1 OBJETIVO
Este documento debe ser aplicado por el personal del área de Laboratorios de Mediciones
Especiales y Equipo Medico, miembros del Padrón Nacional de Evaluadores de ema, miembros
de Comisiones de Opinión Técnica, Comité de Evaluación y por la Comisión para la Suspensión
y Cancelación, para el proceso de evaluación y acreditación de Laboratorios de Mediciones

Para la correcta interpretación y aplicación del presente documento se deben utilizar los
siguientes documentos en su edición vigente:

4 CRITERIOS GENERALES
A lo largo del presente documento, los números indicados en corchetes “[ ]” son la referencia a
los requisitos de la norma ISO/IEC 17025:2017.

5 REQUISITOS TÉCNICOS
5.1.1. Verificar que el laboratorio tenga documentado los requisitos del usuario para la calificación, y las
pruebas diseñadas para evaluar los requisitos de usuario y del propósito establecido. [7.1.1 a)]
5.1.2. Debe estar documentada la especificación operacional del Medio, Equipo Médico, Equipo o
Instrumento de Medición Analítica (EIMA) y ésta debe ser apropiada para su propósito establecido.

5.1.3. El laboratorio debe contar con un procedimiento para elaborar los protocolos de calificación. [7.1.3]
5.1.4. El protocolo* de calificación debe documentar claramente qué proceso se estará calificando del
Medio o EIMA, por ejemplo:
*Protocolo. Plan de trabajo escrito que establece los objetivos, procedimientos, métodos y criterios
de aceptación para realizar un estudio.
**La calificación de diseño solamente se acota al proceso de revisión de la documentación del
cliente basado en los requerimientos del mismo.
5.1.5. Cada etapa debe describir el plan de pruebas que garantice la calificación y que incluya:

a. la definición del alcance de la calificación (p. ej. la prueba a llevarse a cabo y el criterio de
aceptación a utilizarse);
b. ejecución del plan (durante el cual los resultados de las pruebas sean registrados, tal y como
las pruebas se llevaran a cabo);
c. la elaboración de un informe en el que se documentarán los resultados de la Calificación del
Medio o EIMA.
5.1.6. Deberán especificarse también los formatos para colección de datos durante la calificación y del
informe de resultados.
Indicar qué se requiere hacer con el Medio o EIMA, por lo que tiene que ser vinculado directamente
al propósito de uso.
En la CD se deberá, hasta donde sea posible, documentar el uso propuesto o probable del Medio
o EIMA y definir las especificaciones operacionales y funcionales apropiadas:
a) La documentación relacionada al uso del Medio o EIMA (p.ej. documentación clara, manuales de
operación fácil de usar, identificación procedimientos;
b) Necesidades de adquisición de datos, forma de procesarlos y presentarlos;
c) Requisitos para servicios, instalaciones y consumibles (p. ej. electricidad, gases especiales, y su
consumo esperado);
d) Condiciones ambientales o intervalo de condiciones dentro de las cuales, el Medio o EIMA debe
trabajar.
Incluir la revisión formal para confirmar que el Medio o EIMA, sus módulos y accesorios se han
suministrado como se solicitaron (de acuerdo a especificaciones establecidas entre el usuario y el
proveedor) y que el Medio o EIMA es instalado adecuadamente en el ambiente que se seleccionó.
La CI debe documentarse formalmente y deberá cumplir lo siguiente:
a) Que el Medio o EIMA (incluyendo todos los módulos y los accesorios) se hayan entregado como
se solicitó (notas de entrega, orden de compra, especificaciones acordadas) y que el EIMA haya
sido revisado y reportado sin daño.
b) Que se proporcionó toda la documentación requerida y que es correcta (ej. manuales de operación,
los cuales también deberán incluir su número y fecha de emisión, la especificación del proveedor
y los detalles de todos los servicios y herramientas necesarias para operar el Medio o EIMA).
c) Que se hayan suministrado computadoras, microprocesadores, licencias y programas de cómputo

