Las declaraciones, así como los convenios universales y regionales han dado un gran impulso a esta ciencia que está por convertirse en el marco de las instituciones básicas del Siglo 21 a nivel mundial.
Aunque, por desgracia, están lejos de desaparecer las guerras y la violencia, con su secuela de atropellos a los derechos y a la dignidad del hombre, éste no cesa en su empeño multisecular por establecer un orden internacional y nacional basado precisamente en el respeto a esos derechos. Como en los primeros tiempos, y aún más que entonces, el
hombre lucha contra sus semejantes para desterrar la injusticia, el racismo, la discriminación y el odio que son origen de los males que padece la humanidad. es reconfortante observar que, en vez de decaer, Acrecen los esfuerzos en pro de ese ideal mientras arrecia la embestida del armamentismo y su cortejo, la violencia, la miseria y la opresión.
Deseamos que este libro contribuya, en alguna medida, a ese propósito inagotable por alcanzar un orden económico y jurídico compatible con la ciencia de que se enorgullece el hombre. En efecto, el mejor aliado que tienen los enemigos de la libertad es la ignorancia en que mantiene a la mitad de la población mundial, que no conoce el alfabeto uno
puede utilizarlo adecuadamente por lo que se ha dado en llamar el analfabetismo funcional. No es suficiente que el ser humano sepa leer y escribir. No es suficiente que pueda trabajar, en la mayoría de los casos, sin satisfacer sus necesidades básicas. Tiene que conocer claramente sus derechos y obligaciones para ejercerlos en beneficio propio y de
sus semejantes. Las cátedras de instrucción cívica, de historia, de moral y de Derecho, entre éstas las de Derecho Público y Derecho Constitucional, son elementos clave en la formación del hombre responsable consigo mismo y con la sociedad.
Por lo expuesto en los párrafos precedentes, este libro está dirigido no sólo a los estudiantes de Derecho, sino también a los de ciclos inferiores, con referencias históricas, informaciones sobre la legislación boliviana relativo a las enseñanzas de la evolución y el futuro de los Derechos Humanos. En las escuelas y colegios, así como en las
universidades, deben instituirse asignaturas sobre la naturaleza y alcance de estos derechos. El profesional abogado, como médico, el economista, el ingeniero, el sociólogo, el antropólogo, el periodista y, sobre todo el maestro, no pueden olvidarse del aspecto humano de sus responsabilidades, como no puede hacerlo nadie desde el momento en que
