ANEXO 17

Como consecuencia de la labor realizada por la Comisión de Aeronavegación, el Comité de
Transporte aéreo y el Comité sobre Interferencia ilícita, el Consejo adoptó, el 22 de marzo de 1974,
las normas y métodos recomendados sobre seguridad.
Dichas normas y métodos pasarán a ser el Anexo 17 y llevarán por título “Normas y métodos
recomendados internacionales — Seguridad — Protección de la aviación civil internacional
contra los actos de interferencia ilícita”.
CAPÍTULO 1. DEFINICIONES
Actos de interferencia ilícita.
Actos, o tentativas, destinados a comprometer la seguridad de la aviación civil incluyendo, sin
que esta lista sea exhaustiva, lo siguiente:
• apoderamiento ilícito de aeronaves,
• Destrucción de una aeronave.
• toma de rehenes a bordo de aeronaves o en los aeropuertos.
• Entrar por la fuerza a una aeronave o en un aeropuerto.
• introducción a de armas, artefactos o sustancias peligrosas con fines criminales.
• Uso de una aeronave en servicio con el propósito de causar la muerte, lesiones corporales
graves o daños graves a los bienes o al medio ambiente,
• información falsa que comprometa la seguridad de una aeronave, pasajeros, tripulación,
personal de tierra o público en un aeropuerto.
Todo Estado contratante tendrá como objetivo principal salvaguardar la seguridad de los
pasajeros, las tripulaciones, etc.
Entre otras de las responsabilidades de cada estado se encuentran:
establecer organismos que elaboraren y apliquen las normas, métodos y procedimientos
contra los actos de interferencia ilícita, tomando siempre en cuenta la seguridad y la eficacia
de los vuelos.
Cooperar con los pedidos de otros países sobre aplicación medidas de seguridad
adicionales.
CAPÍTULO 3. ORGANIZACIÓN
Esta parte del anexo habla sobre las responsabilidades del país en cuanto la organización hacia
el interior de las fronteras del mismo:
aplicar programas de seguridad para la aviación civil contra cualquier tipo de amenaza,
además la autoridad competente asignara tareas a las instituciones involucradas.
establecer un comité de seguridad en cada aeropuerto civil, para facilitar tanto la
coordinación como la aplicación de controles y procedimientos de seguridad.
Aplicar verificación de antecedentes y procedimientos de selección a quienes aplican los
controles de seguridad.
realicen auditorías, pruebas, estudios e inspecciones de la seguridad periódicamente para
verificar que se cumpla con el programa nacional de seguridad de la aviación civil y para
procurar la rectificación rápida y eficaz de toda deficiencia.
Cabe mencionar que cualquier aeronave con una masa máxima de despegue mayor a los 5700
kg debe establecer y aplicar un programa de seguridad,
cuando exista información que indique que una aeronave puede ser objeto de un ilícito
habrá de protegerse, si todavía está en tierra y notificar su llegada lo antes posible a las
autoridades aeroportuarias pertinentes
preparar y verificarán con regularidad los planes de contingencia y asignar recursos para
salvaguardar a la aviación civil.
garantizar la seguridad de los pasajeros y tripulantes de una aeronave objeto de un acto de
interferencia ilícita, mientras ésta se encuentre en tierra en el territorio del Estado
contratante, hasta que puedan continuar su viaje.
prestar servicios de tránsito aéreo a una aeronave que sea objeto de un acto de
interferencia ilícita recabará toda la información pertinente y la transmitirá a los Estados
interesados.
proporcionar servicios de tránsito a una aeronave que sea objeto de un acto de
apoderamiento ilícito aéreo.
adoptar las medidas factibles para asegurar que la aeronave sometida a un apoderamiento
ilícito que haya aterrizado en su territorio se retenga en tierra, a menos que su partida esté
justificada por la necesidad de proteger vidas humanas.
intercambiar con otros Estados contratantes la información que considere apropiada sobre
cómo responder ante un acto de interferencia ilícita y, al mismo tiempo, debería
proporcionar esa información a la OACI.
ADJUNTOS
Aquí se toman partes de otros anexo y se hacen recomendaciones sobre documentación, carga,
diseño de aeronaves, cosas más técnicas acerca de la operación aérea.

As a consequence of the work carried out by the air navigation Commission, the Air Transport
Committee, and the Committee on unlawful interference, the Council adopted on 22 March 1974,
standards and methods featured on safety.
These standards and methods become Annex 17 and will be entitled "Standards and recommended
practices international - security - protection of international civil aviation against acts of unlawful
interference".
CHAPTER 1. DEFINITIONS
Acts of unlawful interference.
Acts of, or attempts, intended to compromise the security of civil aviation including, without this list
being exhaustive, the following:
• Destruction of an aircraft.
• Use of an aircraft in service with the purpose of causing death, serious bodily injury or
• false information affecting the safety of aircraft, passengers, crew, by ground personnel or an
airport public.
Each Contracting State will have as main objective safeguard the safety of passengers, crews, etc.
Among other responsibilities of each State are:
establish agencies that makes and implement the standards, methods and procedures
against acts of unlawful interference, always taking into account the safety and efficacy of the

Cooperate with requests from other countries on implementation measures of additional

CHAPTER 3. ORGANIZATION
