Президента Российской Федерации. После недолгого пребывания во главе ФСБ РФ и на посту
секретаря Совета безопасности Российской Федерации в августе 1999 года был назначен
председателем Правительства Российской Федерации.
Первым лицом государства стал 31 декабря 1999 года, когда по решению президента Российской
Федерации Бориса Ельцина был назначен исполняющим обязанности президента Российской
Федерации — в связи с уходом первого президента России в досрочную отставку. Впервые избран
президентом Российской Федерации 26 марта 2000 года. Переизбирался на пост главы
государства в 2004 и 2012 годах. Объявил о намерении участвовать в президентских выборах в
2018 году[10].
Полковник запаса (1999). Действительный государственный советник Российской Федерации 1
класса (1997). Кандидат экономических наук (1997). Мастер спорта по самбо (1973)
и дзюдо (1975)[11], чемпион Ленинграда по дзюдо (1976)[12][13][14], заслуженный тренер России по
самбо (1998)[15][16]. Свободно владеет немецким[17][18] и английскимязыками[19].

Родился 7 октября 1952 года в Ленинграде, в родильном доме им. В. Ф. Снегирёва на улице
Маяковского[25]. Владимир был третьим сыном в семье — у него было два старших брата, которые
умерли до его рождения: Виктор (1940—1942) и Альберт (умер до начала Великой Отечественной
войны). Виктор скончался от дифтерии во время блокады Ленинграда и был похоронен
на Пискарёвском кладбище[30][31][32].

В 1997 году как глава Главного контрольного управления поручил особой комиссии осуществить
проверку эффективности работы российского рыболовства. В результате работы комиссии
выяснилось: «Вылов в 1997 году 6500 т нерки японскими судами дрифтерным способом (запрещён
Резолюцией Генеральной ассамблеи ООН с 1991 года) и 3300 т этого вида рыбы российскими
судами, работающими по научным программам, привёл к перелову озерновской нерки и
фактически поставил на грань банкротства береговые предприятия Камчатской области,
эксплуатирующие её запасы». После завершения работы комиссии в соответствии с её выводами
границы у районов рыбного промысла были изменены, и за следующее десятилетие вылов нерки
вырос в несколько раз — с 2500 до 20 000 тонн[68].
25 мая 1998 года назначен первым заместителем руководителя администрации президента
Российской Федерации[69], ответственным за работу с регионами. К моменту назначения считался
одной из самых влиятельных фигур в Кремле[70].
С 25 июля 1998 года — директор Федеральной службы безопасности Российской Федерации [71].
Своими заместителями Путин назначил генералов Николая Патрушева, Виктора
Черкесова и Сергея Иванова, с которыми был знаком по работе в КГБ и в Санкт-Петербурге.
Осенью 1998 года провёл реорганизацию в ФСБ России [72]. За время нахождения на посту главы
ФСБ, упразднил управления ФСБ по экономической контрразведке и по контрразведывательному
обеспечению стратегических объектов, создал вместо них шесть новых управлений ФСБ. Добился
бесперебойного финансирования ФСБ, а также повышения зарплаты сотрудников ведомства (в
этом отношении они были приравнены к сотрудникам СВР России и ФАПСИ)[73]. Воинское звание
полковник было присвоено на должности директора ФСБ [74]. Перед назначением на должность
директора ФСБ президент Российской Федерации Ельцин предлагал Путину повысить его в
воинском звании до генерал-майора, однако Путин отказался, предложив стать первым
гражданским директором ФСБ[75].
С 26 марта 1999 года назначен секретарём Совета безопасности Российской Федерации, сохранив
за собой пост директора ФСБ[66].
К началу мая 1999 года президент Ельцин принял в общих чертах решение о передаче своей
власти Путину. 5 августа на встрече с Путиным Ельцин сообщил о том, что хочет назначить его
председателем Правительства России [72].
Вторжение боевиков в Дагестан и взрывы жилых домов в сентябре 1999 года

7 августа 1999 года произошло вторжения боевиков под командованием Басаева и Хаттаба в
Дагестан[76], а «Исламская шура Дагестана» провозгласила создание «Исламского Государства
Дагестан».
9 августа Владимир Путин был назначен премьер-министром. Путин возглавил операцию против
боевиков, выступив в качестве энергичного организатора [76]. К 15 сентября боевики были
полностью изгнаны за пределы Дагестана [77].
В сентябре 1999 года произошла серия террористических актов — взрывы жилых домов
в Буйнакске, Москве и Волгодонске, жертвами которых стали более 300 человек. Согласно
приговору Московского городского суда и Верховного суда России [78], взрывы были совершены
карачаевскими и дагестанскими ваххабитами по заказу арабских наёмников Амира Хаттаба и Абу
Умара[79].
Выдвигались версии, согласно которым Путину были выгодны взрывы жилых домов: для поднятия
предвыборного рейтинга и обеспечения победы на президентских выборах, создания
благоприятного общественного мнения перед вводом войск в Чечню [80]. В частности, в
книге Александра Литвиненко и Юрия Фельштинского «ФСБ взрывает Россию» утверждается,
что ФСБ произвела подрывы жилых домов с ведома Путина и Николая Патрушева[81]. Сам Путин
охарактеризовал эту версию как бред [82].
С 26 марта 2000 года избранный президент России[98]. Победу одержал в первом туре, набрав
52,94 % голосов[74]. Вступил в должность 7 мая 2000 года[99].
В мае 2000 года назначил на должность председателя правительства России Михаила
Касьянова[100][101].
24 февраля 2004 года отправил в отставку правительство Касьянова, назвав его работу «в
целом удовлетворительной»[102][103]. Новым председателем правительства стал Михаил
Фрадков[104].
14 марта 2004 года избран президентом Российской Федерации на второй срок, получив
71,31 % голосов[105]. Вступил в должность 7 мая 2004 года[106].
12 сентября 2007 года отправил в отставку правительство Фрадкова[107], назначив главой
правительства Виктора Зубкова[108].
7 мая 2008 года передал власть избранному президенту, бывшему главе своей
администрации Дмитрию Медведеву[109]. За несколько дней до этого Путин занял 2 место в
списке Time «100 самых влиятельных людей мира» [110].
Внутренняя политика
Первой крупной реформой в конституционно-политической системе страны было осуществлённое
в августе 2000 года изменение порядка формирования Совета Федерации, в результате
которого губернаторы и главы законодательной власти регионов, до того бывшие членами СФ по
должности, были заменены назначенными представителями; последние должны работать в СФ на
постоянной и профессиональной основе (при этом одного из них назначает губернатор, а
второго — законодательный орган региона). В качестве некоторой компенсации утерянных
губернаторами лоббистских возможностей был создан совещательный орган — Государственный
совет[111].
Через несколько дней после террористического акта в Беслане в сентябре 2004 года Путин
объявил о намерении отменить выборы глав регионов, мотивировав этот шаг целью усиления
борьбы с терроризмом. Согласно одному из опросов ВЦИОМ, это было осуществлено вопреки
мнению 48 % опрошенных[112]. Также был осуществлён переход к выборам
депутатов Государственной думы исключительно по партийным спискам. Территориальное
представительство в Государственной думе было упразднено, половина членов Совета
Федерации стали назначаться губернаторами, в свою очередь, назначаемыми президентом.

Во время президентства Путина его обвиняли в подавлении независимых средств массовой
информации[127][128][129]. В частности, с ним связывали так называемые дела НТВ и ТВ-6,
закрытие ТВС, закрытие независимых газет или смены их собственников. За время президентства
Путина было убито несколько журналистов, а Россия в «рейтинге свободности» организации
«Репортёры без границ» по состоянию на 2008 год находилась на 144 месте среди 173 стран,
участвующих в рейтинге[130].
Владимир Познер обращает внимание, что за время президентства Путина никого из журналистов
не посадили в тюрьму[131].
К третьему президентскому сроку Путина, в январе 2013 года, Россия в рейтинге свободы прессы,
составленном международной организацией «Репортёры без границ», опустилась на 148-е место
из 179 включённых в список стран. Главные причины этого — препятствование объективному
освещению демонстраций оппозиции, ужесточение закона о клевете и создание чёрного списка
интернет-сайтов[132].
8 апреля 2013 года подписал закон об ответственности за публикацию нецензурной брани в СМИ,
позволяющий закрывать средство массовой информации за неоднократное использование
ненормативной лексики. В Союзе журналистов России закон охарактеризовали как «смертную
казнь для СМИ»[133].
В декабре 2013 года председатель Общественной палаты Московской области Павел
Гусев вынужден был оставить свой пост из-за публикации в «МК» статьи Александра
Минкина «Милостивый государь», посвящённой помилованию Путиным бизнесмена Михаила
Ходорковского. Статья была удалена с сайта газеты, но стала хитом Рунета[134][135].
Образование молодёжных организаций, поддерживающих политику Путина

В период президентства Путина был создан ряд молодёжных организаций, ключевыми пунктами
программ которых является сохранение суверенитета и целостности России, осуществление
модернизации страны и формирование действующего гражданского общества[136]. Путин регулярно
встречался во время своего президентства с организацией «Наши». Некоторые из действий этих
молодёжных организаций вызывали резкую критику со стороны прессы и политической
оппозиции[137][138].
Положение национальных и сексуальных меньшинств
По мнению, высказанному в 2004 году уполномоченным по правам человека в РФ Владимиром
Лукиным, в президентство Путина отмечается рост шовинизма и расизма, что критики, включая
общественный Комитет защиты свободы совести (под руководством Глеба Якунина), ставят в вину
власти, обвиняя её в попустительстве пропаганде насилия и ненависти к национальным
меньшинствам, ЛГБТ-меньшинствам и отдельным группам людей[139].
Гибель подводной лодки «Курск»

Гибель подводной лодки вызвала критику не только в адрес Вооружённых Сил РФ, но и в адрес
самого президента. 12 августа 2000 года на борту подлодки произошли взрывы, при которых
погибло 118 человек[140], есть предположения, что несколько человек возможно выжили после
взрыва и пробовали позвать на помощь[141][нет в источнике]. Спасателям не удалось вызволить
матросов из затонувшей подлодки, и они погибли. Официальные источники далеко не сразу
сообщили о катастрофе. Спасательная операция началась лишь спустя сутки: 13 августа в 18.30
мск. По утверждению «Новой газеты», долгое время командование ВМФотказывалось от
иностранной помощи, уверяя, что в состоянии справиться своими силами[142][143][144][145][146].
Владимир Путин дал санкцию командованию ВМФ на привлечение иностранной помощи лишь
спустя четверо суток после катастрофы, 16 августа 2000 года [147].
14 августа Путин дал указание о расследовании причин гибели «Курска», для чего была создана
Правительственная комиссия во главе с заместителем председателя Правительства
РФ И. И. Клебановым[148].
По итогам расследования причин гибели «Курска», «за серьёзные упущения в организации
повседневной и учебно-боевой деятельности флота» от своих должностей были отстранены 15
адмиралов и офицеров Северного флота и главкомата ВМФ, в том числе командующий Северным
флотом Вячеслав Попов[149].
Экономическое развитие

