PROCESS OF FACILITATION AND NEGOTIATION OF THE
COLOMBIAN CONFLICT

Colombia had and is currently undergoing a complex peace
process with many challenges, a 50-year-old conflict and
many failures.
From a real and factual overview, the actors of the Colombian
Government and the Revolutionary Armed Forces of
Colombia (FARC-EP) were able in the conversations to reach
points of understanding, taking into consideration some
factors that are detailed below:
1. The Colombian conflict reached a stalemate where neither
party advanced on the other, that is, it was impossible for
either party to achieve a definitive victory over the other in
time, following a conflict under these conditions is useless.
2. Both parties in the process of talks in Oslo and Havana
managed to glimpse that if the conflict continues, the social
disaster and the serious injuries for both parties will be
irreparable, causing serious social damage to the population
and more victims.
3. The point came in this conflict that both parties could no
longer bear the costs of a prolonged, large-scale conflict, this
resulted in stagnation and the obligation to negotiate.
We can summarize that in the Colombian case, in order to
negotiate the facilitation of the Cuban and Norwegian
governments, it was essential to detect common ground and
create trust between both parties who accepted the
impossibility of achieving a forceful military victory that would
end the confrontation.
Something fundamental also happened in the Oslo and
Havana talks process. President Santos understood that the
war was not won with the armed confrontation and the FARC-
EP understood that they would never achieve political power
through arms.
