1 Propósito
Establecer prácticas claras y seguras para identificar y
controlar los riesgos asociados a tormentas eléctricas con
el fin de proteger la integridad física de los trabajadores,
equipos e instalaciones del Proyecto Constancia.
2 Alcance
Este procedimiento se aplica para todos los empleados
de Hudbay, contratistas y visitantes del proyecto
Constancia y sus instalaciones.
3 Definiciones
 Detectores de Tormentas Eléctricas Principales
Equipos que conforman el sistema principal de detección
de tormentas eléctricas del Proyecto Constancia. Los
detectores están administrados por el área de Salud y
Seguridad Ocupacional de Hudbay.
 Detectores de Tormentas Eléctricas Portátiles
Secundarios (ThunderBolt)
Equipos portátiles de detección de tormentas eléctricas
aprobados por el área de Salud y Seguridad
Ocupacional, los mismos que son administrados y
operados por diferentes. Estos detectores solo deberán
usarse si se realizan trabajos fuera de las áreas de
influencia del sistema principal de Constancia o como
alternativa ante contingencias que se pudieran presentar
en el sistema principal, tales como instalaciones de
mantenimiento u otros que puedan interferir con el
funcionamiento del sistema principal.
 Personal de Piso
Personal que lleva a cabo trabajos en áreas abiertas o en
exteriores.
 Refugio
Ambiente cerrado y/o ambiente con puesta a tierra con
aislamiento interno y que sirva para proteger al personal,
estos pueden ser: contenedores, módulos de vivienda,
comedores, oficinas y cualquier instalación bajo la
protección de un pararrayos.
También se pueden usar equipos con cabina cerrada,
camionetas, minibuses, buses y combis, como refugios
temporales siempre y cuando cumplan con el principio de
Faraday Cage (carrocería metálica, no de fibra de vidrio).

1 Purpose
To establish clear and safe practices for identification and
control of risks associated with an electrical storm in order to
protect the physical integrity of personnel, equipment and
Constancia Project facilities.
2 Scope
This procedure applies to all Hudbay employees, contractors
and visitors for Constancia Project and its facilities.
3 Definitions
 Main Electrical Storm Detectors
Equipment which makes up the main electrical storm
detection system for the Constancia Project. The detectors
are managed by the Occupational Health and Safety area of
Hudbay.
 Secondary Portable Electrical Storm Detectors
(ThunderBolt)
Portable electrical storm detection equipment approved by
the Occupational Health and Safety area, which are
managed and operated by individual areas. These detectors
shall only be used if performing work outside of the areas of
influence of the main Constancia system or as an alternative
in the event of contingencies which could present in the
main system, such as maintenance facilities or others which
interfere with the operation of the main system.
 Outside Personnel
Personnel performing work in open areas or outdoors.
 Shelter/ Refuge
A closed and/or grounded environment with internal isolation
which serves to protect personnel, and can include:
individual refuges, containers, accommodations modules,
mess halls, offices and any other facilities under the
coverage of a lightning rod.
Equipment with closed cabins, trucks, mini busses, busses
and vans may be used as temporary shelters only when they
comply with the Faraday cage principle (metal body, not
fibre glass).
 Warning Systems

 Son aquellas sistemas que nos indican la presencia de
una tormenta eléctrica, pueden ser:
 Visuales (Baliza Roja= Alerta Roja).
 Sonoras, sirenas.
 Avisos Radiales (Centro de Control).
 Correo electrónicos (Centro de Control).
Las instalaciones de oficinas y campamentos deberán
contar con una baliza roja en el exterior y otro sistema de
advertencia en el interior, las cuales deberán encenderse
cada vez que se active una alerta roja y deberá ser
visible para todo personal que transite y desde las áreas
de trabajo.
 Tipos de Alerta
 Amarilla: Alerta de Precaución - indica la
aproximación de una tormenta eléctrica,
mayor a 32 Km y menor a 60Km.
 Naranja: Alerta de advertencia - indica la
aproximación de una tormenta eléctrica,
mayor a 17 Km y menor a 32Km. El
supervisor/Capataz deberá buscar y must seek and coordinate shelter for all on-shift

 Procedimiento de trabajo en exteriores
Descripción paso a paso de como el personal debe
proceder ante la presencia o alerta de una tormenta
eléctrica. Toda empresa contratista deberá contar con un
procedimiento para trabajos en exteriores.
 Temporada de lluvias y tormentas eléctricas
La temporada de tormentas eléctricas es durante el
periodo de Septiembre a Abril de cada año. Durante esta
temporada los supervisores se mantendrán en estado de
alerta permanente y atento a las comunicaciones
radiales.