Подводя экономические итоги пребывания Путина на посту президента России (2000—2008
годы), The Wall Street Journal писал: «Экономика не только вернула себе все позиции, утраченные
в 1990-е, но и создала жизнеспособный сектор услуг, который практически не существовал в
советский период. В России накоплен третий по объёму золотовалютный запас после Китая и
Японии»[150]. Председатель Китайской Народной Республики Ху Цзиньтао в 2007 году отмечал: «В
последние годы под руководством Президента Путина в условиях социально-политической
стабильности экономика страны развивается быстрыми темпами. Жизнь населения улучшается с
каждым днём»[151]. Главный экономист Всемирного банка по России в марте 2008 года
констатировал, что Россия на фоне замедления темпов роста мировой экономики показывает
неплохие результаты. Как отметил экономист, Россию можно считать одним из островков
экономической стабильности в мире, что отражает качество макроэкономической политики, рост
внутреннего спроса, накопленные золотовалютные резервы и Стабилизационный фонд [152].
В экономике России отмечался рост ВВП (в 2000 — 10 %, в 2001 — 5,7 %, в 2002 — 4,9 %, в
2003 — 7,3 %, в 2004 — 7,2 %, в 2005 — 6,4 %, в 2006 — 7,7 %, в 2007 — 8,1 %, в 2008 —
5,6 %[153]), промышленного и сельскохозяйственного производства, строительства, реальных
доходов населения. Происходило снижение численности населения, живущего ниже уровня
бедности (с 29 % в 2000 году до 18 % в 2004)[154][155], увеличение объёмов потребительского
кредитования (за 2000—2006 годы рост составил 45 раз) [156][157]. С 1999 по 2007 годы индекс
производства обрабатывающих отраслей промышленности вырос на 77 %, в том числе
производства машин и оборудования — на 91 %, текстильного и швейного производства — на
46 %, производства пищевых продуктов — на 64 %[158].
Индекс развития человеческого потенциала в России увеличился с 0,691 (2000 год) до 0,804 (2015
год)[159], таким образом по этому показателю Россия входит в список стран с очень высоким ИЧР
(>=0.8). С 1999 по 2016 год средняя ожидаемая продолжительность жизни населения России
увеличилась с 65,9 до 71.87 лет[160].
В 1990-е годы уровень налогообложения в России был завышенным и неприемлемым для
хозяйствующих субъектов, несмотря на постоянное ужесточение налогового законодательства,
значительную часть экономики составлял теневой сектор, компании и предприятия продолжали
массово уклоняться от налогов, в том числе путём так называемой «налоговой оптимизации»[180],
активно практиковалась выплата зарплаты «в конвертах» [181][182]. В 2000-е годы Путиным были
подписаны ряд законов, которыми были внесены поправки в налоговое законодательство. В 2001
году была установлена плоская шкала подоходного налога с физических лиц в 13 %, при этом
Путин оговаривал, что такая мера будет действовать только 10 лет [182]. Помимо этого, была
снижена ставка налога на прибыль до 24 %, введена регрессивная шкала единого социального
налога, отменены оборотные налоги и налог с продаж, общее количество налогов было сокращено
в 3,6 раза (с 54 до 15) [183][184][185][186]. Также была радикально изменена система налогообложения
сырьевого сектора: проведена перенастройка механизма экспортных пошлин и введён налог на
добычу полезных ископаемых, что позволило увеличить долю нефтегазовой ренты, улавливаемой
государственным бюджетом, с менее чем с 40 % в 2000 году до 84 % в 2005 году[187]. В 2006 году
замминистра финансов РФ Сергей Шаталов заявил, что за период налоговой реформы налоговая
нагрузка снизилась с 34—35 % до 27,5 %, а также произошло перераспределение налоговой
нагрузки в нефтяной сектор[186]. Налоговая реформа также способствовала увеличению
собираемости налогов[183][188][189] и стимулировала экономический рост[188][190][191][192][193]. Налоговая
реформа оценивается экспертами как один из самых серьёзных успехов Путина [183].
В октябре 2001 года Путин подписал новый Земельный кодекс РФ, который закрепил право
собственности на землю (кроме земель сельхозназначения) и определил механизм её купли-
продажи[184]. В июле 2002 года Путиным был подписан федеральный закон «Об обороте земель
сельскохозяйственного назначения», который санкционировал куплю-продажу и земель
сельскохозяйственного назначения [184].
В послании Федеральному Собранию в начале 2001 года Путин отметил, что действующий Кодекс
законов о труде, принятый ещё в 1971 году, архаичен и не отвечает современным требованиям,
стимулируя теневые трудовые отношения. В конце 2001 года Путин подписал новый Трудовой
кодекс, вступивший в силу 1 февраля следующего года. По оценке Экономической экспертной
группы, новый кодекс привёл трудовое законодательство «в соответствие с требованиями
рыночной экономики» и обеспечил «более эффективное использование и повышение мобильности
трудовых ресурсов»[118][194][195].
Был проведён ряд других социально-экономических реформ: пенсионная (2002), банковская
(2001—2004), монетизация льгот (2005), электроэнергетики и железнодорожного транспорта. По
мнению Госдепартамента США, российская экономика в 1999—2008 годах росла благодаря
девальвации рубля, осуществлению ключевых экономических реформ (налоговой, банковской,
трудовой и земельной), жёсткой налогово-бюджетной политике, а также благоприятной
конъюнктуре цен на сырьевые товары[196].
В президентском послании Федеральному Собранию в 2003 году Путин поставил задачу добиться
«<…> полной конвертируемости рубля. Конвертируемости не только внутренней, но и
внешней.»[197]. Однако, рубль до сих пор не является свободно конвертируемой валютой и тем
самым не может быть реализован на внешних рынках.
В мае 2003 года в Бюджетном послании Федеральному Собранию Путин поставил задачу
создания Стабилизационного фонда РФ[198]. 1 января 2004 года Стабфонд был сформирован.
Основной целью создания фонда являлось обеспечение стабильности экономического развития
страны[199].
В 2005 году Путин объявил о начале реализации четырёх приоритетных национальных проектов в
социально-экономической сфере: «Здоровье», «Образование», «Жильё» и «Развитие АПК»[200][201].
В январе 2008 года Путин заявил, что нацпроекты более эффективны, чем другие
государственные программы[202]. По его мнению, подобного результата удалось добиться
благодаря концентрации административного и политического ресурса [202].
В президентском послании Федеральному Собранию в 2006 году Путин объявил о мерах по
стимулированию рождаемости в России: увеличение детских пособий, введение «материнского
капитала» и т. п.[200].
В президентском послании Федеральному Собранию в 2007 году Путин
обозначил нанотехнологии в качестве одного из приоритетных направлений развития науки и
техники и предложил учредить Российскую корпорацию нанотехнологий, что и было сделано в
июле 2007 года[203][204].
Наблюдалось значительное увеличение иностранных инвестиций в Россию: с 11 млрд долларов в
2000 году до 115 млрд долларов в 2010 году[205]. При этом 2000 по 2016 годы суммарный отток
капитала из России достиг 568,9 млрд долларов США[206].
Американский профессор, занимавшийся ранее исследованием экономики СССР, Маршалл
Голдман[en] в начале 2008 года для характеристики экономической модели, построенной при
Путине, создал термин «petrostate» («нефтегосударство»): Petrostate: Putin, Power, and the New
Russia[207]. В своей книге профессор утверждал, что главный личный вклад Путина в
экономическую политику заключался в создании «national champions» (крупных контролируемых
государством компаний) и ренационализации основных энергетических активов, следствием чего
стало создание нового класса олигархов, которых он называет «силогархами» (от термина
«силовик»)[208][209].
В декабре 2008 года экономист Андерс Аслунд заявил, что главным проектом Путина было
«развитие огромных, неудобоуправляемых государственных мастодонтов, называемых
„национальными чемпионами“» и что последние «задушили большие сектора экономики через
свою инерцию и коррупцию, при этом препятствуя диверсификации»[210]. С 2001 по 2004 года доля
малых предприятий в ВВП России удвоилась, а в 2007 году их число превысило один миллион [211].
Доля малых и средних предприятий в производстве российского ВВП по состоянию на 2009 год —
21 %[212].
Выступая 2 марта 2009 года на форуме «Стратегия-2020», первый заместитель
руководителя Администрации Президента Владислав Сурков, говоря о глубокой рецессии, в
которую вошла Россия в конце 2008 года и истоках предшествующего ей роста, сказал: «<…>
когда мне говорят, что во всём виновата Америка, я хочу напомнить, что наш экономический
рост — производная от того пузыря, который американцы надували. Мы ведь не заслуживали этот
рост»[213].
В 2007 американский журнал Time назвал Путина человеком года, отмечая его лидерство и
стремление к стабильности в России [214].
К началу президентских полномочий Путина в 2000 году за чертой бедности жили 30 % граждан
России. Борьбу с бедностью в марте 2013 года провозгласил одной из принципиальных задач [215]. К
2017 году доля живущих за чертой бедности сократилась до 15 %[216].
В апреле 2013 года Путин признал, что ситуация в российской экономике, несмотря на высокие
цены на энергоносители, ухудшается: снижаются инвестиционная активность и объёмы экспорта,
растут безработица и объёмы оттока капитала. Тяжёлым бременем на госбюджет легло
начавшееся летом мощное наводнение на Дальнем Востоке, с бедствием подобного масштаба,
сказал Путин, Россия никогда в своей истории не сталкивалась [217][218][219].
15 апреля 2013 года бывший министр финансов РФ Алексей Кудрин признал, что российские
власти серьёзно опоздали с экономическими реформами [220].
Взаимоотношения власти и крупных предпринимателей
По мнению журнала «The Economist», в 2000 году, после прихода на пост президента Путин,
возможно, заключил негласное соглашение с олигархами: правительство закроет глаза на все
предшествующие нарушения закона при условии, что олигархи будут вести себя безупречно, что
означало отказ от сомнительных сделок, характерных для начала и середины 1990-х[221]. Кроме
того, с точки зрения Путина, это означало согласие оставаться вне политики [221].
28 февраля 2000 года на встрече со своими доверенными лицами Путин озвучил тезис
«равноудалённого положения всех субъектов рынка от власти», дав для СМИ термин для
обозначения своего нового курса в отношении крупного бизнеса — «равноудаление олигархов»[222].
Через четыре дня после инаугурации Путина, 11 мая 2000 года, прошли обыски в главном офисе
холдинга ЗАО «Медиа-мост» — компании Владимира Гусинского, который, по мнению
некоторых[222], осенью 1999 года, во время думской предвыборной кампании, посредством
контролируемого им телеканала НТВ поддерживал главных политических противников Путина —
блок Юрия Лужкова и Евгения Примакова «Отечество — Вся Россия (блок)» (ОВР) (напротив,
гендиректор НТВ Евгений Киселёв утверждал, что такое мнение о роли НТВ есть
распространённое заблуждение [222]); 13 июня 2000 года Гусинский был взят под стражу и на три
дня помещён в следственный изолятор[222].
По словам Михаила Горбачёва, 20 июля 2000 года в камере Бутырской тюрьмы министр
печати Михаил Лесин предложил арестованному Гусинскому подписать соглашения, включающие
сделку — т. н. «секретный протокол № 6» — прекратить уголовное преследование Гусинского в
обмен на передачу им акций телекомпании НТВ Газпрому на предложенных условиях. Экс-
президент СССР, председатель Общественного совета НТВ Горбачёв оценил этот факт как
«вопиющее свидетельство грубого государственного шантажа» [223].
В разгар скандала Лесин заявил о том, что Путин знал о подписанном в Бутырке «протоколе
№ 6»[224]. В мае 2004 года Европейский суд по правам человека, рассмотрев жалобу Гусинского,
пришёл к выводу, что «лишение свободы заявителя использовалось в качестве стратегии ведения
коммерческих переговоров, и такие институты публичного права, как уголовное преследование и
содержание под следствием, не должны использоваться с данной целью» [225]. За незаконный арест
ЕСПЧ обязал Российскую Федерацию выплатить Гусинскому 88 тысяч евро в качестве
компенсации судебных издержек [226].
Борис Березовский осенью 2000 года эмигрировал в Великобританию и продал контрольный пакет
акций телеканала ОРТ. За долги была передана в собственность «Газпрома» телекомпания НТВ
Гусинского, после чего было прекращено вещание ТВ-6 (ТВС) — телевизионного канала
Березовского, на который перешла работать группа журналистов НТВ. Основные телевизионные
каналы — ОРТ (Первый канал), «Россия» и НТВ стали принадлежать государству или
государственным компаниям.
25 октября 2003 года по обвинению в нарушениях, допущенных в ходе приватизации ЗАО
«Апатит», был арестован владелец НК ЮКОС Михаил Ходорковский. (См. также статью Дело
ЮКОСа) Уголовное преследование началось вскоре после того, как он заявил о том, что будет
финансировать оппозиционные партии — СПС, «Яблоко»[227][228][229][230]. 31 мая 2005 года
Ходорковский вместе со своим деловым партнёром Платоном Лебедевым был осуждён за
мошенничество и хищения в особо крупных размерах, а также за неуплату налогов. В декабре
2004 года, для урегулирования долговых обязательств НК ЮКОС перед государством, была
продана принадлежащая ей нефтедобывающая компания «Юганскнефтегаз». После «дела
ЮКОСа» практически все нефтяные компании уточнили свои позиции по уплате налогов и стали
вносить в бюджет значительно большие суммы. В 2004 году рост сбора налогов составил 250 % от
уровня 2003 года[231]. В 2005 году контролируемая государством компания «Газпром» выкупила по
рыночной цене[232] (13,1 млрд долларов США) 75,7 % акций нефтяной компании «Сибнефть» —
последний крупный актив Романа Абрамовича в России («Сибнефть» была приватизирована в
1996 году за $100 миллионов в ходе залоговых аукционов[233]). К 2008 году капитализация
«Сибнефти» (переименованной в «Газпром нефть») увеличилась до 25 млрд долларов США[234]. В
результате национализации активов ЮКОСа и «Сибнефти» была значительно увеличена доля
государства в нефтегазовой промышленности.
Ряд миллиардеров (таких, как, например, Сергей Пугачёв), сделавших своё состояние в 1990-е,
согласно сообщениям СМИ, пользовались близостью к Кремлю, однако затем, по мере укрепления
позиций президента, утратили своё влияние [235][236]. В декабре 2013 года уехавший за границу
Пугачёв был заочно арестован и объявлен в международный розыск по обвинению в растрате
75 млрд рублей[237]. В июле 2015 года в интервью газете Financial Times Пугачёв утверждал, что
именно он предложил Ельцину кандидатуру Путина на пост главы государства, связал своё
уголовное преследование с личной ссорой с Путиным, а в сентябре 2015 года предъявил к России
иск на 12 млрд долларов[238][239][240][241].
Начало третьего президентского срока Путина в 2012 году отмечено усилением его внимания к
топливно-энергетическим активам, прежде всего, к нефтяной отрасли. 23 мая 2012 года
президентом компании «Роснефть» назначен Игорь Сечин, которого пресса характеризует как
одного из ближайших доверенных лиц Путина[242][243]. 22 октября 2012 года Путину доложено о том,
что «Роснефть» выкупает 100 % акций ТНК-BP у консорциума AAR и британской нефтяной
компании BP. Общая сумма сделки составила 61 млрд долл. Путин на встрече с Сечиным назвал
сделку «хорошим сигналом для российского и международного рынков», а самого Сечина
на саммите АТЭСоценил как «очень эффективного работника» [244][245]. 21 марта 2013 года сделка
была завершена, что Путин оценил как очень важный шаг по приватизации госсобственности [246].
По данным газеты «Ведомости», опубликованным в феврале 2013 года, с президентом
«Транснефти» Николаем Токаревым Путин сблизился во время совместной работы в дрезденской
резидентуре КГБ[247].
29 марта 2013 года Путин по примеру ряда развитых стран предложил ввести и в России
ограничения на золотые парашюты для топ-менеджеров[248].
В мае 2013 года Путин консультировался с бизнес-сообществом и омбудсменом об амнистии для
предпринимателей, но счёл идею сырой и неподготовленной[249]. Однако уже 21 июня Путин
одобрил такую амнистию и выразил уверенность, что она укрепит доверие граждан к бизнесу [250].
В октябре 2013 года аналитики швейцарского банка Credit Suisse в ежегодном отчёте о глобальном
благосостоянии пришли к выводу, что в России 110 миллиардеров владеют 35 % всех
национальных богатств страны[251].
В декабре 2013 года общественный резонанс вызвала начавшаяся с критики расточительности
ОАО «РЖД» рекомендация Путина государственным корпорациям и структурам проводить
корпоративы строго за свой счёт, в складчину, без использования бюджетных средств. Указанию в
канун новогодних праздников немедленно последовали госкомпании и министерства, а
Администрация президента РФ и правительство России в связи с тенденциями вообще
отказались от проведения новогодних корпоративов [252][253].
В декабре 2013 года внимание российской и мировой прессы привлекло помилование Путиным
после 10-летнего заключения предпринимателя Михаила Ходорковского, что было расценено как
попытка улучшить имидж России накануне зимней Олимпиады в Сочи[254][255].
Борьба с коррупцией и оценки изменения её уровня
К 1999 году, последнему году президентства Бориса Ельцина, Россия являлась одной из наиболее
коррумпированных стран мира[256]. В рейтинге международного агентства Transparency
International за 1999 год по индексу восприятия коррупции Россия поделила с Эквадором 82-83-е
места из 99 рассмотренных стран [257].
В 2000-х Россия присоединилась к ряду международных соглашений по борьбе с коррупцией [258].
Так, в конце 2005 года Путин внёс в Госдуму федеральный закон о ратификации Конвенции ООН
против коррупции от 31 октября 2003 года. В марте 2006 года он подписал этот закон, и тем самым
Конвенция была ратифицирована. Конвенция создаёт основу для взаимодействия
правоохранительных органов различных государств в деле борьбы с коррупцией, а также
устанавливает ряд стандартов в антикоррупционной политике [259][260]. В июле 2006 года Путин
подписал федеральный закон о ратификации Конвенции Совета Европы об уголовной
ответственности за коррупцию[261][262].
В первые годы президентства Путина индекс восприятия коррупции (ИВК), рассчитываемый
международным агентством Transparency International, рос (чем выше этот индекс, тем меньше
коррупция с точки зрения внутренних и иностранных экспертов). Так, если в 2000 году он
составлял 2,1 балла[263], то в 2002 году — 2,7 балла[264], в 2004 году — 2,8 балла[265]. Затем
произошло снижение ИВК, который к 2007 году опустился до 2,3 балла [266]. В 2008—2010 годах он
колебался в диапазоне 2,1-2,2 балла[267][268][269]. А в 2011 году вновь поднялся до 2,4 балла[270]. По
данным, опубликованным в сентябре 2007 года [271][272], в индексе восприятия коррупции Россия за
последний год правления Путина в качестве президента сместилась к концу списка на 17 пунктов
(143-му месту в мире). В СНГ, по данным агентства, хуже ситуация с коррупцией была только в
Азербайджане и всей Средней Азии. В 2010 году в индексе восприятия коррупции Россия
опустилась на 154 место в мире[273]. В 2011 году Россия поднялась до 143 места [274]. Данный
индекс не отражает уровень коррупции в объективных величинах (например, объём
коррупционных денежных средств). Он критикуется за тенденциозный подбор экспертов, а также
за то, что может представлять собой самоисполняющееся пророчество [275].
По данным опросов, проведённых Институтом народнохозяйственного прогнозирования РАН (ИНП
РАН), коррупционное давление на российские предприятия в 2000-е годы снизилось по сравнению
с его уровнем в 1990-х годах[276].
Существует мнение, что в период президентства Путина уровень коррупции вырос по сравнению с
временем правления Ельцина. Согласно исследованию фонда ИНДЕМ, за 2001—2005 гг. объём
коррупции в сфере отношений власти и бизнеса возрос почти в 10 раз (с 33,5 до 316 млрд долл.,
что превышает расходы федерального бюджета России за 2005 год [277]), бытовая коррупция —
выросла в 4 раза, а средний размер взятки увеличился с 10,2 тыс. долл. до 135,8 тыс. долл. за тот
же период[278][279].
В феврале 2008 году деятель партии СПС Б. Немцов и бывший заместитель министра энергетики
России В. Милов опубликовали доклад «Путин. Итоги»[280], где утверждали, что одним из самых
негативных итогов президентства Путина стало значительное повышение уровня коррупции[281].
Данная тема получила развитие в ещё нескольких докладах: «Путин. Итоги. 10
лет»[282] (опубликован движением «Солидарность» в июне 2010 г.[283]) и «Путин.
Коррупция»[284] (опубликован Партией народной свободы в марте 2011 г., в числе авторов также —
политик В. Рыжков ). В августе 2012 года Б. Немцов в соавторстве с Л. Мартынюком
[285]
презентовал доклад «Жизнь раба на галерах. Дворцы, яхты, автомобили, самолёты и другие
аксессуары»[286].
По данным Росстата, число зарегистрированных преступлений категории «взяточничество»
выросло с 7 тыс. в 2000 г. до 13,1 тыс. в 2009 г[287]. Однако затем началось снижение их числа, и к
2011 году оно опустилось до 11,0 тыс. [288][289]. В 2012 году снижение продолжилось [290].
В марте 2011 года Путин заявил о необходимости введения нормы, обязывающей госчиновников
отчитываться о своих расходах. Соответствующий закон («О контроле над соответствием
расходов лиц, замещающих государственные должности, и иных лиц их доходам») был подписан
Путиным в начале декабря 2012 года[291][292].
Согласно исследованию британской аудиторской компании Ernst & Young, проведённому весной
2012 года, за 2011 год коррупционные риски в России значительно снизились и по многим
параметрам стали ниже среднемирового уровня. В исследовании Ernst & Young приняли участие
свыше 1500 топ-менеджеров крупнейших компаний из 43 стран мира. Так, если в 2011 году 39 %
опрошенных в России менеджеров заявляли о необходимости давать взятки наличными для
защиты бизнеса или достижения корпоративных выгод, то в 2012 году таких стало 16 %[293].
В апреле 2013 года Госдумой РФ принят внесённый Путиным закон, запрещающий чиновникам,
депутатам, судьям, сотрудникам силовых структур иметь банковские счета и финансовые активы
за рубежом; недвижимость за границей иметь разрешается, но она должна быть в обязательном
порядке задекларирована [294].
Внешняя политика

В августе 2013 года российско-американские отношения, по оценкам экспертов, достигли
низшей точки с окончания эпохи холодной войны. Сентябрьский визит президента США Обамы
в Москву и его переговоры с Путиным были отменены из-за предоставления временного
убежища в России бывшему сотруднику ЦРУ Эдварду Сноудену, разногласий по ситуации
в Сирии и проблем с правами человека в России[317][318].
11 сентября 2013 года в газете The New York Times была опубликована статья Путина «Россия
призывает к осторожности», написанная в виде открытого письма к американскому народу,
содержащая разъяснение российской политической линии в отношении сирийского конфликта.
В ней также президент России предостерегает об опасности тезиса президента США Барака
Обамы «об исключительности американской нации» [319]. Статья вызвала неоднозначную
реакцию мирового сообщества[320].
В 2013 году Путин занял первое место в ежегодном рейтинге «самых влиятельных людей
мира» журнала «Forbes»[321][322], оттеснив на второе место Барака Обаму. По мнению
составителей рейтинга, Путин заслужил первое место, так как в 2013 году он показал себя как
«самодержец, активно демонстрировавший силу в собственной стране и на международной
арене»[323]. В 2014 году результат повторился[324]. В 2016 году Путин в четвёртый раз назван
журналом Forbes самым влиятельным человеком в мире[325]. «Российский президент расширил
влияние своей страны почти на каждый уголок земного шара. И на родине, и в Сирии, и
на президентских выборах в США Путин получает то, что хочет. Не стесненный устоявшимися
мировыми нормами, он смог усилить влияние в последние годы», — отметил журнал[326].

