Concepts of nursing for community health are discussed and basic strate-
gies are described to illustrate methods of implementing nursing services
within an integrated conceptual framework. Emphasis is put on the inter-
dependence of the methodologies proposed for extending health coverage
and improving the health status of all communities. It also needs to be
pointed out that the utility and form of any one strategy depend on the
local circumstances-e.g., extent of the need, availability of resources, com-
munity expectations, and established patterns of health care. Furthermore,
even though a combination of different approaches may be required to
influence materially the plethora of health problems, the number that most
communities can assimilate at any one time is finite. Therefore, progress is
most likely when the health plan sets priorities and targets for both program
emphasis and strategic directions.
With this background, the dominant characteristics of nursing for com-
munity health, applicable to any care setting, are:
* The systematic analysis of community health problems based on the
population of the entire community with the findings used to program
services, giving priority to vulnerable groups, and to evaluate the effective-
ness of the services provided.
* The extension of primary health care to all in the community using
appropriate technologies and an interdisciplinary referral and support
system .
* The focus of care on prevention of illness and disability-evident
throughout nursing services-in the care of individuals, families, risk
groups, and communities.
