Beacon Hill Area Neighborhood Association is a 501(c)(4) non-profit organization working
for the benefit of owners and residents of the Beacon Hill area of San Antonio, Texas.
The boundaries are Hildebrand on the North, Fredericksburg Rd on the South and the Union
Pacific Rail Road tracks near IH-10 on the West and the Union Pacific Rail Road tracks
between Blanco Rd and San Pedro Rd on the East.

Committee
invites you to join in a Community Visioning Discussion on
Wednesday, May 20th from 6-8 PM
at 823 Fredericksburg Rd. (Addl. parking available at

The FRED Committee is not a BHANA sub-committee, but
a committee of stakeholders that care about the
revitalization of the Fredericksburg Road Commercial
corridor, between Woodlawn Ave. and Culebra, as a
community driven effort. We are hosting this evening of
community input in order to bring businesses and residents
together and listen to the needs, wants, concerns and
vision of these groups so that we can incorporate that input
into our conversations with the city and elected officials.
We will have on hand several models produced by San
Antonio Community College architecture students as ideas
for the development on the corner of Woodlawn and Fred
as well maps of the corridor to assist in the visioning
process. Our goal is to document YOUR input so that your
voice gets heard as the city considers the role of
Fredericksburg Road in the future.

Beacon Hill Community Garden


Dr. Terry Wahls, a clinical professor of medicine at the University of Iowa, recently wrote an article in the San Antonio Express-News
("Another View' Wednesday, April 15, 2015) in which she discussed community gardens:
"Our patients are often on a long list of medications and suffer from obesity, diabetes, chronic pain, mood disorders, autoimmunity
and more. We teach them how sugar, white flour and vegetables are connected to their health, depending on their choices.
"As our patients replace sugar and white flour with vegetables, their pain fades, weight melts away without hunger, and blood sugar
and blood pressure often begin to normalize. And the need for medications steadily falls as health improves.
"During World War II, 80 percent of Americans self-provisioned their food with so-called victory gardens We need victory gardens
againTo have better health, we need gardeners, urban farmers, and community gardeners. We need men and women who are
willing to cook and heat home-cooked meals. Our individual and collective health depends on it. "
Located at Capitol and West Gramercy, Beacon Hill Community Garden is our victory garden! What was once a dumping ground for
trash and drug paraphernalia, is now a beautiful and thriving vegetable, native plant, and butterfly garden. The article does not
mention an added advantage to gardening: it is great and satisfying exercise which only adds to our physical and mental well-being.
Come enjoy the beauty of this place or request a plot of your own. We always need people to help on Saturday workdays.
Next Beacon Hill Community Garden event is May 9th. Our garden is part of the Sicloverde bike tour. UTSA students will build our
new Harvest Station on May 2, and we will need volunteers to help get the space ready for the tour. The work will begin on both days
at 9:00.

Zoning and Urban Design (ZUD) Committee


The Zoning and Urban Design (ZUD) Committee meets the first Thursday of every month at 7PM at 900 W Woodlawn Ave. The
NCD standards are available on the citys website at http://www.sanantonio.gov/planning/neighborhoods/urbandesign.asp. We have
continued to receive support from the city code enforcement cases. Some property owners who in the recent past have done major
work without permits have made repairs and torn down projects that have gone to court over ordinance violations. This is a win for
keeping the neighborhood safe and looking good. Signage on commercial property became an issued at our last meeting. Our NCD
standards do not allow for commercial signs to be larger than 50 sq. ft. Also remember that all fences require permits.

Connecting4Community
On a busy Saturday last December, 40 or 50 of
us gathered at a scheduled to be demolished
Beacon Hill home to stand with a tired, elderly
neighbor whom most of us had never met
before. Turns out, hes a dear good neighbor.
And its a good house. And together were
quite a neighborhood! It was a moment of
compassion! We pledged to Save Miguels
Home!
On April 30th, many of us gathered at Miguels
home, again. Our District 1 Council Member,
Roberto Trevio, was with us, again. He was
with us, in December our brand new Council
Member it was his second day on the job!
This time, he came with immediate relief for the
needs of the moment: he announced a finallynegotiated agreement no demolition, 9 months
to repair and renovate the home! Together, we
said, We can do that!
But he brought movement momentum as well:
He came with the Directors of the Citys
Department of Development Services and the
Citys Office of Historic Preservation. Together,
they announced a far reaching collaborative
commitment, embodied in his CCR (Council
Consideration Request) changing some of the
policies and procedures that govern demolition
for folk like Miguel in neighborhoods like ours
all across the city! He brought a vision of, and a
commitment to, a far-reaching movement for
justice!