18 марта 2014 года Путин выступил с обращением к парламенту, в котором обосновывал
действия России в Крыму и её притязания на полуостров, и подписал с пророссийскими
властями Крыма договор, оформивший включение Крыма в состав Российской Федерации [403],
позднее, в своём новогоднем обращении по итогам 2014 года, он охарактеризовал
присоединение Крыма к Российской Федерации как «важнейшую веху» в истории страны [409].
С весны 2014 года, в ходе событий на Украине и в Крыму, предметом внимания мировых
политиков и прессы стала концентрация российских войск вдоль российско-украинской
границы и в приграничных с Украиной регионах. 9 августа 2014 года в Financial
Times появилась информация, что Россия по решению Путина уже начала секретную военную
компанию на Украине, поддерживает и вооружает повстанцев, а спецназ Главного
разведывательного управления Генерального штаба Вооружённых сил России тайно проник
на территорию Украины, участвует в боях на стороне ополченцев и понёс первые боевые
потери в количестве 12 бойцов. Российская сторона опровергала информацию британских
разведывательных служб[410][411][412][413][414][415]. 18 августа Путин подписал указ о
награждении 76-й гвардейской десантно-штурмовой дивизииорденом Суворова «за успешное
выполнение боевых заданий». 22 августа министр обороны РФ С. Шойгу, вручив в Псковской
области десантникам орден Суворова, лично поблагодарил их за операцию по возвращению
Крыма[416][417][418].

26 июля 2014 года официальный представитель президента США обвинил Путина в
уничтожении малайзийского «Боинга» в Донецкой области. Российский МИД реагировал
встречными обвинениями в откровенной лжи во внешней политике американской
администрации и клевете в адрес России [419][420]. После начала конфликта на Украине
отношения между Россией и США резко ухудшились [421].
31 августа 2014 года, после введения странами Запада секторальных санкций в связи с
предполагаемой ответственностью России за военные действия на Украине, Путин
предупредил западных партнёров о трудностях возвращения на российский рынок в будущем,
а также заявил, что реакция России на действия Запада неизбежна: «Россия не может
остаться безучастной к тому, что людей расстреливают почти в упор»[422].
17 октября 2014 года Путин принял участие в саммите форума «Азия — Европа» в Милане,
где провёл переговоры с Порошенко, Меркель, Олландом и рядом европейских лидеров. 24
октября на встрече с мировыми политологами и журналистами, участниками дискуссионного
клуба «Валдай», Путин сделал программное заявление, которое по важности политологи
сравнили с его мюнхенской речью 2007 года. Путин возложил на Запад вину за войну на
Украине, ставшую, по его мнению, результатом спонсированного западными державами
переворота. Общий вывод речи заключался в обозначении ответственности американской
администрации за развал системы глобальной безопасности и диктатуру на международной
арене[423][424][425]. Западная пресса отметила жёсткий стиль и антиамериканскую
направленность выступления Путина[426].
18 декабря 2014 года на большой пресс-конференции в Кремле Путин заявил, что россияне,
добровольно принимающие участие в боевых действиях на юго-востоке Украины, не
являются наёмниками и не получают за это денег, а «исполняют свой долг по зову сердца» [427].
Критика
А. Н. Яковлев в конце 2004 и в 2005 годах, говоря о политике Путина, обращал внимание на
следующие «тревожные сигналы»: «…бросается в глаза жесткая последовательность.
Гимн, однопартийная система, послушный парламент, примат государственности над
человеком, вождизм, сращивание государственных структур с бизнесом, особенно с
криминальным, приручение средств массовой информации, возвращение к государственной
историографии, то есть приспособление истории к интересам власти, отсутствие
подлинно независимых судов, расширение сферы деятельности и влияния на политику
специальных служб…»[429].
Отмечалось, что в ходе государственной карьеры Путин никогда не был депутатом или
губернатором, поэтому не мог приобрести «опыт выживания в политической среде», что
компенсировалось его аналитическими способностями, сыгравшими важную роль на посту
президента[430].
По мнению ряда экспертов, в период президентства Путина проблемы российской
экономики были лишь законсервированы или даже обострились: «В начале 00-х Россию
захлестнул поток нефтедолларов, замаскировавший экономические проблемы. Они полагают,
что доля нефти и газа в ВВП России увеличилась более чем вдвое с 1999 года, и по
состоянию на 2 квартал 2008 года составила более 30 %. Нефть и газ составляют 50 %
доходов российского бюджета и 65 % её экспорта»[431]. Экономика России, таким образом,
сохраняет значительную зависимость от цен на энергоресурсы [431][432][433][434][435].

По итогам инициативного всероссийского опроса, проведённого 15—16 марта 2014 года,
ВЦИОМ зафиксировал рекордно высокое значение рейтинга одобрения деятельности Путина
за последние пять лет — 75,7 %. При этом за предыдущий месяц уровень одобрения
деятельности президента вырос на 11,4, а с начала 2014 года — на 15,1 %[540].
15 мая 2014 года ВЦИОМ зафиксировал очередное повышение рейтинга Путина,
деятельность которого на посту президента одобряют 85,9 % опрошенных[541].
Социологи отметили, что столь высокий уровень одобрения работы президента в первую
очередь связан с позицией России по кризису на Украине и принятию в Российскую
Федерацию Республики Крым, а также с триумфальным выступлением российских сборных
на Олимпийских и Паралимпийских играх в Сочи[542].
Согласно данным международной исследовательской ассоциации Gallup (Институт Гэллапа),
полученным в ходе опроса, проводившегося с апреля по июнь 2014 года, уровень поддержки
Путина среди россиян вырос до 83 %, рост за год составил 29 %[543].
В феврале 2015 года по данным Левада-Центра уровень одобрения деятельности Путина на
посту президента достиг 86 %[531].
По данным ВЦИОМ, опубликованным в октябре 2015 года, рейтинг одобрения работы Путина
составил 89,9 %. Высокий уровень поддержки объясняется успешной военной операцией ВКС
РФ в Сирии[544].

Сведения о доходах
По официальным данным, опубликованным перед выборами в Государственную думу 2007
года, доходы Путина в 2006 году составили 2 млн руб., а всего на момент выборов Путину
принадлежали 3,7 млн руб. на счетах различных банков, участок в Московской
области площадью 1500 м² и квартира в Санкт-Петербурге площадью 78 м²[628].
В феврале 2008 года Путин на вопрос о своём денежном состоянии и источниках своего
богатства ответил, что является «самым богатым человеком не только в Европе, но и в мире»,
но его богатство — нематериальной природы: он «богат, потому что собирает эмоции», а
также потому, что «народ России дважды доверил ему руководство такой великой страной».
Утверждения о многомиллиардном состоянии Путин назвал «просто болтовнёй, которую
нечего обсуждать», заключив, что «всё это они выковыряли из носа и размазали по своим
бумажкам»[629].
По данным налоговой декларации за 2013 год, Путин заработал 3,7 млн рублей, владел двумя
квартирами (одна площадью 77 м² в собственности, а другая площадью 153,7 м² в
пользовании), земельным участком (1500 м²), гаражом (в собственности) и гаражным местом
(в пользовании), двумя автомобилями «Волга» ГАЗ М21 и ГАЗ М21Р, автомобилем «Нива» и
автомобильным прицепом «Скиф»[630].
Доходы Путина за 2016 год составили 8 млн 858 тыс. рублей (около 738 тыс. рублей в месяц).
Согласно декларации за 2016 год, других доходов, кроме президентской зарплаты, Путин не
имел. Месячная зарплата Путина оказалась значительно ниже, чем у ряда министров его
правительства[631][632].

In May 1990, Putin was appointed as an advisor on international affairs to Mayor Sobchak. On 28 June
1991, he became head of the Committee for External Relations of the Saint Petersburg Mayor's Office,
with responsibility for promoting international relations and foreign investments [50] and registering
business ventures. Within a year, Putin was investigated by the city legislative council led by Marina
Salye. It was concluded that he had understated prices and permitted the export of metals valued at $93
million in exchange for foreign food aid that never arrived. [51][52] Despite the investigators' recommendation
that Putin be fired, Putin remained head of the Committee for External Relations until 1996. [53][54] From
1994 to 1996, he held several other political and governmental positions in Saint Petersburg. [55]
In March 1994, Putin was appointed as First Deputy Chairman of the Government of Saint Petersburg. In
May 1995, he organized the Saint Petersburg branch of the pro-government Our Home – Russia political
party, the liberal party of power founded by Prime Minister Viktor Chernomyrdin. In 1995, he managed
the legislative election campaign for that party, and from 1995 through June 1997, he was leader of its

1996–1999: Early Moscow career

On 31 December 1999, Yeltsin unexpectedly resigned and, according to the Constitution of Russia, Putin
became Acting President of the Russian Federation. On assuming this role, Putin went on a previously
scheduled visit to Russian troops in Chechnya. [68]
The first Presidential Decree that Putin signed, on 31 December 1999, was titled "On guarantees for
former president of the Russian Federation and members of his family". [69][70] This ensured that
"corruption charges against the outgoing President and his relatives" would not be pursued. [71] This was
most notably targeted at Mabetex bribery case in which Yeltsin's family members were involved. On 30
August 2000, a criminal investigation (number 18/238278-95) was dropped in which Putin himself was
one of suspects [72][73] as a member of the Saint Petersburg city government. On 30 December 2000 yet
another case against the prosecutor general was dropped "for lack of evidence", in spite of thousands of
documents passed by Swiss prosecution. [74] On 12 February 2001, Putin signed a similar federal
law which replaced the decree of 1999. The case of Putin's alleged corruption in metal exports from 1992
was brought back by Marina Salye, but she was silenced and forced to leave Saint Petersburg. [75]
While his opponents had been preparing for an election in June 2000, Yeltsin's resignation resulted in
the Presidential elections being held within three months, on 26 March 2000; Putin won in the first round
with 53% of the vote. [76]
2000–2004: First presidential term

On 14 March 2004, Putin was elected to the presidency for a second term, receiving 71% of the
vote.[76] The Beslan school hostage crisistook place in September 2004, in which hundreds died. Many in
the Russian press and in the international media warned that the deat h of 130 hostages in the special
forces' rescue operation during the 2002 Moscow theater hostage crisis would severely damage
President Putin's popularity. However, shortly after the siege had ended, the Russian president enjoyed
record public approval ratings – 83% of Russians declared themselves satisfied with Putin and his
handling of the siege. [87]
The near 10-year period prior to the rise of Putin after the dissolution of Soviet rule was a time of
upheaval in Russia.[88] In a 2005 Kremlinspeech, Putin characterized the collapse of the Soviet Union as
the “greatest geopolitical catastrophe of the Twentieth Century.”[89] Putin elaborated "Moreover, the
epidemic of disintegration infected Russia itself.” [90] The country's cradle-to-grave social safety net was
gone and life expectancy declined in the period preceding Putin’s rule. [91] In 2005, the National Priority
Projects were launched to improve Russia's health care, education, housing and agriculture.[92][93]
changes to the tax code. [citation needed] Khodorkovsky was arrested, Yukos was bankrupted and the
company's assets were auctioned at below-market value, with the largest share acquired by the state
company Rosneft.[94] The fate of Yukos was seen as a sign of a broader shift of Russia towards a system
of state capitalism.[95][96] This was underscored in July 2014 when shareholders of Yukos were awar ded
$50 billion in compensation by the Permanent Arbitration Court in The Hague.[97]
On 7 October 2006, Anna Politkovskaya, a journalist who exposed corruption in the Russian army and its
conduct in Chechnya, was shot in the lobby of her apartment building, on Putin's birthday. The death of
Politkovskaya triggered international criticism, with accusations that Putin has failed to protect the
country's new independent media. [98][99] Putin himself said that her death caused the government more
problems than her writings. [100]
In 2007, "Dissenters' Marches" were organized by the opposition group The Other Russia,[101] led by
former chess champion Garry Kasparov and national-Bolshevist leader Eduard Limonov. Following prior
warnings, demonstrations in several Russian cities were met by police action, which included interfering
with the travel of the protesters and the arrests of as many as 150 people who attempted to break through
police lines.[102]
On 12 September 2007, Putin dissolved the government upon the request of Prime Minister Mikhail
Fradkov. Fradkov commented that it was to give the President a "free hand" in the run-up to the
parliamentary election. Viktor Zubkov was appointed the new prime minister. [103]
In December 2007, United Russia won 64.24% of the popular vote in their run for State Duma according
to election preliminary results. [104] United Russia's victory in the December 2007 elections was seen by
many as an indication of strong popular support of the then Russian leadership and its policies. [105][106]
2008–2012: Second premiership

Putin was barred from a third term by the Constitution. First Deputy Prime Minister Dmitry Medvedev was
elected his successor. In a power-switching operation on 8 May 2008, only a day after handing the
presidency to Medvedev, Putin was appointed Prime Minister of Russia, maintaining his political
dominance.[107]

In October 2015, The Washington Post reported that Russia has redeployed some of its elite units from
Ukraine to Syria in recent weeks to support Syrian President Bashar al-Assad.[157] In December 2015,
Russian Federation President Putin admitted that Russian military intelligence officers were operating in
Ukraine.[158]
Many members of the international community assumed that Putin’s annexation of Crimea initiated the
start of a completely new kind of foreign policy from Russia. [159] They took the annexation of Crimea to
mean that his foreign policy shifted “from state-driven foreign policy” to taking an offensive stance to re-
create the Soviet Union.[159] However, this policy shift can be understood as Putin trying to defend nations
in Russia’s sphere of influence from encroaching western power. While the act to annex the Crimea was
bold and drastic, his “new” foreign policy may have more similarities to his older policies. [159]
Intervention in Syria

