congress, not the ad-
ministration, to supplant a 20-
year-old consent decree that re-
quires children to be held in state-
licensed facilities and released in
most cases within 20 days.
President Trump has repeat-
edly criticized the “legal loop-
holes” that he said force the gov-
ernment to engage in what he
calls “catch and release” of mi-
grant families who have been ar-
riving, until recently, in record
numbers on the southern border.
Under the 1997 consent decree,
known as the Flores agreement,
the government must seek to ex-
peditiously release children from
detention and maintain a number
of minimal standards for them in
secure detention facilities.
The agreement has its origins in
a class-action lawsuit filed in 1985
against the federal government
over its treatment of migrant chil-
dren in detention, including a 15-
year-old Salvadoran girl named
Jenny Flores and a 12-year-old
girl named Alma Cruz. In 1997, im-
migration officials in the Clinton
administration agreed to settle
the lawsuit, establishing stand-
ards for the detention of minors.
Flores lawyers have returned to
court dozens of times in recent
years to compel the government
to abide by the settlement’s provi-
sions, often after dispatching legal
and medical teams to inspect con-
ditions and interview children at
detention centers.
Earlier this year, it was the Flo-
res agreement that allowed law-
yers in the case to visit over-
crowded Border Patrol facilities
along the Texas border and report
to Judge Gee on children who
were being held in filthy condi-
tions without access to basic hy-
giene items, including soap and
toothbrushes.

BAKERSFIELD — In the
face of an ever-growing
homelessness crisis, cities
across California have been
searching for solutions, from
adding shelters and afford-
able housing to improving
mental health and sub-
stance abuse services.
But in Bakersfield, offi-
cials are considering a more
radical approach: They
want to put homeless people
in jail for misdemeanor drug
offenses and potentially for
trespassing.
The tactic would fly in the
face of criminal justice re-
form over the last decade in
California, as the state has
leaned away from incarcera-
tion for low-level, nonviolent
drug crimes. It also would
counter mainstream think-
ing on preventing homeless-
ness and addressing the re-
ality of it.
The still-evolving plan,
which is being spearheaded
by Kern County Sheriff
Donny Youngblood and
Kern County Dist. Atty. Cyn-
thia Zimmer, remains in its
early stages. But it has wide-
spread support from the
corridors of power in Bak-
ersfield and Kern County.
To become reality, the pi-
lot program will need ap-
proval from the Bakersfield
City Council for the appro-
priation of funds, but it won’t
require any official changes
in city or county policy. Al-
though the county operates
the jails and courts, a sub-
stantial portion of funding
for the proposal is likely to

and President Trump have

They squared off in the
Oval Office over shutting
down the government. She
insulted his “manhood,” and
he dubbed her “Nervous
Nancy.” He’s trashed her
home of San Francisco, and
she dismissed him as unwor-
thy of his office.
But their political rivalry
— which at times included
kitschy tweets and sarcastic
memes that did little more
than rile up both parties’
bases — has spiraled into
one of the gravest questions
Congress can consider: im-
peachment of the president.

pected to be a short sprint
toward an impeachment
vote — perhaps no longer
than two or three months —
with confidence. She already
has the support of the vast
majority of her Democratic
members and believes the
American public will agree,
particularly as the facts are
laid out.
But just as important,
because the president’s
interactions with the
Ukrainian president have
brought the debate into the
national security arena, Pel-
osi sees the upcoming fight
as one she can wage on famil-
iar turf thanks to her 25
years of experience on the
House Intelligence Commit-
tee.
When Trump called Pel-
osi on Tuesday to discuss
gun legislation and Con-
gress’ demand for access to a
whistleblower’s complaint
about his alleged abuse of
power, the speaker was
blunt: “Mr President,” she
said, “you have come into my
wheelhouse,” according to a
person familiar with the call.

edged pressing the Ukrain-

On Thursday, the House
Intelligence Committee re-
leased a whistleblower’s
complaint that alleged Barr
“appears to be involved” in
Trump’s efforts to convince
Ukrainian officials to inves-
tigate unfounded allega-
tions regarding Democratic
presidential candidate Joe
Biden and his son Hunter.

It’s a plea Jews make to
God every year, one re-
peated by leaders and lay-
men of every ethnicity and
denomination in predawn
services ahead of Rosh Ha-
shana and Yom Kippur.
Yet, after a year of deadly
synagogue shootings, vi-
olent hate crimes and presi-
dential tweets calling the
majority of Jewish voters
“very disloyal,” few of their
leaders can agree what to
say.
“People love to say, ‘Talk
about politics,’ but none of
us are prophets — it’s not
our job,” Shofet said. “It
takes away from the Torah,
