Tengo el agrado de dirigirme a usted, con relación a los dispositivos de las referencias,
mediante los cuales se establece la Dirección General de Abastecimiento es el ente rector
del Sistema Nacional de Abastecimiento encargada, entre otros, del proceso de
implementación gradual del Sistema Informático de Gestión Administrativa (en adelante,
SIGA) y el uso obligatorio del Sistema Integrado de Gestión Administrativa del Ministerio
de Economía y Finanzas (SIGA MEF).
Sobre el particular, es importante recordar que las instituciones que se encuentran dentro
del ámbito del Sistema Nacional de Abastecimiento, entre ellas, su representada, tienen la
obligación de implementar el SIGA conforme dispone la Segunda Disposición
Complementaria Final y la Segunda Disposición Complementaria Transitoria del Decreto
Legislativo N° 1439, Decreto Legislativo del Sistema Nacional de Abastecimiento.
Asimismo, la obligatoriedad del uso del SIGA MEF se encuentra amparada en la Segunda
Disposición Complementaria Transitoria del Reglamento del Decreto Legislativo N° 1439,
Decreto Legislativo del Sistema Nacional de Abastecimiento, aprobado por Decreto
Supremo N° 217-2019-EF, que dispone:

Segunda.- Implementación gradual del SIGA
A efectos del proceso de implementación gradual del SIGA, se aplican las siguientes reglas,
conforme lo determine la DGA:
1. Las Entidades que usan el SIGA MEF mantienen dicho aplicativo hasta su migración al SIGA.
2. Las Entidades que usan aplicativos informáticos ad hoc de gestión administrativa, coordinan con
la DGA sobre su interoperabilidad con el SIGA MEF y con el SIGA, cuando corresponda.
3. Las Entidades que no cuentan con ningún aplicativo informático de gestión administrativa usan el
SIGA MEF, conforme disponga la DGA, hasta su migración al SIGA. (Lo subrayado es agregado).

En ese sentido, esta Dirección General designó a un Analista Regional SIGA, profesional
de la Dirección de Planeamiento Integrado y Programación como responsable de brindar
asistencia técnica funcional en el uso del SIGA MEF y/o monitorear la implementación del
aplicativo informático en su entidad, cuyos datos de contacto figuran en el Anexo N° 1