On 30 September 2015, President Putin authorized Russian military intervention in the Syrian Civil War,
following a formal request by the Syrian government for military help against rebel and jihadist groups. [160]
The Russian military activities consisted of air strikes, cruise missile strikes and the use of front line
advisors and Russian special forces against militant groups opposed to the Syrian government, including
the Syrian opposition, as well as Islamic State of Iraq and the Levant (ISIL), al-Nusra Front (al-Qaeda in
the Levant), Tahrir al-Sham, Ahrar al-Sham and the Army of Conquest.[161][162] After Putin′s announcement
on 14 March 2016 that the mission he had set for the Russian military in Syria had been ″largely
accomplished" and ordered the withdrawal of the "main part" of the Russian forces from
Syria,[163] Russian forces deployed in Syria continued to actively operate in support of the Syrian
government.[164]
Russia's interference in the US election

At a conference in St. Petersburg, NBC's Megyn Kelly repeatedly questioned Putin about alleged Russian
cyberattacks.[165]
In January 2017, a U.S. intelligence community assessment expressed "high confidence" that Putin
personally ordered an "influence campaign" to denigrate Hillary Clinton and to harm her electoral chances
and potential presidency. [166] Putin has consistently denied any Russian interference in the U.S.
election.[167][168][169][170][171][172]
Domestic policies

Putin's domestic policies, especially early in his first presidency, were aimed at creating a vertical power
structure. On 13 May 2000, he issued a decree putting the 89 federal subjects of Russia into seven
administrative federal districts and appointed a presidential envoy responsible for each of those districts
(whose official title is Plenipotentiary Representative).[173]
On 13 May 2000, Putin introduced seven federal districts for administrative purposes. On 19 January
2010, the 8th North Caucasus Federal District (shown here in purple) was split from Southern Federal
District. On 21 March 2014, the new 9th Crimean Federal District was formed after the annexation of
Crimea and Sevastopol by the Russian Federation, but on 28 July 2016 it was incorporated into Southern
Federal District.
According to Stephen White, Russia under the presidency of Putin made it clear that it had no intention of
establishing a "second edition" of the American or British political system, but rather a system that was
closer to Russia's own traditions and circumstances. [174] Some commentators have described Putin's
administration as a "sovereign democracy".[175][176][177]
According to the proponents of that description, the government's actions and policies ought above all to
enjoy popular support within Russia itself and not be determined from outside the country.[178]
In July 2000, according to a law proposed by Putin and approved by the Federal Assembly of Russia,
Putin gained the right to dismiss heads of the 89 federal subjects. In 2004, the direct election of
those heads (usually called "governors") by popular vote was replaced with a system whereby they would
be nominated by the President and approved or disapproved by regional legislatures. [179][180] This was
seen by Putin as a necessary move to stop separatist tendencies and get rid of those governors who
were connected with organised crime. [181] This and other government actions effected under Putin's
presidency have been criticised by many independent Russian media outlets and Western commentators
as anti-democratic.[182][183] In 2012, as proposed by Putin's successor, Dmitry Medvedev, the direct
election of governors was re-introduced.[184]
During his first term in office, Putin opposed some of the Yeltsin-era oligarchs, as well as his political
opponents, resulting in the exile or imprisonment of such people as Boris Berezovsky, Vladimir Gusinsky,
and Mikhail Khodorkovsky; other oligarchs such as Roman Abramovich and Arkady Rotenberg are
friends and allies with Putin.[185]
Putin succeeded in codifying land law and tax law and promulgated new codes on labour, administrative,
criminal, commercial and civil procedural law. [186] Under Medvedev's presidency, Putin's government
implemented some key reforms in the area of state security, the Russian police reform and the Russian
military reform.
Economic, industrial, and energy policies

Fueled by the 2000s commodities boom including record high oil prices,[10][11] under the Putin
administration from 2001 to 2007, the economy made real gains of an average 7% per year, [187] making it
the 7th largest economy in the world in purchasing power. In 2007, Russia's GDP exceeded that
of Russian SFSR in 1990, having recovered from the 1998 financial crisis and the preceding recession in
the 1990s.[188]
During Putin's first eight years in office, industry grew substantially, as did production, construction, real
incomes, credit, and the middle class. [189][188][190][191][192][excessive citations] Putin has also been praised for
eliminating widespread barter and thus boosting the economy. [193]Inflation remained a problem
however.[188]
A fund for oil revenue allowed Russia to repay all of the Soviet Union's debts by 2005. [188] Russia joined
the World Trade Organization on 22 August 2012.
Under Putin, Russia is a major exporter of oil and gas to much of Europe
Control over the economy was increased by placing individuals from the intelligence services and the
military in key positions of the Russian economy, including on boards of large companies. In 2005, an
industry consolidation programme was launched to bring the main aircraft producing companies under a
single umbrella organization, the United Aircraft Corporation (UAC). The aim was to optimize production
lines and minimise losses. [194] The UAC is one of Russia's "national champions" and comparable
to EADS in Europe.[195]
A programme was started to increase Russia's share of the European energy market by building
submerged gas pipelines bypassing Ukraineand other countries which were often seen as non-reliable
transit partners by Russia, especially following Russia-Ukraine gas disputes of the late 2000s (decade).
Russia also undermined the rival pipeline project Nabucco by buying the Turkmen gas and redirecting it
into Russian pipelines.
Russia diversified its export markets by building the Trans-Siberian oil pipeline to the markets of China,
Japan and Korea, as well as the Sakhalin–Khabarovsk–Vladivostok gas pipeline in the Russian Far East.
Russia has also recently built several major oil and gas refineries, plants and ports. There was also
construction of major hydropower plants, such as the Bureya Dam and the Boguchany Dam, as well as
the restoration of the nuclear industry of Russia, with 1 trillion rubles ($42.7 billion) which were allocated
from the federal budget to nuclear power and industry development before 2015. [196] A large number of
nuclear power stations and units are currently being constructed by the state corporation Rosatom in
Russia and abroad.

Putin has promoted explicitly conservative policies in social, cultural and political matters, both at
home and abroad. Putin has attacked globalism and neo-liberalism and is identified by scholars with
Russian conservatism. [241] Putin has promoted new think tanks that bring together like-minded
intellectuals and writers. For example, the Izborsky Club, founded in 2012 by Alexander Prokhanov,
stresses Russian nationalism, the restoration of Russia's historical greatness, and systematic
opposition to liberal ideas and policies. [242] Vladislav Surkov, a senior government official, has been
one of the key ideologists during Putin's presidency. [243]
In cultural and social affairs Putin has collaborated closely with the Russian Orthodox
Church. Patriarch Kirill of Moscow, head of the Church, endorsed his election in 2012 stating Putin's
terms were like "a miracle of God." [244] Steven Myers reports, "The church, once heavily repressed,
had emerged from the Soviet collapse as one of the most respected institutions... Now Kiril led the
faithful directly into an alliance with the state." [245]
Mark Woods, a Baptist minister and contributing editor to Christian Today, provides specific
examples of how the Church has backed the expansion of Russian power into Crimea and eastern
Ukraine.[246] More broadly the New York Times reports in September 2016 how that Church's policy
prescriptions support the Kremlin's appeal to social conservatives:
"A fervent foe of homosexuality and any attempt to put individual rights above those of family,
community or nation, the Russian Orthodox Church helps project Russia as the natural ally of all
those who pine for a more secure, illiberal world free from the tradition-crushing rush of
globalization, multiculturalism and women’s and gay rights. [247] "

Putin has won international support for sport in Russia.[needs update?] In 2007, he led a successful
effort on behalf of Sochi (located along the Black Sea near the border between Georgia and
Russia) for the 2014 Winter Olympics and the 2014 Winter Paralympics,[248] the first Winter
Olympic Games to ever be hosted by Russia. Likewise, in 2008, the city of Kazan won the bid for
the 2013 Summer Universiade, and on 2 December 2010 Russia won the right to host the 2017
FIFA Confederations Cup and 2018 FIFA World Cup, also for the first time in Russian history. In
2013, Putin stated that gay athletes would not face any discrimination at the 2014 Sochi Winter
Olympics.[249]
Wildlife protection and conservation

Putin is Chairman of the Russian Geographical Society’s Board of Trustees, and is actively
engaged in the protection of rare species. The programs are being conducted by the Severtsov
Institute of Ecology and Evolution at the Russian Academy of Sciences.[250]
Foreign policy

Under Putin, Russia's relationships with NATO and the U.S. have passed through several
stages. When he first became President, relations were cautious, but after the 9/11 attacks Putin
quickly supported the U.S. in the War on Terror and the opportunity for partnership
appeared.[280] However, the U.S. responded by further expansion of NATO to Russia's borders
and by unilateral withdrawal from the 1972 Anti-Ballistic Missile Treaty.[280]
From 2003, when Russia did not support the Iraq War and when Putin became ever more distant
from the West in his internal and external policies, relations continued to deteriorate. According
to Russia scholar Stephen F. Cohen, the narrative of the mainstream U.S. media, following that
of the White House, became anti-Putin.[280] In an interview with Michael Stürmer, Putin said there
were three questions which most concerned Russia and Eastern Europe: namely, the status
of Kosovo, the Treaty on Conventional Armed Forces in Europe and American plans to build
missile defence sites in Poland and the Czech Republic, and suggested that all three were
linked.[281] His view was that concessions by the West on one of the questions might be met with
concessions from Russia on another. [281]
In a January 2007 interview, Putin said Russia was in favor of a democratic multipolar world and
strengthening the systems of international law.[282]
In February 2007, Putin criticized what he called the United States' monopolistic dominance in
global relations, and "almost uncontained hyper use of force in international relations". He said
the result of it is that "no one feels safe! Because no one can feel that international law is like a
stone wall that will protect them. Of course such a policy stimulates an arms race". [283] This came
to be known as the Munich Speech, and former NATO secretary Jaap de Hoop Scheffer called
the speech "disappointing and not helpful." [284] The months following Putin's Munich
Speech[283] were marked by tension and a surge in rhetoric on both sides of the Atlantic. Both
Russian and American officials, however, denied the idea of a new Cold War.[285] Putin publicly
opposed plans for the U.S. missile shield in Europe, and presented President George W.
Bush with a counterproposal on 7 June 2007 which was declined. [286] Russia suspended its
participation in the Conventional Forces in Europe treaty on 11 December 2007. [287]
Putin opposed Kosovo's 2008 declaration of independence, warning supporters of that precedent
that it would de facto destabilize the whole system of international relations. [288][289][290]

Putin had good relations with former American President George W. Bush, and many European
leaders. His "cooler" and "more business-like" relationship with Germany's current
Chancellor, Angela Merkel is often attributed to Merkel's upbringing in the former DDR, where
Putin was stationed as a KGB agent. [291] While he had the most friendly and warmer relationship
with the former Prime Minister of Italy Silvio Berlusconi;[292] the two leaders often described their
relationship as a close friendship, continuing to organize bilateral meetings even after
Berlusconi's resignation in November 2011. [293]
In late 2013, Russian-American relations deteriorated further when the United States canceled a
summit (for the first time since 1960) after Putin gave asylum to Edward Snowden, who had
leaked classified information from the NSA. [294]
Relations were further strained after the 2014–15 Russian military intervention in Ukraine and
the Annexation of Crimea.[295]
In 2014, Russia was suspended from the G8 group as a result of
its annexation of Crimea.[296][297] However, in June 2015, Putin told an Italian newspaper that
Russia has no intention of attacking NATO. [298]

On 9 November 2016, Putin congratulated Donald Trump on becoming the 45th President of the
United States.[299]
In December 2016, US intelligence officials (headed by James Clapper) quoted by CBS
News stated that Putin approved the email hacking and cyber attacks during the U.S. election,
against the democratic presidential nominee Hillary Clinton. A spokesman for Putin denied the
reports.[300] Putin has repeatedly accused Hillary Clinton, who served as U.S. Secretary of State
from 2009 to 2013, of interfering in Russia's internal affairs,[301] and in December 2016, Clinton
accused Putin of having a personal grudge against her. [302][303]
With the election of Trump, Putin's favorability among Americans in the United States received a
sharp increase. According to Gallup, 22% of Americans have a positive view of Putin, the highest
since 2003.[304]
Relations with the United Kingdom
In 2003, relations between Russia and the United Kingdom deteriorated when the United
Kingdom granted political asylum to Putin's former patron, oligarch Boris Berezovsky.[305] This
deterioration was intensified by allegations that the British were spying and making secret
payments to pro-democracy and human rights groups. [306]
Poisoning of Alexander Litvinenko

The end of 2006 brought more strained relations in the wake of the death by polonium poisoning
of Alexander Litvinenko in London. In 2007, the crisis in relations continued with expulsion of four
Russian envoys over Russia's refusal to extradite former KGB bodyguard Andrei Lugovoi to face
charges in the murder of Litvinenko. [305] Mirroring the British actions, Russia expelled UK
diplomats and took other retaliatory steps. [305]
In 2015–16, the British Government conducted an inquiry into the death of Alexander Litvinenko.
Its report was released in January 2016. [307] According to the report, "The FSB operation to kill Mr
Litvinenko was probably approved by Mr Patrushev and also by President Putin." The report
outlined some possible motives for the murder, including Litvinenko's public statements
and books about the alleged involvement of the FSB in mass murder, and what was
"undoubtedly a personal dimension to the antagonism" between Putin and Litvinenko, led to the
murder. Media analyst William Dunkerley, writing in The Guardian, criticised the inquiry as
politically motivated, biased, lacking in evidence, and logically inconsistent. [308] The Kremlin
dismissed the Inquiry as "a joke" and "whitewash". [309][310]
Relations with Australia and Latin American countries

Putin and his successor, Medvedev, enjoyed warm relations with the late Hugo
Chávez of Venezuela. Much of this has been through the sale of military equipment; since 2005,
Venezuela has purchased more than $4 billion worth of arms from Russia. [311] In September
2008, Russia sent Tupolev Tu-160 bombers to Venezuela to carry out training flights. [312]In
November 2008, both countries held a joint naval exercise in the Caribbean. Earlier in 2000,
Putin had re-established stronger ties with Fidel Castro's Cuba.[313]

In September 2007, Putin visited Indonesia and in doing so became the first Russian leader to
visit the country in more than 50 years. [314] In the same month, Putin also attended
the APEC meeting held in Sydney where he met with John Howard, who was the Australian
Prime Minister at the time, and signed a uranium trade deal for Australia to sell uranium to
Russia. This was the first visit by a Russian president to Australia. [315]
Relations with Middle Eastern and North African countries

On 16 October 2007, Putin visited Iran to participate in the Second Caspian Summit
in Tehran,[316][317] where he met with Iranian PresidentMahmoud Ahmadinejad.[318][319] This was
the first visit of a Soviet or Russian leader [320] to Iran since Joseph Stalin's participation in
the Tehran Conference in 1943, and thus marked a significant event in Iran-Russia
relations.[321] At a press conference after the summit Putin said that "all our (Caspian) states have
the right to develop their peaceful nuclear programmes without any restrictions". [322]

