2. ANTECEDENTES
Con fecha 07 de diciembre del 2018, el comité de selección, adjunto la BUENA PRO de la LICITACION
PUBLICA Nº 0010-2018-GRU-GR-CS / Primera convocatoria, para la ejecución de la Obra:
“CREACIÓN DEL SERVICIO EDUCATIVO DE EDUCACION INICIAL ESCOLARIZADA EN
LAS I.E.I N° 581, N° 582, N° 586 - B, N° 587 - B, N° 590 - B, N° 591 - B, N° 592 - B, N° 593 - B,
DISTRITO DE RAYMONDI Y SEPAHUA, PROVINCIA DE ATALAYA – REGION DE
UCAYALI”, con código único de inversiones Nº2278470, SNIP 280002, bajo el sistema de contratación a
SUMA ALZADA.

Con fecha 27.02.2019 se suscribe el ACTA DE ACUERDO DE SUSPENSIÓN DE INICIO DE OBRA, con
la Entidad, el Supervisor de Obra y el Contratista de Obra, acordaron diferir la fecha de inicio de obra por
factores climáticos, estableciendo como FECHA PROBABLE DE INICIO EL 01.05.2019.

Con fecha 01 de Marzo del 2019, el representante legal del consorcio buena ventura mediante CARTA N°
004-2019-ETA-CBV e INFORME N° 001-2019-RO-ING-GMTC-CBV (Residente de obra) nos hace llegar
su solicitud de suspensión de plazo de ejecución de obra.

Con fecha 30.04.2019 el Supervisor de Obra y el Contratista de Obra, en cumplimiento al Acta suscrito el
27.02.2019, verificaron las condiciones climáticas en obra para iniciar; y constataron que continúan las
lluvias e inundaciones, consecuente a ello acordaron mediante ACTA DE VERIFICACIÓN DE
CONDICIONES CLIMÁTICAS solicitar a la Entidad diferir la fecha de inicio de obra por factores
climáticos hasta el 19.05.2019.

3. SUSTENTO PARA DIFERIR LA FECHA DE INICIO DE LA EJECUCIÓN DE OBRA Nº 02.

De la verificación realizado por el Supervisor y Ejecutor de Obra realizado el día 30.04.2019, se determina
que no es factible dar inicio la ejecución de obra, así miso, visto los reportes meteorológicos aguas arribas de
la cuenca hidrográfica se observa en los últimos días del mes de abril presencia de lluvias (ver anexo
meteorológicos), también se aprecia en el panel fotográfico la presencia de lluvias, caminos en mal estado y
la crecida del rio (ver anexo de panel fotográfico); consecuente a ello, en aparo al Articulo Nº 152 del RLCE,
se solicita diferir la fecha de inicio de por presencia de lluvias e inundaciones en el zona de proyecto.

4. CONCLUSIONES Y RECOMENDACIONES.
Visto los antecedentes y el sustento, en concordancia al Articulo Nº 152 del RLCE, es viable diferir la
fecha de inicio hasta el 19.05.2019, por lo que se recomienda al Supervisor de Obras dar trámite
correspondiente a fin de salvaguardar el presente contrato.
