PROcESS
The initial set of alternative concepts were guided by the
Project need and Purpose (described in Station 2) and the
feedback collected in the March/April 2011 Scoping Sessions
(see Station 4). The Study Team identifed origins and
destinations (see Travel Markets graphs below) that defne
the travel markets in the Study Area. Then, they determined
which markets contributed to the project need and which
corridors currently served those travel markets. The Study
Team then identifed improvements to the corridors or new
corridors that could serve the expected travel demand.

Rail Transit (LRT) provide a higher
level of service than standard buses.
bRT involves traditional bus service,
generally in dedicated lanes (can be

travel times. LRT runs on a dedicated
right-of-way, but generally within the
street. The Metro Gold Line is a good
example.

Caltrans has a broad defnition for highway that
includes many functional classifcations other than
freeway. Some people also use the word arterial. This
category is focused on higher-capacity surface streets
that serve both regional and local travel. Most have four
or more lanes (two or more in each direction). These
roads have signalized intersections, with occasional
grade separations. Rail crossings are typically grade-
separated. Potential alternatives will improve existing
roads to increase capacity. Highway/Arterial alternatives
could include some new alignment, but usually not.
Improvements could include widening, improving
intersections, and/or adding grade separations.
These alternative concepts do not include local street
improvements or TSM/TDM.

words, caltrans could still consider building a surface or
above-ground freeway; however, it would require that it
enter into an agreement with any afected jurisdiction.