de edición correcta.
d) Que se haya proporcionado: la información sobre los consumibles necesarios empleados durante
la operación normal del sistema del Medio o EIMA y los procedimientos de encendido y apagado.
e) Que el ambiente seleccionado para el Medio o EIMA sea el adecuado, con un espacio apropiado
para su instalación, operación, servicio y servicios adecuados (electricidad, gases especiales, etc.)
f) Que se registre la respuesta inicial del Medio o EIMA debida a la aplicación inicial de energía,
documentando que está de acuerdo a lo especificado, registrar cualquier desviación encontrada (si
el sistema está diseñado para realizar cualquier diagnóstico automático o procedimientos de
encendido, la respuesta a estas funciones deberán observarse y documentarse).
g) Cualquiera adicional establecida en el manual del fabricante
Incluir las pruebas de operación basándose en el uso propuesto, las cuales se confirmarán de
acuerdo a lo indicado en el manual del fabricante para la evaluación de especificaciones
operacionales o parámetros en el ambiente indicado en el mismo.
Cada parte indicada en esta etapa debe ser confirmada con el manual de operación específico del
Medio o EIMA calificado.
Se debe verificar que los instrumentos críticos de los Medio o EIMA estén calibrados y trazables
conforme a lo establecido en la política de trazabilidad MP-CA006 vigente.
a. Se debe demostrar que el laboratorio evaluó el desempeño adecuado de cada uno de los
instrumentos de medición involucrados en el Medio o EIMA por ejemplo a través del PAS
(prueba de aptitud del sistema).
Incluir las pruebas para asegurar que el medio, equipo o instrumento funciona correctamente y que
la especificación es apropiada para su uso de rutina.
La especificación de rutina la deberá indicar el cliente y debe ser documentada desde el protocolo.
Ésta especificación puede ser la especificación operacional original, la especificada por el cliente
para su uso actual* o las especificada en el método normalizado de referencia utilizado.

El laboratorio debe presentar evidencia de que las pruebas de desempeño se llevan a cabo en los
mismos parámetros de operación de rutina.
El laboratorio debe conservar los registros de la verificación de las operaciones del mantenimiento,
verificación y calibración, incluyendo los períodos de realización y herramientas de control utilizadas
cuando sean necesarias, antes de la realización de la Calificación.
*Proporciona la evidencia continua del control y desempeño aceptable del Medio, o EIMA, durante
su uso rutinario.
Adicionalmente para la calificación de medios, deberá verificarse que el laboratorio cumple con los
requisitos indicados en la guía de medios FOR-LC-011 vigente.
5.3.1. Todos los registros originales de todas las etapas del proceso de calificación deben resguardarse
para confirmación de lo indicado en el informe. [8.4.2]
5.4.1. El informe o reporte de resultados deberá contener al menos los siguientes requisitos: [7.8.2.1]
f. una descripción, la condición y una identificación no ambigua del Medio o EIMA calificado;
g. la fecha de ejecución de la calificación (Se debe indicar la fecha en la cual la calificación se llevó
a cabo y el resultado de calificación para cada prueba y revisión);
h. los resultados de las pruebas realizadas en cada etapa con sus unidades de medida, cuando
corresponda;
i. el o los nombres, funciones y firmas de la o las personas que autorizan el informe de calificación
en un campo designado como “Autorizó”.

j. cuando corresponda, una declaración de que los resultados sólo están relacionados con los
Medio o EIMA calificados.
a. información sobre las condiciones específicas del ensayo, tales como condiciones
ambientales;
b. cuando sea pertinente, una declaración de conformidad con los requisitos o especificaciones
(véase 7.8.6);
c. cuando sea apropiado y necesario, las opiniones e interpretaciones (véase 7.8.7);
d. la información adicional que pueda ser requerida por métodos específicos, clientes o grupos
de clientes.
Nota. La determinación del cumplimiento del Medio o EIMA se realizará con base en el resultado de
las mediciones realizadas en cada una de las etapas considerando la incertidumbre de medición
cuando sea necesario.
El laboratorio debe demostrar la trazabilidad metrológica del valor resultado de la medición, lo cual
implica que las mediciones que realice como resultado de la calificación, hayan sido realizadas con
instrumentos calibrados con trazabilidad de acuerdo a la política de trazabilidad MP-CA006 vigente,
que los valores resultado de dichas mediciones sean trazables a las unidades del Sistema
Internacional de unidades SI cuando sea posible.
El laboratorio debe asegurar que los dispositivos utilizados para realizar las mediciones, por

