Actualmente la sociedad IEEESA adelanta la revisin del documento IEEE 998 Guide forDirectLightningStrokeShieldingofSubstations. Como es conocido, este documento es ampliamente usado por los diseadores, mantenedores y operadores de subestaciones elctricas para establecer los mecanismos de apantallamiento contra rayos en este tipo de instalaciones elctricas. Esa aplicacin es ampliamente ejecutada en el mundo entero, incluyendo Latinoamrica. El actual draft del documento IEEE 998 ha incluido como mecanismo de diseo del apantallamiento de la subestacin, el mtodo de coleccin de volumen (CVM). Este es un mtodo de diseo, propuesto en el ao 1979 por el prof J.E. Erickson, el cual modifica los conceptos del mtodo electrogeomtrico y de manera resumida, se puede decir que pretende justificar mediante ciertas manipulaciones de los valores de tensin crtica atmosfrica el aumento del radio de accin de un terminal areo aplicado como elemento de impacto del rayo (Punta Franklin). En esencia, ese proclamado aumento del radio de accin es el fundamento de la tecnologa ESE (Early StreamerEmission). El asunto peligroso en torno al actual desarrollo del draft, el cual pretende ser sometido a votacin en el IEEESA sin atender alertas tcnicas emitidas por la comunidad cientfica internacional, es que existe suficiente demostracin terica y prctica que invalidan los conceptos base del mtodo CVM, as como la tecnologa de pararrayosdeemisintemprana(ESEtechnology). Los alertas emitidos por la comunidad cientfica internacional han sido desechados en elgrupodetrabajo(WG),fundamentadosenalegatosadministrativos,loscualesestn siendo antepuestos a los alegatos tcnicos, los cuales en un documento de la naturalezadelIEEE998,debenserlosprevalecientes. Un punto, un tanto srdido en el asunto que se adelanta, lo representa el hecho de que la empresa ERICO tiene posicin dominante en el grupo de trabajo que ejecuta la revisin y es conocido que esta multinacional es uno de los mayores vendedores del mundo de los artilugios ESE. Obviamente debido a los mltiples reveses, incluso judiciales, recibidos por los vendedores, tales como ERICO y otros, as como a la cada vezmayortomardeconcienciayadquisicindeconocimientoquelaindustriaelctrica y otras, tienen sobre el fraude que hasta la fecha representan las nuevas tecnologas de proteccin contra rayos, los vendedores ejecutan cualquier cantidad de maniobras y exploran espacios para, en defensa de sus intereses comerciales, lograr el reposicionamientodelasventasdesusartilugios. LosestatusdelIEEErechazanlaelaboracindenormasconorientacionescomerciales, as como el conflicto de intereses. La presencia de personas que directa o indirectamente representan los intereses de ERICO en el seno del WG representa conflictodeintereses. Eltemadelasirregularidadestantotcnicas,comoderepresentatividadenelsenodel WG ha sido denunciado por el Dr Abdul Moussa, autoridad mundial en el tema de proteccioncontrarayos,sinembargohastaelmomento;elchairyotrosresponsables,

tanto del WG como de la sociedad IEEESA, no han atendido los alegatos, por dems muybienpresentadosysoportados,quehaceelDrMoussa. Visto el manejo dado a la situacin por parte de los individuos en cargos de autoridad en IEEESA, el Dr Moussa ha solicitado formalmente la revisin del Draft y de manera explcita a solicitado al Dr DAlessandro, principal soporte tcnico del CVM en el draft de la norma 998, un debate pblico con jurado para establecer la realidad y el estado del arte en el tema, as como ha solicitado una apelacin contra la emisin y el sometimiento a ballot del draft del documento 998 en el estado actual en el que se encuentra. Debido a la importancia que el asunto de la introduccin del CVM en el documento 998representa,elasuntohasidoelevadoalasmasaltasautoridadesdelIEEE,masall de la sociedad IEEESA, sin embargo hasta el momento no existe pronunciamiento de partedeladirectivadelIEEE. El asunto tiene muchos aspectos importantes para quienes trabajamos temas de SE(s) elctricas y en general para el mundo de la ingeniera elctrica. Entre estos aspectos setienen: 1. La tecnologa ESE no dispone de reconocimiento normativo a nivel internacional. Las nicas normas que de manera precipitada acogieron esa tecnologa han sido la francesa NFC17102 Protection of Structures and Open Areas Again Lightning Using Early Streamer Emisin Air Terminals y la versin de esta, emitida por Espaa. Es importante aclarar que ambas normas, la francesa y la espaola han sido sometidas a severos cuestionamientos por parte del CENELEC, ascomoporlacomunidadcientficainternacional.Elcuestionamientohasidode tal magnitud que la norma base francesa ha sido revisada y el alcance de proteccin declarado en el nuevo documento de los artilugios ESE ha sido reducidoencasiun60%deloriginal. La decisin de la corte oblig a los vendedores a eliminar su proclama de que los artilugios ESE representaban una mejora tecnolgica en relacin a los puntas franklin tradicionales y expresamente orden, por ser falsa, eliminar la proclama de los vendedores la cual estableca que un ESE dispone de mayorradiodeaccinquelapuntatradicional.

