to click Open or Save, please CLICK Save As and then specify the save location onto your computer. This
will download a PDF of all needed materials which include your FPCA Voter Instructions, Declared Write-
In candidates, if applicable, Security Envelope, Signature Page and Carrier Envelope. Then find, open and
print this instruction and return envelope document. NOTE: If using Google Chrome, right click on the
download and click “Show in folder” and then you can save the document to computer.

 Return to the website, CLICK “Download Ballot” under the Ballot Section, it will ask you to click

• FIND and OPEN the saved ballot file with Adobe Reader.

 After all voting selections have been made to the ballot, CLICK on the red “Click Here to Finalize
Selections” button located on the Ballot Image at the top or bottom right hand corner.

 If you would like to save your file, Click Save, Note: If you have Adobe Acrobat (all versions) or Reader
XI (version 11) you can save your filled out ballot. If you only have Adobe Reader X (version 10) or below
you will not be able to save your file to your computer, you will only be able to print your filled out ballot.

 Place the marked ballot into the Secrecy (or security) envelope, or you may use any envelope you have at
your disposal. If you cannot provide a secrecy envelope at all, don’t worry, the lack of a secrecy envelope
will not invalidate your ballot.

 Verify your information in the pre-filed area of the Signature sheet. Then sign and date the signature sheet.

Deadline for Returning Your Ballot
Your marked ballot must be received in our office by regular mail or common/contract carrier on or before 5:00
p.m. on November 4, 2020 (First business day after Election Day), unless you submit your ballot from outside
the United States. If you submit your ballot from outside the United States, the ballot must be mailed by
Election Day and received by the county elections office not later than the close of business on Monday,
November 9, 2020. If the ballot is not received by the applicable deadline, it will be rejected and not counted.

Special Rules Regarding Eligible Common and Contract Carriers

 If you use a common or contract carrier to return your ballot, the carrier must be a bona fide business,
for profit carrier, the primary business of which is transporting or delivering property for compensation.

 A carrier envelope may not be returned in an envelope or package containing another carrier envelope

Texas allows you to return a voted ballot by fax if you are a member, spouse or dependent of the U.S. Armed
Forces on active duty overseas, AND you are casting the ballot from an area in which members of the Armed
Forces are eligible to receive hostile fire pay or imminent danger pay, or that has been designated by the
