El origen de la desigualdad se basa en procesos sociales, no naturales, y conlleva una

disminución en las posibilidades de educación, cultura, trabajo, vivienda, salud... Siempre

existen grados de desigualdad, pero se puede aseverar que la pobreza y la deficiente atención
en salud van con más frecuencia de la mano.

En este momento de crisis económica, la inequidad es uno de los problemas más

relevantes y complejos de nuestra sociedad. La inequidad se define como las diferencias en el
estado de salud y la atención recibidas por unos grupos de la población debidas a factores
sociales, económicos, culturales y por el diferente acceso, calidad y recursos de los sistemas
sanitarios.

Es una realidad indiscutible que la salud oral de nuestra sociedad depende de los
profesionales sanitarios que nos dedicamos a ello, tanto odontoestomatólogos, higienistas,
protésicos, auxiliares y empresas e instituciones del sector. Somos quienes podemos actuar y
disminuir estas inequidades en la población. Los que realmente podríamos desarrollar un
sistema de promoción de la salud bucodental que llegara a todos y un programa sostenible
para mantener al paciente en salud.

The persistence of profound social and economic inequities not only compromises the
freedoms and entitlements of individuals but directly contravenes the principle, clearly set out
in the WHO Constitution, that the right to the highest attainable standard of health is a
fundamental right of every human being. As well as being an objective in its own right, health
equity is a key enabling factor, for example in working towards UHC. In seeking health equity,
there are mutual synergies to be harnessed between activities aimed at achieving the SDG 3
targets and those that promote gender equality (SDG 5), equality within countries more
generally (SDG 10) and transparency, accountability and non-discriminatory laws (SDG 16).
However, to make the movement towards equity a real force for change, specific programmes
of work are needed to identify objectively who is being left behind, and to develop and
implement effective solutions. Sustainable financing underpins any system that aims to
improve health. One unintended consequence of the focus on disease-control programmes
during the MDG era was the creation of parallel financial flows and the duplication of health
system functions, such as those for information gathering and procurement. It is intended that
inclusion of the concept of UHC within SDG 3 will lead to a more comprehensive approach to
health financing
