Primero, nos ayudaría a tener una aproximación más real del balance de carbono en el país y
diseñar políticas para cumplir con el compromiso de Perú de disminuir en 20% las emisiones
de GEI con recursos propios y un 10% adicional condicionado a cooperación internacional
(MINAM, 2016). Segundo, fortalecería la necesidad de mantener la integridad de estos
bosques tanto por el servicio de almacenamiento de carbono (evitar emisiones) como el
servicio de sumidero (remoción de emisiones).
In Peru, the conservation and restoration of the integrity of primary
forests is very important, since it is of worldwide importance thanks to
its function as a carbon sink and what it has been doing in recent
decades. In the country, it is estimated that there are 6.9 billion tons of
carbon stored above ground in forests, of which 26% is stored in
forests within 174 protected natural areas of national administration.
The presence of this carbon sink clearly demonstrates the important
role of PNA conservation by helping to preserve the carbon stock in
forests, but also to mitigate climate change. However, this carbon sink
is not considered in the inventory of greenhouse gas (GHG) emissions
at the national level. According to the national GHG inventory prepared
by MINAM for the United Nations Framework Convention on Climate
Change (UNFCCC), the land use, land use change and forestry
(USCUSS) sector contributed 51% of emissions national CO2
emissions in 2012 (MINAM, 2016a). This category includes emissions
due to deforestation and CO2 removals due to the growth of secondary
forests and plantations, but it should be included for two very important
reasons. First, it would help us to have a more realistic approximation
of the carbon balance in the country and design policies to comply with
Peru's commitment to reduce GHG emissions by 20% with its own
resources and an additional 10% conditional on international
cooperation (MINAM , 2016). Second, it would strengthen the need to
maintain the integrity of these forests both for the carbon storage
service (avoid emissions) and the sink service (removal of emissions).