Regarding Syria, from 2000 to 2010 Russia sold around $1.5 billion worth of arms to that
country, making Damascus Moscow's seventh-largest client.[328] During the Syrian civil war,
Russia threatened to veto any sanctions against the Syrian government, [329] and continued to
supply arms to the regime.
Putin opposed any foreign intervention. In June 2012, in Paris, he rejected the statement of
French President Francois Hollande who called on Bashar Al-Assad to step down. Putin echoed
Assad's argument that anti-regime '’militants'’ were responsible for much of the bloodshed. He
also talked about previous NATO interventions and their results, and asked "What is happening
in Libya, in Iraq? Did they become safer? Where are they heading? Nobody has an answer". [330]
On 11 September 2013, The New York Times published an op-ed by Putin urging caution
against US intervention in Syria and criticizing American exceptionalism.[331] Putin subsequently
helped to arrange for the destruction of Syria's chemical weapons.[332] In 2015 he took a stronger
pro-Assad stance[333] and mobilized military support for the regime. Some analysts have
summarized Putin as being allied with Shiites and Alawites in the Middle East. [334][335]
BRICS Summit

conferences since 2013.
Public image

Polls and rankings

According to a June 2007 public opinion survey, Putin's approval rating was 81%, the second
highest of any leader in the world that year. [337]In January 2013, Putin's approval rating fell to
62%, the lowest figure since 2000 and a ten-point drop over two years. [338] By May 2014,
following the annexation of Crimea, Putin's approval rating had rebounded to 85.9%, a six-year
high.[339]
After EU and U.S. sanctions against Russian officials as a result of the 2014 pro-Russian unrest
in Ukraine, Putin's approval rating reached 87 percent, according to a Levada Center survey
published on 6 August 2014. [340][341] In February 2015, based on new domestic polling, Putin was
ranked the world's most popular politician. [342] In June 2015, Putin's approval rating climbed to
89%, an all-time high.[336][343][344]In 2016, the approval rating was 81%. [345]
Observers see Putin's high approval ratings as a consequence of significant improvements in
living standards, and Russia's reassertion of itself on the world scene during his
presidency.[346][347]
While Russians have not soured on Putin, they have on their economy. After a short-lived rally in
2014, Russians' optimism about the outlook for their national and local economies has continued
to wane, dropping to levels in 2016 that rivaled the recent lows in 2009 at the height of the global
economic crisis. Just 14% of Russians in 2016 said their national economy was getting better,
and 18% said this about their local economies. [348] Putin's performance at reining in corruption is
also unpopular among Russians. Newsweek reported in June 2017 that "An opinion poll by the
Moscow-based Levada Center indicated that 67 percent held Putin personally responsible for
high-level corruption".[349]
The Levada Center survey showed that 58% of surveyed Russians supported the 2017 Russian
protestsagainst high-level corruption.[350]
Assessments
During his presidential campaign, Donald Trump stated that Putin has "been a leader far more
than [Barack Obama] has been a leader." [351]Trump's running mate Mike Pence has also echoed
similar remarks stating: "I think it's inarguable that Vladimir Putin has been a stronger leader in
his country than Barack Obama has been."[352] Pence also said: "When Donald Trump and I
observe that, as I’ve said in Syria, in Iran, in Ukraine, that the small and bullying leader of Russia
has been stronger on the world stage than [Obama] administration, that’s stating painful facts.
That's not an endorsement of Vladimir Putin." [353]
Critics state that Putin has moved Russia in an autocratic direction.[354] Putin has been described
as a "dictator" by political opponent Garry Kasparov, as a "bully" and "arrogant" by former U.S.
Secretary of State Hillary Clinton, and as "self-centered" and "isolationist" by the Dalai
Lama.[355][356][357][358][359] Former U.S. Secretary of State Henry Kissinger wrote in 2014 that the
West has demonized Putin. [360]
Many Russians credit Putin for reviving Russia's fortunes. [361] Former Soviet Union leader Mikhail
Gorbachev, while acknowledging the flawed democratic procedures and restrictions on media
freedom during the Putin presidency, said that Putin had pulled Russia out of chaos at the end of
the Yeltsin years, and that Russians "must remember that Putin saved Russia from the beginning
of a collapse."[361][362] In 2015, opposition politician Boris Nemtsovsaid that Putin was turning
Russia into a "raw materials colony" of China.[363] Chechen Republic head and Putin
supporter, Ramzan Kadyrov, states that Putin saved both the Chechen people and Russia. [364]
Russia has suffered democratic backsliding during Putin's tenure. Freedom House has listed
Russia as being "not free" since 2005. [365] In 2004, Freedom House warned that Russia's "retreat
from freedom marks a low point not registered since 1989, when the country was part of the
Soviet Union."[366] The Economist Intelligence Unit has rated Russia as "authoritarian" since
2011,[367] whereas it had previously been considered a "hybrid regime" (with "some form of
democratic government" in place) as late as 2007. [368] According to political scientist, Larry
Diamond, writing in 2015, "no serious scholar would consider Russia today a democracy". [369]
Personal image

Putin cultivates an outdoor, sporty, tough guy public image, demonstrating his physical prowess
and taking part in unusual or dangerous acts, such as extreme sports and interaction with wild
animals,[370] part of a public relations approach that, according to Wired, "deliberately cultivates
the macho, take-charge superhero image".[371] For example, in 2007, the tabloid Komsomolskaya
Pravda published a huge photograph of a bare-chested Putin vacationing in the Siberian
mountains under the headline: "Be Like Putin." [372] Some of the activities have been criticised for
being staged.[373][374] Outside of Russia, Putin's macho image has been the subject of
parody.[375][376][377]
Notable examples of Putin's adventures include: [378] flying military jets, demonstrating martial
arts, riding horses, rafting, and fishing and swimming in a cold Siberian river, many of which he
did bare chested. [372] Other examples are descending in a deepwater submersible, tranquilizing
tigers and polar bears, [372][379][380] riding a motorbike, [381] co-piloting a firefighting plane to dump
water on a raging fire, [371]shooting darts at whales from a crossbow for eco-tracking,[382] driving a
race car,[378][383] scuba diving at an archaeological site, [373][384]attempting to lead endangered
cranes in a motorized hang glider,[385] and catching large fish. [386][387]
There are a large number of songs about Putin. [388] Some of the well-known include: "Go Hard
Like Vladimir Putin" by K. King and Beni Maniaci, [389] "VVP" by Tajik singer Tolibjon
Kurbankhanov,[390][391] "Our Madhouse is Voting for Putin" by Working Faculty and "A Song About
Putin" by the Russian Airborne Troopsband.[392] There is also "Putin khuilo!", the song, originally
emerged as chants by Ukrainian football fans and spread in Ukraine (among supporters
of Euromaidan), then in other countries. [393] A song called "A Man Like Putin" by Poyushchie
vmeste was also a hit across Russia, topping the Russian Music Charts in 2002.[394]
Putin's name and image are widely used in advertisement and product branding. [371] Among the
Putin-branded products are Putinka vodka, the PuTin brand of canned food, the Gorbusha
Putina caviar and a collection of T-shirts with his image. [395]
Putin is also a subject of Russian jokes and chastushki, such as "[Before Putin] There Was No
Orgasm" featured in the 2007 comedy film Election Day.[396]
In 2015, his advisor was found dead after days of excessive consumption of alcohol, though this
was later ruled an accident. [397]
Putinisms

Putin has produced a large number of aphorisms and catch-phrases known
as putinisms.[398] Many of them were first made during his annual Q&A conferences, where Putin
answered questions from journalists and other people in the studio, as well as from Russians
throughout the country, who either phoned in or spoke from studios and outdoor sites across
Russia. Putin is known for his often tough and sharp language, often alluding to Russian
jokes and folk sayings.[398]
Putin sometimes uses Russian criminal jargon (fenya), not always correctly. [399]

On 28 July 1983, Putin married Lyudmila Shkrebneva, and they lived together in East
Germany from 1985 to 1990. They have two daughters, Mariya Putina, born 28 April 1985 in
Leningrad, and Yekaterina Putina, born 31 August 1986 in Dresden, East Germany.[402]
On 6 June 2013, Putin announced that their marriage was over, and on 1 April 2014, the Kremlin
confirmed that the divorce had been finalized. [403][404][405]

Figures released during the legislative election of 2007 put Putin's wealth at approximately 3.7
million rubles (US$150,000) in bank accounts, a private 77.4-square-meter (833 sq ft) apartment
in Saint Petersburg, and miscellaneous other assets. [406][407][408] Putin's reported 2006 income
totalled 2 million rubles (approximately $80,000). In 2012, Putin reported an income of 3.6 million
rubles ($113,000). [409][410]
According to Russian opposition politicians and journalists, Putin secretly possesses a
multibillion-dollar fortune[411] via successive ownership of stakes in a number of Russian
companies.[412][413] However, according to one editorial in The Washington Post, "Estimates of
Putin's wealth lack even the smallest thread of evidence." [414]
In April 2016, 11 million documents belonging to Panamanian law firm Mossack
Fonseca were leaked to the German newspaper Süddeutsche Zeitung and the Washington-
based International Consortium of Investigative Journalists. The name of Vladimir Putin does not
appear in any of the records, and Putin denied his involvement with the company. [415] However,
various media have reported on three of Putin's associates on the list. [416] According to
the Panama Papers leak, close trustees of Putin own offshore companies worth two billion US-
Dollar in total.[417] The German newspaper Süddeutsche Zeitung regards the possibility of Putin's
family profiting from this money as plausible. [418][419]
According to the paper, the US$2 billion had been "secretly shuffled through banks and shadow
companies linked to Putin's associates", and Bank Rossiya, previously identified by the U.S.
State Department as being treated by Putin as his personal bank account, had been central in
facilitating this. It concludes that "Putin has shown he is willing to take aggressive steps to
maintain secrecy and protect [such] communal assets."[420][421] A significant proportion of the
money trail leads to Putin's best friend Sergei Roldugin. Although a musician, and in his own
words not a businessman, it appears he has accumulated assets valued at $100m, and possibly
more. It has been suggested he was picked for the role because of his low profile. [416] There have
been speculations that Putin in fact owns the funds, [422] and Roldugin just acted as a proxy. Putin
himself denied it, [415][423] and his press-secretary, Dmitry Peskov, said the leak was a conspiracy
aimed at Putin.[424]

As President and Prime-Minister, Putin has lived in numerous official residences throughout the
country.[425] These residences include: the Moscow Kremlin, Novo-Ogaryovo in Moscow Oblast,
the White House in Moscow, Gorki-9 near Moscow, Bocharov Ruchey in Sochi, Dolgiye
Borody in Novgorod Oblast, and Riviera in Sochi. [426]
In August 2012, critics of President Vladimir Putin listed the ownership of 20 villas and palaces,
nine of which were built during Putin's 12 years in power. [427]
Personal residences
Soon after Putin returned from his KGB service in Dresden, East Germany, he built a dacha in
Solovyovka on the eastern shore of Lake Komsomolskoye on the Karelian Isthmus in Priozersky
District of Leningrad Oblast, near St. Petersburg. After the dacha burned down in 1996, Putin
built a new one identical to the original, and was joined by a group of seven friends who built
dachas nearby. In 1996, the group formally registered their fraternity as a co-operative society,
calling it Ozero ("Lake") and turning it into a gated community.[428]
A massive Italianate-style mansion costing an alleged US$1 billion [429] and dubbed "Putin's
Palace" is under construction near the Black Sea village of Praskoveevka. The mansion, built on
government land and sporting 3 helipads, and a private road paid for from state funds and
guarded by officials wearing uniforms of the official Kremlin guard service, is said to have been
built for Putin's private use.[by whom?] In 2012 Sergei Kolesnikov, a former business associate of
Putin's, told the BBC's Newsnight programme that he had been ordered by Deputy Prime
Minister Igor Sechin to oversee the building of the palace. [430]

Putin's mother was a devoted Christian believer who attended the Russian Orthodox Church,
and his father was an atheist.[432][433] Though his mother kept no icons at home, she attended
church regularly, despite government persecution of her religion at that time. His mother secretly
baptized him as a baby, and she regularly took him to services. [31]
According to Putin, his religious awakening began after a serious car crash involving his wife in
1993, and a life-threatening fire that burned down their dacha in August 1996.[433] Shortly before
an official visit to Israel, Putin's mother gave him his baptismal cross, telling him to get it blessed.
Putin states, "I did as she said and then put the cross around my neck. I have never taken it off
since."[31]When asked in 2007 whether he believes in God, he responded, "... There are things I
believe, which should not in my position, at least, be shared with the public at large for
everybody's consumption because that would look like self-advertising or a political

A polystylist, Shostakovich developed a hybrid voice, combining a variety of different musical techniques
into his works. His music is characterized by sharp contrasts, elements of the grotesque, and
ambivalent tonality; the composer was also heavily influenced by the neo-classical style pioneered by Igor
Stravinsky, and (especially in his symphonies) by the late Romanticism associated with Gustav Mahler.
Shostakovich's orchestral works include 15 symphonies and six concerti. His chamber output includes
15 string quartets, a piano quintet, two piano trios, and two pieces for string octet. His solo piano works
include two sonatas, an early set of preludes, and a later set of 24 preludes and fugues. Other works
include three operas, several song cycles, ballets, and a substantial quantity of film music; especially well
known is The Second Waltz, Op. 99, music to the film The First Echelon (1955–1956),[2] as well as the
suites of music composed for The Gadfly.
Biography
Early life

He was survived by his third wife, Irina; his daughter, Galina; and his son, Maxim, a pianist and conductor
who was the dedicatee and first performer of some of his father's works. Shostakovich himself left behind
several recordings of his own piano works, while other noted interpreters of his music include his
friends Emil Gilels, Mstislav Rostropovich, Tatiana Nikolayeva, Maria Yudina, David Oistrakh, and
members of the Beethoven Quartet.
His last work was his Viola Sonata, which was first performed on 28 December 1975, four months after
his death.
Shostakovich's musical influence on later composers outside the former Soviet Union has been relatively
slight, although Alfred Schnittke took up his eclecticism and his contrasts between the dynamic and the
static, and some of André Previn's music shows clear links to Shostakovich's style of orchestration. His
influence can also be seen in some Nordic composers, such as Lars-Erik Larsson.[64]Many of his Russian
contemporaries, and his pupils at the Leningrad Conservatory were strongly influenced by his style
(including German Okunev, Boris Tishchenko, whose 5th Symphony of 1978 is dedicated to
Shostakovich's memory, Sergei Slonimsky, and others). Shostakovich's conservative idiom has grown
increasingly popular with audiences both within and beyond Russia, as the avant -garde has declined in
influence and debate about his political views has developed.