Systems which advise of the presence of an electrical storm
 Visuals (Red Beacon= Red Alert).
 Alarms, sirens.
 Radio Alerts (Command Center).
 E-mails (Command Center
Office and camp facilities must have a red beacon
installed outdoors and another indoor warning system,
which must be activated each time a red alert is issued.
These systems must visible from any section where
personnel pass and in the work areas.
 Alert Types
 Yellow: Caution Alert – indicates the approach
of an electrical storm, greater than 32 Km and
less than 60 Km away.
 Orange: Warning – indicates the approach of
an electrical storm, greater than 17 Km and less
than 32 Km away. The supervisor/Foreman
personnel.
There shall be restrictions for:
o Blasting work
o Work at heights: The work will be moved
to ground level.
o Load lifting: The crane telescopes must
be retracted and moved to ground level.
o Remote work: In remote areas or higher
areas, personnel must cease work and
move to the appropriate shelters.
o Other work that the area supervisor
considers high risk.
 Red: Danger Alert – indicates an electrical
storm directly over the area and all personnel
must seek shelter. Distance less than 17 Km
away.
 Procedure for working outdoors
Step by step description on how personnel must proceed in
the presence or alert of an electrical storm. All contractor
companies must have a procedure for working outdoors.
 Rainy season and electrical storms
The month of September through April of each year is the
season for electrical storms. Supervisors will maintain a
constant state of alert and shall be aware of all radio
communication during the season.
 Command Centre

 Lugar donde está establecido el equipo de detección de
tormentas. Manejado por personal autorizado de

4 Responsabilidades
4.1 Trabajador

el presente procedimiento.

4.2 Supervisor
 Difundir a todo el personal el presente procedimiento y
mantener registro de esta difusión.
 Familiarizarse con la ubicación de las áreas de trabajo e
instalaciones a su cargo.
 Designar y entrenar a un encargado por cada grupo de
trabajadores a su cargo para proceder en caso se de la
alerta roja.
 Para los grupos de trabajo que se encuentran fuera de la
influencia de los detectores principales, deberá
asignárseles un detector portátil aprobado por el área de
Salud y Seguridad Ocupacional de Hudbay.
 A cada grupo de trabajo se le debe asignar una radio
portátil para mantenerse informado del tipo de alerta que
se presente.
 Informar a sus trabajadores del tipo de alerta y zona en
que se encuentran ubicados.
 No permitir a ningún personal a su cargo realizar trabajos
en exteriores mientras se mantenga la alerta roja.
 Durante la tormenta, hacer un recorrido dentro de su
vehículo y asegurar que todo el personal a su cargo se
encuentra debidamente refugiado.
 Coordinar la disponibilidad y capacidad suficiente de
refugios (instalaciones y/o vehículos) para el personal a
su cargo.

Area where the storm detection equipment is installed.
Managed by authorized Security personnel. Monitoring shall
include the entire Constancia Project. The monitoring and
issuance of alerts is solely the responsibility of the
Command Centre.
 Lightning
Natural and abrupt electrical discharge from the atmosphere.
Discharges may be from Cloud to Cloud, or Cloud to Land. A
lightning strike from Cloud to Cloud occurs 5 -10 times more
than Cloud to Land.
 Thunder
The acoustic noise produced by the lightning as it passes
through the atmosphere to earth.
4 Responsibilities
4.1 Employee/ Worker
 All personnel must receive training and comply with this
procedure.
 Identify the location of the closest shelter and be informed
on the type of alert and the area in which he/she is working.
 Be aware of the radio alerts and danger notifications issued
by the monitoring command centre.
 Seek shelter immediately upon issuance of the red alert.
 Keep all doors and Windows closed during a red alert.
 Do not leave the shelters until the lifting of the red alert has
been notified.
4.2 Supervisor
 Distribute this procedure to all personnel and keep record of
same.
 Be familiarized with the location of the work areas and
facilities under his/her responsibility.
 Designate and train an individual responsible for each group
of employees under his/her charge to proceed in the event
of a red alert.
 The supervisor must assign a portable detector approved by
the HudBay Occupational Health and Safety team for all
work groups working outside of the area of influence of the
main detectors.
 A portable radio must be assigned to each work group for
notification of any type of alert and an assigned person to
notify all workers in the area.
 Inform employees on the type of alert and zone in which
they are located.
 Shall not allow any personnel under his/her responsibility to
perform work outdoors during a red alert.
 Perform a drive and ensure that all personnel under his/her
responsibility has reached safe shelter during the electrical
storm.
 Coordinate the sufficient availability and capacity of the
shelters (facilities and/or vehicles) for personnel under
his/her responsibility.