Verificar que el o los patrones utilizados sean de una capacidad de medición mejor que el Error
máximo Permitido o Especificación del proceso a Calificar.
Esto debe estar establecido en los requisitos de la norma a evaluar o el requisito establecido del
cliente.
Si se está utilizando un método de referencia y éste incluye las fuentes de incertidumbre que se
deben considerar, el laboratorio debe considerar éstas
6.1.1. Verificar que el “Sistema bajo prueba” este correctamente indicado. [7.2.1]
Se pueden escribir más de un sistema en la misma celda, siempre y cuando el principio del método
y el intervalo medido sean los mismos o sean compatibles.
6.1.2. Verificar que ambos, “Magnitud, Intervalo de medida” puedan ser medidos por los instrumentos de
medición propuestos por el laboratorio y estos cuenten con trazabilidad metrológica documentada.

Se pueden escribir más de una magnitud con su intervalo de medida en la misma celda.
Expresar el intervalo de medida en unidades del Sistema General de Unidades de Medida (NOM-
008-SCFI Vigente).
Nota. Es posible expresar adicionalmente el intervalo de medida en otro sistema de unidades, entre

6.1.3. Verificar que el “tipo de servicio” este correctamente indicado de acuerdo al alcance solicitado por
el laboratorio. [7.2.1]
Es posible que el laboratorio indique una sola etapa o más (excepto la calificación del diseño) esto
dependerá de la capacidad técnica del mismo laboratorio.
**El laboratorio deberá demostrar documentalmente que el cliente solicitó expresamente dicho
servicio, y en su caso declarar en el informe que: “el cliente será responsable de aplicar los criterios
de éxito a los resultados para declarar conformidad”. Para el caso de sistemas tales como
esterilizadores este servicio no aplica, se debe realizar una calificación contemplando al menos las
etapas de instalación, operación y desempeño
6.2.1. Verificar que la “propiedad metrológica o característica medida de acuerdo al método de referencia”
este correctamente indicada y el laboratorio las tenga debidamente documentadas en los
procedimientos.
Para el caso de propiedades metrológicas obtenidas por cálculo a partir de mediciones indirectas,
se debe anotar en el informe: “Estimada por cálculo a partir de la medición de...”.
6.3.1. Verificar que el valor de la “Incertidumbre de medida” corresponda al atribuido al sistema de medida
del laboratorio, expresada con un nivel de confianza de 95%. [7.6]

Verificar que la “Norma o Método de referencia” estén correctamente indicados, así como los
incisos o capítulos que el laboratorio pretende cubrir de dicho método o norma de referencia.

En caso de escribir más de una norma o método, estos deben ser complementarios y
técnicamente equivalentes.
6.5.1. Verificar que los “Instrumentos de medida” sean claramente descritos por magnitud medida, el
orden para dicha descripción será[6.4]:
- Magnitud.
- Descripción general del instrumento o material de referencia certificado.
- En su caso: cantidad y tipo de sensores asociados.
- Exactitud del conjunto.
- Incertidumbre expandida del conjunto.
Para el caso de la medición de humedad relativa la deriva a corto plazo obtenida de la verificación
posterior la calificación, deberá ser menor a la especificación instrumental del sistema de medida
solicitado o menor a la especificación requerida por el usuario.
Se debe verificar que el laboratorio cuente con el tipo y cantidad de instrumentos que manifieste
en la tabla
6.5.2. Verificar que la “Fuente de Trazabilidad” este correctamente indicada acorde a los certificados de
calibración o Material de referencia certificado que presente el laboratorio. La descripción será

Para el caso de que el patrón de medida o MRC sea calibrado directamente en el laboratorio
nacional:

través de una entidad de acreditación extranjera signataria del acuerdo de reconocimiento mutuo,

6.6. Observaciones
6.6.1. Verificar que las “Observaciones” solo contenga información adicional a los campos anteriormente
descritos y que se considere primordial para el claro entendimiento de la tabla.