Beacon Hill Appraisals


If you received an appraisal, you are probably
still in shock. A combination of low appraisal
values in the past, combined with rising property
values (according to Deputy Chief Appraiser
Mary Kieke) has resulted in a sharp increase in
local property taxes.
One result will be higher rents for folks living in
Beacon Hill as landlords are forced to raise the
rents to cover the increase, exasperating the
problem of vulnerable tenants in this area.
Affordable housing is also at risk, building on the
rise in home sales and increase of prices we
have seen this last year (part of the reason our
property values are rising.) According to Bexar
County Appraisal District (BCAD): "The majority
of the 2015 Notices of Appraised Value have
been mailed. Deadline to protest is June 1.
Protests may be submitted by regular mail, fax
or in person: emailed protests cannot be
accepted. The evidence packet which includes
data, schedules, formulas and other information
used to value your property may be requested
when you protest your property, or up to 14 days
prior to your scheduled hearing."

From the web site of State Representative Mike Villarreal...he has authored and sponsored HB 585 which makes it
easier for homeowners to challenge higher property assessments: "If you think your property taxes have been
unfairly inflated, please put this new process to work and make your case at the Bexar County Appraisal Review
Board. Anyone can do it. You dont need to pay for legal help. And when you get your property tax bill reduced back
to fair levels, the county tax office has to work much harder in the future to raise your valuation because of the law I
passed in 2013.
Heres how:
Step 1. Complete the Notice of Protest Form by June 1. The protest form is on the back of the Appraisal Notice
you received in the mail. On your Protest Form, state the reason for protest as equity and market value.
Step 2. Gather and submit information on your home to the Bexar Appraisal District.
After you have notified the Bexar Appraisal District that you intend to protest, you will have time to collect and submit
documents (photos, contractors estimates, engineering reports, etc.) that show the current condition of your home,
including any damage which would make it of lesser market value. You should also find examples of similar homes in
your neighborhood that are appraised at lower values per square foot. (You can find this information by doing
searches by property address at BCAD.org) This will allow you to argue for equal treatment.
Step 3. Meet with a representative of the Chief Appraiser. This would be an informal meeting to try to work out
your differences in estimated values.
Step 4. If Step 3 doesn't work. Be sure to schedule a meeting with the Appraisal Review Board to present your
case for why your home is overvalued. BCAD should automatically schedule a meeting for you. But if not, call

Demolition of Homes in Beacon Hill Creates Change


On Thursday, April 30th, Councilman Roberto Trevio held a press conference at the home of Miguel Calzada's on
West French Place in Beacon HIll to celebrate with neighbors on the progress being made on Mr. Calzada's home.
The Councilman thanked organizers and announced the start of a GoFundMe site (gofundme.com) to begin soon to
raise funds. He also announced his Council Consideration Request (CCR) that will be an effort to bring about some
major changes to certain parts of the city code. The proposed changes include the following:
Give certain residents who are facing demolition of their homes (over 65, veterans, people with chronic medical
issues and people who have lived in their homes for over 20 years) an additional six months to come up with a
repair plan. No fines would be levied during that time.
Mandate certain educational and background requirements for appointees to the Building Standards Board.
Amend the city code to resolve conflicting votes between the Building Standards Board and the city's Historic
Design and Review Commission.
The City Council Governance Committee will have to hear the CCR before it goes before full council.
Beacon Hill appreciates Councilman Trevio's efforts especially in light of the demolitions that have occurred in this
neighborhood. Bandit signs, letters from developers or "flippers" and code compliance issues have made many
residents feel vulnerable. The CCR aligns with BHANA goals to preserve housing stock where possible and maintain
neighborhood stability by keeping people in their homes.

The BHANA General Meeting is the second


Monday of each month and meets in the
gymnasium of the Agnes Cotton Elementary
School at the corner of Blanco and Gramercy,
1616 Blanco Road. The door to the gymnasium
which is located in the middle of the building is
on the Gramercy side. Look for the BHANA
meeting sign posted near the door. There is also a
parking lot on the Gramercy side. Hope to see
you at the meeting.