Overview[edit]
Shostakovich's works are broadly tonal and in the Romantic tradition, but with elements
of atonality and chromaticism. In some of his later works (e.g., the Twelfth Quartet), he made use of tone
rows. His output is dominated by his cycles of symphonies and string quartets, each totaling fifteen works.
The symphonies are distributed fairly evenly throughout his career, while the quartets are concentrated
towards the latter part. Among the most popular are the Fifth and Seventh Symphonies and
the Eighth and Fifteenth Quartets. Other works include the operas Lady Macbeth of Mtsensk, The
Nose and the unfinished The Gamblers based on the comedy of Nikolai Gogol; six concertos (two each
for piano, violin and cello); two piano trios; and a large quantity of film music.
Shostakovich's music shows the influence of many of the composers he most admired: Bach in
his fugues and passacaglias; Beethoven in the late quartets; Mahler in the symphonies and Berg in his
use of musical codes and quotations. Among Russian composers, he particularly admired Modest
Mussorgsky, whose operas Boris Godunov and Khovanshchina he re-orchestrated; Mussorgsky's
influence is most prominent in the wintry scenes of Lady Macbeth and the Eleventh Symphony, as well as
in his satirical works such as "Rayok".[65] Prokofiev's influence is most apparent in the earlier piano works,
such as the first sonata and first concerto.[66] The influence of Russian church and folk music is very
evident in his works for unaccompanied choir of the 1950s.
Shostakovich's relationship with Stravinsky was profoundly ambivalent; as he wrote to Glikman,
"Stravinsky the composer I worship. Stravinsky the thinker I despise." [67] He was particularly enamoured
of the Symphony of Psalms, presenting a copy of his own piano version of it to Stravinsky when the latter
visited the USSR in 1962. (The meeting of the two composers was not very successful, however;
observers commented on Shostakovich's extreme nervousness and Stravinsky's "cruelty" to him.)[68]
Many commentators have noted the disjunction between the experimental works before the 1936
denunciation and the more conservative ones that followed; the composer told Flora Litvinova, "without
'Party guidance' ... I would have displayed more brilliance, used more sarcasm, I could have revealed my
ideas openly instead of having to resort to camouflage." [69] Articles published by Shostakovich in 1934
and 1935 cited Berg, Schoenberg, Krenek, Hindemith, "and especially Stravinsky" among his
influences.[70] Key works of the earlier period are the First Symphony, which combined the academicism
of the conservatory with his progressive inclinations; The Nose ("The most uncompromisingly modernist
of all his stage-works"[71]); Lady Macbeth. which precipitated the denunciation; and the Fourth Symphony,
described in Grove's Dictionary as "a colossal synthesis of Shostakovich's musical development to
date".[72] The Fourth Symphony was also the first in which the influence of Mahler came to the fore,
prefiguring the route Shostakovich was to take to secure his rehabilitation, while he himself admitted that
the preceding two were his least successful. [73]
In the years after 1936, Shostakovich's symphonic works were outwardly musically conservative,
regardless of any subversive political content. During this time he turned increasingly to chamber works, a
field that permitted the composer to explore different and often darker ideas without inviting external
scrutiny.[74] While his chamber works were largely tonal, they gave Shostakovich an outlet for sombre
reflection not welcomed in his more public works. This is most apparent in the late chamber works, which
portray what is described in Grove's Dictionary as a "world of purgatorial numbness";[75] in some of these
he included the use of tone rows, although he treated these as melodic themes rather than serially. Vocal
works are also a prominent feature of his late output, setting texts often concerned with love, death and
art.
Jewish themes[edit]
Even before the Stalinist anti-Semitic campaigns in the late 1940s and early 1950s, Shostakovich showed
an interest in Jewish themes. He was intrigued by Jewish music’s "ability to build a jolly melody on sad
intonations".[76] Examples of works that included Jewish themes are the Fourth String Quartet (1949),
the First Violin Concerto (1948), and the Four Monologues on Pushkin Poems (1952), as well as
the Piano Trio in E minor (1944). He was further inspired to write with Jewish themes when he
examined Moisei Beregovski’s thesis on the theme of Jewish folk music in 1946.
In 1948, Shostakovich acquired a book of Jewish folk songs, and from this he composed the song
cycle From Jewish Folk Poetry. He initially wrote eight songs that were meant to represent the hardships
of being Jewish in the Soviet Union. However in order to disguise this, Shostakovich ended up adding
three more songs meant to demonstrate the great life Jews had under the Soviet regime. Despite his
efforts to hide the real meaning in the work, the Union of Composers refused to approve his music in
1949 under the pressure of the anti-Semitism that gripped the country. From Jewish Folk Poetry could not
be performed until after Stalin’s death in March 1953, along with all the other works that were
forbidden.[77]
Self-quotations[edit]
Throughout his compositions, Shostakovich has consistently demonstrated a controlled use of musical
quotation. This stylistic choice has been common in previous composers, but Shostakovich developed it
into a defining characteristic of his music. Rather than quoting other composers, Shostakovich quoted
himself a large number of times in his career. In doing so, his compositions have been connected by
musicologists through their individual compositions.
One such example is the main theme of Katerina's aria, Seryozha, khoroshiy moy from the fourth act of
Lady Macbeth of the Mtsensk District. First presented in the opera, it accompanies Katerina as she
reunites with her lover Sergei. The beauty of the aria comes somewhat as a breath of fresh air in the
intense, overbearing tone of the scene. This goes well with the dialogue, as Katerina visits her lover in
prison. The beauty of this theme is made tragic when Sergei betrays her and finds a new lover upon
blaming Katerina for his incarceration.
More than 25 years later, Shostakovich quotes this same theme in his eighth string quartet. In the midst
of this quartet's oppressive and somber themes, the only time the listener receives a light and cheerful
moment is when the cello introduces the Seryozha theme about three minutes into the fourth movement.
Quite fitting to the quartet's dedication, this quotation uses Katerina's position of hope in misery as a
means to demonstrate the hope of those oppressed by fascists. [78]
This theme emerges once again in his 14th string quartet. Similar to the eighth, the cello introduces this
theme, but does so for an entirely different purpose. With this quartet being the last in Shostakovich's
"quartet of quartets", the fourteenth serves to honor the cellist of the Beethoven String Quartet, Sergei
Shirinsky. Rather than reflecting the original theme's intentions, this quotation serves as a dedication to
Sergei the cellist, similar to how Katerina praises her lover Sergei. [79]
Posthumous publications[edit]
In 2004, the musicologist Olga Digonskaya discovered a trove of Shostakovich manuscripts at the Glinka
State Central Museum of Musical Culture, Moscow. In a cardboard file were some "300 pages of musical
sketches, pieces and scores" in the hand of Shostakovich. "A composer friend bribed Shostakovich's
housemaid to regularly deliver the contents of Shostakovich's office waste bin to him, instead of taking it
to the garbage. Some of those cast-offs eventually found their way into the Glinka. ... The Glinka archive
'contained a huge number of pieces and compositions which were completely unknown o r could be traced
quite indirectly,' Digonskaya said." [80]
Among these were Shostakovich's piano and vocal sketches for a prologue to an opera, Orango (1932).
They have been orchestrated by the British composer Gerard McBurney and this work was premiered in
December 2011 by the Los Angeles Philharmonic. [80][81][82][83][84]
Criticism[edit]
According to Shostakovich scholar Gerard McBurney, opinion is divided on whether his music is "of
visionary power and originality, as some maintain, or, as others think, derivative, trashy, empty and
second-hand".[85] William Walton, his British contemporary, described him as "the greatest composer of
the 20th century".[86] Musicologist David Fanningconcludes in Grove's Dictionary that, "Amid the
conflicting pressures of official requirements, the mass suffering of his fellow countrymen, and his
personal ideals of humanitarian and public service, he succeeded in forging a musical language of
colossal emotional power."[87]
Some modern composers have been critical. Pierre Boulez dismissed Shostakovich's music as "the
second, or even third pressing of Mahler".[88] The Romanian composer and Webern disciple Philip
Gershkovich called Shostakovich "a hack in a trance". [89] A related complaint is that Shostakovich's style
is vulgar and strident: Stravinsky wrote of Lady Macbeth: "brutally hammering ... and
monotonous".[90] English composer and musicologist Robin Holloway described his music as "battleship-
grey in melody and harmony, factory-functional in structure; in content all rhetoric and coercion."[91]
In the 1980s, the Finnish conductor and composer Esa-Pekka Salonen was critical of Shostakovich and
refused to conduct his music. For instance, he said in 1987:
Shostakovich is in many ways a polar counter-force for Stravinsky. [...] When I have said that the 7th
symphony of Shostakovich is a dull and unpleasant composition, people have responded: "Yes, yes, but
think of the background of that symphony." Such an attitude does no good to anyone. [92]
However, Salonen has since performed and recorded several of Shostakovich's works, including the
Piano Concertos Nos. 1 and 2 (1999), the Violin Concerto No. 1 (2010), the Prologue to "Orango" and the
Symphony No. 4 (2012).
It is certainly true that Shostakovich borrows extensively from the material and styles both of earlier
composers and of popular music; the vulgarity of "low" music is a notable influence on this "greatest of
eclectics".[93] McBurney traces this to the avant-garde artistic circles of the early Soviet period in which
Shostakovich moved early in his career, and argues that these borrowings were a deliberate technique to
allow him to create "patterns of contrast, repetition, exaggeration" that gave his music the large -scale
structure it required. [94][page needed]

передать для доклада Родзянко, «и дворцовый комендант Дедюлин и передал ему Дело
Тобольской Духовной Консистории, в котором содержалось начало Следственного Производства
по поводу обвинения Распутина в принадлежности к хлыстовской секте». [21] 26 февраля 1912 г. на
аудиенции Родзянко предложил царю навсегда выгнать крестьянина. Архиепископ Антоний
(Храповицкий) открыто писал,[источник не указан 1854 дня] что Распутин хлыст и участвует в радениях.
Новый (сменивший Евсевия (Гроздова) Тобольский епископ Алексий (Молчанов) лично взялся за
это дело, изучил материалы, затребовал сведения от причта Покровской церкви, неоднократно
беседовал с самим Распутиным. По результатам этого нового расследования было подготовлено
и 29 ноября 1912 года утверждено заключение Тобольской духовной консистории, разосланн ое
многим высокопоставленным лицам и некоторым депутатам Государственной думы. В заключении
Распутин-Новый назван «христианином, человеком духовно настроенным и ищущим правды
Христовой». Никаких официальных обвинений над Распутиным больше не тяготело. Но это вовсе
не значило, что все поверили в результаты нового расследования.
Противники Распутина[кто?] полагают[источник не указан 1750 дней], что епископ Алексий «помог» ему таким
образом в корыстных целях: опальный епископ, сосланный в Тобольск с Псковской кафедры
вследствие обнаружения в Псковской губернии сектантского иоаннитского монастыря, пробыл на
Тобольской кафедре только до октября 1913, то есть всего полтора года, после чего был
назначен Экзархом Грузии и возведен в сан архиепископа Карталинского и Кахетинского со
званием члена Святейшего Синода. В этом усматривают влияние Распутина.
Однако исследователи[кто?][источник не указан 1750 дней] полагают, что возвышение епископа Алексия в
1913 году состоялось лишь благодаря его преданности царствующему дому, которая особенно
видна из его проповеди, произнесённой по случаю манифеста 1905 года. Тем более что период, в
который епископ Алексий был назначен Экзархом Грузии, был периодом революционного
брожения в Грузии.[22]
По мнению архиепископа Антония Каржавина, следует также отметить, что противники
Распутина[кто?][источник не указан 1750 дней] часто забывают об ином возвышении: заведший на Распутина
первое дело о «хлыстовстве» епископ Тобольский Антоний (Каржавин) именно за это был
перемещён в 1910 году из холодной Сибири на Тверскую кафедру и на Пасху возведен в сан
архиепископа. [23] Но, по мнению Каржавина, они[кто?] помнят, что этот перевод состоялся как раз
благодаря тому, что первое дело было отправлено в архив Синода.
Пророчества, сочинения и переписка Распутина
При своей жизни Распутин издал две книги:
Распутин с семьёй
В своих пророчествах Распутин говорит о «божьей каре», «горькой воде», «слезах солнца»,
«ядовитых дождях» «до конца нашего века». Пустыни будут наступать, а землю населят чудовища,
которые не будут людьми, ни животными. Благодаря «человеческой алхимии» появятся летающие
лягушки, бабочки-коршуны, ползающие пчёлы, огромные мыши и не менее огромные муравьи, а
также чудовище «кобака». Два князя с Запада и Востока будут оспаривать право на мировое
господство. У них будет сражение в земле четырёх демонов, но западный князь Граюг победит
своего восточного врага Вьюга, но и сам падет[25]. После этих напастей люди вновь обратятся к
Богу и войдут в «рай земной».
Самым знаменитым стало предрекание гибели Императорского дома: «Покуда я жив, будет жить и
династия».[26][27].
Некоторые авторы считают, что упоминания Распутина есть в письмах Александры Фёдоровны к
Николаю II. В самих письмах фамилия Распутина не упоминается, но некоторые авторы считают,
что Распутин в письмах обозначается словами «Друг», или «Он» с больших букв, хотя это и не
имеет документальных подтверждений. Письма были опубликованы в СССР к 1927 г.[28], и
берлинском издательстве «Слово» в 1922. [29][30] Переписка сохранилась в Государственном Архиве
РФ — Новоромановский архив.[31][32]
Отношение к войне
В 1912 году Распутин отговорил императора от вмешательства в Балканскую войну, что
отодвинуло начало Первой мировой войны на 2 года [источник не указан 193 дня]. В 1914 году неоднократно
высказывался против вступления России в войну, считая, что она принесет крестьянам лишь
страдания[33]. В 1915 году, предвидя Февральскую революцию, Распутин требовал улучшения
снабжения столицы хлебом. В 1916 году Распутин решительно высказывался в пользу выхода
России из войны, заключения мира с Германией, отказа от прав на Польшу и Прибалтику, а также
против русско-британского альянса[источник не указан 193 дня].
Антираспутинская кампания в прессе
В 1910 году писатель Михаил Новосёлов напечатал в «Московских ведомостях» несколько
критических статей о Распутине (№ 49 — «Духовный гастролёр Григорий Распутин», № 72 — «Ещё
нечто о Григории Распутине»).
В 1912 году Новосёлов выпустил в своём издательстве брошюру «Григорий Распутин и
мистическое распутство», обвинявшую Распутина в хлыстовстве и критиковавшую высшую
церковную иерархию. Брошюра была запрещена и конфискована в типографии. Газета «Голос
Москвы» была оштрафована за публикацию выдержек из неё [34]. После этого в Государственной
Думе последовал запрос к МВД о законности наказания редакторов «Голоса Москвы» и «Нового
Времени». В том же 1912 году знакомый Распутина бывший иеромонах Илиодор начал
распространять несколько писем скандального содержания императрицы Александры Фёдоровны
и великих княжен, к Распутину.
Копии, отпечатанные на гектографе, ходили по Петербургу. Большинство исследователей считает
эти письма подделкой. [35]. Позднее Илиодор по совету Горького написал пасквильную книгу
«Святой Чёрт» о Распутине, которая была опубликована в 1917 году во время революции.
В 1913—1914 годы масонским Верховным Советом ВВНР делалась попытка агитационной
кампании по поводу роли Распутина при дворе. Несколько позднее Советом была сделана
попытка издания направленной против Распутина брошюры, а когда эта попытка не удалась
(брошюра была задержана цензурой), то Советом были приняты шаги к распространению этой
брошюры в размноженном на пишущей машинке виде [36].
Покушение Хионии Гусевой
В 1914 году созрел антираспутинский заговор, во главе которого встали Николай
Николаевич и Родзянко [источник не указан 193 дня].
29 июня (12 июля) 1914 г. на Распутина в селе Покровском было совершено покушение. Его
ударила ножом в живот и тяжело ранила Хиония Гусева, приехавшая из Царицына[15]. Распутин
показал, что подозревает в организации покушения Илиодора, но не смог представить каких-либо
доказательств этого. 3 июля Распутина перевезли на пароходе в Тюмень для лечения. В
тюменской больнице Распутин оставался до 17 августа 1914. Следствие по делу о покушении
продлилось около года. Гусеву в июле 1915 объявили душевнобольной [37] и освободили от
уголовной ответственности, поместив в психиатрическую лечебницу в Томске.
Покушение Гусевой попало в международные новости. О состоянии Распутина писали в газетах
Европы и США; The New York Times вынесла этот сюжет на первую полосу. В российской прессе
здоровью Распутина уделялось больше внимания, чем гибели эрцгерцога Франца
Фердинанда[38][прим. 1].
Убийство
Дом Распутина
Феликс надеялся для осуществления своего плана найти «людей решительных, готовых
действовать». Сложился узкий круг лиц, готовых к решительным действиям: поручик Сухотин,
великий князь Дмитрий Павлович, Пуришкевич и доктор Лазоверт. Обсудив ситуацию, заговорщики
решили, что «яд — вернейшее средство скрыть факт убийства». Местом убийства выбрали дом
Юсупова на Мойке[62]:
Распутина я собирался принять в полуподвальных апартаментах, которые для того отделывал.
Аркады разделили подвальную залу на две части. В большей была устроена столовая. В меньшей
винтовая лесенка, о которой писал уже, уводила в квартиру мою в бельэтаж. На полпути имелся
выход на двор. В столовую с низким сводчатым потолком свет проникал в два мелких оконца на
уровне тротуара, выходивших на набережную. Стены и пол в помещении сложены были из серого
камня. Чтобы не вызвать у Распутина подозрений видом голого погреба, пришлось украсить
комнату и придать ей жилой облик
Феликс велел дворецкому Григорию Бужинскому и камердинеру Ивану к одиннадцати приготовить
чай на шесть персон, купить пирожных, печенья, принести вина из погреба. Феликс провел всех
соучастников в столовую и некоторое время прибывшие молча осматривали место будущего
убийства. Феликс достал шкатулку с цианистым калием и положил её на стол рядом с пирожными.
Доктор Лазоверт надел резиновые перчатки, взял из неё несколько кристалликов яда, истер в
порошок. Затем снял верхушки пирожных, посыпал начинку порошком в количестве, способном, по
его словам, убить слона. В комнате царило молчанье. Мы взволнованно следили за его
действиями. Осталось положить яд в бокалы. Решили класть в последний момент, чтобы отрава
не улетучилась
С целью поддержать в Распутине приятное расположение духа и не дать ему ничего заподозрить,
убийцы решили придать всему вид оконченного ужина: стулья отодвинули, в чашки налили чай.
Договорились, что Дмитрий, Сухотин и Пуришкевич поднимутся в бельэтаж и заведут граммофон,
выбрав музыку повеселей.
Лазоверт, переодетый в шофера, завел мотор. Феликс надел шубу и надвинул на глаза меховую
шапку, так как необходимо было скрытно доставить Распутина в дом на Мойке. Феликс согласовал
данные действия, объяснив Распутину, что не хочет «афишировать» отношения с ним. К
Распутину приехали за полночь. Он ожидал Феликса: «надел шелковую рубашку, расшитую
васильками. Опоясался малиновым шнурком. Черные бархатные шаровары и сапоги были с
иголочки. Волосы прилизаны, борода расчесана с необычайной тщательностью».
Приехав в дом на Мойке, Распутин услышал американскую музыку и голоса. Феликс объяснил, что
это гости жены, которые скоро уйдут. Феликс пригласил гостя пройти в столовую.
«Спустились. Не успев войти, Распутин скинул шубу и с любопытством стал озираться. Особенно
привлек его поставец с ящичками. Он забавлялся как дитя, открывал и закрывал дверцы,
рассматривал внутри и снаружи»
.
Феликс в последний раз попытался уговорить Распутина уехать из Петербурга, но получил отказ.
Наконец, переговорив «свои любимые разговоры», Распутин попросил чаю. Феликс налил ему
чашку и предложил эклеры с цианистым калием.
Я смотрел с ужасом. Яд должен был подействовать тут же, но, к изумлению моему, Распутин
продолжал разговаривать, как ни в чём не бывало.
Тогда Феликс предложил Распутину отравленное вино.
Я стоял возле него и следил за каждым его движением, ожидая, что он вот-вот рухнет… Но он пил,
чмокал, смаковал вино, как настоящий знаток. Ничто не изменилось в его лице.
Под предлогом проводить, Юсупов поднялся к «гостям жены». Феликс взял у Дмитрия револьвер и
спустился в подвал — прицелился в сердце и спустил курок. Сухотин переоделся «старцем»,
надев его шубу и шапку. Следуя разработанному плану, с учетом наличия слежки, Дмитрий,
Сухотин и Лазоверт должны были отвезти «старца» в открытом автомобиле Пуришкевича обратно
к нему домой. Затем, в закрытом автомобиле Дмитрия вернуться на Мойку, забрать труп и
доставить к Петровскому мосту. Однако случилось неожиданное: резким движеньем «убитый»
Распутин вскочил на ноги.
Выглядел он жутко. Рот его был в пене. Он закричал дурным голосом, взмахнул руками и бросился
на меня. Пальцы его впивались мне в плечи, норовили дотянуться до горла. Глаза вылезли из
орбит, изо рта потекла кровь. Распутин тихо и хрипло повторял мое имя.
На зов Юсупова прибежал Пуришкевич. Распутин «хрипя и рыча» быстро переместился к
потайному выходу во двор. Пуришкевич кинулся вдогонку. Распутин бежал к средним воротам
двора, которые были не заперты. «Раздался выстрел… Распутин качнулся и упал в снег».
Пуришкевич подбежал, постоял несколько мгновений у тела, убедился, что на этот раз все
кончено, и быстро пошел к дому.
Дмитрий, Сухотин и Лазоверт в закрытом автомобиле заехали за трупом. Завернули труп в
холстину, погрузили в автомобиль и уехали к Петровскому мосту, где и скинули тело в реку.
Последствия убийства
Вечером 1 января 1917 года стало известно, что тело Распутина было обнаружено в Малой Невке
в ледяной проруби под Петровским мостом. Тело было доставлено в Чесменскую богадельню в
пяти верстах от Петербурга. Императрица Александра Федоровна потребовала немедленного
расстрела убийц Распутина.
Великая княгиня Мария Павловна, приехав из Пскова, где размещался штаб Северного фронта,
рассказала, с каким неистовым восторгом была встречена войсками весть об убийстве Рапутина.
«Никто не сомневался, что теперь-то государь найдет себе людей честных и преданных». Однако,
по словам Юсупова: «Распутинский яд долгие годы отравлял высшие сферы государства и
опустошил самые честные, самые горячие души. В итоге кто-то не хотел принимать решения, а
кто-то считал, что их и принимать-то незачем»[63].
В конце марта 1917 года Михаил Родзянко, адмирал Колчак и князь Николай Михайлович [источник не
указан 435 дней] предлагали Феликсу стать императором.
Обвинения в безнравственности
По воспоминаниям А. А. Головина, во время первой мировой войны слухи о том, что императрица
является любовницей Распутина, распространялись среди офицеров русской армии сотрудниками
оппозиционного Земско-городского союза[96]. После свержения Николая II председатель Земгора
князь Львов стал председателем Временного Правительства.
После свержения Николая II Временное правительство организовало чрезвычайную следственную
комиссию, которая должна была искать преступления царских чиновников и в том числе
расследовала деятельность Распутина. Комиссия произвела 88 опросов и допросила 59 лиц,
готовила «стенографические отчеты», главным редактором которых был поэт А. А. Блок,
опубликовавший свои наблюдения и записи в виде книжки под названием «Последние дни
Императорской власти»[97].
Комиссия не закончила свою работу. Часть протоколов допросов высших чиновников были
опубликованы в СССР к 1927 году.[98] Из показаний А. Д. Протопоповачрезвычайной следственной

