1. INTRODUCCION 1.1. Participantes responsables. El tratamiento y los trmites para la certificacin fitosanitaria para la importacin a Australia de todas las variedades de mango de Mxico estarn sujetos a este ACUERDO entre el Servicio ,de Cuarentena e Inspeccin Australiano (AOIS) y la Direccin General de Sanidad Vegetal (DGSV) de Mxico. La responsabilidad para garantizar que los requerimientos de AQIS han sido cumplidos. recaer en DGSV. productores. empacadores y exportadores de
mango de Mxico. I

2. ORCHARD, TREA TMENT ANO PACKING SHED PROCEDURES IN MEXICO.

2.1. Areasde Produccin.

Todas las reas de produccin cuya fruta vaya a ser exportadabajo este ACUERDO. estar bajo la supervisin de DGSV para asegurarque los controlesde la mosca de la fruta estn en operaciny que la infestacin de mosca de la fruta se mantienea un nivel bajo. 2.2. Registro de huertos: Todos los huertos de los cuales se cosecharan mangos para exportacin a Australiasernregistrados la DGSV. Los con agricultores que busquen registro debern comprometerse cumplir con un programa a de control fitosanitariadiseado por DGSV para el control de otras plagas adems de las moscasde la fruta y enfermedades.

2.1. Productionareas.
Al! production afeas from which exports fruit will be sourced under this AGREEMENT will be under supervision of DGSV to ensure that fruit fly controls are in place and that fruit fly infestation is maintainedat a low level.

2.2. OrchardRegistration:
Al! orchards from which mangoes will be harvested for export to Australia will be

registered with DGSV. Growers seeking

registration will undertake to comply with a phytosanitary control program raid down by DGSV. tor the control of pests other than fruit fijes and diseases.

3.2. Supervision. Al! treatment will be conducted under the supervision of an authorized DGSV officer who will.

3.2.3. Iniciar el periodo de tratamiento cuando la fruta este sumergidaun mnimo de 10 cm bajo el nivel del agua y registrarel tiempo de inicio. 3.2.4. Medir la temperaturadel agua con un mnimo de 15 minutosde intervalosa travs del perodode tratamiento. 3.2.5. Conservar registros de todas las actividadesefeduadasbajo 3.2.1al 3.2.4.
3.3 Cancelacin del tratamiento. Cualquier tratamiento que falle por virtud de una violacin a las especificaciones anteriores, ser considerado un tratamiento no aceptable. Otro periodo separado de tratamiento podr ser iniciado a la solicitud del propietario. empacador o exportador de la fruta.

3.2.3. Initiate the treatment period once the fruit is submerged to a minimum of 10 cm below the water super-face. and record the time on initiation.
3.2.4. Measure the temperature of the water at a minimum of 15 minutes intervals thought the treatment periodo 3.2.5 Keep records of al! the activities carried out under 3.2.1 to 3.2.4.

3.3 Cancellation of treatment. Any treatment which fails by virtue of violation of the above specifications be considered an unacceptable treatment.

3.4. 4. CERTIFICACION FITOSANITARIA.

3.4 Documentation: 34.1 Copies of sIl orchard certificales. pretreatmenl inspection reports and treatment lemperalurerecords will be senl lo AQIS inparallel wilh the first shipmenl lo Australia under this AGREEMENT. These documents will be usedfor audit purposes only. Thereafter.those records are lo be retained for forwarding AOtS on request. to 3.4.2. DGSV will supply AOIS with a list of registered orchards and packing houses before the start ()f each season and notify of any changes the list as they occur during to the season
4. PHYTOSANITARY CERTIFICATION.

4.1. Certificacin Fitosanitaria Mxico. en

TodoS los envosde mangos. destinados a la exportacin e$tarao acol11P~ados de un certificado fitosanitario ~xpedid()y firm.adopor un oficial autorizadode la SAGAR. Este certificado frtosanitarioincluir la siguiente declaracinadicional: -El producto cumple con los requisitos del ACUERDO entreAOIS y DGSV concerniente a la exportacin mangosa Australiade Los detalles del tratamiento, nmero de registro de los empaques, cantidad de fruta, variedad de de fruta, Estados de origen, as como los sellos de la puerta de la caja o contenedor del embarque,sern insertados en la seccin apropiadaen el certificado fitosanitario.
5. MANEJO DE POST- TRATAMIENTO. 5.1. Empacado.

4.1. Phytosanitary Certification in Mxico.

AII CQnsignments of mangoes destined for export shall be accompanied by a phytosanitarycertifi9ate which has been issued and signedbyanauthorizedofficer of SAGAR. The phytosanitarycertificate will be inelude the following additional declaration:

5. POST -TREATMENT HANDLING. 5.1. Packing.

5.1.1 El empacado mangos, en cajas de de cartn se realizaradentro de una rea a prueba de insectos. 5.1.2 Unicamente las empacadoras que cuentan con enmallado proteccin en las de reas de tratamientoy empacado pueden empacar fruta de exportacin bajo este programa.