CONTENT
0 INTRODUCTION
These application criteria were developed by the entidad mexicana de acreditación a.c., with the
feedback of the Laboratories in the area of special measurements, the members of the Assessment
Committee of Special Measurement Laboratories and members of the National Assessor’s Registry
of ema.
1 OBJECTIVE
The objective of this document is to clarify the interpretation of the management and technical
requirements of the ISO / IEC 17025:2017 standard for the performance of equipment, as well
as to establish complementary requirements that will be used in the assessment and
accreditation processes of Laboratories in Special Measurements and Medical Equipment.
This document must be applied by personnel from the area of Special Measurement Laboratories
and Medical Equipment, members of the National Assessor’s Registry of ema , members of
Technical Opinion Commissions, Assessment Committee and by the Commission for Suspension
and Cancellation, for the process of assessment and accreditation of Special Measurement
Laboratories and Medical Equipment, applications received by the entidad Mexicana de
acreditación a.c., and is feasible establish do not conformities with base in the criteria described
therein.

For the correct interpretation and application of this document, the curren editions of the
following documents must be used:

4 GENERAL CRITERIA
Along this document, the numbers indicated in brackets ("[ ]") refer to the requirements of
ISO/IEC 17025:2017.

5 TECHNICAL REQUIREMENT
5.1.1. Verify that the laboratory has documented the user's requirements for the performance, and
the tests designed to evaluate the user requirements and the established purpose, [7.1.1 a)].
5.1.2. The operational specification of the medical equipment, must be documented. Analytical
Measurement equipment or Instrument (EIMA) and this should be appropriate for its stated
purpose, [7.1.1 d)].
5.1.3. The laboratory must have a procedure to develop the performance protocols. [7.1.3]
5.1.4. The performance protocol * must clearly document which process will be performing from the
System under test or EIMA, for example:
* Protocol. Written work plan that establishes the objectives, procedures, methods and
acceptance criteria to carry out a study.
** The design performnace is limited to the process of reviewing the client's documentation based
on the requirements of the same.
5.1.5. Each stage must describe the test plan that guarantees the performance and that includes:
a. the definition of the scope of the qualification (eg the test to be carried out and the acceptance
criteria to be used);
b. execution of the plan (during which the results of the tests are recorded, as the tests
will be carried out);
c.The preparation of a report in which the results of the performance of the system under test or
EIMA will be documented.

5.1.6. The formats for data collection during the performance and the report of results should also be
specified.
Indicate what is required to do with the system under test or EIMA, so it has to be directly linked to
the purpose of use.
The CD should, as far as possible, document the proposed or probable use of the system under
test or EIMA and define the appropriate operational and functional specifications:
a) Documentation related to the use of the system under test or EIMA (eg clear documentation,
easy-to-use operation manuals, and identification of the procedures;
b) Data acquisition needs, how to process and present them;
c) Requirements for services, installations and consumables (eg electricity, special gases, and
their expected consumption);
d) Environmental conditions or range of conditions within which, the system under test or EIMA
must work.
Include the formal review to confirm that the system under test or EIMA, its modules and accessories
have been supplied as requested (according to specifications established between the user and the
provider) and that the system under test or EIMA is properly installed in the environment that was
selected. The CI must be formally documented and must comply with the following:
a) That the system under test or EIMA (including all modules and accessories) have been delivered
as requested (delivery notes, purchase order, agreed specifications) and that the EIMA has been
reviewed and reported without damage.
b) That all the required documentation has been provided and is correct (eg operating manuals,
which must also include their number and date of issue, the supplier's specification and the details
of all the services and tools necessary to operate the system under test or EIMA ).
c) That computers, microprocessors, licenses and correct edition computer programs have been
supplied.
d) That it has been provided: the information on the necessary consumables used during the normal
operation of the system under test or EIMA and the on and off procedures.
e) That the environment selected for the system under test or EIMA is adequate, with an appropriate
space for its installation, operation, service and adequate services (electricity, special gases, etc.)