Тем не менее уже в 1917 году образ Распутина продолжил появляться на киноэкране. По данным
IMDB, первым, кто воплотил образ старца на экране, стал актёр Эдвард Конелли (в
фильме «Падение Романовых»). В том же году вышел фильм «Распутин, чёрный монах», где
Распутина сыграл Монтегю Лав. В 1926 году выходит ещё один фильм о Распутине — «Brandstifter
Europas, Die» (в роли Распутина — Макс Ньюфилд), а в 1928 году — сразу три: «Красный танец» (в
роли Распутина — Димитриус Алексис), «Распутин — святой грешник» и «Распутин» — первые два
фильма, где Распутина сыграли русские актёры — Николай Маликов и Григорий Хмара,
соответственно.
В 1925 году написана и сразу ставится в Москве пьеса А. Н. Толстого «Заговор императрицы»
(издана в Берлине в 1925), где подробно показано убийство Распутина. В дальнейшем пьесу
ставили и некоторые советские театры. В московском театре им. И. В. Гоголя в роли Распутина
выступал Борис Чирков. А на белорусском телевидении в середине 60-х годов по пьесе Толстого
был снят телеспектакль «Крах», в котором играли Роман Филиппов (Распутин) и Ростислав
Янковский (князь Феликс Юсупов).
В 1932 году выходят немецкий «Распутин — демон с женщиной» (в роли Распутина — известный
немецкий актёр Конрад Фейдт) и номинированный на «Оскар» «Распутин и императрица»,
заглавная роль в котором досталась Лайонелу Бэрримору. В 1938 году вышел «Распутин» с Гарри
Бауром в главной роли.
Вновь кинематограф вернулся к Распутину в 50-х годах, которые ознаменовались постановками с
одинаковым названием «Распутин», вышедшими в 1954 и 1958 (для телевидения) годах с Пьером
Брассером и Нарцмсом Ибанесом Ментой в ролях Распутина, соответственно. В 1967 году
выходит культовый фильм ужасов «Распутин — сумасшедший монах» с известным
актёром Кристофером Ли в роли Григория Распутина. Несмотря на множество ошибок с
исторической точки зрения, образ, созданный им в фильме, считается одним из лучших
киновоплощений Распутина.
В 60-е годы также вышли такие фильмы как «Ночь Распутина» (1960, в роли Распутина — Эдмунд
Пардом), «Распутин» (телепостановка 1966 года с Гербертом Штассом в главной роли) и «Я убил
Распутина» (1967), где роль исполнил Герт Фрёбе, известный своей ролью Голдфингера, злодея
из одноимённого фильма о Джеймсе Бонде.
В 70-е годы Распутин появился в следующих фильмах: «Почему русские революционировали»

В 1981 году выходит самый известный российский фильм о Распутине — «Агония» Элема
Климова, где образ с успехом воплотил Алексей Петренко. В 1984 году выходит «Rasputin —
Orgien am Zarenhof» с Александром Конте в роли Распутина.
В 1992 году режиссёр-постановщик Геннадий Егоров поставил спектакль «Гришка Распутин» по
одноимённой пьесе Константина Скворцова в Санкт-Петербургском драматическом театре
«Патриот» РОСТО в жанре политического фарса.
В 90-х образ Распутина, как и многие другие, начал деформироваться. В пародийном скетче шоу
«Красный гном» — «Таянье», вышедшем в 1991 году, Распутин был сыгран Стивеном Микалефом,
а в 1996 вышли два фильма о Распутине — «Преемник» (1996) с Игорем Соловьёвым в роли
Распутина и «Распутин», где его сыграл Алан Рикман (а молодого Распутина — Тамаш Тот). В
1997 году вышел мультфильм «Анастасия», где Распутина озвучили известный актёр Кристофер
Ллойд и Джим Каммингс (пение).
Уже вышли фильмы «Распутин: Дьявол во плоти» (2002, для телевидения, Распутин — Олег
Фёдоров и «Убивая Распутина» (2003, Распутин — Рубен Томас[108], а также «Хеллбой: Герой из
пекла», где главным злодеем является воскресший Распутин, роль которого сыграл Карел Роден.
В 2007 году вышел фильм «Заговор», режиссёра Станислава Либина, где роль Распутина
исполняет Иван Охлобыстин.
В 2011 году был снят франко-российский фильм «Распутин», роль Григория в котором
исполнил Жерар Депардьё. По словам пресс-секретаря Президента РФ Дмитрия Пескова, именно
эта работа дала право на получение актёром российского гражданства [109].
В 2014 году студией «Марс Медиа» снят 8-серийный телефильм «Григорий Р.» (реж. Андрей
Малюков), в котором роль Распутина сыграл Владимир Машков.
В музыке
Диско-группа Boney M. в 1978 году выпустила альбом «Nightflight to Venus», одним из хитов
которого была песня «Rasputin». Текст песни написан Фрэнком Фарианом и содержит
западные штампы о Распутине — «величайшая российская машина любви» (англ. Russia's
greatest love machine), «любовник русской царицы» (англ. lover of the Russian queen). В музыке
использовались мотивы популярного тюркю «Кятибим», в песне «передразнивается»
исполнение тюркю Эртой Китт (восклицание Китт «Oh! those Turks» Boney M копируют как «Oh!
those Russians»). На гастролях Boney M в СССР эта песня по настоянию принимающей
стороны не исполнялась, правда впоследствии всё же была включена в выпуск советской
пластинки группы[110]. Смерть одного из участников группы Бобби Фаррелла наступила ровно в
94-ю годовщину в ночь убийства Григория Распутина, в Санкт-Петербурге.

Григорий») (ок. 2000) из музыкального альбома «Мы — русские» направлена на
превозношение «святости» и канонизацию Распутина, где есть строки «Русский старец с
посохом в руке, чудотворец с посохом в руке».[111]
У трэш-группы Коррозия металла в альбоме «Садизм», вышедшем в 1993 году, есть песня
«Мёртвый Распутин».
Германская пауэр-метал группа Metalium в 2002 году записала собственную песню «Rasputin»
(альбом «Hero Nation — Chapter Three»), представив свой взгляд на события вокруг Григория
Распутина, без штампов, сложившихся в поп-культуре[112]
Финская фолк/викинг-метал группа Turisas в 2007 году выпустила сингл «Rasputin» с кавер-
версией песни группы «Boney M». Также на песню «Rasputin» был снят видеоклип.
В 2002 году Валерий Леонтьев на «Новогоднем аттракционе» РТР исполнил русскую версию
песни Boney M Rasputin «Новый год» («Рас, Растворим настежь двери, да всей Россией
пойдём в хоровод…»)
Распутин в поэзии
Николай Клюев не раз сравнивал себя с ним, и в стихах у него встречаются нередкие упоминания
о Григории Ефимовиче. «Идут за мной», писал Клюев, «мильоны чарых Гришек» [113]. По
воспоминаниям поэта Рюрика Ивнева, поэт Сергей Есенин исполнял модные
тогда частушки «Гришка Распутин и Царица»[114].
Поэтесса Зинаида Гиппиус в своем дневнике от 24 ноября 1915 писала: «Сам же Гриша правит,
пьёт и фрейлин е*ёт. И Федоровну, по привычке». В ближайшее окружение императорской семьи
З. Гиппиус не входила, просто передавала слухи. В народе ходила пословица «Царь-
батюшка с Егорием, а царица-матушка с Григорием». [115]

