Resumen:
Las instituciones europeas han aprobado Directivas encaminadas a
cumplir los objetivos del 2020 de ahorro de energa, incluyendo la eficiencia energtica en
edificios. Aunque Espaa ha transpuesto algunas de estas directivas y muchos enfoques
son rentables, la rehabilitacin de edificios no ocupa el lugar esperable en la actividad
econmica. Se atribuye a barreras financieras y de otro tipo este hecho.
En este trabajo se describirn estas barreras, y se expondr una metodologa basada en las
cooperativas de energa. Los socios de estas cooperativas pueden aportar financiacin, pero
tambin otro tipo de ventajas que tienen que ver con su sensibilidad medioambiental.

Abstract:
The European institutions have adopted directives designed to meet
the 2020 targets for energy savings, including energy efficiency in buildings. Although Spain
has implemented some of these directives and many approaches are profitable, building
retrofitting does not generate as much economic activity as expected. This fact is attributed
to financial and other barriers.
This paper will describe these barriers, and a methodology based on energy cooperatives
will be discussed. The members of these cooperatives can provide funding, but also other
advantages that have to do with its environmental sensitivity.