F) That the initial response of the system under test or EIMA due to the initial application of energy

Each part indicated in this stage must be confirmed with the specific operating manual of the system
under test or EIMA.
It must be verified that the critical instruments of the system under test or EIMA are calibrated and
traceable according to what is established in the traceability policy MP-CA006 in force.
The laboratory must specify in the results report the operation parameters of instruments that are
considered critical and not critical and the way in which the accuracy of the same was evaluated
through:
It must be demonstrated that the laboratory evaluated the proper performance of each of
the measuring instrument s involved in the system under test or EIMA for example through the PAS (aptitude
test system).
Include tests to ensure that the system under test, equipment or instrument is working correctly and
that the specification is appropriate for routine use.
The performance tests must be performed according to the standard reference method used or in the
absence of this, those specifically requested by the client for their particular use.
The routine specification must be indicated by the client and must be documented from the
protocol. This specification can be the original operational specification, that specified by the client
for its current use * or those specified in the standard reference method used.
The laboratory must present evidence that performance tests are carried out on the same routine
operating parameters.

operations, including the periods of completion and control tools used when necessary, before the

* Provides continuous evidence of control and acceptable performance of the system under test, or
EIMA, during routine use.
Additionally for the performance of media, it must be verified that the laboratory complies with the
requirements indicated in the current FOR -LC- 011 media guide.
5.3.1. All the original records of all stages of the perfomance process must be safeguarded for
confirmation of what is indicated in the report.[8.4.2]
5.4.1. The report of results must contain at least the following requirements: [7.8.2.1]
c.a unique identification of the report or performance report (such as the serial number) and on
each page an identification to ensure that the page is recognized as part of the report or score
report, and a clear identification of the end of the report or the performance report.
d. the name and address of the client;
e. the identification of the protocol;
f. a description, condition and unambiguous identification of the system under test or EIMA
perfomed;
the date of execution of the perfomance (It must indicate the date in which the performance
was carried out and the result of performance for each test and revision);
h. The results of the tests carried out in each stage with their units of measure, when applicable;
i. The name (s), functions and signatures of the person (s) authorizing the performance report in
a field designated as "Authorized".
j. When appropriate, a statement that the results are only related to the qualified EIMA or system
under test.

b. where relevant, a statement of compliance with the requirements or specifications (see 7.8.6);

Note. The determination of compliance with the system under test or EIMA will be made based on the
result of the measurements made in each of the stages, considering the uncertainty of measurement
when necessary.
a) the uncertainty of measurement of the measurement result presented in the same unit as
the unit of the measurand or in a term related to said unit (for example, percentage);
b) the conditions (for example, environmental) under which the measurements were made and that
have an influence on the measurement results;
c) a statement that identifies how the measurements are traceable metrologically ;
d) the results before and after any adjustments or adjustments , if available;
e) where relevant, a statement of compliance with the requirements or specifications (see 7.8.6) ;
F) where appropriate, opinions and interpretations (see 7.8.7).
The laboratory must demonstrate the metrological traceability of the value resulting from the
measurement, which implies that the measurements made as a result of the performance have
been made with calibrated instruments with traceability according to the current traceability policy
MP-CA006 in force, which values resulting from said measurements are traceable to the units of
the International System of SI units when possible.
The laboratory must ensure that the devices used to carry out the measurements, for example of
humidity and temperature, for particular types of equipment, do not invalidate the measurement
results derived from their inappropriate use.
Verify that the pattern (s) used are of a better measurement capacity than the Maximum Permitted
Error or Specification of the process to be performed.
This must be established in the requirements of the standard to be evaluated or the client's
established requirement.
When the reference material is used in the performance, the measurement capacity must satisfy
the requirements established in the traceability policy MP-CA006 in force.
All instrumentation used in the measurements must be calibrated, identified and labeled from the
current calibration status.

The uncertainty of the measurement must be estimated integrating all the sources of uncertainty of
each process according to the traceability policy .MP-CA005 (in force).
If a reference method is being used and it includes the sources of uncertainty that should be
considered, the laboratory should consider these

* The design performance is limited to the process of reviewing the client's documentation based
on the requirements of the same.
** The laboratory must demonstrate documentarily that the client expressly requested such service,
and if applicable, declare in the report that: "the client will be responsible for applying the success
criteria to the results to declare compliance". In the case of systems such as sterilizers this service
does not apply, a performance must be made contemplating at least the stages of installation,
operation and performance
6.2.1. Verify that the "metrological property or characteristic measured according to the reference
method" is correctly indicated and the laboratory has them duly documented in the procedures.
For the case of metrological properties obtained by calculation from indirect measurements, it should
be noted in the report: "Estimated by calculation from the measurement of ...”

6.3.1. Verify that the value of the "Measurement Uncertainty" corresponds to that attributed to the

6.5.1. Verify that the "Measuring Instruments" are clearly described by measured magnitude, the