Religious conversion
In 1897, Rasputin developed a renewed interest in religion, and left Pokrovskoye to go on a pilgrimage.
His reasons for doing so are unclear: according to some sources, Rasputin left the village to escape
punishment for his role in a horse theft. [9] Other sources suggest that he had a vision – either of the Virgin
Mary, or of St. Simeon of Verkhoturye – while still others suggest that Rasputin's pilgrimage was inspired
by his interactions with a young theological student, Melity Zaborovsky. [10] Whatever his reasons,
Rasputin's departure was a radical life change: he was twenty-eight, had been married ten years, and had
an infant son with another child on the way. According to Douglas Smith, his decision "could only have
been occasioned by some sort of emotional or spiritual crisis." [11]
Rasputin had undertaken earlier, shorter pilgrimages to the Holy Znamensky Monastery at Abalak and to
Tobolsk's cathedral, but his visit to the St. Nicholas Monastery at Verkhoturye in 1897 was
transformative.[12] There, he met and was "profoundly humbled" by a starets (elder) known as Makary.
Rasputin may have spent several months at Verkhoturye, and it was perhaps here that he learned to read
and write, but he later complained about the monastery itself, claiming that some of the monks engaged
in homosexuality and criticizing monastic life as too coercive. [13] He returned to Pokrovskoye a changed
man, looking disheveled and behaving differently than he had before. He became a vegetarian, swore off
alcohol, and prayed and sang much more fervently than he had in the past.[14]
Rasputin would spend the years that followed living as a Strannik, (a holy wanderer, or pilgrim), leaving
Pokrovskoye for months or even years at a time to wander the country and visit a variety of different holy
sites.[15] It is possible that Rasputin wandered as far Athos, Greece – the center of Orthodox monastic life
– in 1900.[16]
By the early 1900s, Rasputin had developed a small circle of acolytes, primarily family members and
other local peasants, who prayed with him on Sundays and other holy days when he was in Pokrovskoye.
Building a makeshift chapel in Efim's root cellar - Rasputin was still living within his father's household at
the time - the group held secret prayer meetings there. These meetings were the subject of some
suspicion and hostility from the village priest and other villagers. It was rumored that female followers
were ceremonially washing him before each meeting, that the group sang strange songs that the villagers
had not heard before, and even that Rasputin had joined the Khlysty, a religious sect whose ecstatic
rituals were rumored to included self-flagellation and sexual orgies. [17][18] According to historian Joseph
Fuhrmann, however, "repeated investigations failed to establish that Rasputin was ever a member of the
sect," and rumors that he was a Khlyst appear to have been unfounded. [19]
Rise to prominence
Word of Rasputin's activity and charisma began to spread in Siberia during the early 1900s. [17] Sometime
between 1902 and 1904, he travelled to the city of Kazan on the Volga river, where he acquired a
reputation as a wise and perceptive starets, or holy man, who could help people resolve their spiritual
crises and anxieties. [20] Despite rumors that Rasputin was having sex with some of his female
followers,[21] he won over the father superior of the Seven Lakes Monastery outside Kazan, as well as a
local church officials Archimandrite Andrei and Bishop Chrysthanos, who gave him a letter of
recommendation to Bishop Sergei, the rector of the St. Petersburg Theological Seminary at the Alexander
Nevsky Monastery, and arranged for him to travel to St. Petersburg, either in 1903 or in the winter of
1904–1905.[22][23][24]
Upon meeting Sergei at the Nevsky Monastery, Rasputin was introduced to a number of different church
leaders, including Archimandrite Feofan, who was the inspector of the theological seminary, was well -
connected in St. Petersburg society, and later served as confessor to the Tsar and his wife. [25][26] Feofan
was so impressed with Rasputin that he invited him to stay in his home, and became one of Rasputin's
most important and influential friends in St. Petersburg. [25]
According to Joseph T. Fuhrmann, Rasputin stayed in St. Petersburg for only a few months on his first
visit, and returned to Prokovskoye in the fall of 1903. [27] Historian Douglas Smith, however, argues that it
is impossible to know whether Rasputin stayed in St. Petersburg or returned to Prokovskoye at some
point between his first arrival there and 1905. [28]Regardless, by 1905 Rasputin had formed friendships
with several members of the aristocracy, including the "Black
Princesses," Militsa and Anatasia of Montenegro, who had married the Tsar's cousins (Grand Duke Peter
Nikolaevich and Grand Duke Nikolai Nikolaevich), and were instrumental in introducing Rasputin to the
Tsar and his family. [26][29]
Rasputin first met the Tsar on November 1, 1905, at the Peterhof Palace. The tsar recorded the event in
his diary, writing that he and Alexandra had "made the acquaintance of a man of God - Grigory, from
Tobolsk province."[28] Rasputin would not meet the Tsar and his wife again for some months: he returned
to Prokovskoye shortly after their first meeting, and did not return to St. Petersburg until July 1906. [30] On
his return, Rasputin sent Nicholas a telegram asking to present the tsar with an icon of Simeon of
Verkhoturye. He met with Nicholas and Alexandra on July 18, and again in October, when he first met
Nicholas and Alexandra's children. [31] Joseph Fuhrmann has speculated that it was in October that
Rasputin was first asked to pray for the health of Alexei. [32]
By December 1906, Rasputin had become close enough to the royal family to ask a special favor of the
Tsar – that he be permitted to change his surname to Rasputin-Novyi (Rasputin-New). Nicholas granted
the request and the name change was speedily processed, suggesting that the Tsar viewed – and treated
– Rasputin favorably at that time. [32]
Healer to Alexei
Much of Rasputin's influence with the royal family stemmed from Alexandra and others' belief that he had
eased the pain and stopped the bleeding of the Tsarevich – who suffered from hemophilia – on several
occasions. According to historian Marc Ferro, the Tsarina had a "passionate attachment" to Rasputin as a
result of her belief that he could heal her son's affliction. [33] Harold Shukman wrote that Rasputin became
"an indispensable member of the royal entourage" as a result. [34]
Rasputin had been rumored to be capable of faith-healing since his arrival in St. Petersburg, [35] and the
Tsarina's friend Anna Vyrubovabecame convinced that Rasputin had miraculous powers shortly
thereafter. Vyrubova would become one of Rasputin's most influential advocates. [36][37]
It is unclear when Rasputin first learned of Alexei's hemophilia, or when he first acted as a healer for
Alexei. He may have been aware of Alexei's condition as early as October 1906[32] and was summoned
by Alexandra to pray for Alexei when he had an internal hemorrhage in the spring of 1907. Alexei
recovered the next morning. [38]
During the summer of 1912, Alexei developed a hemorrhage in his thigh and groin after a jolting carriage
ride near the royal hunting grounds at Spala, which caused a large hematoma.[39] In severe pain and
delirious with fever, the Tsarevich appeared to be close to death. [40] In desperation, the Tsarina asked
Vyrubova to send Rasputin (who was in Siberia) a telegram, asking him to pray for Alexei. [41] Rasputin
wrote back quickly, telling the Tsarina that "God has seen your tears and heard your prayers. Do not
grieve. The Little One will not die. Do not allow the doctors to bother him too much." [41] The next morning,
Alexei's condition was unchanged, but Alexandra was encouraged by the message and regained some
hope that Alexei would survive. Alexei's bleeding stopped the following day. [41]
Historian Robert K. Massie has called Alexei's recovery "one of the most mysterious episodes of the
whole Rasputin legend."[41] The cause of his recovery is unclear: Massie speculated that Rasputin's
suggestion to not let doctors disturb Alexei had aided his recovery by allowing him to rest and heal, or
that his message may have aided Alexei's recovery by calming Alexandra and reducing the emotional
stress on Alexei. [42] Alexandra, however, believed that Rasputin had performed a miracle, and concluded
that he was essential to Alexei's survival. [43]
Some writers and historians, such as Ferro, have claimed that Rasputin stopped Alexei's bleeding on
other occasions through hypnosis.[33]
Controversy
Rasputin soon became a controversial figure, becoming involved in a paradigm of sharp political struggle
involving monarchist, anti-monarchist, revolutionary and other political forces and interests. He was
accused by many eminent persons of various misdeeds, ranging from an unrestricted sexual life
(including raping a nun)[44][better source needed] to undue political domination over the royal family. [citation needed]
Even before Rasputin's arrival in St. Petersburg in 1903, alternative religious movements such
as spiritualism and theosophy had become increasingly popular among the city's aristocracy, and many of
them were intensely curious about the occult and the supernatural more generally. [45] While fascinated by
him, the Saint Petersburg elite did not widely accept Rasputin. He did not fit in with the royal family, and
he and the Russian Orthodox Church had a very strained relationship. The Holy Synod frequently
attacked Rasputin, accusing him of a variety of immoral or evil practices. Because Rasput in was a court
official, though, he and his apartment were under 24-hour surveillance, and, accordingly, there exists
some credible evidence about his lifestyle in the form of the famous "staircase notes" — reports
from police spies, which were not given only to the Tsar but also published in newspapers.[citation needed]
According to Rasputin's daughter, Maria, Rasputin did "look into" the Khlysty sect, but rejected it[citation
needed]. One Khlyst practice was known as "rejoicing" (радение), a ritual which sought to overcome human
sexual urges by engaging in group sexual activities so that, in consciously sinning together, the sin's
power over the human was nullified. [46] Rasputin is said to have been particularly appalled by the belief
that grace is found through self-flagellation.[citation needed]
Like many spiritually minded Russians, Rasputin spoke of salvation as depending less on the clergy and
the church than on seeking the spirit of God within. He also maintained that sin and repentance were
interdependent and necessary to salvation. Thus, he claimed that yielding to temptation(and, for him
personally, this meant sex and alcohol), even for the purposes of humiliation (so as to dispel the sin
of vanity), was needed to proceed to repentance and salvation. [citation needed] Rasputin was deeply opposed
to war, both from a moral point of view and as something which was likely to lead to political catastrophe.
During the years of World War I, Rasputin's increasing drunkenness, sexual promiscuity and willingness
to accept bribes(in return for helping petitioners who flocked to his apartment), as well as his efforts to
have his critics dismissed from their posts, made him appear increasingly cynical. Attaining divine
grace through sin seems to have been one of the central secret doctrines which Rasputin preached to
(and practiced with) his inner circle of society ladies. [citation needed]
During World War I, Rasputin became the focus of accusations of unpatriotic influence at court. The
unpopular Tsarina, meanwhile, who was of Anglo-German descent, was accused of acting as a spy in
German employ.[citation needed]
When Rasputin expressed an interest in going to the front to bless the troops early in the war, the
Commander-in-Chief, Grand Duke Nicholas, promised to hang him if he dared to show up there. Rasputin
then claimed that he had a revelation that the Russian armies would not be successful until the Tsar
personally took command. With this, the ill-prepared Tsar Nicholas proceeded to take personal command
of the Russian army, with dire consequences for himself as well as for Russia. [citation needed]
While Tsar Nicholas II was away at war, Rasputin's influence over Tsarina Alexandra increased. [citation
needed] He soon became her confidant and personal adviser, and also convinced her to fill some
governmental offices with his own handpicked candidates. To further advance his power in the highest
circles of Russian society, Rasputin cohabited with upper-class women in exchange for granting political
favours.[citation needed]
World War I, the ossifying effects of feudalism, and a meddling government bureaucracy all contributed to
Russia's declining economy at a very rapid rate. Many at the time laid the blame with Alexandra and with
Rasputin, because of his influence over her. Here is an example:
Vladimir Purishkevich was an outspoken member of the Duma. On November 19, 1916, Purishkevich
made a rousing speech in the Duma, in which he stated, "The tsar's ministers who have been turned
into marionettes, marionettes whose threads have been taken firmly in hand by Rasputin and the
Empress Alexandra Fyodorovna — the evil genius of Russia and the Tsarina ... who has remained a
German on the Russian throne and alien to the country and its people." Felix Yusupov attended the
speech and afterwards contacted Purishkevich, who quickly agreed to participate in the murder of
Rasputin.[47]
Rasputin's influence over the royal family was used against him and the Romanovs by politicians and
journalists who wanted to weaken the integrity of the dynasty, force the Tsar to give up his absolute
political power and separate the Russian Orthodox Church from the state. Rasput in unintentionally
contributed to their propaganda by having public disputes with clergy members, bragging about his ability
to influence both the Tsar and Tsarina, and also by his dissolute and very public lifestyle. Nobles in
influential positions around the Tsar, as well as some parties of the Duma, clamored for Rasputin's
removal from the court. Perhaps inadvertently, Rasputin had added to the Tsar's subjects' diminishing
respect for him. [citation needed]
Assassination attempt
On 12 July [O.S. 29 June] 1914 a 33-year-old peasant woman named Chionya Guseva attempted to
assassinate Rasputin by stabbing him in the stomach outside his home in Pokrovskoye. [48] Rasputin was
seriously wounded, and for a time it was not clear that he would survive the attack. [49] After a local doctor
performed emergency surgery in Rasputin's home [50] and some time in a hospital in Tyumen,[51] however,
Rasputin recovered from the attack.
Guseva was a follower of Iliodor, a former priest who had supported Rasputin before denouncing his
sexual escapades and self-aggrandizement in December 1911. [52][53] A radical conservative and anti-
semite, Iliodor had been part of a group of establishment figures who had attempted t o drive a wedge
between the royal family and Rasputin in 1911. When this effort failed, Iliodor had been banished from St.
Petersburg and was ultimately defrocked.[52][54] Guseva claimed to have acted alone, having read about
Rasputin in the newspapers and believing him to be a "false prophet and even an Antichrist." [55] Both the
police and Rasputin, however, believed that Iliodor had played some role in the attempt on Rasputin's
life.[52] Iliodor fled the country before he could be questioned about the assassination attempt, and
Guseva was found to be not responsible for her actions due to insanity. [52]
According to his daughter Maria, Rasputin was very much changed by the experience and began to drink
alcohol.[citation needed]
Death
Felix Yusupov (Basement of the Yusupov Palace on the Moika in St Petersburg, where Rasputin was
murdered
Having decided that Rasputin's influence over the Tsarina had made him a threat to the empire, a group
of nobles led by Prince Felix Yusupov, the Grand Duke Dmitri Pavlovich, and the right-wing
politician Vladimir Purishkevich concocted a plan to kill Rasputin in December 1916, apparently by luring
Rasputin to the Yusupovs' Moika Palace.[56][57]
Rasputin was murdered during the early morning on 30 December [O.S. 17 December] 1916, at the home
of Felix Yusupov. He died of three gunshot wounds, one of which was a close-range shot to his forehead.
Beyond this, little is certain about his death, and the circumstances of his death have been the subject of
considerable speculation. According to historian Douglas Smith, "what really happened at the Yusupov
home on 17 December will never be known." [58] The story of Rasputin's death that Yusupov recounted in
his memoirs, however, has become the most frequently told version of events. [59]
According to Yusupov's account, Yusupov invited Rasputin to his home shortly after midnight, and
ushered him into the basement. Yusupov offered Rasputin tea and cakes which had been laced with
cyanide. At first, Rasputin refused the cakes, but then began to eat them. To Yusupov's surprise,
Rasputin did not appear to be affected by the poison. [60] Rasputin then asked for some Madeira
wine (which had also been poisoned) and drank three glasses, but still showed no sign of distress. At
around 2:30 am, Yusupov excused himself to go upstairs, where his fellow conspirators were waiting.
Taking a revolver from Dmitry Pavlovich, Yusupov returned to the basement and, referring to a crucifix
that was in the room, told Rasputin that he'd "better look at the crucifix and say a prayer," then shot him
once in the chest. Believing him to be dead, they then drove to Rasputin's apartment, with Sukhotin
wearing Rasputin's coat and hat, in an attempt to make it look as though Rasputin had returned home
that night.[61]Upon returning to the Moika Palace, Yusupov went back to the basement to ensure that
Rasputin was dead.[62] Suddenly, Rasputin leapt up and attacked Yusupov, who – with some effort – freed
himself and fled upstairs. Rasputin followed, and made it into the palace's courtyard before being shot by
Purishkevich and collapsing into a snowbank. The conspirators then wrapped Rasputin's body in cloth,
drove it to the Petrovsky Bridge and dropped it into the Malaya Nevka River.[63]
News of Rasputin's murder spread quickly, even before his body was found. According to Douglas Smith,
Purishkevich spoke openly about Rasputin's murder to two soldiers and a policeman who was
investigating reports of shots shortly after the event, but urged them not to tell anyone else. [64] An
investigation was launched the next morning, as rumors that Rasputin had been killed were already
circulating.[65] One newspaper, the Stock Exchange Gazette, even ran a report of Rasputin's death "after
a party in one of the most aristocratic homes in the center of the city" on the afternoon of 30
December [O.S. 17 December] 1916.
When two workmen noticed blood on the railing of the Petrovsky Bridge and a boot was found on the ice
below, river police began searching the area for Rasputin's body. [66] His body was found under the river
ice on January 1st [O.S. 19 December], approximately 200 meters downstream from the bridge.[67] An
autopsy was conducted by Dr. Dmitry Kosorotov, the city's senior autopsy surgeon. The report that
Kosorotov wrote was later lost, but he later stated that Rasputin's body had shown signs of severe
trauma, including three gunshot wounds - one of which had been sustained at close range, and to the
forehead - a slice wound to his left side, and many other injuries, many of which Kosorotov felt h ad been
sustained post-mortem.[68] Kosorotov found a single bullet in Rasputin's body, but stated that it was too
badly deformed and of a type too widely used to trace. He found no evidence that Rasputin had been
poisoned.[69] According to both Douglas Smith and Joseph Fuhrmann, Kosorotov found no water in
Rasputin's lungs, and reports that Rasputin had been thrown into the water alive were
incorrect.[70][71] Contrary to some later accounts that claimed that Rasputin's penis had been severed,
Kosorotov found his genitals intact. [69]
Rasputin was buried on January 2 [O.S. December 21] at a small church that Anna Vyrubova had been
building at Tsarskoye Selo. The funeral was attended only by the royal family and a few of their intimates.
Rasputin's wife, mistress, and children were not invited, [72] although his daughters met with the Royal
family at Vyrubova's home later that day. [73] His body was exhumed and burned by an attachment of
soldiers shortly after the Tsar abdicated the throne in March 1917,[72] in order to prevent his burial site
from becoming a shrine or a rallying point for supporters of the old regime. [74]
Alternative theories
Some writers - including Oleg Shishkin, Andrew Cook, [75] Richard Cullen, and Michael Smith[76][77] - have
suggested that agents of the British Secret Intelligence Service (BSIS) were involved in Rasputin's
assassination. [78] According to this theory, British agents were concerned that Rasputin was urging the
tsar to make a separate peace with Germany and withdraw from the war, and that this would allow
Germany to transfer a large number of troops to the Western Front.[78] The theory suggests, in other
words, that British agents played an active role in Rasputin's assassination in order to keep Russia in the
war and force Germany to keep defending the Eastern Front. While there are several variants of this
theory, in general they suggest that British intelligence agents under the command of Samuel Hoare, and
in particular Oswald Rayner - who had attended Oxford University with Yusopov - were directly involved in
planning and carrying out the assassination. [79]
Shishkin was the first historian to suggest that British agents were directly involved in Rasputin's
death,[80][81] but according to Joseph Fuhrman, Shishkin's suggestion that Hoare himself shot Rasputin is
"almost certainly not true."[82] Later, both Cook and Cullen also wrote books which argued that Yusopov
had essentially been a "front man" for British agents, who had planned and executed Rasputin's
murder.[81] Both authors point to a letter that British agent Stephen Alley wrote to his colleague John
Scale - which suggested that Rasputin's death had been "well received" and noted that "a few awkward
questions have already been asked" about British involvement [83] - and to stories that Rayner, Alley, and
Scale later told their families as evidence of British involvement in the assassination. Cook also
commissioned a forensic analysis of old photographs of Rasputin's corpse, and concluded from this that
Rayner had personally shot Rasputin. [84] According to Fuhrmann, however, the forensic analysis Cook
relied on was likely incorrect, and the letter between Alley and Scale demonstrates that British agents
were aware of the plot, but does not prove that they were actively involved. [82]
According to historian Douglas Smith, the authenticity of the letter itself is "far from certain," since it is
"apparently in the possession of Alley's descendants" but cannot be verified. If genuine, according to
Smith, the letter would offer "the best proof of British involvement in Rasputin's murder," but "of what sort
and to what extent is not clear," and it "does not mean" they set the plot in motion, or were present at
Rasputin's death.[85] Responding to Cook, Cullen, and other authors' analysis of forensic evidence, Smith
writes that the 'British agents' theory "suffers from a number of problems," because it focuses on the gun
that was used to shoot Rasputin, when neither the authorities at the time nor later forensic experts have
"been able to say with any accuracy the caliber or make of gun that had been used in the murder," and
because it relies on photographic evidence that "does not convincingly show" what the theory's
proponents claim. According to Smith, "there is no convincing evidence that places any British agents at
the murder scene."[86] Historian Keith Jeffrey has stated that if British Intelligence agents had been
involved in the assassination of Rasputin, "I would have expected to find some trace of that" in the MI6
archives, but that no such evidence exists. [77]
Daughter
Rasputin's daughter, Maria Rasputin (Matryona Rasputina) (1898–1977), emigrated to France after
the October Revolution, and then to the U.S. There she worked as a dancer and then a lion tamer in a
circus.[87]