4.3 Encargado del detector de caída de rayos
portátil
 Recibir el entrenamiento en el uso, interpretación,
programación del Detector Portátil por el área de
Respuesta a Emergencias de Hudbay.
 Obtener la aprobación del área de Salud y Seguridad
Ocupacional de Hudbay para el manejo y uso de los
Detectores Portátiles.
 Usar el distintivo “Personal Autorizado” en su casco.
 Monitorear las condiciones climáticas durante las labores
en el área de trabajo.
 Informar a los trabajadores de las áreas de trabajo sobre
las lecturas de las Alertas (Roja, Naranja y Amarilla) y
actuar de acuerdo al procedimiento según corresponda.
 Velar por el buen estado, operatividad y cuidado del
Detector Portátil.
 Informar de inmediato cualquier avería en el detector
portátil.
 Mantener encendido el detector portátil todo el tiempo si
se encuentra fuera del área de influencia del detector
principal.
 Contar con baterías de repuesto.
 En caso de alerta comunicarse con su supervisor
inmediato y con su Supervisor de salud y seguridad.
4.4 Centro de Control de Monitoreo
 Está establecido en el puesto de vigilancia (PV4) de
Campamento Fortunia.
 El personal de seguridad encargado de monitorear y
enviar las alertas debe estar autorizado y entrenado para
el uso del equipo de monitoreo.
 Monitorear constantemente las condiciones climáticas
con el equipo de monitoreo.
 Emitir las alertas (AMARILLA, NARANJA y ROJA) de
tormenta eléctrica por medio de comunicación radial y
correos electrónicos en todos los canales aprobados para
el Proyecto Constancia.
 Comunicar el término de la alerta y el retorno a las
actividades normales por medio radial y correos
electrónicos definidos para el proyecto Constancia.
 Atender las consultas de estado de alerta existentes en el
Proyecto Constancia.
4.5 Salud y Seguridad Ocupacional
 Monitorear aleatoriamente el cumplimiento del presente
procedimiento.
 Verificar que el “Personal Autorizado” cumpla con los
requisitos para cumplir con esta función.
 Cada año antes del inicio de la temporada de lluvia se
deberá reentrenar y reevaluar al “personal autorizado
“sobre el uso de detectores portátiles”.
 Salud y Seguridad Ocupacional deberá mantener una
base de datos actualizada con los nombres del personal
autorizado para operar los detectores portátiles.

4.3 Individual Responsible for the Portable
Thunderbolt Detector
 Receive training on the use, interpretation and programming
of the Portable Detector from the Hudbay Emergency
Response area.
 Receive approval from the HudBay Occupational Health and
Safety area for the management and use of the Portable
Detectors.
 Wear the “Authorized Personnel” decal on his/her helmet.
 Monitor the weather conditions during work at the worksite.
 Inform employees at the worksite on the alert readings (Red,
Orange and Yellow) and act in accordance with the
corresponding procedures.
 Ensure the proper state, operation and care of the Portable
Detector.
 Immediately notify of any failures in the portable detector.
 Keep the portable detector on at all times if located outside
of the area of influence of the main detector.
 Carry replacement batteries at all times.
 Communicate with his/her immediate Supervisor and the
Health and Safety Supervisor in the event of an alert.
4.4 Monitoring Command Centre
 Located in the surveillance post (PV4) at the Fortunia
Campsite.
 Security Personnel responsible for monitoring and issuing
alerts must be authorized and previously trained on the use
of the monitoring equipment.
 Constantly monitor the weather conditions through the
monitoring equipment.
 Issue alerts (YELLOW, ORANGE AND RED) for an
electrical storm through radio communications and e-mails
through all channels approved for the Constancia Project.
 Communicate the end of the alert and the return to normal
activities through radio communication and e-mails defined
for the Constancia Project.
 Attend to any queries on the status of existing alerts in the
Constancia Project.
4.5 Occupational Health and Safety
 Randomly monitor compliance with this procedure.
 Verify that “Authorized Personnel” meets the requirements to
comply with this role.
 “Authorized Personnel” must be retrained and re-evaluated
on “the use of portable detection systems” each year and
prior to the start of each rainy season.
 The Occupational Health and Safety area must maintain an
updated database which contains the names of the
personnel authorized to operate the portable detectors

