“Innovación Social con Conectividad y Salud: Telefonía Celular 3G y
Atención Materno-infantil en Comunidades del Amazonas”

El objetivo de NAPO es el despliegue de

infraestructuras de telecomunicaciones en una
zona especialmente aislada como la
Amazonía peruana, buscando mejorar los
servicios públicos de salud, y abrir
oportunidades a un desarrollo sostenible.
Caracteristicas

● Región Loreto, provincia de maynas, Distritos de San

Juan, Punchana, Mazan, Napo y torres Causana. 30 mil
habitantes focalizados en:

○ 90% extrema pobreza

○ 7% no extrema pobreza
○ 3% no pobre
● 17 nodos conforman la Red de Telemedicina Rural del
Napo
● 445 km de radioenlaces WIFI de larga distancia en
5.8GHz y 2.4Ghz.

● Recorrió 306.30km
● Permitió trabajar los primeros radioenlaces

● Se extendió hasta Iquitos
● Recorrió 138.40Km
Topologia

● La red es longitudinal
● Radioenlaces los cuales conforman la red troncal que
va de torre a torre, y conforman las distancias desde los
20 km hasta 50 km.
● Los radioenlaces
● Las torres van desde los 45 a 90 metros de altura
● Los equipos se encuentran montados en lo alto de la
torre
● Los enlaces de distribución hacia los puestos de salud
son de manera inalámbrica
● Se cuenta con estaciones cliente en cada uno de los
puestos de salud.
Sistema de energia

● Los sistemas estan montados en la parte superior de la

torre
● Se tienen las antenas de comunicaciones que manejan
los enlaces troncales
● Los enlaces de distribucion
● Sistema de energia fotovoltaica montados en lo alto de
la torre con pozos a tierra

Red WILLAY, San Pablo
● Este proyecto fue parte de la fase II (2009 – 2010) empezó en el año 2009, “Refuerzo Institucional de Entidades
Públicas de San Pablo a través de Servicios de Telecomunicaciones e Información“, con el objetivo de acercar
las tecnologías de información y comunicación (TIC) a los funcionarios públicos de zonas rurales, para mejorar
su acceso a los servicios de información y comunicación, para contribuir al desarrollo más eficaz de sus función
de gestión gobernabilidad local.

Este proyecto se ha instalado una red inalámbrica de comunicaciones que interconecta 17 entidades entre Puestos de Salud,
Municipios e Instituciones Educativas, ubicados en los distritos de San Pablo, San Luis, San Bernardino y Tumbadén de la
provincia de San Pablo,departamento de Cajamarca.
Descripción
La red está compuesta por enlaces inalámbricos empleando tecnología WiFi, según el estándar
IEEE 802.11n.
En la siguiente figura 5 se muestra la topología de la red implementada, que está compuesta por
enlaces punto a punto y enlaces punto multipunto.

La red está conformada por:

● 4 repetidores troncales.
● 4 repetidores locales.
● 13 estaciones cliente.
Servicios Implementados
● Telefonía IP
La red de telefonía IP brinda el servicio de comunicación de voz entre los 17
establecimientos beneficiados por el Programa WILLAY, existiendo un total de veinticinco
(25) teléfonos instalados

● Acceso a Internet
La red implementada ha sido diseñada para que cada municipio contrate su servicio de
acceso a Internet de manera independiente y lo comparta con las instituciones de su
comunidad.

● Transferencia de datos
A través del sistema implementado se puede acceder a bases de datos y transferencia de
archivos entre todas las PC de la red.
Descripción de las estaciones
Estación Cliente

Las municipalidades de San Pablo y San Bernardino actúan como estaciones cliente y se ha
implementado redes LAN internas en cada municipio para la interconexión de sus
computadoras.

Repetidor Local

En cada uno de los poblados intervenidos, se ha instalado un repetidor local para su

comunicación con sus clientes, mediante enlaces punto multipunto.
● En el caso de San Pablo, el repetidor local está ubicado en su mercado.
● En el caso de San Luis está en la municipalidad.
● En el caso de San Bernardino está en el mercado.
● En el caso de Tumbadem está ubicado en el colegio de la comunidad.
Descripción de las estaciones
Repetidor Troncal

Los repetidores troncales están ubicados en :

● Cerro Yamadon.
● Cerro Alobish.
● Cerro La Mina.
● Mercado San Pablo.

