el ex Gobernador de Tamau-
lipas, Tomás Yarrington.

jurado que fue prestanom-
bres para la compra de varios
ranchos de Yarrington en Ta-
maulipas, en operaciones rea-
lizadas por su coacusado Fer-
nando Cano Martínez.

MATAMOROS, Mexico —
Peering out over the Rio Grande,
separated from Brownsville, Tex.,
by only about 100 feet of coursing
water, Ana Galeano Valdez talked
herself down from a perilous deci-
sion — something she has done
several times in the weeks she has
been living in a tent in one of Mexi-
co’s most dangerous cities.
“When I’m this close and I can
see it, I’m tempted to think I
should just swim across again, but
for what?” she said on a recent
evening, as the sun set over South
Texas.
Last week, a 26-year-old
mother and her toddler drowned
crossing the river from Matamo-
ros, Mexico — the second parent
and child to die there since June.
When Ms. Galeano Valdez, who is
six months pregnant, crossed for
the first time, water rushed into
her raft until it reached her chest.
She reached the other side but
was delivered back to Mexico by
American immigration officials.
Thousands of Central American
migrants like Ms. Galeano Valdez
have been clustered in Mexican
border cities like Matamoros for
months, blocked from seeking
asylum in the United States by a
series of escalating restrictions.
In some places, they are facing
dangers — including kidnapping,
murder and sexual assault, ac-
cording to a State Department
travel advisory — comparable to
what caused many to flee their
home countries in the first place.
Their prospects for gaining en-
try went from slim to nearly im-
possible early this month, when
the Supreme Court let remain in

ANAHEIM, Calif. — Orange
County was the epicenter of the
2018 House Democratic takeover,
where Republicans lost four seats
in what was once the heart of Ron-
ald Reagan conservatism in Cali-
fornia. On Saturday night, as three
of the victorious Democrats were
honored at an annual political din-
ner, a new battle was on every-
one’s minds: How to protect those
gains in 2020 by selling voters on
the impeachment inquiry of Presi-
dent Trump.
At the dinner, Representative
Harley Rouda warned Democrats
not to “sit on our laurels.” Repre-
sentative Mike Levin solemnly
said, “the times have found us.”
And Representative Gil Cisneros,
who came out for the inquiry only
last week, plugged his campaign
website twice to ask for donations
and noted, “The Republicans are
coming after me now.”
A tricky balancing act is now
underway for House Democrats
as they return to their districts for
a two-week recess that will double
as a crucial time to frame a coast-
to-coast debate over impeach-
ment and the nation’s priorities.
Even as surveys showed more
Americans embracing an im-
peachment investigation, voters
talked mostly about issues like
health care and the economy over
the weekend at town hall meet-
ings and party gatherings with
House Democrats. Those mem-
bers, especially in battleground
districts, responded by highlight-
ing their policy accomplishments
and goals — while at the same
time attempting to shape public
opinion on impeachment and pre-
pare voters for coming G.O.P. at-
tacks.
That Democratic messaging
challenge came into sharp relief
during interviews with voters like
Donna Artukovic, a retired
teacher who was volunteering at
the Orange County dinner. Ms. Ar-
tukovic expressed nervousness
about what an impeachment bat-
tle could mean for Democratic
candidates.
“I am afraid it’s going to hurt
them,” she said. “A lot of people —
even who don’t like Trump — don’t
like impeachment.”

his own staff that the Ukraine con-
spiracy theory that he and his law-
yer were pursuing was “com-
pletely debunked” long before the
president pressed Ukraine this
summer to investigate his Demo-
cratic rivals, a former top adviser
said on Sunday.
Thomas P. Bossert, who served
as Mr. Trump’s first homeland se-
curity adviser, said he told the
president there was no basis to the
theory that Ukraine, not Russia,
intervened in the 2016 election
and did so on behalf of the Demo-
crats. Speaking out for the first
time, Mr. Bossert said he was
“deeply disturbed” that Mr.

Ukraine’s former top law en-
forcement official says he re-
peatedly rebuffed demands
from President Trump’s
personal lawyer to investi-
gate Joe Biden and his son,
insisting he had seen no evi-
dence of wrongdoing that he
could pursue despite
Trump’s allegations.
In an interview, Yuri Lut-
senko said while he was
Ukraine’s prosecutor gen-
eral he told Rudolph W. Giu-
liani that he would be happy
to cooperate if the FBI or
other U.S. authorities began
their own investigation of
the former vice president
and his son Hunter but in-
sisted they had not broken
any Ukrainian laws to his
knowledge. Lutsenko, who
was fired as prosecutor gen-
eral last month, said he had
urged Giuliani to launch a
U.S. inquiry and go to court if
he had any evidence but not
to use Ukraine to conduct a
political vendetta that could

“I said, ‘Let’s put this
through prosecutors, not

winning
narrative
Democrats and
Trump’s allies trade
attacks over the
impeachment inquiry.

WASHINGTON — In a
day of bitter partisan skir-
mishing, President Trump’s
allies and his Democratic
antagonists took to the na-
tion’s talk shows Sunday to
present stridently opposing
views of the impeachment
inquiry that hit Washington
last week like a tornado,
sweeping nearly all other
priorities aside.
The sharply dueling nar-
ratives showed that the im-
peachment battle will be one
of bitter political messaging
as much as impartial sifting
of evidence.
Initial polls showed a ma-
jority of Americans approve
of the inquiry — but no na-
tional consensus on how to
assess the president’s ac-
tions.
While the president
spent the day golfing, his al-
lies angrily attacked the le-
gitimacy of the House in-
quiry, excoriated the
whistleblower whose com-
plaint sparked the crisis,
and repeated debunked alle-
gations against former Vice
President Joe Biden and his
son.
Trump later upped the
ante on Twitter, leveling an
incendiary charge against
Rep. Adam B. Schiff (D-Bur-
bank), chairman of the
House Intelligence Commit-