 6.6.5 En el caso de trabajos críticos delineados en el punto

6.7.3 Los operadores de equipo pesado podrán seguir
trabajando desde el interior de sus cabinas siempre y
cuando las ventanas y puertas de estas se mantengan
cerradas (obligatorio), y que la visibilidad permita
operar con seguridad. En los casos donde se requerirá
de un vigía para dirigir las actividades, primero se
deberá desarrollar un protocolo para asegurar que el
vigía se encuentre dentro de un refugio o dentro de un
vehículo o equipo adecuado.
6.7.4 Ante la emisión de una alerta roja, se cerrarán
inmediatamente todas las puertas, compuertas,
ventanas, etc, tanto de las unidades móviles como de
los equipos, así como de sus áreas de trabajo. Si se
encuentra en campo, suba a su unidad móvil
(cualquiera que esta sea) o diríjase al refugio más
cercano.
6.7.5 No se utilizarán los equipos de comunicación
conectados a la estructura del vehículo o equipo, sólo
se permite el uso de equipos de comunicación portátil.
6.7.6 El Centro de Control de Monitoreo deberá re emitir la
señal de alerta Roja cada 5 minutos durante el estatus
de Alerta Roja.
6.7.7 Es importante tener en cuenta que la primera alerta
puede iniciarse directamente como alerta roja, sin
pasar por las anteriores debido a la amplitud del radio
de detección de tormentas y la topografía del área.
6.7.8 El personal retornará a su trabajo solo después que la
alerta roja haya concluido y que su supervisor haya
indicado lo mismo.
6.7.9 Las empresas contratistas deberán disponer de
refugios adecuados antes de iniciar sus labores,
pudiendo ser de manera temporal combis, buses,
camionetas.
6.7.10 Los choferes de todo vehículo en tránsito deberán
cerrar sus ventanas y si las condiciones de visibilidad lo
permiten, continuar con su trabajo.

6.6.5 In the event of critical works outlined in 6.6.4, the Area
Manager shall assess the continuation or suspension of
the works.
6.7 Red Alert (Danger)
6.7.1 All Personnel located outdoors must immediately seek
Shelter/ Refuge.
6.7.2 Work may continue as normal in facilities with adequate
grounding. Precautions must still be taken to avoid any
type of atmospheric discharge in the work area.
6.7.3 Operators of heavy equipment can continue working
inside of the cabins so long as the windows and doors
are shut (mandatory) and visibility allows safe
operations. Where a spotter is required in the vicinity to
direct activities, a protocol must be developed to ensure
the spotter is housed in a refuge shelter or suitable
vehicle/ equipment.
6.7.4 Immediately close all doors, gates, windows, etc., both
in mobile units and equipment, as well as in the work
areas upon issuance of a red alert. If currently in the
field, board the mobile unit (regardless of the type) or
find the nearest Shelter/ Refuge.
6.7.5 Radio communication equipment wired with antennae to
the vehicle or equipment shall not be used. Only the use
of portable communication equipment will be permitted.
6.7.6 The Monitoring Command Centre must issue the red
alert message every 5 minutes during the Red Alert
status.
6.7.7 It is important to note that the first alert may start at red,
without having passed through the other stages given
the amplitude of the storm detection radius and the
topography of the area.
6.7.8 Personnel will return to work only after the red alert has
been lifted and the supervisor has indicated same.
6.7.9 Contractor companies must provide adequate shelters
prior to beginning work. These shelters may be
temporary and can include approved vans, busses and
trucks.
6.7.10 Drivers of any type of vehicles in motion must close the
windows and if visibility permits, continue with work.

 6.7.11 Los camiones de abastecimiento de combustible y los

6.7.13 Si se encuentra a la intemperie y comienzan a
presentarse descargas atmosféricas sobre el lugar,
primero despójese de todo objeto metálico, diríjase a
una depresión en el terreno, asuma la posición fetal,
manteniendo los pies juntos con los talones en mutuo
contacto, asimismo, evitar tener equipos electrónicos
encendidos (radios, celulares, etc.).
6.7.14 Las camionetas pick up, Vans, buses, minibuses
volquetes y demás vehículos con neumáticos podrán
transitar en el proyecto, así como ingresar y salir de los
campamentos; siendo la excepción los cisternas de
combustible y los vehículos que transportan material
explosivo.
6.7.15 En el caso de voladura programada, evacue la zona de
voladura y detenga toda operación hasta que cese la
Alerta Roja. Todo el personal debe ser evacuado a una
distancia de 500 metros de la zona de voladura. Se
deberá asegurar el perímetro hasta el término de la
alerta roja.
6.7.16 En los Campamentos del Proyecto Constancia no se
apagarán los Generadores de alimentación de energía
siempre que se encuentren debidamente protegidos y
bajo cobertura de pararrayos con puesta a tierra y las

