Resumen

El siguiente trabajo de investigación tuvo como objetivo optimizar la preparación del Primer
Interviniente del Servicio Nacional de Fronteras (SENAFRONT) en el lugar de los hechos
relativos al delito de homicidio. Para ello, se realizó un trabajo con enfoque cualitativo, tipo
proyecto factible soportado en investigación de campo y en base a un diseño de estudio de
casos explicativo. revisión documental exhaustiva de los manuales aplicables al caso, tal
como lo son el “Manual del Procedimiento Policial como Primer Interviniente en el Sistema
Penal Acusatorio” y el “Manual de Procedimiento del Sistema de Cadena de Custodia”, así
como un estudio que derivó en la aplicación de un cuestionario con opciones de respuesta
dicotómicas y cerradas a una muestra de cien (100) profesionales del SENAFRONT quienes
conformaron una muestra no probabilística y por casos tipo. Los resultados mostraron que los
documentos detallan adecuadamente los procedimientos de actuación, pero se requiere la
especificidad de las herramientas, técnicas, materiales e instrumentos necesarios para tal fin;
así como elementos susceptibles de mejora en cuanto a la capacitación continua y a la
comprensión del impacto derivado de los errores procedimentales en los procesos judiciales.
En tal sentido se formularon formas de acción conducentes a la preparación de estos
servidores públicos en sus actuaciones. El estudio concluye que es necesaria la adecuación
informativa de los documentos analizados, para incluir la especificidad de los aspectos antes
mencionados, así como la importancia que el entrenamiento reviste tanto para la actuación de
los primeros intervinientes del SENAFRONT ante los delitos de homicidio como para la
correcta impartición de justicia en el país.

Abstract

The following research work was aimed at optimizing the preparation of the First Intervener of
the National Border Service (SENAFRONT) at the scene of the events related to the crime of
homicide. For this, a work was carried out with a qualitative approach, a feasible project type
supported by field research and based on an explanatory case study design. exhaustive
documentary review of the manuals applicable to the case, such as the "Manual of Police
Procedure as First Intervener in the Accusatory Criminal System" and the "Manual of
Procedure of the Chain of Custody System", as well as a study that resulted in the application
of a questionnaire with dichotomous and closed response options to a sample of one hundred
(100) SENAFRONT professionals who made up a non-probabilistic sample and by type cases.
The results showed that the documents adequately detail the action procedures, but the
specificity of the tools, techniques, materials and instruments necessary for this purpose is
required; as well as elements that can be improved in terms of continuous training and
understanding of the impact derived from procedural errors in judicial processes. In this sense,
forms of action were formulated leading to the preparation of these public servants in their
actions. The study concludes that the informative adequacy of the documents analyzed is
necessary to include the specificity of the aforementioned aspects, as well as the importance
of training for both the action of the first responders of SENAFRONT in the face of homicide
crimes and correct administration of justice in the country.
