RESUMEN

El trabajo presente permitirá esbozar LOS PROCEDIMIENTOS para la transferencia de

hidrocarburos que se realizarán mediante operaciones de alije en la jurisdicción de la
Superintendencia del Terminal Petrolero de La Libertad (SUINLI) y la descripción del tipo
de hidrocarburo que se utilizaran para su respectiva comercialización después de haberse
realizada la respectiva descarga en operaciones de buque a buque.

MEDIANTE ESTOS procedimientos, permitirá que las operaciones de alije se ejecuten de

manera segura y previniendo la contaminación, entre buques aframax hacia buques Handy
size. Con la finalidad de que se transfiera derivados de hidrocarburos procedentes de
puertos extranjeros.

Para la realización de esta propuesta se basará en las normativas contempladas en el código

de policía marítima, reglamento de la actividad marítima, reglamente de operaciones de
suinli (dispuestas por RO.II.1.3 Y RO.II.1.6.), directrices de la DIRNEA, entre otros

ABSTRACT

The present work will allow us to know The process of oil aliquots that will be carried out in
the jurisdiction of the superintendence of the oil terminal of the freedom (SUINLI) and the
description of the type of oil that will be used for its respective commercialization after the
respective discharge in ship to ship operations.

It is proposed to create the procedures that will allow in a safe way, preventing pollution in
order to authorize the transfer of oil derivatives from foreign ports in the oil terminal of
freedom through aframax ships to Handy size ships, in manoeuvres of aliyage.

For the realization of this proposal, it will be based on the regulations contemplated in the
maritime police code, regulations of the maritime activity, suinli operations regulations
(provided by RO.II.1.3 and RO.II.1.6.), DIRNEA guidelines, among others.

EL PROBLEMA

1.1 Antecedentes

1.2 Planteamiento del problema.

En la superintendencia del terminal petrolero de la libertad existe procedimientos Para la

transferencia de los hidrocarburos pertenecientes a EP PETROECUDOR sin embargo se torna
imprescindible contar con directrices que permitan realizar alijes para transferencia de
hidrocarburos pertenecientes a la empresa privada. de partes internacionales el problema es que
terminal petrolero no cuenta con un debido procedimiento para establecer las normativas de
trasportar productos provenientes de manera privada de buque a buque, así mismo de buque a
tanque, ya que solo se realizan trabajos de alijes con crudo de petro ecuador.

Se identificara la normativa nacional que se relaciona con los procedimientos de ALIJE de

Hidrocarburos, y las normativa internacional detallada n el ship ti ship transfer guide petroleum y
las reglas del MARPOL que es un Convenio Internacional para Prevenir la Contaminación por los
Buques .

Objetivos

1.2.1 objetivo general

Desarrollar una propuesta de los procedimientos que se llevaran a cabo una vez establecida la
normativa correcta, para realizar alijes entre buques tipo aframax a buques Handy size con
derivados de petróleo.