incauto compra la proclama de los vendedores del mayor radio de accin de los ESE, simplemente esta siendo sujeto de estafa y adems lo mas importante es que los individuos y las instalaciones estn siendo expuestas a riesgos mayores. Al instalarse un sistema ESE se usa un nmero menor de terminales areos (Comparado con un arreglo tradicional de puntas Franklin). Es decir, aumenta el riesgo de impacto directo porque al disponerse de menor nmero de puntas el nivel de proteccin disminuye, obviamente. El llamado es a la comunidad cientfica y tecnolgica de Latinoamrica a conocer en profundidad el estado del arte en torno al desarrollo de las llamadas tecnologas emergentes de proteccin contra rayos y aprender a establecer lmites a los vendedores. Es muy bien conocido la alta penetracin que artilugios tales como los ESE y los CTS y otrastecnologasesotricascomolaFaragaussdeMxico,tienenennuestrospases. Esta penetracin es de tal magnitud que algunos pases, por ejemplo Cuba, estn trabajandoeneldesarrollodenormasparasistemasESE. Dar cabida a estas tecnologas, las cuales ya est comprobado no cumplen los cometidosdeclaradosporsusvendedores,esunamuestradeignoranciasobreeltema o en su defecto, irresponsabilidad, debido a que su uso compromete la seguridad de personaseinstalaciones,lascualesparadjicamentesebuscaproteger. This refers to the Project Authorization Request (PAR) for Standard 998 (Guide for Direct Lightning Stroke Shielding of Substations). That PAR was submitted by Mr. Bob Nowell to IEEESA on July 26, 2007, and it was approved by IEEESAonDecember5,2007. I previously showed that draft Standard 998 was illegal in view of the following: a) Mr. Nowell had no authority to submit the PAR to IEEESA; b) The SCOPE of the Standard as stated in the PAR; the objective of which was to introducetheCollectionVolumeMethod(CVM)/Eriksson'sModel,conflictedwithitsPURPOSE,and;c)Mr.Nowell failedtoprovidefairnoticetotheaffectedparties,thusviolatingtherequirementsofopennessanddueprocess. Upon further examination of the PAR, I discovered an even more serious problem: electrical utilities, which Mr. Nowell claimed to be the only stakeholders, had no NEEED for the CVM / Eriksson's Model. Rather, it was ERICO that needed the inclusion of that design method in a standard so as to facilitate the marketing of its Dynasphere and other EarlyStreamer Emission (ESE) lightning rods. On theother hand, ERICO was not a declared stakeholder. Further, Mr. Nowell would not have dared to identify it as such in the PAR. Voting at the meetings of WG D5 has been dominated by ERICO. Most importantly, ERICO has improperly influenced the WG by controllingh the information being fed to it. If Mr. Nowell is suggesting that the voting reflectedaninformedopinionofthemembershipatlarge,thenhereismychallengetohim: 1)GivethemembershipatlargeafairopportunitytoseetheantiCVMevidencebyforwardingmypapertothem. 2) Ask them to vote on the question of validity of the CVM by email so that voting would not be skewed by inabilityofmanymemberstoattendmeetingswhileERICO'ssupportersarefinancedtoattendeveryone. 3)Posttheresultsofthevotingmemberbymembertoensuretransparencyoftheprocess.