En los casos de los cerros Yamadon, Alobish y mercado de San Pablo ya había
infraestructura instalada para albergar los equipos de telecomunicaciones. En el
caso del repetidor La Mina, se ha construido una caseta para albergar los
equipos, además se han instalado paneles solares empotrados en el techo para
brindar energía eléctrica a los equipos
PROYECTO RED EHAS-@LIS

● La red EHAS-@LIS fue implementada en Cuzco en los años 2003-

2005 donde interconecta a 12 establecimientos de salud del MINSA
ubicados en las provincias de Quispicanchi y Acomayocon.
● La Red de Servicios Cusco Sur y el Hospital Regional del Cusco
brindan servicios de telefonía IP, correo electrónico, Internet tanto con
redes cableadas e inalámbricas.
● Están interconectadas entre sí a través de una red inalámbrica la cual
está formada por repetidores ubicados en los cerros de Huiracochan,
Josjojahuarina, Don Juan, Laykatuyoc y Huáscar.

Se encuentra dentro de una caja
de plástico en la que se encuentra,
además de una placa Soekris
NET4511 (que es la computadora
embebida elegida para los clientes
en esta red), los componentes
necesarios para ofrecer los
servicios descritos.
Descripción de las estaciones
Direccionamiento IP:
● Está realizada según los siguientes criterios:
● Cantidad moderada de usuarios donde se usa direccionamiento estático,
● Es Red privada: Las direcciones se asignan en el rango 192.168.0.0/16, más
que suficiente para cubrir el número de nodos que forman la red.
● Cada interfaz de red (inalámbrica y cableada) de una misma Soekris
pertenece a una red diferente.

Servicios de la red:
● VoIP: Voz sobre protocolo de Internet, que permitirá las comunicaciones
telefónicas.
● Correo electrónico: Tiene capacidad de crear cuentas de usuario de correo
electrónico y todas las funcionalidades para brindar los servicios a los
establecimientos.
● Navegación Internet: acceso a Internet por medio de una conexión ADSL en la
Red de Servicios Cusco Sur.
● Transferencia de datos: permitirá la transferencia de archivos entre todas las
computadoras de la red.

Descripción de las estaciones: Existen la estación cliente, repetidor, estación paralela.
❖ La estación cliente : Está compuesta por los subsistemas de Telecomunicaciones,
de protección eléctrica, Informático y de infraestructura. Para la estación cliente
no disponen de subsistema de energía porque se encuentran en la localidad donde
ya se disponía de suministro de energía.
Descripción de las estaciones
Repetidores:
● Fueron ubicados en puntos estratégicos, implementados en casetas y torres.
● Estas estaciones no necesitan del subsistema informático pero sí del subsistema
energía, subsistema de telecomunicaciones, subsistema de protección eléctrica y
subsistema de infraestructura.
● Se implementó el subsistema de telecomunicaciones en los cerros Josjojahuarina,
Huiracochan, Don Juan, Laykatuyoc, Huáscar y en el Hospital Cuzco.

❖ Transforma la energía solar en
energía eléctrica a través de paneles
fotovoltaicos, entregando en su
salida un voltaje de 12 voltios DC,
esto brinda energía para los
repetidores que se encuentran en
los cerros.
Descripción de las estaciones
La Estación Pasarela: Está situada en la frontera de la red WiFi con el exterior (en el
caso de la red de Cusco está en la Red Cusco Sur). Se encarga de proporcionar los
siguientes servicios:
● Conectividad a Internet a través de un línea DSL speedy 900 de Telefónica.
● Conectividad a la red telefónica exterior a través de una línea convencional
analógica.
● Servidor de correo para proporcionar cuentas de correo a los usuarios de la
red.
● Servidor de VoIP asterisk principal para proporcionar las funcionalidades
adicionales de voicemail y conferencia.
● Servidor de Gestión de Red basado en la aplicación software Zabbix.