5.1.3 Los operadores\d~ las empacadoras registradas tendrn instalaciones adecuadas que permitan separar. a lo largo de los procesos de tratamiento y empaque. a la fruta tratada que se deseaexportara Australia de la fruta no tratada. 5.1.4 Todas las actividades dentro de las empacadorasestarn sujetas a la supervisin de las actividadesde la SAGAR. 5.2 Requisito de empaque. 5.3 Precauciones contra infestaciones en

transito.
Cuando los mangos tratados deban ser transportados en camiones refrigerados para ser empacados en contenedores areos o martimos hacia Australia, va los Estados Unidos. las puertas de dichos camiones sern selladas bajo la supervisin de la SAGAR dentro del rea limpia de la empacadora de origen. Los mangos que se encuentren en

5.3 Precaution Against Cross-Infestation in transito

Los mangos que son embarcados a Australia va puertos areos o martmos de los Estados Unidos de Amrica. cumplirn los requisitos de entrada a ese pas.

5.4 Packing into sea or aircraft containers:

Cartons must be packed nto air containers

under conditions which ensure that the mangoes will not be subject tocrossinfestation by quarantine pest this could be under in-sect-proof mesh, if necessary. Containers must be sealed on completion of loading.

S.S.Transshipment conditions.
Mangoes that are shipped Australia to through the air or sea ports of the United States of America will meet Unites States' entry requirements.

5.6 Empaque en contenedores Martimos para Embarque Directo a Australia. Cuando los mangos vayan a ser embarcados directamente de Mxico a Australia. stos sern cargados en contenedores martimos a prueba de insedos que sern sellados bajo la supervisin de la SAGAR estando an dentro de la empacadora. Si por alguna razn comercial se requiere abrir el contenedor en el puerto de salida antes de cargarto al barco. el exportador solicitar la presencia de un inspector de SAGAR que supeIVise las acciones.
6. INSPECCION AQIS. DE MONITOREO POR

5.6 Packing joto sea containers far direct shipment to Australia. Where treated mangoes are to be shipped directly from Mexico to Australia. they will be loadedirlto insect preof sea containers at the packing station and the containers under the supervisjon of SAGAR. Whether any commercial reason exist that requires the sea containers doors be opened at port of exit before loading of ship, the exported must request a SAGAR officer supervise this operation.
6. MONITORING INSPECTION BY AalS.

6.1. Inspeccin de AQIS:

para verificar la ejecucinde la certificacin y asegurar el cumplimiento ACUERDO. del 6.2. Accin sobre plagas cuarentenadas: El descubrimiento de plagas cuarentenadas vivas en Australia resultara en la destruccin o reexportacindel embarque y la suspensin
del permiso para futuras importaciones de Mxico. Cualquier embarque en transito al momento de la suspensin de este ACUERDO ser destruido o reexportado a su arribo a Australia.

6.2.Action on quarantine pests:

The discovery of the quarantine pests in Australiawill results in destructionor reexport of the shipmentand suspension permission of for the further mango imports from Mexico. Any shipmentsin-transitat time of suspension of thisAGREEMENT will be destroyed or reexportadon arrival to Australia.

6.3. Accin sobre otras plagas:

La deteccin de otras plagas .adems de las listadas en el prrafo 1.2 sern causa para tratamiento o rechazo del embarque hasta que su condicin cuarentenaria sea determinada. Si el porcentaje de embarques rechazados alcanzada un nivel determinado por AQIS como inaceptable por razones de riesgo de plaga o de practica operacional. el programa ser revisado y puede ser cancelado.

6.3.Action on other pests:

The detection ot pests other than those lisiad in paragraph1.2 will be causetor treatmentor rejection ot the consignment until their quarantinable status can be determinad.It the rafe ot rejection ot shipmentsreachesa level determined by AQIS to be unacceptableter reasonsot pest risk or operationalpracticality. the program will be reviewed and may be cancelad. 6.4. 7. COMUNICACiN.
7.1. El Director General de DGSV y el Senior Assistant Director, Plant Ouarantine and Inspection Branch, AOIS se comunicaran c'.Iando sea necesario con relacin a este ACUERDO. El ACUERDO ser efectivo a la aceptacin de ambas partes y permanecer en efecto indefinidamente. Las modificaciones sern hechas de mutuo consentimiento o terminado por cual quiera de las partes sobre una notificacin escrita con 30 das de anticipacin a la otra parte.

7. COMMUNICATION.
7.1 The Director General DGSV and Ihe Senior Assistant Director, Plant QuaranllAe and Inspection Branch, AQIS will communipate .as necessary in relation lo Ihis AGREEMENT. The AGREEMENT will became effective upon acceptance by both parties and will remain in effect indefinitely. Modifications will be made by mutual consent or terminated by either party upon a 30 day advance written notice to the other.