6.7.17 Las áreas de operaciones que mantienen personal en

6.7.20 Cada área usará los sistemas de advertencia que
requieran de acuerdo a su necesidad para asegurar
que su personal esté convenientemente notificado del
tipo de alerta de la tormenta eléctrica.

6.7.11 The fuel supply trucks and vehicles carrying explosive
material must be parked in an area away from people
and the operators must exit the vehicles to seek Shelter/
Refuge immediately.
6.7.12 In the event of waste rock or fill material unloads, where
a spotter is required in the vicinity to direct activities, a
protocol must be developed to ensure the spotter is
housed in a refuge shelter or suitable vehicle/
equipment.
6.7.13 If located outdoors away from a Shelter/ Refuge when
atmospheric discharges occur in a given area, first
discard any metal objects, then move towards a slump/
depression in the ground and assume a foetal position.
Keep the feet together with the heels in contact with one
another. Avoid contact with any electronic equipment
which may be on (radios, cell phones, etc.).
6.7.14 Pick-up trucks, vans, busses, mini busses, dump trucks
and other tire vehicles may continue transit within the
Project, and may also enter and exit camps. Fuel trucks
and materials carrying explosive material are not
permitted.
6.7.15 In the event of a programmed blasting of mining
material, evacuate the blasting area and stop all
operations until the Red Alert has passed. All personnel
must evacuate a distance of at least 500 meters from
the blasting area if the explosives are loaded into blast
holes.
6.7.16 The energy supply generators will not be shutoff in the
Constancia Project Camps, if they are duly protected
and under the cover of a grounded lightning rod, in
accordance with manufacturer specifications and
national regulations.
6.7.17 Operational areas which require personnel to work
outdoors must have field safety shelters.
6.7.18 Each work group must have at least one radio for
communication purposes when performing work
outdoors.
6.7.19 All work groups located outside of the area of influence
of the Main Detector must carry the portable detectors
approved by the Occupational Health and Safety area.
The work groups must also have a radio for
communication to monitor the type of alert.
6.7.20 Each area will use the warning systems required in
accordance with the needs of the area, to ensure that
personnel is conveniently notified of the type of alert for
the electrical storm.

 6.7.21 Traslado entre Lugares Seguros: Las personas

lugares seguros se podrá realizar ante circunstancias
específicas o especiales tales como: termino del turno,
alertas prolongadas (mayores a 1 hora), problemas de

autorización del supervisor de mayor jerarquía en el
lugar, se harán todos los esfuerzos necesarios para
reducir tal exposición y riesgo. Este desplazamiento
debe tener un propósito claro y debe realizarse con
rapidez. Si no se han observado rayos o truenos por un
tiempo superior a 5 minutos, se permite tal movimiento
siempre y cuando su propósito sea fijo y claro. Bajo
ninguna circunstancia habrá movimiento de un punto a
otro durante periodos de tormenta activa o si el tiempo
entre evento “rayo a trueno “es inferior a 10 segundos.
6.7.21 Transfer between Safe Areas: Individuals must remain
within the shelters until the red alert is lifted; however,
transfer between safe areas may be conducted under
certain or exceptional circumstances, such as: end of
shift, prolonged alerts (more than 1 hours), health
problems, among others. Any transfer must be
authorized by the highest ranked supervisor in the area,
and shall be carried out in such a way so as to minimize
exposure and risk. This displacement must have a clear
purpose and must be executed quickly. If lightning or
thunder has not been observed for a period greater than
5 minutes, this transfer is permitted only when the
purpose of same is set and clear. Under no
circumstances will a transfer be permitted during other
periods of an active storm or if the time between the
“lightning to thunder” is less than 10 seconds.

based on the significant difference between the speed of the
light and the sound (the time which passes between the
lightning bolt and hearing the thunder). The speed of sound
is influenced by the temperature and atmospheric pressure;
however, there is a well-recognized time relationship
between the lightning and the resulting thunder, as detailed
