Ministerio del Poder Popular para la Alimentación:

De cara a los hechos ocurridos en el año 2002, cuando el sector

comercial privado, en contra del gobierno del presidente Hugo Chávez
Frías, decidió endurecer la situación social y económica en Venezuela
con la huelga de las principales industrias de producción y
comercialización de alimentos, posición a la que se sumó la nómina
mayor de Petróleos de Venezuela S.A (PDVSA), se crea en el año
2003, luego de la finalización del paro económico y petrolero, La
Misión MERCAL como parte de las estrategias del líder revolucionario
para evitar cualquier otro intento de sabotaje alimentario que dejó a la
nación altos costos.
En ese camino para garantizar y asegurar la seguridad alimentaria,
nace en septiembre de 2004 el Ministerio del Poder Popular para la
Alimentación (MINPPAL) con el principal objetivo de velar por el
cumplimiento soberano, al acceso a la canasta alimentaria, a precios
justos y excelente calidad. Es así como este organismo comienza a
implementar políticas en materia de comercio, industria, mercadeo y
distribución de alimentos, a través de la regulación, formulación,
seguimiento y evaluación del Estado en este sector.
En el mismo año, se incorpora a la cartera alimentaria la
Corporación de Abastecimiento y Servicios Agrícolas (CASA), a fin de
canalizar el almacenamiento de alimentos, que permitiera manejar las
reservas de una manera estratégica para los productores en esta área.
Bajos las políticas diseñadas por el presidente Chávez, el 2004 se
alza además con las Casas de Alimentación, las cuales cumplirían el
papel de atender las zonas de extrema pobreza y desnutrición infantil,
una deuda más que dejaba la IV República, ubicándola en un 8%.
En la segunda fase de transformación que llevaba como bandera la
dignidad alimentaria, en el 2005, sale al ruedo Logística CASA
(Logicasa), que abre sus puertas para encargarse de las operaciones
aduanales, control de calidad, almacenamiento y transporte de
alimentos. El Mandatario Nacional siempre ocupado por las
poblaciones más vulnerables y excluidas, activa a la disposición del
pueblo a la Fundación Programa de Alimentos Estratégicos
(Fundaproal) que a través de las Casas Alimentación y la entrega de
suplementos nutricionales con la implementación de la Bolsa Solidaria,
para entregar de manera gratuita alimentos preparados y de la cesta
básica a quienes más lo necesitan.
El 2006 representó el fortalecimiento del almacenamiento
alimentario, con la creación de de la Superintendencia Nacional de
Silos, Almacenes y Depósitos Agrícola (SADA), que sería la punta de
lanza para garantizar el depósito y manejo de la reserva estratégica
del sector agroindustrial.

En otro duro golpe contra el capitalismo, orquestado por sectores

radicales de oposición, y bajo los lineamientos del Comandante
Supremo, en 2007 se lanza la Misión Alimentación como base
ideológica de la seguridad y la soberanía alimentaria que por muchos
años estuvo a merced de los intereses de las industrias privadas. Más
tarde, en el mismo año se suma al equipo Venezolana de Alimentos
(Venalcasa), dirigida especialmente al empaquetamiento de alimentos.

Chávez convencido de que en la unión está la fuerza, sin bajar la

guardia con el pueblo de su lado y en mano su bandera socialista, en
2007 promulga la Ley Especial de Defensa Popular Contra el
Acaparamiento y Especulación.

La ruta socialista para asegurar la soberanía alimentaria continuaba en

el 2008 con la promulgación de la Ley Orgánica de Seguridad y
Soberanía Agroalimentaria y la creación de la Productora y
Distribuidora Venezolana de Alimentos S.A (PDVAL).
